procurement Procurement Contracting In The Affected Counties of The Northwest Forest Plan: 12 Years of Change By www.fs.fed.us Published On :: Fri, 13 Jan 2006 12:00:00 PST As part of the 10-year socioeconomic monitoring of the Northwest Forest Plan, this report evaluates changes in Forest Service and Bureau of Land Management (BLM) procurement contracting between 1990 and 2002 by asking, (1) How much and what kind of work did the Forest Service and BLM contract during this period, and (2) who received economic benefits from this procurement contracting? Procurement contracting is a particular focus of the socioeconomic monitoring because one expectation of the Northwest Forest Plan was that the Forest Service and BLM would create high-skill, high-wage private sector jobs in public land restoration through contracting to partially offset job losses in timber production, harvesting, and processing. This report finds that, to the contrary, the Forest Service reduced its contracting of land management activities on national forests in the Northwest Forest Plan area from a high of $103 million in 1991 to a low of $33 million in 2002. By contrast, BLM spending was fairly constant at just under $20 million annually. Both the Forest Service and the BLM changed the type of activities that they contracted, shifting from activities associated with intensive forest management such as tree planting in clearcuts to activities associated with ecosystem management. Contractors located near national forests and BLM lands and rural communities captured a similar proportion of contracts in both the earlier and later parts of the study period. However, the significant decline in Forest Service contract spending resulted in considerable decline in the amount of money flowing to rural communities through contracting. Thus, it is unlikely that federal land management contracting created a net increase in jobs to replace jobs lost in mills and logging operations in public lands communities. Full Article

Governments are increasingly using public procurement policy to promote the use of legal and sustainable timber, thereby helping to reduce deforestation and illegal logging and encouraging sustainable forestry. At least 26 countries, mostly in the EU, currently possess some form of timber procurement policy at central government level. Although some have been implemented more recently than others and all tend to vary in their design, the evidence suggests that they are having a positive effect on increasing market share for verified legal and sustainable timber. Although government purchasing accounts for only a limited share of the market, the evidence also suggests that these timber procurement policies are having a broader impact on consumer markets, partly through their impact on suppliers and partly through the signals they send to the market. These policies are also relatively straightforward to introduce: many countries already possess some form of green procurement policy, and criteria for legal and sustainable timber can easily be tailored to fit. In general no new legislation is needed, though the more comprehensive policies benefit from training and advice to government purchasers. The gradual spread of the EU Green Procurement Policy programme, and commitments by an increasing number of private companies to eliminate deforestation from their supply chains are likely to encourage further uptake of procurement policies for sustainable timber. Timber procurement can also provide valuable lessons to governments when developing sustainable procurement policies for other products associated with deforestation, such as palm oil. Assoc. 114 (2019) 773–781) to develop a variance change-point detection method under a smoothly-changing mean trend. However, the spotwise change points yielded from their method do not offer immediate information to surgeons since an organ is often transplanted as a whole or in part. We develop a new practical method that can analyze a defined portion of the organ surface at a time. It also provides a novel addition to the developing field of functional data monitoring. Furthermore, numerical challenge emerges for simultaneously modeling the variance functions of 2D locations and the mean function of location and time. The respective sample sizes in the scales of 10,000 and 1,000,000 for modeling these functions make standard spline estimation too costly to be useful. We introduce a multistage subsampling strategy with steps educated by quickly-computable preliminary statistical measures. Extensive simulations show that the new method can efficiently reduce the computational cost and provide reasonable parameter estimates. Application of the new method to our liver surface temperature monitoring data shows its effectiveness in providing accurate status change information for a selected portion of the organ in the experiment.
