About the speaker: Courtney Paquette is an assistant professor at McGill University and a CIFAR Canada AI chair, MILA. She was awarded a Sloan Research Fellowship in Computer Science in 2024. Paquette’s research broadly focuses on designing and analyzing algorithms for large-scale optimization problems, motivated by applications in data science. She is also interested in scaling limits of stochastic learning algorithms. She received her PhD from the mathematics department at the University of Washington (2017), held postdoctoral positions at Lehigh University (2017-2018) and the University of Waterloo (NSF postdoctoral fellowship, 2018-2019), and works 20% as a research scientist at Google DeepMind, Montreal.


Abstract: Given the massive scale of modern ML models, we now only get a single shot to train them effectively. This restricts our ability to test multiple architectures and hyper-parameter configurations. Instead, we need to understand how these models scale, allowing us to experiment with smaller problems and then apply those insights to larger-scale models. In this talk, I will present a framework for analyzing scaling laws in stochastic learning algorithms using a power-law random features model, leveraging high-dimensional probability and random matrix theory. I will then use this scaling law to address the compute-optimal question: How should we choose model size and hyper-parameters to achieve the best possible performance in the most compute-efficient manner?

The continuing US dollar uptrend … continued.

USD/JPY traded, above 156.00, to a high not seen since July. EUR/USD, meanwhile, dropped under 1.0550 to a low not seen in a year. AUD, NZD, GBP, CHF, CAD, yuan all moved lower. As did hapless gold. BTC/USD dropped back from above US$93.5K, but this thing is a beast, it gets a free pass ;-) .

On the data front the release of note was Australia’s job report for October. Job growth slowed down and the unemployment report steadied at 4.1%. It was a solid report without being spectacular. Slowing wage growth (data released yesterday) and a steady job market leaves the Reserve Bank of Australia to focus on bringing inflation down. RBA Governor Bullock spoke during the session. Bullock was not dovish, signalling that rates are restrictive enough but will not be coming down imminently.

The People’s Bank of China once again set the USD/CNY reference rate weaker (stronger for CNY) than estimates indicated.

The pullback in gold continues to play out since the post-election period. The precious metal is now down for a fifth straight day in what is already easily its worst weekly showing so far this year. It has more or less been a case of waiting for said pullback to reach some key technical levels on the charts. And we're just about there already in trading today.

The 100-day moving average (red line) is the key technical focus right now and that is seen at roughly $2,543. The last time gold actually had a brush against the key level was all the way back in February. And the last time that gold traded back below either that or its 200-day moving average (blue line) was all the way back in October last year.

That underscores the breathtaking momentum that has been in play for gold all through this year so far.

As such, this makes the 100-day moving average an even more important technical juncture now. A break there will not only signify a break in the bullish bias in gold. However, it could set off another wave of selling that leads to an even bigger pullback.

Traders love key levels like these and USD/JPY is a good example of that when it broke its own 100-day moving average back in late July as well. The drop there of course owed to a myriad of other factors but the technical consideration certainly exacerbated things. And it could also be the case for gold when we get there in the sessions ahead.

I'm still an advocate for gold in the bigger picture of things. However, I would say dip buyers will need to be patient to let this correction run its course before coming back in. From earlier this week: Gold pullback might prove to be timely for dip buyers

The US CPI report yesterday here provided some reason for a push and pull in markets but ultimately, the dollar settled higher as it continues its post-election momentum. It's tough to fight that especially with dollar bulls also seeking out key technical breaks on the charts. And the greenback is once again keeping a little firmer today:

EUR/USD is holding at its lowest levels this year after the break below the April low of 1.0601 overnight. Meanwhile, USD/JPY had a brief brush against 156.00 earlier as it eyes further gains alongside an uptick in Treasury yields.

Elsewhere, GBP/USD is closing in on its August low of 1.2665 while USD/CAD is up to its highest levels since 2020 in a push above 1.4000. It's all about the dollar as it rampages on in the post-election period.

Looking to the session ahead, there isn't anything on the agenda in Europe to shake up that sentiment. All eyes will once again fall on more US data later in the day to perhaps add to the mix. Otherwise, the euphoria from Trump trades is still very much permeating across broader markets with Bitcoin also hoping to firmly clear $90,000 since yesterday.

It's still early in the day but European indices are at least hoping to recover some poise after the fall earlier in the week. US futures are also seen flattish at the moment, after having been down earlier in the day. So, that's at least helping with the broader market mood. But again for Europe, the outlook remains challenging considering all the recent developments with regards to German politics and the US election result.

The Bank of Canada looks likely to keep on cutting rates faster than the Federal Reserve. This is one factor in the strength of USD/CAD. I hope the yen bulls are taking note ;-)

USD/JPY is extending its gains.

So far no intervention type comments out of Japan - rapid, speculative, excess volatility .... blah, blah, blah. Nope, nothing. Yet at least. I thought we would haves seen some open mouths by now.

• Inflation has come down quite a lot
• Recent data on prices are heading towards our 2% goal
• If inflation converges towards our goal, then monetary policy will respond accordingly

This just reaffirms their current stance and market pricing for a rate cut in December. The question now is, how much will the ECB move by? The odds of a 25 bps rate cut are at ~63% with the remainder pinned to a 50 bps move instead.

TASHKENT, 20 May 2015 – A two-day workshop on cyber and ICT security issues began in Tashkent today. The event brought together some 40 participants, including 10 international experts from Austria, Estonia, France, Germany, Switzerland, UK, USA as well as representatives of the national parliament, judiciary, ministries for information technology, foreign affairs, academia and law enforcement agencies.

The event facilitated discussions among international and national experts on global, regional and bilateral efforts to enhance international Cyber Security. Best practice and lessons learned in investigations in the field of counter-narrative strategies to counter extremism online as well as countering the use of the Internet for terrorist purposes were also debated. Participants also discussed current threats in cybercrime, local legislations and strategies in use.

“Cybercrime is a new kind of threat that makes people vulnerable to cyber-criminals who can commit crimes against victims located thousands of kilometres away”, stated Deputy Head of Police Academy, Abror Otajonov, in his opening remarks. “This threat to our security can only be addressed by ensuring close international cooperation and adopting comprehensive national policies and developing relevant capacities”.

Ben Hiller, Cyber Security Officer of the OSCE Transnational Threats Department, said: ”With its comprehensive and inclusive approach the OSCE represents a bridge between different national and international approaches to tackling cyber/ICT threats and allows various stakeholders dealing with different cyber threats to move forward in a complementary manner.“

This event was organized in co-operation with the OSCE Transnational Threats Department, as part of the multi-year support provided by the OSCE Project Co-ordinator in Uzbekistan to the National Police Academy to improve the staff training system.

TASHKENT, 29 July 2016 - A central area of Tashkent is to be lit by 20 autonomous street light systems fully powered by solar energy as part of a pilot project officially launched today by the OSCE Project Co-ordinator in Uzbekistan.

The Co-ordinator is supporting the host country in the area of green economy policies, including the analysis of costs and benefits in using environmentally-friendly and sustainable systems in street lighting and urban planning.

Senior Project Officer at the OSCE Project Co-ordinator Hans-Ullrich Ihm said that urban street lighting powered by solar energy is one of many possibilities that contribute to preserving our environment by reducing the consumption of fossil fuel and emissions. He added that the Project Co-ordinator strives to support the government in implementing policies advocating for such technologies.

Twenty-five lecturers from law faculties at fifteen universities from around Ukraine, during a roundtable discussion supported by the OSCE Project Co-ordinator on 13 July 2016 in Kyiv, developed recommendations on teaching human rights within Master of Law university programmes.

The discussions focused on teaching the European Convention on Human Rights and the case-law of the European Court of Human Rights (ECtHR), with international experts from the Max Planck Institute Luxembourg for International, European and Regulatory Procedural Law, the Union University and the ECtHR highlighting ways of ensuring a human rights-based approach to legal education.

Participants exchanged syllabi, research materials and teaching methodologies and agreed to set up a platform to further develop the human rights law curricula. This community of practice will function on a permanent basis with further support from the OSCE Project Co-ordinator and with the participation of leading Ukrainian law schools.

The roundtable discussion was held as part of the Second Annual Inter-University Human Rights School on 11-15 July 2016, which was organized by the OSCE Project Co-ordinator in Ukraine in co-operation with the Lviv and Kyiv Universities.

The School was held as part of the OSCE Project Co-ordinator’s project on safeguarding Human Rights through the courts. The project is being implemented with the financial support of the Government of Canada, and follows on from the First Annual Inter-University School dedicated to the Right to Life held in 2015.

The OSCE Project Co-ordinator on 15 July 2016 launched the first distance course in Ukraine on the application of the case-law of the European Court of Human Rights (ECtHR).

Developed, designed and produced by the OSCE Project Co-ordinator, the course was finalized after it was successfully piloted on the online platform of the National School of Judges of Ukraine (NSJU).

From now the NSJU will have this sustainable tool at its disposal for systematically training judges on applying the case-law of the ECtHR without having to involve extra human or financial resources. Thirty judges from all over Ukraine have already been trained distantly and received their certificates of accomplishment.

The content was developed in co-operation with experts on the European Convention on Human Rights and the case-law of the ECtHR, and Ukrainian judges.

The course was developed as part of the “Safeguarding Human Rights through Courts” project, which is being implemented by the OSCE Project Co-ordinator in Ukraine with the financial support of the Government of Canada.

KHUJAND, Tajikistan, 13 July 2016 – A two-day workshop for civil society and police officers on improving the local referral mechanisms for the protection of domestic violence victims concluded today in Khujand.

The workshop brought together some 23 representatives of crisis centres, the police, state services for social protection and the Committee of Women and Family Affairs from the Sughd region of Tajikistan.

Participants exchanged good practices on inter-agency co-operation to assist victims of violence in the region, discuss current challenges and ways to improve the current mechanism of the multi-disciplinary approach.

“This is an opportunity for the OSCE-supported Women’s Resource Centres from the regions to share the experiences and plans for further activities on strengthening women’s rights in the region,” said Viorelia Rusu, the OSCE Office’s Gender and Anti-Trafficking Officer.

Within separate sessions, participants from the crisis centres shared experiences related to the rehabilitation and protection of domestic violence victims, and police inspectors discussed the provisions of the updated Instructions on dealing with domestic violence cases. Police officers also received copies of the new Manual on Countering Domestic Violence, published by the OSCE Office in Tajikistan.

“We learned from similar meetings organized earlier in Khatlon region that such discussions, including on concrete cases, contribute to a better co-ordinated and victim-centered, multi-agency approach in protecting domestic victims at the local level, and it harmoniously compliments the Ministry’s plans on gender mainstreaming into police reform,” said Ali Bobonazarzoda, National Co-ordinator on Police Reform under the country’s Interior Ministry.

The event is part of the annual activities of the Office’s Gender and Anti-Trafficking Unit aimed at strengthening the current local protection mechanisms for victims of domestic violence and human trafficking.

PODGORICA, 3 May 2016 – On the occasion of World Press Freedom Day on May 3, Head of the OSCE Mission to Montenegro, Janina Hrebickova, stressed the media’s crucial role in building and sustaining democracy.

 “Free, independent, and professional media are an indispensable resource in any democratic society,” Hrebičkova said. “Members of the media must be able to perform their duties in a free and safe manner. The Mission expresses its support to all journalists in Montenegro, in their efforts to practice independent and professional journalism.”

This year's World Press Freedom Day is dedicated to the right of access to information.

“Access to information is a fundamental freedom and human right. It allows members of the media to seek and receive information on issues of importance to the public,” Hrebičkova said.

BISHKEK, 15 July 2016 – The OSCE Centre in Bishkek and the Regional Office for Central Asia of the Office of the High Commissioner for Human Rights (OHCHR ROCA) completed a training course in Bishkek today for 35 advisors and experts of the Kyrgyz parliament on promoting human rights in the legislative process.

The two-day training course aimed at enhancing the knowledge of parliamentarians on human rights principles.

National and international experts shared their know-how with participants on the international human rights standards, and the United Nations Human Rights Treaty System and its mechanisms. They also discussed the role of parliamentarians in promoting and protecting human rights, the principles of equality and non-discrimination as well as the relations between the state and other actors.

“Today’s training course is an important step towards ensuring that new laws will be drafted in compliance with these principles for the continuous democratic development of Kyrgyzstan,” said Daniele Rumolo, Senior Human Dimension Officer at the OSCE Centre in Bishkek. “Following the successful organization of parliamentary elections in October 2015, it is necessary that Kyrgyz authorities continue to meet their obligations and implement the relevant OSCE commitments on human rights.”

Ryszard Komenda, OHCHR ROCA Regional Representative, said: “It is critical that advisors and experts working closely with members of the parliament are fully versed in and committed to international and national human rights standards in order to propose and adopt legislation that is in full compliance with them. This training course represents one way in which OHCHR supports Kyrgyzstan to protect and promote human rights.”

The training course is part of the OSCE Centre’s project on strengthening democratic governance in Kyrgyzstan.
