bid Africa in the News: John Kerry’s upcoming visit to Kenya and Djibouti, protests against Burundian President Nkurunziza’s bid for a third term, and Chinese investments in African infrastructure By webfeeds.brookings.edu Published On :: Fri, 01 May 2015 15:02:00 -0400 John Kerry to travel to Kenya and Djibouti next week Exactly one year after U.S. Secretary of State John Kerry’s last multi-country tour of sub-Saharan Africa, he is preparing for another visit to the continent—to Kenya and Djibouti from May 3 to 5, 2015. In Kenya, Kerry and a U.S. delegation including Linda Thomas-Greenfield, assistant secretary of state for African affairs, will engage in talks with senior Kenyan officials on U.S.-Kenya security cooperation, which the U.S. formalized through its Security Governance Initiative (SGI) at the U.S.-Africa Leaders Summit last August. Over the past several years, the U.S. has increased its military assistance to Kenya and African Union (AU) troops to combat the Somali extremist group al-Shabab and has conducted targeted drone strikes against the group’s top leaders. In the wake of the attack on Kenya’s Garissa University by al-Shabab, President Obama pledged U.S. support for Kenya, and Foreign Minister Amina Mohamed has stated that Kenya is currently seeking additional assistance from the U.S. to strengthen its military and intelligence capabilities. Kerry will also meet with a wide array of leaders from Kenya’s private sector, civil society, humanitarian organizations, and political opposition regarding the two countries’ “common goals, including accelerating economic growth, strengthening democratic institutions, and improving regional security,” according to a U.S. State Department spokesperson. These meetings are expected to build the foundation for President Obama’s trip to Kenya for the Global Entrepreneurship Summit in July of this year. On Tuesday, May 5, Kerry will become the first sitting secretary of state to travel to Djibouti. There, he will meet with government officials regarding the evacuation of civilians from Yemen and also visit Camp Lemonnier, the U.S. military base from which it coordinates its counterterror operations in the Horn of Africa region. Protests erupt as Burundian president seeks third term This week saw the proliferation of anti-government street demonstrations as current President Pierre Nkurunziza declared his candidacy for a third term, after being in office for ten years. The opposition has deemed this move as “unconstitutional” and in violation of the 2006 Arusha peace deal which ended the civil war. Since the announcement, hundreds of civilians took to the streets of Bujumbura, despite a strong military presence. At least six people have been killed in clashes between police forces and civilians. Since the protests erupted, leading human rights activist Pierre-Claver Mbonimpa has been arrested alongside more than 200 protesters. One of Burundi’s main independent radio stations was also suspended as they were covering the protests. On Wednesday, the government blocked social media platforms, including Twitter and Facebook, declaring them important tools in implementing and organizing protests. Thursday, amid continuing political protests, Burundi closed its national university and students were sent home. Amid the recent protests, Burundi’s constitutional court will examine the president’s third term bid. Meanwhile, U.N. secretary general Ban Ki-moon has sent his special envoy for the Great Lakes Region to hold a dialogue with president Nkurunziza and other government authorities. Senior U.S. diplomat Tom Malinowski also arrived in Bujumbura on Thursday to help defuse the biggest crisis the country has seen in the last few years, expressing disappointment over Nkurunziza’s decision to run for a third term. China invests billions in African infrastructure Since the early 2000s, China has become an increasingly significant source of financing for African infrastructure projects, as noted in a recent Brookings paper, “Financing African infrastructure: Can the world deliver?” This week, observers have seen an additional spike in African infrastructure investments from Chinese firms, as three major railway, real estate, and other infrastructure deals were struck on the continent, totaling nearly $7.5 billion in investments. On Monday, April 27, the state-owned China Railway Construction Corp announced that it will construct a $3.5 billion railway line in Nigeria, as well as a $1.9 billion real estate project in Zimbabwe. Then on Wednesday, the Industrial and Commercial Bank of China (one of the country’s largest lenders) signed a $2 billion deal with the government of Equatorial Guinea in order to carry out a number of infrastructure projects throughout the country. These deals align with China’s “One Belt, One Road” strategy of building infrastructure in Africa and throughout the developing world in order to further integrate their economies, stimulate economic growth, and ultimately increase demand for Chinese exports. For more insight into China’s infrastructure lending in Africa and the implications of these investments for the region’s economies, please see the following piece by Africa Growth Initiative Nonresident Fellow Yun Sun: “Inserting Africa into China’s One Belt, One Road strategy: A new opportunity for jobs and infrastructure?” Authors Amy Copley Full Article

bid Biden's lead over Trump widens – but strain on his virtual campaign grows By news.yahoo.com Published On :: Sat, 09 May 2020 05:00:52 -0400 Coronavirus has robbed the Democrat of his typical back-slapping approach as he faces growing scrutiny and a third-party challengeThe Tampa, Florida, rally for Joe Biden on Thursday evening began as it normally might have, before a once-in-a-century pandemic transformed all aspects of American life, including the presidential campaign. A local high school student recited the pledge of allegiance, a campaign organizer pleaded with supporters to volunteer and a local DJ spun R&B music between speakers. But in a sign of how profoundly the coronavirus crisis has reshaped American politics, that was where the similarities ended. With much of the US still in lockdown, the presumptive Democratic presidential nominee has been forced to take his campaign to unseat Donald Trump online. It has not always been easy. His campaign’s first attempt to recreate a traditional rally – part of a virtual swing through the battleground state of Florida – was later described by his opponents as an “unmitigated technological failure”. The video stream was glitchy and pixelated. The audio was choppy, rendering some remarks nearly incomprehensible. And there were lengthy delays between speakers and at one point, the feed went dark for several minutes.“Am I on?” asked Biden, beaming into the telecast from his home in Wilmington, Delaware, where he has been isolated since the middle of March. An off-camera voice replied that he was. Biden removed a pair of aviator sunglasses as he walked toward the camera.“Good evening, Tampa. Thanks so much for tuning in,” he continued, a hint of irritation in his voice. “I wish we could have done this together – and it had gone a little more smoothly.”For nearly two months, Biden has been the test subject in a novel political experiment: running for president in the age of Covid-19.Social distancing restrictions imposed to stop the spread of the virus have already starved the campaign of a victory tour to mark his ascent to the Democratic nomination. It may well deny Democrats the chance to formally nominate him in person at the party’s national convention this summer. Endorsements from former rivals and party leaders occur online to varying degrees of fanfare. . The remote set-up, anathema to Biden’s back-slapping, glad-handing approach to politics, has left the candidate walled off from voters and competing for visibility.Yet, technical difficulties aside, his campaign of confinement seems to be working. In recent weeks, Biden has widened his lead over Trump as the president’s support slips amid growing disapproval of his response to the pandemic. Surveys from Pennsylvania, Michigan, Wisconsin, Florida, North Carolina and Arizona – key battlegrounds that Trump won in 2016 – show Biden ahead. At a recent virtual fundraiser last week, Jennifer O’Malley Dillon, his new campaign manager, expressed optimism about Biden’s prospects in Florida and Arizona.“The natural state of this race is to be a referendum on Donald Trump and every time Donald Trump steps to the microphone he hurts himself,” said Mark Mellman, a veteran Democratic pollster. “That’s a pretty good position for Joe Biden to be in.”Biden initially struggled to adapt to his cloistered reality. In March, the campaign turned a recreation room in the basement of his home into a studio, though not fast enough for his critics, who launched a “Where’s Joe” campaign to mark the candidate’s relative disappearance from the national stage. But since then, Biden has been busy. Nearly every day he makes appearances on local TV news channels or national talkshows. He launched a podcast, where he has hosted conversations with prominent Democratic governors and potential vice-presidential candidates. He spends time each day speaking with a voter – a frontline worker, campaign volunteers – and he participated in what the campaign billed as a “virtual rope line”.“So what’s up?” he said to Ashley Ruiz of Fort Lauderdale, Florida, one of several voters on the rope line. “Tell me about your situation, Ash.”•••Biden’s rise in the polls comes as he contends with an allegation from Tara Reade, a former aide in his Senate office who accused him of sexual assault in 1993. In an interview this week with Megyn Kelly, the former Fox News and NBC television host, Reade said he should withdraw from the presidential race.Biden has forcefully denied the allegation. “It’s not true, I am saying unequivocally. It never, never happened,” he said last week, in an interview addressing her claim for the first time publicly.Publicly, Democrats, including prominent MeToo advocates, have rallied around Biden, though privately some in the party have expressed concern about the continuous drip of reporting on the matter. So far the allegation appears to have marginally dented his reputation, but not his lead. Most voters – 86% – are aware of the allegation, according to a Monmouth poll, which found the electorate divided over whether they viewed the claim as credible. At the same time, the poll showed Biden nine points ahead of Trump.Despite Trump’s falling electoral fortunes, many Democrats remain anxious about Biden’s position – and his strategy.David Axelrod and David Plouffe, two of Barack Obama’s top campaign strategists, implored Biden’s campaign to expand its digital footprint in a joint New York Times op-ed that compared the atmospherics of the candidate’s home videos to “an astronaut beaming back to earth from the International Space Station”.“Online speeches from his basement won’t cut it,” they wrote.Lis Smith, the former top adviser to Pete Buttigieg’s presidential campaign, followed with an op-ed on Thursday that offered a blueprint for turning Biden into the “hottest bad boy and disrupter in the media game”. She suggested his campaign use TV appearances and digital content to highlight Biden’s empathy, a trait even supporters say the president has lacked in response to the rising coronavirus death toll.Part of the campaign’s evolving digital strategy includes partnering with groups that already have an online presence, like JoeMamas2020, a national coalition of “moms, caregivers, moms to be, aunts & all the parental figures in between” with about 27,000 Facebook and 1,200 Twitter followers. The group has helped amplify Biden’s appearances and policy proposals while spreading the word about upcoming events.Julie Zebrak, the group’s co-founder, said the online army is growing with women energized to help elect a candidate who would end the Twitter presidency.“We are all extremely enthusiastic for Joe Biden to beat Donald Trump,” she said.Yet the same traits that endear Biden to a growing coalition of suburban women and Never Trump Republicans have largely failed to excite younger, progressive voters. It’s not that they prefer Trump – they don’t – but a lack of enthusiasm among those voters could spell trouble in November if they stay home or vote for a third-party candidate. The campaign has also ramped up its outreach to young people, who overwhelmingly supported Biden’s rival Bernie Sanders. On Friday, Biden presented his economic pitch in an appearance on NowThis, a social-media-heavy news outlet with a young, progressive audience.“This crisis hit harder and will last longer because Donald Trump spent the last three years undermining the core pillars of our economic strength,” Biden said in remarks that attacked Trump’s stimulus efforts a kind of “cronyism” and corporate welfare. Before he began speaking, Biden removed a face mask, a pointed rebuke of the president who had refused to wear one.Still, new research conducted on behalf of NextGen America found many young people weren’t convinced Biden’s policies meet the scale of the challenges bearing down on their generation. This makes the efforts of groups like Progressive Turnout Project, which endorsed him this week, all the more important. In the coming months, the group is investing more than $52m to turn out low-propensity Democratic voters – including young people and people of color – in 17 key battleground states.“The best thing we can do is go and knock on doors and have face-to-face conversations with voters,” said Alex Morgan, the group’s executive director. “We are still looking to do that. But it’ll be knocking on that door and then taking a few big steps back and having a more distant conversation.”•••Biden’s campaign also faces another looming threat. The Michigan congressman Justin Amash, who left the Republican party last year after voting to impeach Trump, recently announced that he would seek the Libertarian party nomination. His entrance has alarmed Democrats, who fear he could siphon off Never Trump voters who might otherwise back Biden, particularly in Amash’s home state of Michigan, where third-party candidates pulled away a combined 5% of the vote share in 2016. Hillary Clinton lost the state by just 10,704 votes, less than 0.25%.Many Democrats believe Biden’s fate may well rest on his ability to persuade their own side to vote.“Trump has shown no desire or ability to moderate for those swing voters in this election,” said Addisu Demissie, who served as Cory Booker’s presidential campaign manager. “So those voters are now likely going to end up either Biden voters or non-voters or third-party voters, and that’s the competition.”This week, Trump traveled to the battleground state of Arizona, where he toured a medical mask facility without wearing one himself. The visit was a symbolic show of his administration’s push to reopen the US economy but there were unmistakable elements of his signature campaign rallies, including the music that played when Trump finished his remarks (the Rolling Stones’ You Can’t Always Get What You Want).Trump’s cross-country venture stood in striking contrast to Biden’s virtual swing through Florida – which included a rally, a roundtable in Jacksonville and an appearance on the local news in Tampa. The technical glitches only further highlighted the limitations of his confinement. But the coronavirus has also upended Trump’s strategy, erasing the booming economy he has made a centerpiece of his re-election campaign. In recent weeks, his campaign has all but abandoned championing the president’s leadership, instead focusing its efforts on diminishing Biden.Trump’s campaign manager, Brad Parscale, previewed the onslaught on Twitter this week, comparing the Trump re-election juggernaut to the Death Star from the Star Wars movies. “In a few days we start pressing FIRE for the first time,” he wrote. As Trump prepares to make even greater use of the advantages of incumbency, Biden faces his biggest test yet. bid Ashwini Bidre murder: Cops record strong metal signals emanating from spots By www.mid-day.com Published On :: 14 Apr 2018 04:24:09 GMT The Navi Mumbai police restarted the search operation with experts' help early this month. Pic/Hanif Patel The search for murdered policewoman Ashwini Bidre's mortal remains has reached the final stage. Of the nine locations that came up during the search, two, showing strong signals of presence of a metal object, have been zeroed on. Having a radius of five metres, both locations are covered with mud that's nearly two metres deep. The police will now take a call on how to remove the objects from these locations, as they will need specialised machinery for it. After an initial investigation, the police had procured a gradiometer, an equipment to locate metal objects underwater, from Israel. "During the two-day search operation, experts found nine spots with the help of the equipment; strong signals emanated at two of the spots," said an officer. These two locations are expected to have objects at a depth of 25 to 40 metres below the water surface. "The depth varies according to tide. Our search also revealed that the objects are covered with one-metre thick mud, which is hard and can't be removed manually," said the officer. These spots also have deep wells, said a source, adding, "Sending divers in these wells can be dangerous to their lives. Hence, we are considering bringing in machines capable of drilling deep underwater." Bidre's husband Raju Gore told mid-day, "We are looking forward to the next step from the police, which involves removing the objects and lifting them to the surface." Full Article
bid Ashwini Bidre murder case: Divers fail to find the cop's remains at Vashi creek By www.mid-day.com Published On :: 18 Apr 2018 04:55:38 GMT Navy and private firm divers search for Bidre's remains in Bhayander Khadi. Pic/Hanif Patel Day 1 of the search for assistant inspector Ashwini Bidre's mortal remains with the help of the hi-tech magnetometer was unsuccessful. Navy divers with the help of their private counterparts carried out a five-hour long search with the machine, but found only a gunny bag, which, the police said, was filled with sand. The search operation will continue on Wednesday. "Search operation began around 12 noon; five Navy divers and two private ones scoured specific locations in Vasai Creek with the magnetometer, but didn't find anything significant," said a police source. After searching for five hours, experts then carried out a scanning of the creek for a couple of hours. They zeroed in on nine possible locations, of which two had given out strong signals of having metal underwater. "Day 1 hasn't given anything significant. Search will be continued on Wednesday," said DCP (crime) Tushar Doshi. The Navi Mumbai Crime Branch is probing the murder of Bidre, allegedly killed by inspector Abhay Kurundkar on April 11, 2016. According to co-accused Mahesh Phalnikar, the main accused had dismembered her body and put the parts in a metal trunk, dumping it in Vasai Creek. Investigators are searching for that trunk. bid Why was 2016 search operation for Ashwini Bidre's body kept a secret? By www.mid-day.com Published On :: 31 Aug 2018 01:44:56 GMT Abhay Kurundkar, the prime accused in the murder of assistant inspector Ashwini Bidre-Gore, had called cops attached to the Thane (Rural) commissionerate and left an "anonymous tip-off" to search for the body of a policewoman, who had "jumped" from the Bhayander bridge. Cops along with three local fishermen and eight to 10 unknown people carried out the search in Vasai creek for nearly five days with no luck. And this, allegedly, is what Kurundkar wanted — it was a test of sorts by him to check if he had managed to make the body disappear and if it would remain untraced. This has come to light after the recent recording of statements of cops and fishermen by the Navi Mumbai police, who are investigating the April 2016 murder, for which senior inspector Kurundkar and three others have been arrested. Ashwini Bidre-Gore More questionsInterestingly, none of the cops from Thane (Rural) has been investigated or questioned why they didn't make a diary entry for such a massive search operation, or why they didn't investigate the 'unknown' officer from Thane police who gave the tip-off. On the other hand, Michael Valetin Malya, his brother Jacob, and one more fisherman at Vasai told cops that they received a call from Kurundkar, seeking help to search for a body. "This clearly indicates a few things — the seven cops attached to Thane (Rural) police knew that a police officer has given the tip-off; they carried out a search but didn't think it necessary to inform their superiors; also, the officer who received the call didn't bother to inquire who the caller was, all of which is strange," said an officer privy to investigation details, adding, "It appears cops deliberately hid the caller's identity." 'Dereliction of duty'The Navi Mumbai police have taken down statements of more than 70 people in the case, including the Thane (Rural) cops. Bidre-Gore's family recently met the newly-appointed Navi Mumbai Police Commissioner Sanjay Kumar and put forward various complaints regarding loopholes in the investigation left by then investigating and supervising officers. "This is a dereliction of duty... none of them [the cops who carried out the search] has been inquired or questioned about the act," said Raju Gore, husband of the deceased. "Also, no investigation has been done to find out who were the eight to 10 people who posed as relatives and went with the fishermen for the search. We want the investigation to make note of it and go in this direction, so that these officers can be made accused too." bid Army Major Kaustubh Rane's funeral: Thousands bid tearful goodbye By www.mid-day.com Published On :: 09 Aug 2018 12:36:12 GMT Major Kaustubh Rane, who was killed in the Gurez sector of Bandipora district in Jammu and Kashmir on August 4 during an operation to foil an infiltration bid, was bid a tearful adieu by mourners today. Major Rane was laid to rest with full military honours at a crematorium in Mira Road township in the district around 12.30 pm. Scores of mourners thronged Rane's house in Shital Nagar area in Mira Road in the morning to catch the last glimpse of the martyred army man. The funeral procession started from his residence around 9.30 am. His body, kept in a casket draped in tricolour, was carried in a flower-bedecked truck to the crematorium. At a few junctions on the way, flowers were showered on the vehicle carrying the mortal remains. When the procession reached the crematorium two hours later, chaos prevailed for some time due to a huge rush of mourners. People even climbed trees and stood on terraces of neighbouring buildings as well as on the compound wall of the crematorium to witness the funeral. Rane's family members had to appeal to the people to maintain peace. When the family members placed floral wreaths on his body, mourners shouted slogans like 'Vande Mataram', 'Bharat Mata Ki Jai', 'Major Kaustubh Rane Amar Rahe'. His wife Kanika, who carried their two-and-a-half-year-old son Agastya in her arms, was inconsolable. Before the martyr's father lit the funeral pyre, a 21-gun salute was given. Apart from local politicians, Army officers, including Lieutenant General Cherish Mathson general officer commanding-in-chief (GOC-in-C) of South Western Command, were present on the occasion. Major Rane and three soldiers were killed while foiling an infiltration bid in north Kashmir's Gurez sector. At least two militants were gunned down in the operation. bid Bid to withdraw Rs 26 crore from TMC by forged signatures foiled By www.mid-day.com Published On :: 10 Mar 2019 13:50:24 GMT Unidentified persons allegedly tried to withdraw nearly Rs 26 crore through cheques by forging signatures of senior civic and health officials from Thane district in Maharashtra, police said on Sunday. However, their attempts were foiled by alert bank officials, a police spokesperson said. Two banks informed the Thane Municipal Corporation (TMC) that some unidentified persons came to their branches in Pune and Chennai in the last few days carrying cheques worth around Rs 26 crore and bearing signatures of civic commissioner Sanjeev Jaiswal and health officer R T Kendre, the official said. They informed the TMC that these persons wanted to deposit the cheques in favour of some private organisations. On cross-checking with the TMC about such high-value cheques, the banks got to know that those were not issued by the civic body, she said. Later, during verification, the cheques were found to be carrying forged signatures and stamps of the senior civic and health officials, she said. Based on a complaint by the civic body, an offence was registered on Saturday against unidentified persons under various Indian Penal Code sections for forgery and cheating, the police spokesperson said. No arrest was made so far, she said, adding that a probe was underway in the matter. Catch up on all the latest Crime, National, International and Hatke news here. bid Flaunt your bidding skills and crack a good deal at this new bar in Andheri By www.mid-day.com Published On :: 24 Aug 2017 00:27:51 GMT Bloody Mary and Jalapeno Salsa Food: Can do betterAmbience: grungyService FastCost: variesVerdict: This is one bar that Monisha Sarabhai from television series Sarabhai vs Sarabhai would like to visit. Agent Jack's is an app-centric bar chain that lets you bid for your drink, and if you get lucky, you land yourself a dirt-cheap deal for your poison. Caipiroska Ever since Agent Jack's outlets opened in Malad and Navi Mumbai, we've been curious to check out the bargain-happy bar. So, when they opened their newest outlet in Andheri, we headed there in a flash. Located on Veera Desai Road, the property is huge; the glass wall interiors lend the space an air of roominess. Even their smoking section is larger than other watering holes in the neighbourhood. Cycle motifs and signage make way across the decor almost everywhere — from the lights, serving dishes to the washbasin. We settle in at a table of our choice on a Sunday night and are ready to hit jackpot. Crispy Prawn App sarkarWe download the app and our attendant takes us through the ordering process. The app is glitch-free so far. The menu displays the lowest drinks price for the day, stock market-style, and the current bidding range. There's a big screen that displays your name and your bargain process. For old-school tipplers who find downloading an app tiresome, the bar takes regular orders too. We place our bid and within seconds an attendant confirms our order, completing the bump-free ride to VFM daaru. The bargain process is fun, as Agent Jack throws witty repartees at us when we place low bids (see pic above). We pick a Bloody Mary (Rs 270, all prices exclusive of taxes) and a Caipiroska (Rs 280). For some chow, we choose the Chicken Pesto Popper (Rs 250) and Jalapeno Salsa (Rs 225). Chicken Pesto Popper An offer he couldn't refuseThe service is quick; both dishes are hot, and arrive at our table in 10 minutes. But the food doesn't flatter. The Bloody Mary could do with stronger flavours, and the chicken dish borders on the 'hariyali kebab' variety. Had it been named differently, it would have made the cut since it tastes great. Agent Jack's Bar in Andheri The Jalapeno Salsa is more creamy fondue with bits of jalapeno; the toast on the side is the saving grace. Our next order, Crispy Prawns Wok fares better. The crisp coating reveals delicate flavours of prawn in a single bite, a definite bar nibble winner. By now, the prices are hitting rock bottom due to their popularity, with vodka and whiskey pegs costing as low as '50. The app continues to function fuss-free with our next set of orders. Our final food pick is Pizza Sicilia ('325) that's generous with toppings but the taste borders towards Indian 'sabji' style. Barring a few food hiccups, Agent Jack's stays true to its promise of offering a fun bargain.
