This month marks 20 years since Vladimir Putin first became prime minister of Russia. Now serving his fourth term as Russia’s president, Putin has increased and consolidated his power over the past two decades. We look back at the events that have shaped his leadership and the course of his nation. Also, we reflect on the past 20 years of diplomacy between the US and Russia; and when Vladimir Putin finishes his fourth term as Russia’s President, what will he do next?

Yevgeny Prigozhin, the founder of private military company Wagner, was killed in a plane crash on August 23. His Embraer ERJ-135BJ Legacy 600 plane crashed in the Tver region. Prigozhin was 62. Prigozhin was born in 1961 in Leningrad. He lost his father in his early childhood, and was raised by his mother and stepfather. Yevgeny Prigozhin received his first criminal record when he was 18, the second and third one followed soon afterwards. After he was released from prison, Prigozhin decided to open his own business. He and his stepfather started selling hotdogs in Leningrad.

Historian and political scientist Andrei Fursov noted in an interview with Pravda.Ru that Boris Yeltsin was reporting his decisions and ideas to Bill Clinton. "He informed his boss about his choice. It brings up the memory of Yeltsin's call to George H. Bush after the decision to disintegrate the Soviet Union. Bush was the first man whom Yeltsin called. Gorbachev was hurt by that. In another episode, Yeltsin tried to assure US Congress that communism would never be back on the Russian territory. This transcript is another evidence to prove the fact that Russia used to be a semi-colony during Yeltsin's presidency," the expert said. "I think that Yeltsin lied when he said that he had been searching for a successor for a long time. From what I know about the events of the late 1990s, Yeltsin did not intend to quit his job, but there were several aspects that forced American masters to put pressure on him. First, there was a conspiracy in the army led by Rokhlin to remove Yeltsin from power. Rokhlin's murder ruined the plan, and people in Yeltsin's team realised that there was serious discontent brewing in the army. "Secondly, not long before that, the parliament had nearly impeached Yeltsin. In addition, Russia suffered a default in 1998. Those three events drew the line under Yeltsin's rule, and he had to quickly search for a successor. Apparently, he counted on Stepashin at first, but then it turned out that the latter was ready to compromise with the Primakov-Luzhkov team, so a need in another candidate arose. "Today, the Russian leadership should give a moral assessment to Yeltsin's rule. In today's Russia, many tend to despise Gorbachev a lot, but they dislike Yeltsin to a lesser degree. Yeltsin was a product of Gorbachev's rule. Yeltsin was working within the corridor of opportunities set by Gorbachev. Gorbachev is still alive, and the man who destroyed the USSR should be held accountable for that. At the same time, I understand that Putin does not want to criticise Yeltsin because it was Yeltsin who made Putin his successor," the expert told Pravda.Ru.

On October 19, Putin signed a decree to implement martial law in four regions of Russia. President Vladimir Putin also spoke at the meeting. Below are key remarks that Shoigu and Putin made about the army, the special operation and priority tasks for 2023. Russian President Vladimir Putin: Of course, the hostilities and military operations are always associated with tragedy and loss of lives. We understand this very well, we are aware of this. But since this [conflict] is inevitable, better today than tomorrow. I think that everyone present in this auditorium perfectly understands what I am talking about. I still consider the Ukrainian people our brotherly nation. What is happening now is a tragedy, but it does not come as a result of our policy. We need to study NATO's experience and tactics in order to include that in the troops training programme and equipping the army. NATO weapons must be analyzed and used to build the Armed Forces of the Russian Federation. Russia will continue to develop the nuclear triad. This is the main guarantee of maintaining the sovereignty and territorial integrity of the country. As many as 150,000 of the 300,000 mobilised are now undergoing training at training grounds. The other half is in the zone of hostilities. This is enough for the special operation. The past mobilisation has revealed certain problems. To eliminate them, we need to modernise the system of military commissariats. The hostilities have identified issues that need to be worked on, including communication issues. The Ministry of Defence should be attentive to criticism. The ministry should respond to it in a timely manner. Everything a fighter needs must be modern and reliable. Officers and sergeants who have gained experience in the special operation should be assigned to new positions as a matter of priority. It is necessary to develop and use drones in the army — they must be everywhere. We need to expand the arsenal of modern attack weapons. Sarmat intercontinental missiles will be put on combat duty in the near future. The Admiral Gorshkov frigate with state-of-the-art Zirkon hypersonic missile systems will enter combat service in early 2023. We need to saturate the troops with everything necessary — from modern first-aid kits to sights. Everything is important on the battlefield. There are no restrictions to finance the Russian Armed Forces. The country gives the army everything they ask for. We've got everything. We look forward to constructive and meaningful negotiations with a visible end result that would ensure equal security for all, within a certain timeframe. We will not engage in the militarization of the country and economy. Defence Minister Sergei Shoigu:

The West has prepared a "Russia after Putin" plan and already chose its actors in the face of Garry Kasparov* and Mikhail Khodorkovsky*, who suddenly developed an affection for the Russian people. They are waiting for the "window of opportunity" to open. The anti-Russian "Action Committee" published an article in Foreign Affairs magazine under the telling title Don't Fear Putin's Demise. This committee is represented by two good old chaps who were recognised as foreign agents in the Russian Federation. They are Garry Kasparov* and Mikhail Khodorkovsky*. The article in Foreign Affairs says that the West needs to continue to supply Ukraine with modern weapons until Russia's military defeat and the collapse of the Putin regime. The committee also declared its readiness to take the reins of power in its hands afterwards.

On Thursday, February 29, Russian President Vladimir Putin delivered his annual Address to the Federal Assembly. In the beginning of the speech, he touched on the topics of the special military operation in Ukraine, relations with the West, strategic stability, and later proceeded to announce a number of new national projects, changes in economic and social sphere. About special military operation Putin recalled that 2024 marks the tenth anniversary of the "legendary Russian Spring.” "The love that the people living in Crimea and new regions share for their homeland evokes pride," Vladimir Putin said.

The voter turnout in the Russian presidential election set a new record as it amounted to 77.44 percent, Ella Pamfilova, the chairwoman of the Central Election Commission said. More than 87.113 million voters took part in the Russian presidential election. "Precinct election commissions across the country have completed their work. 99.74 percent of ballots have been entered into the state automated system, so we can fully summarise the results of the presidential election,” she said.

Andrei Belousov, who held the position of First Deputy Head of the Cabinet of Ministers, will now become Russia's new Defence Minister. The Federation Council will discuss his candidacy on May 13 and 14. Kremlin spokesman Dmitry Peskov said that it was important to integrate the economy of the power bloc into the country's economy so that it meets the dynamics of the current moment. "The one who is more open to innovation wins on the battlefield," Peskov said. "The Ministry of Defence must be absolutely open to innovation, to all advanced ideas the purpose of economic competitiveness. Apparently, this is why the president picked the candidacy of Andrei Removich Belousov," he noted.

By nominating a civilian such as Andrei Belousov for the post of the Defence Minister, Vladimir Putin continued the tradition that had developed during his service. General Sergei Ivanov was the first minister appointed by Putin. Ivanov came from intelligence (he headed the military department from 2001 to 2007), and was replaced (under President Dmitry Medvedev) by the former chief tax officer Anatoly Serdyukov. Serdyukov served at the post for five years. Sergei Shoigu, a civil engineer by training and the founder of the Ministry of Emergency Situations, chaired the Defence Ministry in 2012 (he left the post of the Moscow region governor). Andrei Belousov is 65 years old. He has been associated with economics all his life. After graduating from the Department of Economics of the Moscow State University, he took up scientific activities — first at the Central Institute of Economics and Mathematics of the USSR Academy of Sciences, then at the Institute of Economics and Forecasting of Scientific and Technological Progress of the USSR Academy of Sciences. In 1990-2006, he served as a senior researcher and head of a laboratory at the Institute of Economic Forecasting of the Russian Academy of Sciences.

Chechen President Ramzan Kadyrov said that unmanned aerial vehicles attacked the territory of the Russian University of Special Forces named after V. V. Putin (RUS) in the city of Gudermes. The attack took place on the morning of Tuesday, October 29. Kadyrov did not specify the number of drones involved. According to the Chechen President, the roof of the empty building caught fire as a result of the attack. No casualties were reported, the fire was quickly extinguished. The activities of the university have not been suspended, all services are operating as usual, Kadyrov said.

According to the legend, President’s wife Ludmila Putina has personally informed a journalist of “The Times”  in a phone interview of the actual recipe. The dish has been titled “Putin’s Ear” mainly because of the phone static.  The soup has rather interesting ingredients. In order to prepare such dish one will need a pike perch, a ling, potatoes, carrots, eggs, tomatoes, orange zest, celery, onions and spices. Despite the use of orange zest that adds a little bit of bitterness, the soup still tastes like traditional Russian fish-soup “uha”.

The Union of European Football Associations (UEFA) has launched a disciplinary investigation into the behavior of Turkish fans at the match of the second qualifying round of the Champions League between Fenerbahce (Turkey) and Dynamo (Kyiv). The football match, which took place on Wednesday in Istanbul, ended with a score of 2:1 in extra time in favor of the Ukrainian team. After the Ukrainian team scored the first goal, Turkish fans started chanting the name of Russian President Vladimir Putin. "In accordance with Article 31(4) of the Disciplinary Regulations, the UEFA Ethics and Disciplinary Inspector will conduct an investigation into the alleged misconduct of Fenerbahce fans during the Champions League second qualifying round second leg against Dynamo Kyiv," the statement said.

On November 7, Russian President Vladimir Putin spoke at the plenary session of the Valdai International Discussion Club in Sochi. The head of state announced a war for a new world order, spoke about guarantees of the West not to use nuclear weapons, and warned of difficult years to come. According to the Russian leader, the old world order is going down in history and the moment of truth was coming. "A serious, irreconcilable struggle is unfolding for the formation of a new [world order]. It is irreconcilable because this is not even a fight for power or geopolitical influence. This is a clash of the very principles on which relations between countries and peoples will be built at the next historical stage," Putin said.

US President-elect Donald Trump allowed for a possibility of talks with Russian leader Vladimir Putin after his victory in the US presidential election. He has already spoken with 70 world leaders, including Ukrainian President Volodymyr Zelensky, but Putin was not among them, Trump said. "I think we'll talk," US President-elect Donald Trump said. In an interview with NBC, Trump also noted that he had agreed to have lunch with US President Joe Biden in the near future.

Cosmonaut candidate Andrei Babkin, who was dismissed from his flight position in September due to a runny nose, wrote a letter to Russian President Vladimir Putin. In his address to the head of state, Babkin wrote that he would like independent experts to assess his health condition. In response, the Roscosmos Cosmonaut Training Center (CTC) said that an extended consultation was held on July 12. Members of the ENT section of the Main Medical Commission, as well as specialists who had previously treated the cosmonaut, were present at the meeting. As a result, no grounds were found for revising the previous medical conclusion in relation to the cosmonaut candidate.

Russian President Vladimir Putin arrived in Beslan. The head of state visited the City of Angels memorial complex — a large cemetery where 266 victims of the monstrous 2004 terrorist attack were buried. The attack that took place on September 1 at Beslan's School No. 1 claimed the lives of 334 people. September 2024 will mark 20 years since the tragedy. A monument on the territory of the complex, the Tree of Sorrow, was built in memory of the hostages who fell victim to the terrorist attack. There is also a monument to the fighters of the Alpha and Vympel special forces who died during the assault.

Russian President Vladimir Putin visited School No. 1 in Beslan, where a terrorist attack took place шт 2004 on September 1-3. The school is now used as a memorial complex. The school gymnasium, where militants held more than 1,200 people hostage, has been preserved in its original state, with photographs of the victims hanging on its walls. Visitors regularly bring toys, flowers, and bottles of water. A memorial vigil is held at school every year during the first three days of September.

Russian President Vladimir Putin presented a rare copy of the Koran to a new mosque in Grozny, the capital of Chechnya, the Grozny State Television and Radio Broadcasting Company said on Telegram. The head of state visited Chechnya on August 20. According to the channel, the Koran book presented by Putin is decorated with a gold ornament and inlaid with precious stones. The Mufti of the republic, Salah Mezhiyev, thanked the Russian leader on behalf of the people of Chechnya.

The United States is building up its armed forces along all of Russia's borders, including on Ukraine and the Asia-Pacific region, Russian President Vladimir Putin said during his speech at the Ocean-2024 command and staff exercises, TASS reports. "Under the pretext of countering the allegedly existing Russian threat and containing the People's Republic of China, the United States and its satellites are building up their military presence near Russia's western borders — in the Arctic and in the Asia-Pacific region," Putin said. The USA is thus provoking a new arms race, the Russian president said. According to him, Washington's strategy is preventing the conflict in Ukraine from ending.

Russian President Vladimir Putin has increased the number of personnel in the Russian Armed Forces. The corresponding decree was published on the official Internet portal of legal information. The number of personnel in the Russian army has thus been increased to 2 million 389 thousand people, including 1.5 million military personnel. The decree of the head of state comes into force on December 1, 2024. Putin also instructed the Russian government to provide for the allocation of funds for the Ministry of Defense from the federal budget for the implementation of the decree.

Russian President Vladimir Putin visited the site of the Special Technology Center (STC) for the production of electronic warfare (EW) systems and drones, the Kremlin said on its Telegram channel. Defense Minister Andrei Belousov and First Deputy Prime Minister Denis Manturov accompanied Putin to the site. The STC produces unique Orlan drones, as well as small spacecraft such as CubeSat, the Kremlin press service said.

Russian President Vladimir Putin proposed making a number of changes to conditions for the use of nuclear weapons, the Kremlin said. In particular, "Fundamentals of State Policy in the Field of Nuclear Deterrence" expands the category of states and military alliances against which acts of nuclear deterrence will be carried out. "In the updated version of the document, aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, is proposed to be considered as their joint attack on the Russian Federation," Putin said at a meeting of the Permanent Conference of the Security Council on Nuclear Deterrence.

The Russian authorities lifted temporary state management from the assets of French food giant Danone in Russia. The decision was made for reasons of expediency, Kremlin's official spokesman Dmitry Peskov said. On March 13, Russian President Vladimir Putin signed a decree to cancel the nationalisation of Danone's business and its transfer to Russia's Federal Property Management Agency. According to Peskov, all factors and conditions need to be weighed accordingly in every situation like this. Therefore, it does not mean that the Russian leadership will make similar decisions in relation to other foreign companies.

The Italian Foreign Ministry summoned Russian Ambassador to Rome Alexei Paramonov after President Vladimir Putin transferred the Russian subsidiary of Italian equipment manufacturer Ariston to Gazprom. The decision was made in accordance with last year's decree, according to which the assets of foreign companies in Russia can be transferred to temporary administration. Italy called the transfer unexpected and demanded clarification from the Russian diplomat. On April 26, Vladimir Putin signed a decree on the transfer of Russian subsidiaries of Ariston and BSH Hausgerate (structures of Ariston Thermo Rus and BSH Household Appliances) to temporary administration of JSC Gazprom Household Systems. One hundred percent of shares in the authorised capital of both companies were transferred to  Gazprom temporarily.

"The right time" for a telephone conversation with Russian President Vladimir Putin will come soon, German Chancellor Olaf Scholz said in an interview with ARD. Scholz and Purin last spoke on December 2, 2022. Subsequently, Scholz has repeatedly said that he will speak to the Russian leader only when the "right time" comes. A Ukrainian truck driver was killed in Germany because of his words about Russian President Vladimir Putin, Bild wrote. Friedrich Merz, candidate for Chancellor of Germany from the Christian Democratic Union (CDU), said that he would be ready to issue Russia a 24-hour ultimatum. He also said that he could talk to the Russian President Vladimir Putin. "If there is a reason for this and an agreement is reached among European and transatlantic partners, then, of course, yes, I will call him," Friedrich Merz said. According to Merz, he will demand hostilities in Ukraine to end. Moscow will be given 24 hours to do this. If the ultimatum is not fulfilled, Merz will transfer Taurus cruise missiles to Kyiv and lift the ban on long-range strikes deep into Russian territory.

Here we describe TOMOMAN (TOMOgram MANager), an extensible open-sourced software package for handling cryo-electron tomography data preprocessing. TOMOMAN streamlines interoperability between a wide range of external packages and provides tools for project sharing and archival.

To date, computed tomography experiments, carried-out at synchrotron radiation facilities worldwide, pose a tremendous challenge in terms of the breadth and complexity of the experimental datasets produced. Furthermore, near real-time three-dimensional reconstruction capabilities are becoming a crucial requirement in order to perform high-quality and result-informed synchrotron imaging experiments, where a large amount of data is collected and processed within a short time window. To address these challenges, we have developed and deployed a synchrotron computed tomography framework designed to automatically process online the experimental data from the synchrotron imaging beamlines, while leveraging the high-performance computing cluster capabilities to accelerate the real-time feedback to the users on their experimental results. We have, further, integrated it within a modern unified national authentication and data management framework, which we have developed and deployed, spanning the entire data lifecycle of a large-scale scientific facility. In this study, the overall architecture, functional modules and workflow design of our synchrotron computed tomography framework are presented in detail. Moreover, the successful integration of the imaging beamlines at the Shanghai Synchrotron Radiation Facility into our scientific computing framework is also detailed, which, ultimately, resulted in accelerating and fully automating their entire data processing pipelines. In fact, when compared with the original three-dimensional tomography reconstruction approaches, the implementation of our synchrotron computed tomography framework led to an acceleration in the experimental data processing capabilities, while maintaining a high level of integration with all the beamline processing software and systems.

The pair angle distribution function (PADF) is a three- and four-atom correlation function that characterizes the local angular structure of disordered materials, particles or nanocrystalline materials. The PADF can be measured using X-ray or electron fluctuation diffraction data, which can be collected by scanning or flowing a structurally disordered sample through a focused beam. It is a natural generalization of established pair distribution methods, which do not provide angular information. The software package pypadf provides tools to calculate the PADF from fluctuation diffraction data. The package includes tools for calculating the intensity correlation function, which is a necessary step in the PADF calculation and also the basis for other fluctuation scattering analysis techniques.

The survey, gathered insights from 200 senior executives and CXOs, reveals that sectors such as cybersecurity, healthcare, and artificial intelligence could witness unprecedented advancements through quantum computing.

AWS said researchers from Carnegie Mellon University and the University of California, Berkeley, are taking part in the program. The company plans to make 40,000 of the first-generation Trainium chips available for the program.

The new offering uses a combination of existing quantum computers, artificial intelligence and conventional high-performance computing systems.
