New Delhi: Fasten your seat-belts - and log on. You may soon be able to call people up, send office emails, check Facebook as well as watch instant videos while air-borne, according to a proposal approved by the Telecom Commission allowing air travellers in India to access in-flight mobile and internet services.

Passengers, used to being told by the crew to switch of all electronic devices, have been wondering how the system would work. PTI answers some frequently asked questions.

What is in-flight internet technology?
In-flight connectivity systems primarily use two kinds of technology. In the first, an onboard antenna picks up signals from the nearest tower on the ground. The connection will remain seamless up to a certain altitude unless the plane passes over an area without ground towers.

In the second scenario, satellites beam signals directly to antennas installed on the airline. This is more effective when the airline is passing over a water body compared with ATG (air-to-ground)-based networks which use satellites to beam the signal first to a transmitter on the ground and then to the antennas on the airline.

What happens next?
The data is transmitted to a personal electronic device such as a smartphone or a laptop through an onboard router, which is connected to the plane's antenna. The antenna transmits the signals, through satellites, to a ground station, which redirects the traffic to a billing server that calculates the data consumption.

In case the internet services through onboard WiFi are permitted to be used only in flight/airplane mode, the plane's antenna will link to terrestrial Internet services provided by telecom service providers. When the aircraft has climbed to 3,000 metres, normally five minutes after take-off, the antenna will switch to satellite-based services. This will ensure continuity in the Internet services to passengers and prevent cross-interference between terrestrial and satellite networks. The airlines may depend on the services of either foreign satellites or ISRO's indigenous GPS-aided geo-augmented navigation system (GAGAN) for the purpose.

GAGAN was jointly developed by ISRO and the Airports Authority of India (AAI) with a view to assisting aircraft in accurate landing. The GAGAN signal is being broadcast through two Geostationary Earth Orbit (GEO) satellites - GSAT8 and GSAT10.

What are the challenges?
For the technology to function, airlines and service providers will have to put a server on the flight along with the equipment to convert satellite signals into data packets. They will also have to add the equipment to re-orient the antenna to face the satellite so the reception quality is not affected.

Interruptions, when the airline moves from the range of one satellite to another, are bound to happen. In general, in-flight WiFi is expected to be slower than on the ground. However, latest technologies may change that scenario.

Will users have to pay more?
Airline passengers may have to bear the initial cost of installing antennae on aircraft. It would be easier for airlines to have the equipment installed on the new aircraft rather than taking planes out of service for retrofitting. The additional costs could find a way into ticket fares, unless the airlines, despite rising jet fuel prices, decide to bear the costs themselves.The high cost of installing equipment for full-service carriers could discourage low-cost carriers.  Foreign airlines that service Indian airports or use Indian airspace may offer in-flight connectivity much before domestic carriers do so because some of them are already providing such services globally.

New Delhi: On an average, a college student in India checks his mobile phone over 150 times a day, according to a study conducted by Aligarh Muslim University and the Indian Council of Social Science Research (ICSSR).

The research, titled "Smartphone Dependency, Hedonism and Purchase Behaviour: Implications for Digital India Initiatives", has been conducted in 20 central universities, where 200 students each were interviewed.

"Anxiety and fear of missing out on information make university students check their mobile devices as many as 150 times a day on an average, an activity which can have adverse effects on the students' health as well as academics. "Only 26 per cent of the respondents said they use smartphones primarily to make calls. The remaining respondents use smartphones for other purposes such as accessing social networking sites, Google searches and for entertainment such as watching movies," said Mohammed Naved Khan, the Project Director.

At least 14 per cent of the students use smartphones for three hours or less in a day while around 63 per cent of them use it for four to seven hours daily.

"It came as a shock to us that around 23 per cent (of students) use the devices for more than eight hours a day," Khan added.

According to the study, eighty per cent of the students own a mobile phone and most of them prefer smartphones owing to convenience in the installation of applications, host of features, and ease of use and also work as affordable substitutes for a computer. The study conducted by researchers at AMU has been funded by the ICSSR with an aim to understand various facets of smartphone dependency and addiction among college-going students.

When Simon Lewis and his family — wife Irene, daughter Melissa and son-in-law Stephen Alexander — got ready for a five-day holiday to Sri Lanka, it was to be a short break from work routine.

Simon, a Dahisar native, said, "On March 11, we called the Sri Lankan Embassy in Colombo, because we did have some qualms about the Coronavirus, but the official reassured us that all was well in Sri Lanka, flights were operational, and we could certainly fly."

On March 14, the family flew to Sri Lanka. Simon said, "We had return tickets on Air India on March 20. A day before we got a message saying that the flight was cancelled and rescheduled to March 21. Then, that flight got cancelled without explanation or apology!"

The Lewis' then booked flights on Sri Lankan Airlines for March 26 which got cancelled too, because of the lockdown. They have not got refunds. They have now been in Sri Lanka for more than 40 days without a clue about when they will return.

Simon, 62, is a Marketing Director with a pharma and aerosol company. He said the family is now, "living in a house on rent in Negombo," a small beach town close to the Bandaranaike International Airport. "We are going about our daily life with severe difficulties. We do not have any contacts over here. Our expenses have skyrocketed. Bank transfers are also a problem. As a businessman, it is humiliating to beg the bank to transfer funds. I need to pay salaries to my staff and process my pending payments so that I do not incur penalties."

Multifold challenges
Simon's wife Irene, 61, said they are also "finding it difficult to source Ayurvedic medicine for psoriasis." Stress and a food allergy have aggravated her condition. Her daughter Melissa added, "We are stranded here for 45 days and have registered with the Indian Embassy but no one has checked on us even once." The media professional is concerned about being laid off from work. Sri Lanka has been in lockdown too, so it is difficult for them to access their daily provisions.

Stephen Alexander, freelance TV/film director, said, "I have lost out on a lot of projects due to the lockdown. Being stranded here is aggravating an already very difficult situation. Missed deadlines mean no income. There is no respite from the Embassy or the government." A weak internet connection adds to their work woes.
The Lewis family added that Pakistan nationals have returned home on rescue flights, Indonesians have gone home too, but Indians are stranded.

No response
There are a number of seafarers from Tamil Nadu who are also suffering here. "We read that those in the Gulf were brought back to India. Why not us? We who pay our
taxes to the government," they questioned.

An official from the High Commission of India in Colombo stated, "We have no information with reference to rescue flights. Since we have no inputs, I cannot give you any information," he finished.

Maharashtra Chief Minister Uddhav Thackeray, on Sunday, addressed the state and said that there are 3,651 coronavirus cases in Maharashtra. While addressing via video message, Thackeray said the state government will allow the industries from green and orange zones to start production and processing activities in a restricted manner from April 20.

"The state government is allowing the industries from green and orange zones to start production and processing activities in a restricted manner. The industries will have to arrange the accommodation for their workers. They would not travel long distance for work," he said

Suggesting that few districts in Maharashtra have shown decrease in the number of confirmed COVID-19 cases, CM Uddhav Thackeray said that the districts will be divided into red, orange and green zones. He further highlighted that district borders will remain closed.

He furthur urged the people with milder syptoms to get themselves checked and not hide their symptoms as 70-75 percent cases in the state are asymptomatic while, 52 percent are in serious conditions.He mentioned that lockdown measures in the state will be relaxed in graded manner.

Thackeray requested the public not to venture out even though the commercial and industrial activities have been allowed to resume.

He issued a helpline on Sunday for those facing mental health issues. Thackeray said: "If you are feeling any mental health issue, do call 1800 120 820050."

Thackeray added that doorstep delivery of newspapers will be prohibited in red zones. He also said that the state government has allowed certain economic activities in orange and green zones. 

"Intra-district movement in green and orange zones may be allowed," said Thackeray.

The government said on Thursday that it has been able to "cut Coronavirus transmission", minimise its spread and increase the doubling time of COVID-19 cases in the country during the 30-day period of the nationwide lockdown. While asserting that the growth of Coronavirus cases in the country has been more or less linear and not exponential, it also said testing has been ramped up consistently. Addressing a daily press conference on the COVID-19 situation in the country, C K Mishra, chairman of Empowered Group Two, said, "One crucial weapon we employed during the 30-day lockdown period is RT-PCR test to ascertain if one has contracted the disease or not."

As on March 23, nearly 15,000 tests were done across the country and by April 22 more than 5 lakh tests were conducted, which is about "33 times in 30 days", he said, adding, "But we are conscious of the fact that this is not enough and we have to continuously ramp up testing in the country and we will do that." Of the empowered groups formed to suggest measures to ramp up healthcare, put the economy back on track and reduce misery of people once the lockdown is lifted, Mishra is the chairman of Empowered Group Two tasked with coordinating availability of hospitals, isolation and quarantine facilities, disease surveillance, testing and critical care training.

"The growth of COVID-19 cases has been more or less linear, not exponential; this indicates that the strategies we adopted have succeeded in containing the infection to a particular level. Post imposition of lockdown, while the number of new positive cases has increased by 16 times, testing increased by 24 times," Mishra said in his presentation.

Finance ministry puts DA, DR on hold

The finance ministry has decided to put on hold increment in dearness allowance (DA) for 50 lakh central government employees and 61 lakh pensioners till July 2021. "Additional installment of DA payable to central government employees and dearness relief (DR) to pensioners due from January 1, 2020, shall not be paid," it said.

The chief ministers of Punjab, Rajasthan, Chhattisgarh and Puducherry demanded a financial package for the states to deal with the COVID-19 pandemic.

Pay cut rolled back: IndiGo CEO Ronojoy Dutta told employees on Thursday that the airline has decided to roll back the pay cuts, which were announced earlier for senior staff members, for the month of April in deference to the “government’s wishes”. “However, your Excom (Executive Committee) members and SVPs (senior vice presidents) have volunteered to take pay cuts this month. For everyone else, you can expect your April salaries to be paid without the pay cuts,” Dutta told employees through an email.

K’taka relaxes lockdown: Partial relaxation in the extended lockdown has begun across Karnataka, excluding Coronavirus hotspots and containment areas, according to an official here on Thursday. “As notified, the 19-day extended lockdown has been partially relaxed to mitigate hardship to the people and revive the economic activity to sustain growth,” the official said.

Pool testing: Even though Bareilly district of Uttar Pradesh has been declared Corona-free, the district administration is taking no chances regarding the deadly virus. The Bareilly health department has deployed a mobile medical unit in crowded localities of the city to collect “pool” samples for random COVID-19 testing of vegetable and fruit vendors, hawkers, chemists, etc.

‘Don’t hold iftars’: The Association of All Goa Muslim Jamaats on Thursday issued a pre-Ramzan advisory urging Muslims in the state not to organise community iftars and pray for frontline health workers, police and those involved in combating the COVID-19 pandemic.

Exit strategy: The Congress Working Committee in its meeting, held virtually, on Thursday demanded that the remaining period of the lockdown should be used to prepare and publish a detailed exit strategy and a comprehensive road map for the future.

The Treasury Department has ordered President Donald Trump's name to be printed on all stimulus checks being sent to millions of Americans struggling financially because of coronavirus. The unprecedented decision announced by the Treasury Department on late Monday, states that when recipients open the USD 1,200 paper checks, which the Internal Revenue Service (IRS) is scheduled to begin sending to 70 million Americans in coming days, "President Donald J. Trump" will appear on the left side of the payment, The Washington Post reported.

It will be the first time when a president's name appears on an IRS disbursement, whether a routine refund or one of the handful of checks the government has issued to taxpayers in recent decades either to stimulate a down economy or share the dividends of a strong one. The checks are the centerpiece of the US government's USD 2 trillion stimulus economic relief package to stave of the effects of the coronavirus pandemic. The package was passed by a bipartisan vote in Congress and signed by the President.

The Post reported that the decision is another sign of the president's effort to cast his response to the pandemic in political terms. Three administration officials, who spoke on the condition of anonymity, told the newspaper that Trump had privately suggested to Treasury Secretary Steven Mnuchin, who oversees the IRS, to formally sign the checks. However, the president is not an authorised signer for legal disbursements by the US Treasury. It is standard practice for a civil servant to sign checks issued by the Treasury Department to ensure that government payments are nonpartisan, the media reported.

Computer code must be changed to include the president's name and the system must be tested, these officials said. "Any last-minute request like this will create a downstream snarl that will result in a delay," said Chad Hooper, a quality-control manager who serves as national president of the IRS's Professional Managers Association. A Treasury Department spokeswoman, meanwhile, denied any delay and said the plan all along was to issue the checks next week.

Since the beginning, Trump has repeatedly called the legislation "a Trump administration initiative" and placed himself singularly at the center of what the government is doing to help Americans during the coronavirus response. About 150 million Americans and others are expected to receive the one-time payment. The first wave of recipients includes mainly people who filed a 2018 or 2019 tax return and gave the IRS their direct-deposit information.

Under the stimulus plan, single filers earning up to USD 75,000 a year will receive a payment of USD 1,200. Married couples earning up to USD 150,000 a year will receive a payment of USD 2,400. Parents will receive an additional USD 500 for each child under 17, the media reported.
