John Fund writes: [Imperial College epidemiologist Neil] Ferguson was behind the disputed research that sparked the mass culling of eleven million sheep and cattle during the 2001 outbreak of foot-and-mouth disease. He also predicted that up to 150,000 people could die. There were fewer than 200 deaths. . . . In 2002, Ferguson predicted that […]

Providing answers to questions using logical synthesis of candidate answers

A method, system and computer program product for generating answers to questions. In one embodiment, the method comprises receiving an input query, decomposing the input query into a plurality of different subqueries, and conducting a search in one or more data sources to identify at least one candidate answer to each of the subqueries. A ranking function is applied to each of the candidate answers to determine a ranking for each of these candidate answers; and for each of the subqueries, one of the candidate answers to the subquery is selected based on this ranking. A logical synthesis component is applied to synthesize a candidate answer for the input query from the selected the candidate answers to the subqueries. In one embodiment, the procedure applied by the logical synthesis component to synthesize the candidate answer for the input query is determined from the input query.

Fluoroalkyl iodide and its production process

A process for producing a fluoroalkyl iodide as a telomer Rf(CF2CF2)nI (wherein Rf is a C1-10 fluoroalkyl group, and n is an integer of from 1 to 6) by telomerization from a fluoroalkyl iodide represented by the formula RfI (wherein Rf is as defined above) as a telogen and tetrafluoroethylene (CF2CF2) as a taxogen, which comprises a liquid phase telomerization step of supplying a homogeneous liquid mixture of the telogen and the taxogen from the lower portion of a tubular reactor, moving the mixture from the lower portion towards the upper portion of the reactor in the presence of a radical initiator over a retention time of at least 5 minutes while the reaction system is kept in a liquid phase state under conditions where no gas-liquid separation will take place, so that the taxogen supplied to the reactor is substantially consumed by the reaction in the reactor, and drawing the reaction product from the upper portion of the reactor.

Deficiencies in existing attempts at educational software solutions are addressed by providing systems, methods, and devices that both replicate and facilitate the necessary elements of successful classroom-based learning, while taking advantage of the platform-specific benefits of handheld computing devices. Various applications address the issue of the limited screen size of mobile devices by using the motion sensors of the devices both to move from one part of a program to another, thus eliminating the need for on-screen navigation buttons and allowing the entire screen to be used for content, and also to reinforce learning through the use of mnemonics. In these applications, the user rotates the device after completing each step, in sequence, of a process-based series of problem solving techniques. Group learning dynamics are also reproduced through a study group feature.

TEMPORAL MOTION DATA CANDIDATE DERIVATION IN VIDEO CODING

A method for derivation of a temporal motion data (TMD) candidate for a prediction unit (PU) in video encoding or video decoding is provided. The derived TMD candidate is for inclusion in an inter-prediction candidate list for the PU. The method includes determining a primary TMD position relative to a co-located PU in a co-located largest coding unit (LCU), wherein the co-located PU is a block in a reference picture having a same size, shape, and coordinates as the PU, and selecting at least some motion data of a secondary TMD position as the TMD candidate when the primary TMD position is in a bottom neighboring LCU or in a bottom right neighboring LCU of the co-located LCU, wherein the secondary TMD position is determined relative to the co-located PU.

In Iowa, the Democratic Candidates Respond to the Conflict with Iran

The New Yorker’s Eric Lach is in Iowa for the month leading up to the Democratic caucuses. Next week’s debate, in Des Moines, was likely going to focus on health care and other domestic issues core to the Democratic platform, but the agenda may instead be dominated by a discussion of the Trump Administration’s killing of the Iranian general Qassem Suleimani and the United States’ fraught history of war in the Middle East. Polls show that Joe Biden is trusted on foreign-policy issues, but Lach suggests that Bernie Sanders’s history of opposing wars—and his quick and confident articulation of his position on Iran—may sway voters seeking a clear message. Nearly a year into the campaign, votes will finally be cast, and in Iowa the deciding factor may involve personal contact more than ideological positions. Iowa voters tend to say, “ ‘I’ve shaken this person’s hand, and I’ve shaken this person’s hand, and I’m going to make my decision after I’ve shaken this other person’s hand.’ That counts for a lot, I think,” Lach says.

They talked about how America’s role in the world is threatened by the President’s erratic—and, in the case of Ukraine, likely criminal—approach to foreign policy. But many voters remain skeptical that Trump can be beaten. Susan B. Glasser joins Dorothy Wickenden to discuss the radical uncertainties of the 2020 race.

South Carolina Sheriff's Candidate: I Wore Blackface 10 Years Ago

The nearly four-minute campaign ad begins with scenery of a small town sheriff's race in the South. A camouflage fishing boat winds down a picturesque waterway. The talk from a front porch rocking chair is of hunting, Christian values and guns. Then, more than halfway through the video, Craig Stivender, a Republican candidate for sheriff in Colleton County, S.C., reveals a picture of himself in blackface with his arm around an African American woman. "To those of you who may be upset, I understand your disappointment," he says in the video. Stivender, who is currently a fireman in the rural community just west of Charleston, goes on to explain the photograph was taken at a Halloween party for law enforcement nearly a decade ago. He says he released the picture to begin his campaign with full transparency. The election is in November 2020. "Basically if I'm going to run on honesty and integrity, I'm willing to put out things bad about me," he said in a telephone interview. Stivender

Europe's Economy Was Hit Hard Too, But Jobs Didn't Disappear Like In The U.S.

When the British economy ground to a halt a few weeks ago, Reda Maher suddenly found himself among the ranks of the unemployed, alongside untold millions of other people around the world. But unlike many others, Maher can rest easy, knowing that money will keep flowing into his bank account until he's called back to work. "I woke up a couple of hours later than I normally would. I won't lie," Maher said one afternoon earlier this month. "I took a nice long masked and gloved walk. I've got a remote personal training like fitness session in about 20 minutes." The United Kingdom recently began paying 80% of the salaries of workers laid off because of the coronavirus pandemic. The government caps the pay at about $3,000 a month, but many employers, including the London-based video streaming service where Maher works, add to what the government hands out. Maher also doesn't need to worry about being left without health care coverage, thanks to Britain's National Health Service. Across
