This document presents the outcomes of the 3rd OECD Biopesticide Seminar, held in 2011, that focused on the topic of “botanicals” (also known as plant extracts). The Seminar reviewed a number of scientific and regulatory issues related to the “characterisation and analyses of botanicals for the use in plant protection products”.

This Bio-pesticides seminar report presents an overview of similarities and differences between species and strains within the Trichoderma genus. This fungus illustrates many general issues related to the use of micro-organisms for pest management.

The OECD has published the second edition of the guidance on grouping of chemicals. This edition has been augmented with experience and examples encountered in the OECD Cooperative Chemicals Assessment Programme. It also introduces new or revised guidance on elaborating the analogue and category approach, quantitative and qualitative read-across, justifying read-across, and using bioprofiling results for grouping chemicals.

A sheriff's deputy in North Carolina is facing criminal charges after authorities said he led a group of armed people to the wrong home in a search for a missing girl. New Hanover County District Attorney Ben David said Friday that Jordan Kita, who worked in the New Hanover Sheriff's Office, will be charged with trespassing and breaking and entering. Kita led an armed group May 3 to the home of Dameon Shepard, a senior at Laney High School in Wilmington, according to James W. Lea, a lawyer for Shepard's family who is preparing a civil lawsuit. The all-white group tried unsuccessfully to force its way into the home of Shepard, who is black, news outlets reported. Kita was looking for Lekayda Kempisty, a 15-year-old girl who was reported missing earlier that day. She was later found safe. In its effort to find Lekayda, Kita's group was searching for someone named Josiah who used to live next door. Human septins 3, 9 and 12 are the only members of a specific subgroup of septins that display several unusual features, including the absence of a C-terminal coiled coil. This particular subgroup (the SEPT3 septins) are present in rod-like octameric protofilaments but are lacking in similar hexameric assemblies, which only contain representatives of the three remaining subgroups. Both hexamers and octamers can self-assemble into mixed filaments by end-to-end association, implying that the SEPT3 septins may facilitate polymerization but not necessarily function. These filaments frequently associate into higher order complexes which associate with biological membranes, triggering a wide range of cellular events. In the present work, a complete compendium of crystal structures for the GTP-binding domains of all of the SEPT3 subgroup members when bound to either GDP or to a GTP analogue is provided. The structures reveal a unique degree of plasticity at one of the filamentous interfaces (dubbed NC). Specifically, structures of the GDP and GTPγS complexes of SEPT9 reveal a squeezing mechanism at the NC interface which would expel a polybasic region from its binding site and render it free to interact with negatively charged membranes. On the other hand, a polyacidic region associated with helix α5', the orientation of which is particular to this subgroup, provides a safe haven for the polybasic region when retracted within the interface. Together, these results suggest a mechanism which couples GTP binding and hydrolysis to membrane association and implies a unique role for the SEPT3 subgroup in this process. These observations can be accounted for by constellations of specific amino-acid residues that are found only in this subgroup and by the absence of the C-terminal coiled coil. Such conclusions can only be reached owing to the completeness of the structural studies presented here.

The phase transition of E-vanillyl oxime {1-[(E)-(hydroxyimino)methyl]-4-hydroxy-3-methoxybenzene, C8H9NO3} has been analysed by single-crystal and powder X-ray diffraction. The high-temperature (HT) phase (P21/a, Z' = 1) transforms into the low-temperature (LT) phase (threefold superstructure, Poverline{1}, Z' = 6) at ca 190 K. The point operations lost on cooling, {m[010], 2[010]}, are retained as twin operations and constitute the twin law. The screw rotations and glide reflections are retained in the LT phase as partial operations acting on a subset of Euclidean space {b E}^3. The full symmetry of the LT phase, including partial operations, is described by a disconnected space groupoid which is built of three connected components.

The section of the Bilbao Crystallographic Server (http://www.cryst.ehu.es) dedicated to subperiodic groups includes a new tool called LSITESYM for the study of materials with layer and multilayer symmetry. This new program, based on the site-symmetry approach, establishes the symmetry relations between localized and extended crystal states using representations of layer groups. The efficiency and utility of the program LSITESYM is demonstrated by illustrative examples, which include the analysis of phonon symmetry in Aurivillius compounds and in van der Waals layered crystals MoS2 and WS2.

The crystal structures of caesium di­hydrogen arsenate(V) bis­[tri­hydrogen arsen­ate(V)], Cs(H2AsO4)(H3AsO4)2, ammonium di­hydrogen arsenate(V) tri­hydrogen arsenate(V), NH4(H2AsO4)(H3AsO4), and dilithium bis­(di­hydrogen phosphate), Li2(H2PO4)2, were solved from single-crystal X-ray diffraction data. NH4(H2AsO4)(H3AsO4), which was hydro­thermally synthesized (T = 493 K), is homeotypic with Rb(H2AsO4)(H3AsO4), while Cs(H2AsO4)(H3AsO4)2 crystallizes in a novel structure type and Li2(H2PO4)2 represents a new polymorph of this composition. The Cs and Li compounds grew at room temperature from highly acidic aqueous solutions. Li2(H2PO4)2 forms a three-dimensional (3D) framework of PO4 tetra­hedra sharing corners with Li2O6 dimers built of edge-sharing LiO4 groups, which is reinforced by hydrogen bonds. The two arsenate compounds are characterized by a 3D network of AsO4 groups that are connected solely via multiple strong hydrogen bonds. A statistical evaluation of the As—O bond lengths in singly, doubly and triply protonated AsO4 groups gave average values of 1.70 (2) Å for 199 As—OH bonds, 1.728 (19) Å for As—OH bonds in HAsO4 groups, 1.714 (12) Å for As—OH bonds in H2AsO4 groups and 1.694 (16) Å for As—OH bonds in H3AsO4 groups, and a grand mean value of 1.667 (18) Å for As—O bonds to nonprotonated O atoms.

The application of groupoids to modular crystal structures is presented.

Los Angeles Unified's arts education leaders took steps to renew long-dormant community partnerships with arts organizations Wednesday, part of an effort to revitalize arts education in the nation’s second largest school district. 

At the Los Angeles Cathedral in downtown L.A., the district's new arts ed director, Rory Pullens, held his first meeting with community arts organizations. More than 100 people representing several dozen groups attended the event.

Pullens outlined the district's arts plans and how community partners can help boost the arts for students.

“Guess what," Pullens said, getting a round of applause with cheers of support from some of the attendees. "We're back."

Pullens lauded the district's recent announcement clearing the way for arts funding for low-income students, and pointed to new allocations this year that helped some of the district's schools purchase items like art supplies.

He also said the district is working on a school survey to create an arts equity index that will change the way the district allocates arts funds. The index would measure how well schools are providing arts instruction and arts access to students. Originally planned for release last year, the index is now expected next month.

But Pullens also painted a grim picture of the district’s current arts offerings. He said about a third of the district's middle schools currently offer little or no exposure to the arts. Some of the district’s students can go through both elementary and middle school without taking a single arts class, he said. Because of gaps in arts instruction, students who start learning an instrument in elementary school, for example, might not have classes to continue music study in their middle or high schools.

Pullens further talked about widespread budget problems, but took district leaders to task for failing to restore arts funding to the budget as the recession eased.

He said the arts education branch is still facing a deficit. Superintendent Ramon Cortines told reporters recently that the district as a whole is looking at a $160 million shortfall heading into the 2015-2016 school  year.

Despite the mixed funding news, for many in attendance, the meeting marked a positive shift in the district's arts strategy. Some groups currently serve as partners with the district, but the gathering was the first major effort in several years to reach out to organizations with the aim of restoring arts in the schools.

Jay McAdams, the executive director of 24th Street Theatre, said he remembered a few years back when the district emailed a cease-and-desist letter calling for an end to all arts partnership programs. He saw Wednesday's meeting as a major turnaround. 

"This is just a real breath of fresh air. There’s hope, there’s hope for first time in a long time for arts," he said.

A report released Thursday by a labor group-affiliated Washington think tank is questioning the education provided by an online public school program that says it is in a union fight.

The report by In the Public Interest, a group funded by unions, says the thousands of students enrolled in the California Virtual Academies online public school known as CAVA are receiving a  substandard education by most measures.

"So in every year since CAVA began graduating students, with the exception of 2013, it has produced more dropouts than graduates,” said Shahrzad Habibi, who authored the report.

She said state test score data show that 71 percent of California public schools performed better than the virtual academies.

The report calls on California officials to investigate the online schools’ administration and finances.

California Virtual Academies enrolls about 14,000 kindergarten to 12th grade students through 11 sites, including those in Los Angeles, San Diego, and Fresno. It is run by a national for-profit company called K12 Inc.

In a written statement, California Virtual Academies did not dispute the reported low student performance numbers, but denied other allegations in the study, which it called “inaccurate and deeply flawed.”

“The report relies primarily on misinformation from the California Teachers Association — the union currently engaged in a coordinated and well-funded distortion campaign to unionize the eleven independent California Virtual Academies charter schools.”

In the Public Interest, which supports the work of labor unions, partnered with the American Federation of Teachers last year on a website to track for-profit charter school companies.

On average, Americans die sooner and experience higher rates of disease and injury than people in other high-income countries, says a new report from the National Research Council and Institute of Medicine.

A group of conservation organizations teamed up with a leading monarch butterfly scientist on Tuesday to petition for protection of the monarch butterfly under the Endangered Species Act.

The monarch butterfly is one of the most iconic butterfly species in the country. But according to conservation group the Xerces Society, the monarch butterfly population is in trouble.

“Many scientists estimate that there are about 33 million monarchs. And just for comparison, in the past, researchers have estimated more than 1 billion monarchs,” said Sarina Jepsen, who directs the Endangered Species Program for the Xerces Society.

That’s a decline of about 90 percent in just fewer than 20 years, Jepsen said.

The main culprit in the monarch’s decline is the weed killer Roundup, Jepsen said. Most monarch caterpillars breed in the Midwest, and feed off of milkweed. While Roundup doesn’t kill genetically modified crops like soy and corn, it does kill milkweed.

“So, milkweed growing in a large agricultural landscape has largely disappeared in the last decade-and-a-half to two decades,” said Jepsen.

Other contributing factors include climate change and a general loss of habitat, Jepsen said. California’s drought might also play a role.

“There’s a real strong relationship between drought severity and the number of monarchs that we see in the winter on the California coast,” said Jepsen. “In years when droughts are worse, there are fewer monarchs.”

Thousands of the butterflies gather on California’s coast each winter. Spots locally includeLeo Carrillo Beach in Malibu and Doheny Beach in Dana Point, though the Xerces Society has observed a large decline in the butterflies at these locations in the last several decades.

More on the drought’s effect on the monarch population will be known around Thanksgiving, when a group of so-called "citizen scientists" with the Xerces Society perform an annual count of the monarchs.

Along with the Xerces Society, the Center for Biological Diversity, the Center for Food and Safety and leading monarch butterfly scientist Dr. Lincoln Brower filed the petition.

The Fish and Wildlife Service has 90 days to decide whether to go forward with a further review to potentially classify the monarch butterfly as threatened or endangered.

In Los Angeles, another Asian American civil rights organization is in upheaval. A month after major layoffs at Asian Americans Advancing Justice-Los Angeles, the Korean Resource Center has lost more than half of its staff.  

The Korean Resource Center  is a leading advocate for low-income and undocumented Koreans. Its organizers worked on flipping Orange County from red to blue. Its legal staff provides free aid to immigrants. But 18 people have left in recent weeks, many upset with board president DJ Yoon and his management style.

While cities worldwide are expanding so is the significant carbon dioxide footprint of urban transport. Consequently, there is an urgent need for sustainable urban mobility solutions. A thorough analysis of the variables and dynamics of urban mobility in cities can aid in planning sustainable mobility policy. This study used a new system of classification by type (typologisation) relevant to urban mobility in global cities, with data from 331 cities in 124 countries covering 40% of the global urban population (as of 2016).
