Green-Douglass: County is served well by five at-large supervisors

The Johnson County Board of Supervisors consists of five at-large members. Recently some people in the rural community have advocated for a board elected from districts within the county. A House Study Bill a few years ago would have required counties with a population greater than 150,000 to elect supervisors from districts, though a similar bill had failed earlier.

While districting a board of supervisors may appear to provide more representation to rural residents, the opposite would result. Currently, any resident anywhere in the county has five supervisors to whom they can communicate their needs. With districts, residents would have only one supervisor representing them.

There are many reasons electing supervisors from districts is not a good idea for Johnson County. But here is why, in fact, it’s a bad idea.

In Johnson County, our current practice for funding projects is determined using a needs assessment approach. This can be seen in our Five-Year Road Plan and works quite well. It is a triage of sorts, with the greatest need addressed first. With districts, it would become necessary to rotate projects based on the district in which it is located rather than the greatest need.

Imagine what might have happened in the 2016 emergency situation on the Highway 965 bridge over the Iowa River! During routine bridge inspections, county engineers determined repairs to that bridge to be our county’s greatest road need. It was an issue of public safety. Our at-large Board of Supervisors approved that project for immediate repairs.

Had we had districts, that project would land within my district and might have been put on hold, waiting for my district to have its turn at a big roads project. Just a couple years later, Swan Lake Road bridge over I-380, also in “my district” was deemed in need of immediate repair. While there is not a lot of traffic on that bridge, it is an essential route for farmers in the area. The closure was inconvenient during one farming season, but is now open and in good repair.

With districts, that bridge, in particular, would still be closed because it would be unfair for one district to have two big bridge repair jobs done before other districts had one done.

There are many other reasons why Johnson County’s Board of Supervisors should continue as an at-large body. Each county should be allowed to determine its own board of supervisors structure.

Surface Effects in Superconductors with Corners. (arXiv:2003.00521v2 [math-ph] UPDATED)

We review some recent results on the phenomenon of surface superconductivity in the framework of Ginzburg-Landau theory for extreme type-II materials. In particular, we focus on the response of the superconductor to a strong longitudinal magnetic field in the regime where superconductivity survives only along the boundary of the wire. We derive the energy and density asymptotics for samples with smooth cross section, up to curvature-dependent terms. Furthermore, we discuss the corrections in presence of corners at the boundary of the sample.

New ${cal N}{=},2$ superspace Calogero models. (arXiv:1912.05989v2 [hep-th] UPDATED)

Starting from the Hamiltonian formulation of ${cal N}{=},2$ supersymmetric Calogero models associated with the classical $A_n, B_n, C_n$ and $D_n$ series and their hyperbolic/trigonometric cousins, we provide their superspace description. The key ingredients include $n$ bosonic and $2n(n{-}1)$ fermionic ${cal N}{=},2$ superfields, the latter being subject to a nonlinear chirality constraint. This constraint has a universal form valid for all Calogero models. With its help we find more general supercharges (and a superspace Lagrangian), which provide the ${cal N}{=},2$ supersymmetrization for bosonic potentials with arbitrary repulsive two-body interactions.

Generalized Cauchy-Kovalevskaya extension and plane wave decompositions in superspace. (arXiv:2005.03160v1 [math-ph])

The aim of this paper is to obtain a generalized CK-extension theorem in superspace for the bi-axial Dirac operator. In the classical commuting case, this result can be written as a power series of Bessel type of certain differential operators acting on a single initial function. In the superspace setting, novel structures appear in the cases of negative even superdimensions. In these cases, the CK-extension depends on two initial functions on which two power series of differential operators act. These series are not only of Bessel type but they give rise to an additional structure in terms of Appell polynomials. This pattern also is present in the structure of the Pizzetti formula, which describes integration over the supersphere in terms of differential operators. We make this relation explicit by studying the decomposition of the generalized CK-extension into plane waves integrated over the supersphere. Moreover, these results are applied to obtain a decomposition of the Cauchy kernel in superspace into monogenic plane waves, which shall be useful for inverting the super Radon transform.

Hierarchical Neural Architecture Search for Single Image Super-Resolution. (arXiv:2003.04619v2 [cs.CV] UPDATED)

Deep neural networks have exhibited promising performance in image super-resolution (SR). Most SR models follow a hierarchical architecture that contains both the cell-level design of computational blocks and the network-level design of the positions of upsampling blocks. However, designing SR models heavily relies on human expertise and is very labor-intensive. More critically, these SR models often contain a huge number of parameters and may not meet the requirements of computation resources in real-world applications. To address the above issues, we propose a Hierarchical Neural Architecture Search (HNAS) method to automatically design promising architectures with different requirements of computation cost. To this end, we design a hierarchical SR search space and propose a hierarchical controller for architecture search. Such a hierarchical controller is able to simultaneously find promising cell-level blocks and network-level positions of upsampling layers. Moreover, to design compact architectures with promising performance, we build a joint reward by considering both the performance and computation cost to guide the search process. Extensive experiments on five benchmark datasets demonstrate the superiority of our method over existing methods.

Unsupervised Domain Adaptation on Reading Comprehension. (arXiv:1911.06137v4 [cs.CL] UPDATED)

Reading comprehension (RC) has been studied in a variety of datasets with the boosted performance brought by deep neural networks. However, the generalization capability of these models across different domains remains unclear. To alleviate this issue, we are going to investigate unsupervised domain adaptation on RC, wherein a model is trained on labeled source domain and to be applied to the target domain with only unlabeled samples. We first show that even with the powerful BERT contextual representation, the performance is still unsatisfactory when the model trained on one dataset is directly applied to another target dataset. To solve this, we provide a novel conditional adversarial self-training method (CASe). Specifically, our approach leverages a BERT model fine-tuned on the source dataset along with the confidence filtering to generate reliable pseudo-labeled samples in the target domain for self-training. On the other hand, it further reduces domain distribution discrepancy through conditional adversarial learning across domains. Extensive experiments show our approach achieves comparable accuracy to supervised models on multiple large-scale benchmark datasets.

Unsupervised learning of hidden representations has been one of the most vibrant research directions in machine learning in recent years. In this work we study the brain-like Bayesian Confidence Propagating Neural Network (BCPNN) model, recently extended to extract sparse distributed high-dimensional representations. The saliency and separability of the hidden representations when trained on MNIST dataset is studied using an external classifier, and compared with other unsupervised learning methods that include restricted Boltzmann machines and autoencoders.

Self-Supervised Human Depth Estimation from Monocular Videos. (arXiv:2005.03358v1 [cs.CV])

Previous methods on estimating detailed human depth often require supervised training with `ground truth' depth data. This paper presents a self-supervised method that can be trained on YouTube videos without known depth, which makes training data collection simple and improves the generalization of the learned network. The self-supervised learning is achieved by minimizing a photo-consistency loss, which is evaluated between a video frame and its neighboring frames warped according to the estimated depth and the 3D non-rigid motion of the human body. To solve this non-rigid motion, we first estimate a rough SMPL model at each video frame and compute the non-rigid body motion accordingly, which enables self-supervised learning on estimating the shape details. Experiments demonstrate that our method enjoys better generalization and performs much better on data in the wild.

Quantum correlation alignment for unsupervised domain adaptation. (arXiv:2005.03355v1 [quant-ph])

Correlation alignment (CORAL), a representative domain adaptation (DA) algorithm, decorrelates and aligns a labelled source domain dataset to an unlabelled target domain dataset to minimize the domain shift such that a classifier can be applied to predict the target domain labels. In this paper, we implement the CORAL on quantum devices by two different methods. One method utilizes quantum basic linear algebra subroutines (QBLAS) to implement the CORAL with exponential speedup in the number and dimension of the given data samples. The other method is achieved through a variational hybrid quantum-classical procedure. In addition, the numerical experiments of the CORAL with three different types of data sets, namely the synthetic data, the synthetic-Iris data, the handwritten digit data, are presented to evaluate the performance of our work. The simulation results prove that the variational quantum correlation alignment algorithm (VQCORAL) can achieve competitive performance compared with the classical CORAL.

Scene Text Image Super-Resolution in the Wild. (arXiv:2005.03341v1 [cs.CV])

Low-resolution text images are often seen in natural scenes such as documents captured by mobile phones. Recognizing low-resolution text images is challenging because they lose detailed content information, leading to poor recognition accuracy. An intuitive solution is to introduce super-resolution (SR) techniques as pre-processing. However, previous single image super-resolution (SISR) methods are trained on synthetic low-resolution images (e.g.Bicubic down-sampling), which is simple and not suitable for real low-resolution text recognition. To this end, we pro-pose a real scene text SR dataset, termed TextZoom. It contains paired real low-resolution and high-resolution images which are captured by cameras with different focal length in the wild. It is more authentic and challenging than synthetic data, as shown in Fig. 1. We argue improv-ing the recognition accuracy is the ultimate goal for Scene Text SR. In this purpose, a new Text Super-Resolution Network termed TSRN, with three novel modules is developed. (1) A sequential residual block is proposed to extract the sequential information of the text images. (2) A boundary-aware loss is designed to sharpen the character boundaries. (3) A central alignment module is proposed to relieve the misalignment problem in TextZoom. Extensive experiments on TextZoom demonstrate that our TSRN largely improves the recognition accuracy by over 13%of CRNN, and by nearly 9.0% of ASTER and MORAN compared to synthetic SR data. Furthermore, our TSRN clearly outperforms 7 state-of-the-art SR methods in boosting the recognition accuracy of LR images in TextZoom. For example, it outperforms LapSRN by over 5% and 8%on the recognition accuracy of ASTER and CRNN. Our results suggest that low-resolution text recognition in the wild is far from being solved, thus more research effort is needed.

Deeply Supervised Active Learning for Finger Bones Segmentation. (arXiv:2005.03225v1 [cs.CV])

Segmentation is a prerequisite yet challenging task for medical image analysis. In this paper, we introduce a novel deeply supervised active learning approach for finger bones segmentation. The proposed architecture is fine-tuned in an iterative and incremental learning manner. In each step, the deep supervision mechanism guides the learning process of hidden layers and selects samples to be labeled. Extensive experiments demonstrated that our method achieves competitive segmentation results using less labeled samples as compared with full annotation.

Unsupervised Multimodal Neural Machine Translation with Pseudo Visual Pivoting. (arXiv:2005.03119v1 [cs.CL])

Unsupervised machine translation (MT) has recently achieved impressive results with monolingual corpora only. However, it is still challenging to associate source-target sentences in the latent space. As people speak different languages biologically share similar visual systems, the potential of achieving better alignment through visual content is promising yet under-explored in unsupervised multimodal MT (MMT). In this paper, we investigate how to utilize visual content for disambiguation and promoting latent space alignment in unsupervised MMT. Our model employs multimodal back-translation and features pseudo visual pivoting in which we learn a shared multilingual visual-semantic embedding space and incorporate visually-pivoted captioning as additional weak supervision. The experimental results on the widely used Multi30K dataset show that the proposed model significantly improves over the state-of-the-art methods and generalizes well when the images are not available at the testing time.

Weakly-Supervised Neural Response Selection from an Ensemble of Task-Specialised Dialogue Agents. (arXiv:2005.03066v1 [cs.CL])

Dialogue engines that incorporate different types of agents to converse with humans are popular.

However, conversations are dynamic in the sense that a selected response will change the conversation on-the-fly, influencing the subsequent utterances in the conversation, which makes the response selection a challenging problem.

We model the problem of selecting the best response from a set of responses generated by a heterogeneous set of dialogue agents by taking into account the conversational history, and propose a emph{Neural Response Selection} method.

The proposed method is trained to predict a coherent set of responses within a single conversation, considering its own predictions via a curriculum training mechanism.

Our experimental results show that the proposed method can accurately select the most appropriate responses, thereby significantly improving the user experience in dialogue systems.

Method and apparatus for error-correction in and processing of GFP-T superblocks

The present invention discloses a method and apparatus for processing and error correction of a GFP-T superblock, where the 64 bytes of payload data of a first superblock are buffered in the first page of a two-page buffer. The flag byte is buffered in a separate buffer, and a CRC operation is performed in a separate logic element. The result of the CRC operation is checked against a single syndrome table which may indicate single- or multi-bit errors. As the payload data of the first superblock is processed and read out of the first page of the two-page buffer, the payload data of a second superblock is written into the second page of the two-page buffer to be processed and corrected.

Fast-cycling, conduction-cooled, quasi-isothermal, superconducting fault current limiter

Fault Current Limiters (FCL) provide protection for upstream and/or downstream devices in electric power grids. Conventional FCL require the use of expensive conductors and liquid or gas cryogen handling. Disclosed embodiments describe FCL systems and devices that use lower cost superconductors, require no liquid cryogen, and are fast cycling. These improved FCL can sustain many sequential faults and require less time to clear faults while avoiding the use of liquid cryogen. Disclosed embodiments describe a FCL with a superconductor and cladding cooled to cryogenic temperatures; these are connected in parallel with a second resistor across two nodes in a circuit. According to disclosed embodiments, the resistance of the superconducting components and its sheath in the fault mode are sufficiently high to minimize energy deposition within the cryogenic system, minimizing recovery time. A scheme for intermediate heat storage also is described which allows a useful compromise between conductor length enabled energy minimization and allowable number of sequential faults to enable an overall system design which is affordable, and yet allows conduction cooled (cryogen free) systems which have fast recovery and allows for multiple sequential faults.

Disclosed is a splicing method of two second-generation ReBCO high temperature superconductor coated conductors (2G ReBCO HTS CCs), in which, with stabilizing layers removed from the two strands of 2G ReBCO HTS CCs through chemical wet etching or plasma dry etching, surfaces of the two high temperature superconducting layers are brought into direct contact with each other and heated in a splicing furnace in a vacuum for micro-melting portions of the surfaces of the high temperature superconducting layers to permit inter-diffusion of ReBCO atoms such that the surfaces of the two superconducting layers can be spliced to each other and oxygenation annealing for recovery of superconductivity which was lost during splicing.

A self-shield open magnetic resonance imaging superconducting magnet comprises five pairs of coils: shim coils, first main magnetic coils, second main magnetic coils, third main magnetic coils, and shielding coils.
