Off-Label Use of Inhaled Nitric Oxide After Release of NIH Consensus Statement

Off-label prescription of inhaled nitric oxide (iNO) to neonates <34 weeks’ gestation has increased during the past decade. In early 2011, the National Institutes of Health determined that the available evidence did not support iNO use in this population.

Use of iNO among neonates <34 weeks’ gestation has increased since 2011, entirely from greater use in extremely preterm neonates. Off-label prescription of this drug now accounts for nearly half of all iNO use in American NICUs. (Read the full article)

NIH Author Manuscripts Available for Text Mining

NIH-supported scientists have made over 300,000 author manuscripts available in PMC. Now NIH is making these papers accessible to the public in a format that will allow robust text analyses.

You can download the PMC collection of NIH-supported author manuscripts as a package in either XML or plain-text format at ftp://ftp.ncbi.nlm.nih.gov/pub/pmc/manuscript/. The collection encompasses all NIH manuscripts posted to PMC that were published in July 2008 or later. While the public can access the manuscripts’ full text and accompanying figures, tables, and multimedia via the PMC website, the newly available XML and plain-text files include full text only. In addition to text mining, the files may be used consistent with the principles of fair use under copyright law.

Please note that these author manuscript files are not part of the PMC Open Access Subset.

The NIH Office of Extramural Research developed this resource to increase the impact of NIH funding. Through this collection, scientists will be able to analyze these manuscripts, further apply NIH research findings, and generate new discoveries.

For more information, please visit the PMC author manuscript collection webpage.

In Daniel Patrick Moynihan Prize speech, Ron Haskins and Isabel Sawhill stress importance of evidence-based policy

Senior Fellows Ron Haskins and Isabel Sawhill are the first joint recipients of the Daniel Patrick Moynihan Prize from the American Academy of Political and Social Science (AAPSS). The prize is awarded each year to a leading policymaker, social scientist, or public intellectual whose career focuses on advancing the public good through social science. It was named after the late senator from New York and renowned sociologist Daniel Patrick Moynihan. The pair accepted the award May 12 at a ceremony in Washington, DC.

In their joint lecture delivered at the ceremony, Haskins and Sawhill emphasized the importance of evidence-based public policy, highlighting Sawhill’s latest work in her book, Generation Unbound (Brookings, 2014). Watch their entire speech here:

“Marriage is disappearing and more and more babies are born outside marriage,” Sawhill said during the lecture. “Right now, the proportion born outside of marriage is about 40 percent. It’s higher than that among African Americans and lower than that among the well-educated. But it’s no longer an issue that just affects the poor or minority groups.”

Download Sawhill's slides » | Download Ron Haskins' slides »

The power of evidence-based policy is finally being recognized, Haskins added. “One of the prime motivating factors of the current evidence-based movement,” he said, “is the understanding, now widespread, that most social programs either have not been well evaluated or they don’t work.” Haskins continued:

Perhaps the most important social function of social science is to find and test programs that will reduce the nation’s social problems. The exploding movement of evidence-based policy and the many roots the movement is now planting, offer the best chance of fulfilling this vital mission of social science, of achieving, in other words, exactly the outcomes Moynihan had hoped for.

He pointed toward the executive branch, state governments, and non-profits implementing policies that could make substantial progress against the nation’s social problems.

Richard Reeves, a senior fellow at Brookings and co-director, with Haskins, of the Center on Children and Families (CCF), acknowledged Haskins and Sawhill’s “powerful and unique intellectual partnership” and their world-class work on families, poverty, opportunity, evidence, parenting, work, and education.

Haskins and Sawhill were the first to be awarded jointly by the AAPSS, which recognizes their 15-year collaboration at Brookings and the Center on Children and Families, which they established. In addition to their work at CCF, the two co-wrote Creating an Opportunity Society (Brookings 2009) and serve as co-editors of The Future of Children, a policy journal that tackles issues that have an impact on children and families.

Haskins and Sawhill join the ranks of both current and past Brookings scholars who have received the Moynihan Prize, including Alice Rivlin (recipient of the inaugural prize), Rebecca Blank, and William Julius Wilson along with other distinguished scholars and public servants.

Want to learn more about the award’s namesake? Read Governance Studies Senior Fellow and historian Steve Hess’s account of Daniel Patrick Moynihan’s time in the Nixon White House in his book The Professor and the President (Brookings, 2014).

Rati Agnihotri: Rishi Kapoor was a wonderful person

Actress Rati Agnihotri, who worked with Rishi Kapoor in films like "Tawaif" and "Yeh Hai Jalwa", says the late actor will be greatly missed.

"(It's) A huge loss. (He used to be) So alive. I will miss him a lot. He was a wonderful person. Rest in peace Rishi, " Rati, who currently lives in Poland, told IANS.

Rishi, who died on Thursday in Mumbai after a two-year battle with leukaemia, had featured in several iconic films in his career of over four decades. And in his Bollywood journey, he had been a part of several women-oriented films. "Tawaif", in which Rati has the starring role, is one such film.

In the movie, Dawood (Rishi) accepts Sultana (Rati), a courtesan, as his wife in spite of being in love with an author, Kaynat (Poonam Dhillion).

Rishi had even once shared his happiness to be part of such films.

"Since the olden time whenever there were films made on the idea of women empowerment, I was part of those films, like 'Prem Rog', 'Damini', 'Tawaif', 'Chandni', and many more. I have done many films that reflect the future way of thinking. I have always played my part. I have always helped and encouraged women empowerment," he once said.

"No one can say that I haven't done anything; you can blame other actors who have always done macho films and actions films. I am the one who has supported and made such films I can't think of anyone else who has," Rishi had said.

Double dipping in an NIH loan repayment program, and using undersea cables as seismic sensors

The National Institutes of Health’s largest loan repayment program was conceived to help scientists pay off school debts without relying on industry funding. But a close examination of the program by investigative correspondent Charles Piller has revealed that many participants are taking money from the government to repay their loans, while at the same time taking payments from pharmaceutical companies. Piller joins Host Sarah Crespi to talk about the steps he took to uncover this double dipping and why ethicists say this a conflict of interest.   Sarah also talks with Nate Lindsey, a Ph.D. candidate at the University of California, Berkeley, about turning a 50-kilometer undersea fiber optic cable designed to move data into a sensor for activity in the ocean and the land underneath. During a 4-day test in Monterey Bay, California, the cable detected earthquakes, faults, waves, and even ocean-going storms. For this month’s books segment, Kiki Sandford talks with Dan Hooper about his book At the Edge of Time: Exploring the Mysteries of Our Universe’s First Seconds.   You can find more books segments on the Books et al. blog.   This week’s episode was edited by Podigy.   Ads on this week’s show: McDonalds; Salk’s Where Cures Begin podcast   Download the transcript (PDF) Listen to previous podcasts.   About the Science Podcast
