The Metropolitan St. Louis Sewer District (MSD) has agreed to make extensive improvements to its sewer systems and treatment plants, at an estimated cost of $4.7 billion over 23 years, to eliminate illegal overflows of untreated raw sewage, including basement backups, and to reduce pollution levels in urban rivers and streams.

“Sharis is a highly experienced antitrust enforcer and I am confident that she will continue to lead the Antitrust Division in its mission to vigorously enforce the antitrust laws,” said Attorney General Holder.

Attorney General Eric Holder, Department of Health and Human Services Secretary Kathleen Sebelius and Department of the Interior Secretary Ken Salazar today announced a new federal framework to assist American Indian and Alaska Native communities in achieving their goals in the prevention, intervention and treatment of alcohol and substance abuse.

"Regrettably, as we have seen here in New Mexico and across the nation, the need for aggressive enforcement remains," said Assistant Attorney General Perez.

"Based on our preliminary review, we have decided to expand our investigation to also focus on allegations that the Lancaster and Palmdale stations of the LASD are engaged in a pattern or practice of discrimination on the basis of race or national origin," said Assistant Attorney General Perez.

Tyrone L. Ellis, 56, of Columbus, Ga., was sentenced by U.S. District Judge Clay D. Land of the Middle District of Georgia.

"Our resilience is due, in great part, to our ability to come together at all levels of government to build and bolster a solid public safety infrastructure," said Assistant Attorney General Robinson.

"T-Mobile has been an important source of competition among the national carriers through innovation and quality enhancements," said Acting Assistant Attorney General Pozen.

Ignacia S. Moreno, Assistant Attorney General for the Justice Department’s Environment and Natural Resources Division, today announced two new members of her senior leadership team.

"The indictments announced today serve as a powerful reminder that Medicare fraud is a nationwide problem," said Assistant Attorney General Breuer.

"As outlined in our findings report, we found reasonable cause to believe that PRPD engages in a pattern and practice of unconstitutional and/or unlawful conduct in three areas," said Assistant Attorney General Perez.

At a hearing today before U.S. District Judge John D. Bates in Washington, D.C., Irfan Ul Haq, 37; Qasim Ali, 32; and Zahid Yousaf, 43, each pleaded guilty to one count of conspiracy to provide material support to a designated foreign terrorist organization.

"It is a great honor to go to my job every day and work with the dedicated career attorneys and professionals in the Division to protect and defend the rights guaranteed by some of our nation’s most cherished laws," said Assistant Attorney General Perez.

"The settlement requires Regal Stone Limited and Fleet Management Limited to pay more than $44 million for natural resource damages and penalties, and to reimburse the government entities for response costs incurred as a result of the spill," said Assistant Attorney General Moreno.

"Conferences like this one serve the important purpose of raising global awareness about the negative consequences of IP crime, and showing those who need convincing how critically important it is that we work together to stop IP crime, and punish those who commit it," said Assistant Attorney General Breuer.

"Our common objective is to deploy the counter terrorist financing tools available to the United States in a coordinated, integrated fashion to effectively disrupt the flow of funds and other material support to terrorist organizations," said Assistant Attorney General Monaco.

Attorney General Eric Holder joined U.S. Attorney for the Western District of Washington Jenny A. Durkan, the Wales family and the FBI in Seattle today to announce a new media and social media effort to seek information related to the 2001 slaying of Assistant U.S. Attorney Thomas C. Wales.

The Department of Justice today reached a settlement with Morgan Stanley that requires Morgan to pay $4.8 million for violating the antitrust laws by entering into an agreement with KeySpan Corporation that restrained competition in the New York City electricity capacity market.

The Department of Justice’s Bureau of Justice Assistance (BJA), together with its partners, the Departments of Housing and Urban Development (HUD), Education, Health and Human Services and Treasury, today announced the selection of the Center for the Study of Social Policy as the Building Neighborhood Capacity Program (BNCP) Training and Technical Assistance Coordinator.

"Today, as Lisa Monaco and Virginia Seitz are officially sworn into their leadership roles, we not only celebrate the latest achievements in two remarkable careers; we also mark an exciting, and historic, new chapter in the history of our nation’s Department of Justice," said Attorney General Holder.

Neil P. Campbell, 61, of Queensland, Australia, pleaded guilty today before Judge Rosemary M. Collyer in U.S. District Court for the District of Columbia to one count of accepting an illegal payment as an agent of an organization receiving federal funds.

"The fight against transnational organized crime is one of the highest enforcement priorities of the Department of Justice and the Administration," said Assistant Attorney General Breuer.

"OJP’s mission is to increase public safety and improve the fair administration of justice across America through innovative leadership and programs," said Assistant Attorney General Robinson.

"The work of the Justice Department on health care fraud is part of a comprehensive approach this Administration has taken toward improving the Nation’s overall health care delivery system; an approach that aims to secure better, quality coverage at lower costs for all of us," said Assistant Attorney General West.

"It is critical to continue our dialogue about how we can ensure a level playing field for all who are seeking economic opportunity and a fair chance at the American Dream," said Assistant Attorney General Perez.

The Department of Justice will require New West Health Services Inc. to sell the majority of its commercial health-insurance business to a third-party buyer and provide additional relief in order to preserve health-insurance competition in Montana.

"The FCPA is an important mechanism for holding individuals and corporations accountable for fostering corruption abroad, and for motivating others to act responsibly," said Assistant Attorney General Breuer.

"Today, I met with the Mayor, Acting Police Chief and City Manager to notify them of our civil investigation into allegations involving the use of excessive deadly force by officers with the City of Miami Police Department," said Assitant Attorney General Perez.

"Many of you here today are indeed being recognized precisely because of your courage in helping to make our communities safer," Assistant Attorney General Breuer said.

"For the last six decades, Jack Keeney served the Department of Justice with dedication, integrity and an unshakeable commitment to the rule of law," stated the Attorney General.

Vanessa Dowell, 50, pleaded guilty yesterday before U.S. District Court Judge Avern Cohn in the Eastern District of Michigan to one count of conspiracy to commit health care fraud.

"Since the beginning of their tenure, President Obama and Attorney General Holder have repeatedly made clear their commitment to robust civil rights enforcement that is vigorous, fair, and evenhanded," said Assistant Attorney General Perez.

Syed Ghulam Nabi Fai, 62, a U.S. citizen and resident of Fairfax, Va., pleaded guilty today to conspiracy and tax violations in connection with a decades-long scheme to conceal the transfer of at least $3.5 million from the government of Pakistan to fund his lobbying efforts in America related to Kashmir.

"The pillars of the division’s work are civil merger and non-merger enforcement, criminal enforcement, competition advocacy, and international activities and we have been active in all those areas," said Acting Assistant Attorney General Pozen.

Patrick W. Boyd, 44, of Gainesville, Fla., was sentenced by U.S. District Judge Matthew F. Kennelly of the Northern District of Illinois.

“The dedicated public servants we are recognizing today have each made significant achievements in furthering the mission of the Justice Department,” said Assistant Attorney General Breuer.

John Mihalczo, 47, of Homosassa, Fla., was sentenced by U.S. District Judge Matthew F. Kennelly of the Northern District of Illinois.

"As outlined in our findings letter, we found reasonable cause to believe that MCSO engages in a pattern or practice of violating the Constitution and laws of the United States in 3 areas," said Assistant Attorney General Perez.

"Our attorneys, investigators and experts conducted extensive interviews with command staff and rank-and-file officers; participated in ride-alongs with officers; and reviewed thousands of pages of documents," said Assistant Attorney General Perez.

"Based on our investigation, we find that the East Haven Police Department engages in discriminatory policing against Latinos," said Deputy Assistant Attorney General Austin.

"At the core of the allegations in the complaint is a simple story: If you were African-American or Hispanic and you went to Countrywide for a loan, and you were qualified, you likely paid more simply because of the color of your skin. You likely paid more than a similarly-qualified white borrower if you were African-American or Hispanic and received your loan from a Countrywide loan officer, or from Countrywide’s mortgage brokers," said Assistant Attorney General Perez.

Julie Matau, 49, of San Francisco, pleaded guilty to one count of wire fraud before U.S. District Judge Claudia Wilken. Andrea Matau, 28, also of San Francisco, pleaded guilty to one misdemeanor count of theft of federal funds before Judge Wilken.

A former Major in the U.S. Army National Guard who was deployed to Bagram Airfield, Afghanistan, was sentenced to 60 months in prison for receiving bribes from military contractors in exchange for fraudulently verifying the receipt of concrete bunkers and barriers that were never received.
