Timothy F. Mobley, a real estate developer based in Tampa, Fla., and accountant Timothy F. Hohl pleaded guilty today in Jacksonville, Fla., federal court for their roles in illegal contributions to the Republican Party of Florida (RPOF) and the campaign of an elected member of the U.S. Congress.

"No one program can solve all the challenges our communities face, but programs such as CityLIFT that provide families access to sustainable homeownership are critical," said Assistant Attorney General Perez.

"We have made it one of our missions at the Department of Justice to hold accountable those who abuse the Medicare program for personal profit. And there are Medicare fraudsters in prisons across the country – some who will be there for decades – who can attest to our determination and our effectiveness," said Assistant Attorney General Breuer.

"Several years ago, our Office for Victims of Crime funded the Clery Center to develop a training curriculum for university administrators and law enforcement executives about the requirements of the Clery Act. The Center continues to deliver the training throughout the country," said Acting Assistant Attorney General Leary.

U.S. Army Sergeant Christopher Weaver pleaded guilty today to bribery charges for his role in the theft of fuel at Forward Operating Base (FOB) Fenty, near Jalalabad, Afghanistan.

"By allegedly conspiring to steal DuPont’s and Teijin’s intellectual property, Kolon threatened to undermine an economic engine at both companies. We cannot, and we will not, stand idly by in the face of such flagrant alleged conduct," said Assistant Attorney General Breuer.

"As a result both of increased FCPA enforcement and increased policing of corporate conduct in general, I think that the culture of corporate compliance has improved in recent years," said Assistant Attorney General Breuer.

"At the Justice Department, we have made enforcing the rights of American Indians a priority," said Assistant Attorney General Perez.

Diyana Montes, 29, pleaded guilty before U.S. District Judge James E. Boasberg in the District of Columbia to one count of bribery.

"We often think of national security threats, like that of a catastrophic terrorist attack, as questions about prevention. But the cyber threat is not simply looming – it is here. It is present and growing," said Assistant Attorney General Monaco.

A federal court has preliminarily enjoined ITS Financial LLC, the parent company that owns the Instant Tax Service tax-preparation franchise operation, the Justice Department announced today. Dayton, Ohio-based ITS claims to be the fourth-largest tax-preparation firm in the nation, according to the government complaint in the civil lawsuit. Judge Timothy Black of the U.S. District Court for the Southern District of Ohio signed the order, which also applies to the company’s CEO, Fesum Ogbazion. The defendants consented to the preliminary injunction.

Two Pakistani nationals have been indicted by a federal grand jury in the District of Columbia on charges alleging that they operated Internet sites that illegally shipped pharmaceuticals from Pakistan and the United Kingdom to customers in the United States.

"The Criminal Division is determined, with its federal, state and local law enforcement partners, to continue disrupting and dismantling ABT and other violent criminal enterprises," said Assistant Attorney General Breuer.

The U.S. Department of Justice Office of Community Oriented Policing Services (COPS) today announced the completion and delivery of an eight-month review of the Las Vegas Metropolitan Police Department’s use of force policies and practices. The report, funded by a grant from the COPS Office, lists 75 findings and recommendations regarding officer-involved shootings and other use-of-force issues.

"Financial fraud affects people every day and can be devastating for victims. Business opportunity schemes prey on people who want to work to support themselves and their families. But instead of getting meaningful employment, victims are defrauded out of their money, their credit, and their time," said Principal Deputy Assistant Attorney General Delery.

"We hope that today’s acknowledgement by BP of its misconduct – through its agreement to plead guilty to 11 counts of felony manslaughter – brings some measure of justice to the family members of the people who died onboard the rig," said Assistant Attorney General Breuer.

"Too many of our neighbors are still victims of discrimination, bigotry, and violence. Too many are denied opportunities to participate fully in their communities and build valued lives for their families. But at the Division, we are in the opportunity business. A Houston federal jury has convicted Gilbert T. Lopez Jr., the former chief accounting officer of Stanford Financial Group Company, and Mark J. Kuhrt, the former global controller of Stanford Financial Group Global Management, for their roles in helping Robert Allen Stanford perpetrate a fraud scheme involving Stanford International Bank (SIB).

"The road ahead will be difficult. This work is not easy, but this independent review is critical to ensuring and preserving trust between a police department and the community it serves," said Assistant Attorney General Perez.

"We know that enforcement alone will not get us out of this problem. So our agency partners are working hard to root out fraud before it happens, and they negotiate compliance agreements in connection with their administrative remedies that establish tough structures to help prevent further instances of fraud." said Principal Deputy Assistant Attorney General Delery.

John Tuma, 55, of Centerville, Texas, was sentenced today following his March 21, 2012, trial conviction by a federal jury for discharging untreated wastewater directly into the Red River without a permit, discharging untreated wastewater into the city of Shreveport sewer system in violation of its permit and obstructing an EPA inspection.

"We recognize that crime rates are high in Indian country and help is not easy to come by, given tribes’ geographical remoteness and scarcity of resources. But tribal victim service providers have shown time and again that their efforts to meet these challenges are unflagging," said Acting Assistant Attorney General Leary.

An indictment was unsealed today in Fort Pierce, Fla., charging Joseph Rizzuti with one count of corruptly endeavoring to obstruct the Internal Revenue Service (IRS) and four counts of wire fraud, the Justice Department and the IRS announced. The indictment was returned by a grand jury on Nov. 29, 2012.

The former vice president of a construction company doing work in Afghanistan was arrested today on allegations of accepting tens of thousands of dollars in gratuities from subcontractors during his employment in Afghanistan.

Detroit-area resident Ankit Patel pleaded guilty today for his role in a $13.8 million home health care fraud scheme.

A former employee of a U.S. Army contractor and two former U.S. Army staff sergeants pleaded guilty today for their roles in a fraud scheme involving a contract to provide armored vehicles to the U.S. Military in Afghanistan.

A Nevada federal court has permanently barred Benyam Tewolde from preparing tax returns for others, the Justice Department announced today. Tewolde and his wife, Yordanos Kidanits, are the alleged co-owners of an Instant Tax Service franchise that operates at multiple locations in the Las Vegas area. Instant Tax Service is a nationally franchised tax preparation company based in Dayton, Ohio.

Attorney General Eric Holder today welcomed the confirmation of Bill Baer as the Department of Justice’s Assistant Attorney General for the Antitrust Division.

Today, the Justice Department announced that yesterday afternoon it filed in federal court a comprehensive agreement that will resolve long running litigation with the state of Tennessee originally concerning conditions of care at the former Arlington Developmental Center (ADC).

“Above all, our goal is to serve as practical problem solvers on the operational, legal, and policy questions we confront with our partners, and to keep pace with an evolving threat, while ensuring that we do so consistent with the rule of law and civil liberties,” said Assistant Attorney General Monaco.

James M. Davis, 64, formerly of Baldwyn, Miss., the former chief financial officer of Stanford International Bank (SIB) and Houston-based Stanford Financial Group, was sentenced today to five years in prison for his role in helping Robert Allen Stanford perpetrate a fraud scheme involving SIB, and for conspiring to obstruct a U.S. Securities and Exchange Commission (SEC) investigation into SIB.

"One of our top priorities is addressing youth violence. As I’m sure many of you would agree, this is one of the most complex and intractable problems in criminal justice. And because it is so complex, we’ve learned over time that tackling it involves many people – stakeholders from all sectors and from all levels of government," said Acting Assistant Attorney General Leary.

Manuel Ernesto Ortiz-Barraza, an independent financial consultant, was extradited to the United States today for his alleged role in a scheme to defraud the Export-Import Bank of the United States (Ex-Im Bank) of over $2.5 million.

The Justice Department announced today that Assistant Attorney General Lanny A. Breuer of the Justice Department’s Criminal Division will leave the department on March 1, 2013.

A federal court in Indianapolis has barred David Ray Franklin and his company, Instant Refund Tax Service (IRTS) – which does business as Instant Tax Service—from preparing tax returns and from operating a tax-preparation business.

A Kansas City, Kan., federal court permanently barred an Instant Tax Service franchisee, A&S Tax Services LLC, from further operating or preparing federal tax returns for others.

Attorney General Eric Holder announced today that the Department of Justice has filed a civil lawsuit against the credit rating agency Standard &s Ratings Services alleging that S&P engaged in a scheme to defraud investors in structured financial products known as Residential Mortgage-Backed Securities and Collateralized Debt Obligations.

A former employee of a Department of Defense contracting company at Bagram Airfield, Afghanistan, was sentenced today to serve 30 months in prison for attempting to smuggle $150,000 in kickback proceeds he received for steering U.S. government subcontracts to an Afghan company.

A federal grand jury in Muskogee, Okla., has indicted Raymond A. Barnes, 42, and Christopher A. Brown, 31, the former jail superintendent and assistant jail superintendent, respectively, of the Muskogee County Jail (MCJ) on multiple counts of civil rights offenses related to allegations of excessive force on inmates at MCJ on or between August 2009 and May 2011.
