Militias continue to run rampant as the government struggles to perform basic functions. Theoretically to protect the revolution, Libya passed its Political Isolation Law (PIL) in May 2013, effectively banning anyone involved in Qaddafi’s regime from the new government. The law has raised serious questions: Does it contribute to effective governance and reconciliation? Does it respect human rights and further transitional justice? Will it undermine Libya’s prospects for a successful democratic transition? In this Brookings Doha Center-Stanford "Project on Arab Transitions" Paper, Roman David and Houda Mzioudet examine the controversy over Libya’s PIL and the law’s likely effects. Drawing on interviews with key Libyan actors, the authors find that the PIL has been manipulated for political purposes and that its application is actually weakening, not protecting, Libya. They caution that the PIL threatens to deprive Libya of competent leaders, undermine badly needed reconciliation, and perpetuate human rights violations. David and Mzioudet go on to compare the PIL to the personnel reform approaches of Eastern European states and South Africa. Ultimately, they argue that Libyans would be better served if the PIL were replaced with a law based on inclusion rather than exclusion and on reconciliation rather than revenge. "Since the beginning of the lockdown, we had asked our senior inspectors and traffic division in-charges to assign desk duties to constables aged above 50 years, with minimal contact with outsiders," said another officer. "Yet we lost three personnel. Hence, we are enforcing the policy further to avoid more fatalities," added the officer. Deputy Commissioner of Police and spokesperson for Mumbai police, Pranaya Ashok said, "The message is loud and clear — cops aged above 50 should not be posted in hotspots or in containment zones. "Enforcing law and order is our priority but saving the lives of our men is also our duty. Therefore, we have given such constables the option to stay home April 27 onwards till the end of the lockdown. All the fresh cases are from Khajpura area of Patna and their infection trail is being ascertained, Health Department Principal Secretary Sanjay Kumar said. Kumar tweeted late on Friday evening, "5 more COVID-19 positive cases in Bihar taking the total to 579. 5-males 30,36,50,52 and 57 years from Khajpura Patna. All are BMP jawans. We are ascertaining their further infection trail." Coronavirus has spread to 36 of the 38 districts in the state, officials said. Five patients have died so far and 307 people are still afflicted with the disease, while 267 have recovered, they said. One death each was reported in Rohtas, Munger, Vaishali, East Champaran and Sitamarhi districts. The state government has trained 1,72,499 health personnel to deal with the novel coronavirus outbreak, Chief Secretary A K Tripathy said while launching the 'COVID-19 workforce portal' here on Friday. Altogether 129 fresh novel coronavirus cases were reported in the state since May 3, when the return of the stranded migrant workers began. Of these, around 114 COVID-19 patients are returnees who were stranded in Gujarat, a health official said.
