Good morning everyone, and thank you for being here today as we announce the latest law enforcement action in our ongoing, criminal investigation of the manipulation of LIBOR, a critical benchmark interest rate used by banks around the world. I am joined here today by our close partners – David Meister, the head of enforcement for the Commodity Futures Trading Commission, and Timothy Gallagher, the Special Agent in Charge of the FBI Washington Field Office’s Criminal Division.

The impact of this violence, and of our acquiescence, is greater than it appears on the surface. We can see the immediate physical damage it does, and we know it causes emotional trauma in the kids it touches.

There were more than a dozen separate conspiracies each operating independently but all targeting the U.S. automotive industry. Some of the price-fixing conspiracies lasted for a decade or longer, and many car models were fitted with multiple parts that were fixed by the auto parts suppliers.

Today, I am pleased to be in Detroit to announce that – in addition to our ongoing enforcement of antitrust and consumer protection laws – as part of the Obama Administration’s commitment to supporting the City of Detroit, the Justice Department will take a variety of actions to provide direct assistance to city leaders and local law enforcement authorities in order to improve public safety throughout the metropolitan area.

A former U.S. Army Sergeant and a co-conspirator have been sentenced in the District of Colorado for their roles in stealing fuel at Forward Operating Base (FOB) Fenty, Afghanistan, Acting Assistant Attorney General Mythili Raman of the Justice Department’s Criminal Division announced.

Vladimir Kats, 41, of Brooklyn, N.Y., pleaded guilty today in federal court before U.S. District Judge Denise L. Cote to money laundering and operating an unlicensed money transmitting business. The charges stem from his role in running Liberty Reserve, a company that operated one of the world’s most widely used digital currency services and allegedly laundered more than $6 billion in suspected proceeds of crimes.

The U.S. Bankruptcy Court for the District of Delaware approved a settlement agreement today between the United States and the APCO Liquidating Trust (a successor in interest to APCO Oil Corporation). The settlement follows seven years of litigation concerning the APCO Liquidating Trust’s liability under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or “Superfund”) for costs incurred by the U.S. Environmental Protection Agency (EPA) for the ongoing cleanup of the Oklahoma Refining Company (ORC) Superfund Site located in Cyril, Okla.

The Department of Justice filed a proposed settlement with US Airways and American Airlines that, if approved by the court, would resolve our lawsuit challenging their proposed merger. Under the agreement, we are requiring US Airways and American Airlines to divest critically important facilities at seven key airports across the country

Christopher W. Loncarich, 55, of Mack, Colo., and Nicholaus J. Rodgers, 30, of Medford, Or., were charged yesterday in the District of Colorado with conspiracy to violate the Lacey Act.

The Department of Justice’s Antitrust Division issued a statement after announcing the closing of its investigation into Samsung Electronics Co. Ltd.’s use of its portfolio of standards-essential patents that it had committed to license to industry participants on fair, reasonable, and non-discriminatory terms (SEPs) to exclude certain Apple, Inc. products from the U.S. market.

MPRI Inc. has agreed to pay $3.2 million to resolve allegations that it submitted false labor charges on a contract to support the Army in Afghanistan.

Earlier today at the federal courthouse in Brooklyn, N.Y., Akbar Ahmad Sherzai, 49, of Centreville, Va., an independent contractor for a trucking company operating in Afghanistan that was responsible for delivering fuel to U.S. Army installations, pleaded guilty to his role in offering a U.S. Army serviceman $54,000 in bribes to falsify documents.

Today, the Department of Justice issued a letter of findings describing problems in the Missoula County, Mont., Attorney’s Office’s response to sexual assault, and concluding that there is substantial evidence that the County Attorney’s response to sexual assault discriminates against women.

U.S. Army Sergeant Albert Kelly III, 28, of Fort Knox, Ky., pleaded guilty today to theft charges for his role in the theft of fuel at Forward Operating Base (FOB) Salerno in Afghanistan.

In a video message released today, Attorney General Eric Holder called on Congress to create a strong, national standard for quickly alerting consumers whose information may be compromised by cyberattacks. This legislation would strengthen the Justice Department's ability to combat crime, ensure individual privacy, and prevent identity theft, while also helping to bring cybercriminals to justice.

That's why we are all gathered here this morning. Under the leadership of Attorney General Eric Holder, the U.S. Department of Justice has used a variety of tools to respond when law enforcement misconduct is uncovered. Those include everything from technical assistance provided by our Office of Justice Programs and our COPS Office to full-fledged enforcement actions by our Civil Rights Division and U.S. Attorney's Offices around the country, and everything in between.

Assistant Attorney General Bill Baer in charge of the Department of Justice’s Antitrust Division today met with 35 international antitrust enforcement agencies and dozens of private antitrust practitioners in Washington, D.C.

More funding will be available this year, and I am also pleased that President Obama’s budget request for next year includes $11 million for programs to support responses to child maltreatment. The Justice Department announced today that it has reached an agreement with the New Jersey Judiciary to provide comprehensive language assistance services to limited English proficient (LEP) individuals.

The Justice Department today announced it has reached an agreement with the Rhode Island Judiciary to ensure that limited English proficient individuals will have access to timely and competent language assistance at no charge in all court proceedings, services and programs throughout the state court system.

"This is an antitrust no-brainer: Companies who engage in properly designed cyber threat information sharing will not run afoul of the antitrust laws. This means that as long as companies don’t discuss competitive information such as pricing and output when sharing cybersecurity information, they’re okay," said Assistant Attorney General Baer.

"This investigation was not an easy task, but through all of these efforts, we made certain to gather the facts and apply the law to the facts to reach our conclusions."
