(United States Third Circuit) - Reversed a ruling that the City of Philadelphia unconstitutionally uses liens as a means to collect unpaid gas bills. In this lawsuit brought by a group of landlords, the City appealed from a ruling that it had violated the landlords' rights under the Due Process Clause by using a system of liens to collect unpaid gas bills. On appeal, the Third Circuit upheld the constitutionality of the City's procedures for collecting gas debts, and thus reversed the trial court's grant of summary judgment to the landlords.

(United States Third Circuit) - Dismissed an appeal filed in a civil rights case by the estate of a man who was shot and killed by police officers. As the administrator of the estate, the man's mother filed suit alleging that the officers had used excessive force. When the jury returned a verdict in favor of the officers, she appealed pro se. Dismissing her appeal on grounds that she had filed it without counsel, the Third Circuit held that a non-attorney who is not a beneficiary of an estate may not conduct a case pro se on behalf of the estate.

(United States Third Circuit) - Affirmed the dismissal of a disabled tenant's lawsuit under the Fair Housing Amendments Act. The tenant, who needs ready access to her rolling walker, brought suit when the building managers refused to allow her to leave it in the building's lobby. Unpersuaded by her arguments, the Third Circuit concluded she did not plausibly plead that her preferred accommodation of leaving the walker in the lobby was necessary, given that she was offered four other ways to store and access her walker.

Abstract:
Understanding the relationship between change in crime over time and the geography of urban areas is an important problem for urban planning. Accurate estimation of changing crime rates throughout a city would aid law enforcement as well as enable studies of the association between crime and the built environment. Bayesian modeling is a promising direction since areal data require principled sharing of information to address spatial autocorrelation between proximal neighborhoods. We develop several Bayesian approaches to spatial sharing of information between neighborhoods while modeling trends in crime counts over time. We apply our methodology to estimate changes in crime throughout Philadelphia over the 2006-15 period while also incorporating spatially-varying economic and demographic predictors. We find that the local shrinkage imposed by a conditional autoregressive model has substantial benefits in terms of out-of-sample predictive accuracy of crime. We also explore the possibility of spatial discontinuities between neighborhoods that could represent natural barriers or aspects of the built environment.

Cytogenetic risk stratification at diagnosis has long been one of the most useful tools to assess prognosis in acute lymphoblastic leukemia (ALL). To examine the prognostic impact of cytogenetic abnormalities on outcomes after allogeneic hematopoietic cell transplantation, we studied 1731 adults with Philadelphia-negative ALL in complete remission who underwent myeloablative or reduced intensity/non-myeloablative conditioning transplant from unrelated or matched sibling donors reported to the Center for International Blood and Marrow Transplant Research. A total of 632 patients had abnormal conventional metaphase cytogenetics. The leukemia-free survival and overall survival rates at 5 years after transplantation in patients with abnormal cytogenetics were 40% and 42%, respectively, which were similar to those in patients with a normal karyotype. Of the previously established cytogenetic risk classifications, modified Medical Research Council-Eastern Cooperative Oncology Group score was the only independent prognosticator of leukemia-free survival (P=0.03). In the multivariable analysis, monosomy 7 predicted post-transplant relapse [hazard ratio (HR)=2.11; 95% confidence interval (95% CI): 1.04-4.27] and treatment failure (HR=1.97; 95% CI: 1.20-3.24). Complex karyotype was prognostic for relapse (HR=1.69; 95% CI: 1.06-2.69), whereas t(8;14) predicted treatment failure (HR=2.85; 95% CI: 1.35-6.02) and overall mortality (HR=3.03; 95% CI: 1.44-6.41). This large study suggested a novel transplant-specific cytogenetic scheme with adverse [monosomy 7, complex karyotype, del(7q), t(8;14), t(11;19), del(11q), tetraploidy/near triploidy], intermediate (normal karyotype and all other abnormalities), and favorable (high hyperdiploidy) risks to prognosticate leukemia-free survival (P=0.02). Although some previously established high-risk Philadelphia-negative cytogenetic abnormalities in ALL can be overcome by transplantation, monosomy 7, complex karyotype, and t(8;14) continue to pose significant risks and yield inferior outcomes.
