Fed Trends in Restricting Information Access

Congress enacts open government legislation in three main areas: (1) laws that provide public access to federal records; (2) laws that allow the government to restrict public access to federal information; and (3) laws that provide for congressional access to federal records. A new 90-page Congressional Report by Rep. Henry A. Waxman provides a comprehensive, though arguably partisan, examination finding the Bush Administration has acted to restrict the amount of government information that is available.

Trends and development of workplace mindfulness for two decades: a bibliometric analysis

This systematic literature study employed bibliometric analysis to identify workplace mindfulness-related methods and practices in literature published from 2000 to 2020 by leading nations, institutions, journals, authors, and keywords. We also assessed the impact of workplace mindfulness research papers. Scopus analysis tools provided a literature report for 638 Scopus articles used in the study. Using VOSviewer, leading nations, institutions, articles, authors, journals, and keyword co-occurrence network maps were constructed. PRISMA was used to identify 56 publications to recognise workplace mindfulness literature's significant achievements. The research's main contribution is a deep review of neurological mindfulness and psychological measuring tools as workplace mindfulness tool categories. The study is the first to use the PRISMA technique to capture the essential contributions of workplace mindfulness papers from 2000 to 2020.

Training Librarians for 21st Century Repository Services: Emerging Trends

The paper reviewed the emerging roles of the 21st century librarians, charged with the responsibility to manage repository services across libraries in present-day information technology environment. Librarians need to be trained and empowered with requisite skills and knowledge needed for successful management of the ICT driven repository initiatives that the 21st century demands. Literature was reviewed on the roles and responsibilities of librarians, training needs and opportunities, career path and recruitment of librarians, and community support necessary for effective and efficient implementation and management of repository initiatives. This entails the ability to comprehend trends and change patterns which are essential for providing research focused and user-friendly models in open repository services that are based on thorough analytical understanding of the challenges of emerging trends. To achieve this requires the training and retraining of librarians to reposition them as information specialists in their career path. The role of the library as an integral part of its social environment is to educate the community about the existence of an open repository by building partnership with community-oriented research centres through seminars, workshops, symposium, training, and awareness programmes. The study recommends that librarians should strategize and collaborate with researchers to make open repository an essential research tool.

Up and Down: Trends in Students’ Perceptions about Learning in a 1:1 Laptop Model – A Longitudinal Study

This is a five-year study conducted with junior high school students studying in a 1:1-laptop program in order to test the effects of the program on various measures related to the students: their attitudes, motivation, perceived school norms, self-efficacy, and behavioral intention towards learning with laptops, according to the Theory of Planned Behavior (TPB). These variables were tested at two dimensions: ‘duration of learning’ – the effect of learning in the program on the same students; ‘duration of program in school’ – the effect of the program on different students in different school years. Participants (N=770) answered a questionnaire structured according to motivational and TPB variables. Findings show that attitudes changed over time, but differently for each dimension. For the ‘duration of learning’, attitudes declined between 7th to 9th grade. Structural equation modeling analysis showed that students’ attitudes and self-efficacy explain part of their intention to learn with laptops, therefore ways of maintaining positive attitudes, self-efficacy, and strengthening school norms should be considered. However, for the ‘duration of program in school’, students’ attitudes increased over the years: The attitudes of students who started the program at a later stage were more positive than those who began earlier. This may indicate that students who experience the program at an advanced stage are better prepared, with more realistic expectations. Findings can assist teacher trainers and policymakers with the implementation of similar programs.

Article Alert: New TEAM network paper looks at standardized assessment of biodiversity trends in tropical forest protected areas

The Tropical Ecology Assessment and Monitoring (TEAM) network has the aim to measure and compare plants, terrestrial mammals, ground-dwelling birds and climate using a standard methodology in a range of tropical forests, from relatively pristine places to those most affected by people. TEAM currently operates in sixteen tropical forest sites across Africa, Asia and Latin America supporting a network of scientists committed to standardized methods of data collection to quantify how plants and animals respond to pressures such as climate change and human encroachment.

A recent TEAM network paper published in PLOS Biology deals with the standartization of methods in assessing biodiversity trends in tropical forest protected areas.

Abstract:

Extinction rates in the Anthropocene are three orders of magnitude higher than background and disproportionately occur in the tropics, home of half the world’s species. Despite global efforts to combat tropical species extinctions, lack of high-quality, objective information on tropical biodiversity has hampered quantitative evaluation of conservation strategies. In particular, the scarcity of population-level monitoring in tropical forests has stymied assessment of biodiversity outcomes, such as the status and trends of animal populations in protected areas. Here, we evaluate occupancy trends for 511 populations of terrestrial mammals and birds, representing 244 species from 15 tropical forest protected areas on three continents. For the first time to our knowledge, we use annual surveys from tropicalforests worldwide that employ a standardized camera trapping protocol, and we compute data analytics that correct for imperfect detection. We found that occupancy declined in 22%, increased in 17%, and exhibited no change in 22% of populations during the last 3–8 years, while 39% of populations were detected too infrequently to assess occupancy changes. Despite extensive variability in occupancy trends, these 15 tropical protected areas have not exhibited systematic declines in biodiversity (i.e., occupancy, richness, or evenness) at the community level. Our results differ from reports of widespread biodiversity declines based on aggregated secondary data and expert opinion and suggest less extreme deterioration in tropical forest protected areas. We simultaneously fill an important conservation data gap and demonstrate the value of large-scale monitoring infrastructure and powerful analytics, which can be scaled to incorporate additional sites, ecosystems, and monitoring methods. In an era of catastrophic biodiversity loss, robust indicators produced from standardized monitoring infrastructure are critical to accurately assess population outcomes and identify conservation strategies that can avert biodiversity collapse.
