Raising awareness of human trafficking in crisis situations is objective of OSCE Special Representative’s Ukraine visit

KYIV, 5 AUGUST 2016 –OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Madina Jarbussynova, on Friday concluded an official visit to Ukraine aimed at raising awareness of human trafficking and the risks encountered by the most vulnerable groups as a consequence of the current crisis.

During her five-day visit, she met with representatives of the Donetsk Oblast state administration and female Internally Displaced People (IDPs) in Kramatorsk. Ambassador Jarbussynova also travelled to Kharkiv to talk to relevant civil society representatives about the situation on the ground, how to prevent the expansion of the conflict-driven human trafficking phenomenon, and to evaluate existing mechanisms of identifying, referring and assisting victims of trafficking in human beings.

“More than one-and-a-half million citizens have been displaced – a vast number that demands a comprehensive response,” Jarbussynova said. “This vulnerable group can easily find itself in situations where human trafficking may occur.”

In Kyiv, the OSCE Special Representative met with Ukrainian authorities to discuss progress in anti-trafficking measures and review future plans.

“The Government of Ukraine has recently demonstrated a high level of commitment to addressing human trafficking, particularly in enhancing its victim identification efforts and in filing cases to relevant courts”, said Jarbussynova.

At the same time, she noted that there are still considerable gaps in the National Referral Mechanism for victims, and that long-term, sustainable measures should be sought.

The Special Representative travels regularly to Ukraine, engaging with high-level authorities and holding training sessions together with the Special Monitoring Mission and the OSCE Project Co-ordinator to strengthen the capacity of the Ukrainian institutions and OSCE monitors to spot human trafficking trends and to report on alleged cases.

Staff of the National Centre of the Kyrgyz Republic for the Prevention of Torture, with support of the OSCE Centre in Bishkek will conduct monitoring visits to the detention facilities in Isyk-Kul, Naryn and Talas provinces between 10 and 17 August. These visits aim at monitoring detention conditions and human rights situation in the closed facilities.

The monitoring findings will be included in the 2016 Annual Report of the National Centre for the Prevention of Torture.

Psychologists and professionals working with domestic violence victims trained at OSCE-supported events in Moldova on both banks

The OSCE Mission to Moldova held the final in a series of three training sessions for 12 psychologists and professionals working with domestic violence victims. The session took place on 27 June 2016 in Rybnitsa, a town on the left bank of the Dniester/Nistru River.

The event aimed to equip participants with essential skills in family counselling and post-traumatic stress rehabilitation. Participants studied means to identify family violence, various coaching techniques to use when working with families, as well as methods for handling trauma and post-traumatic stress among domestic violence victims.

In the past week, similar training events have been held in Chisinau and Tiraspol with the total participation of 50 professionals from Bender, Causeni, Chisinau, Comrat, Drochia, Rybnitsa and Tiraspol.

Participants in the training sessions included psychologists, teachers, medical professionals, lawyers and social workers, all of whom encounter cases of domestic violence in their work through Moldova’s referral system.

The training events were held as part of the Mission’s project to strengthen the capacity of those who provide crisis services to women and families on both banks of the Dniester/Nistru River. The project was developed following a country-wide assessment conducted in 2014 and 2015. The assessment identified a number of challenges in this field in Moldova, most notably the difficulties in accessing domestic violence services – including shelters and crisis centres – for those living in rural areas, and a lack of state resources.

Winners of OSCE design contest challenge violent extremism with creative cartoons

VIENNA, 28 July 2016 – Artists from France, Armenia and the United Kingdom won the #LetsDoodle drawing competition organized under the OSCE’s United in Countering Violent Extremism campaign.

The competition was launched on 31 May 2016 in partnership with eYeka, a global community of talented creators, calling for the development of a cartoon character that challenges the binary, us versus them, thinking that often underpins violent extremist narratives. A total of 29 creative concepts were submitted by artists and designers from 16 OSCE participating States and Partners for Co-operation.

“My cartoon character, MIX the sheep, is born of diversity,” says Jalal Bouanani from France, who won the first prize. “MIX will be a bridge-builder and the champion of actions against the ignorance, racism, and polarization that can lead to violence.”

The second prize winner, Peno Mishoyan from Armenia, created his ‘Pigeon Legion’ comprised of the Teacher Preacher, Peace Guard and Media Master who together peacefully challenge violent extremism.

The winners of the third and fourth prize, Tim Cordell of the United Kingdom and Jerome Picard from France, respectively, also used birds as the key characters in their entries.  

“I was impressed and inspired by all the ideas that were submitted for this contest, how diverse and well thought-out they were,” said OSCE Secretary General Lamberto Zannier. “This only proves how much we, as the international community, stand to gain by tapping into the skills and creativity of an expanded range of people to prevent violent extremism.”

The winning concepts will become part of the OSCE United in Countering Violent Extremism (#UnitedCVE) communications campaign. Launched in June 2015, the campaign highlights the OSCE’s comprehensive approach to countering violent extremism and radicalization leading to terrorism and reinforcing a global consensus against this threat. Microsoft and the Vatican unveiled this AI collaboration

The Vatican and Microsoft on Monday unveiled a digital twin of St. Peter’s Basilica that uses artificial intelligence to explore one of the world’s most important monument’s while helping the Holy See manage visitor flows and identify conservation problems.

Using 400,000 high-resolution digital photographs, taken with drones, cameras and lasers over four weeks when no one was in the basilica, the digital replica is going online alongside two new on-site exhibits to provide visitors—real and virtual—with an interactive experience.

“It is literally one of the most technologically advanced and sophisticated projects of its kind that has ever been pursued,” Microsoft’s president Brad Smith told a Vatican press conference.

The project has been launched ahead of the Vatican’s 2025 Jubilee, a holy year in which more than 30 million pilgrims are expected to pass through the basilica’s Holy Door, on top of the 50,000 who visit on a normal day.

“Everyone, really everyone should feel welcome in this great house,” Pope Francis told Smith and members of the project’s development teams at an audience Monday.

The digital platform allows visitors to reserve entry times to the basilica, a novelty for one of the world’s most visited monuments that regularly has an hours-long line of tourists waiting to get in.

But the heart of the project is the creation of a digital twin of St. Peter’s Basilica through advanced photogrammetry and artificial intelligence that allows anyone to “visit” the church and learn about its history.

The ultra-precise 3D replica, developed in collaboration with digital preservation company Iconem, incorporates 22 petabytes of data—enough to fill five million DVDs—Smith said.

The images have already identified structural damage and signs of deterioration, such as missing mosaic pieces, cracks and fissures invisible to the naked eye, with a speed and precision far beyond human capabilities.

Francis has called for the ethical use of AI and used his annual World Message of Peace this year to urge an international treaty to regulate it, arguing that technology lacking human values of compassion, mercy, morality and forgiveness were too great.

On Monday, he thanked the Microsoft team and basilica workers responsible for the project and marveled at how modern technology was helping spread an ancient faith and preserve a piece of world patrimony, which celebrates the 400th anniversary of its consecration in 2026.

“This house of prayer for all peoples has been entrusted to us by those who have preceded us in faith and apostolic ministry,” he told Smith and the delegation. “Therefore, it is a gift and a task to care for it, in both a spiritual and material sense, even through the latest technologies.”

Smith declined to give a price tag for Microsoft’s investment in the project, saying only it was “substantial” and was borne of Francis’ initiative in 2018 to bring tech companies together to promote ethnically minded AI.

He said Microsoft had done similar AI projects at Mont Saint-Michel in France and Ancient Olympia, in Greece.
