Competitive formation between 2D and 3D metal-organic frameworks: insights into the selective formation and lamination of a 2D MOF

The structural dimension of metal–organic frameworks (MOFs) is of great importance in defining their properties and thus applications. In particular, 2D layered MOFs are of considerable interest because of their useful applications, which are facilitated by unique structural features of 2D materials, such as a large number of open active sites and high surface areas. Herein, this work demonstrates a methodology for the selective synthesis of a 2D layered MOF in the presence of the competitive formation of a 3D MOF. The ratio of the reactants, metal ions and organic building blocks used during the reaction is found to be critical for the selective formation of a 2D MOF, and is associated with its chemical composition. In addition, the well defined and uniform micro-sized 2D MOF particles are successfully synthesized in the presence of an ultrasonic dispersion. Moreover, the laminated 2D MOF layers are directly synthesized via a modified bottom-up lamination method, a combination of chemical and physical stimuli, in the presence of surfactant and ultrasonication.

An assessment of frameworks useful for public land recreation planning.

Public land managers are confronted with an ever-growing and diversifying set of demands for providing recreation opportunities. Coupled with a variety of trends (devolution of governance and decisionmaking, population growth, technological innovation, shifts in public values, economic restructuring) and reduced organizational capacity, these demands represent a significant and complex challenge to public land management. One way of dealing with this situation is to use a framework to assist in working through this complexity. A framework, for the purpose of this report, is a process using a set of steps, based on sound science, that assists managers in framing a particular problem, working through it, and arriving at a set of defendable decisions. Several such frameworks exist for providing recreation opportunities on public lands. These include the Recreation Opportunity Spectrum, Limits of Acceptable Change, Visitor Experience and Resource Protection, Visitor Impact Management, and Benefits-Based Management. The report traces the development of each of these frameworks, describes the fundamental premises and concepts used within them, and provides an assessment of the experience with their use. Each of the frameworks has been used with varying success, depending on the organization's will, its technical capacity, the extent to which the process is inclusive of varying value systems, how open and deliberative the process is, the extent to which the organization is concerned with effectiveness, and the extent to which issues are confronted at the systems level.

In 2012, Kenya joined the swathe of East African countries with recent significant oil and gas discoveries. Long-established as a regional leader in terms of economic growth, foreign investment and technological innovation, Kenya's leaders are now assessing how to establish an effective policy framework to manage oil revenues while at the same time managing the expectations of its citizens.  

At this event, the panel will discuss how transparency and accountability can be strengthened as Kenya moves to become an oil-producing nation. This event will mark the UK launch of a report by the Kenyan Civil Society Platform on Oil and Gas, entitled Setting the Agenda for the Development of Kenya's Oil and Gas Resources.

Security in the Persian Gulf: New Frameworks for the Twenty-first Century


In the wake of the U.S. military departure from Iraq and in the midst of Iran’s continued defiance of the international community over its nuclear program, is a new security arrangement for the Gulf in order? If so, is the Gulf Cooperation Council (GCC) capable of such a task, or should other institutions be considered?

In the Saban Center’s newest Middle East Memo, Security in the Persian Gulf: New Frameworks for the Twenty-First Century, Saban Center Senior Fellow Kenneth Pollack examines the possibility of developing a new security architecture for the region.

Pollack analyzes security arrangements in other parts of the world and focuses on two options:  expanding the GCC and turning it into a formal military alliance and creating an arrangement modeled on the Commission on Security and Cooperation in Europe. In weighing each option, Pollack finds that the latter can better furnish a path toward peace and security.

A conversation with Deputy Secretary of State Antony Blinken



One year after the White House Summit on Countering Violent Extremism, the United States continues to adapt its efforts to blunt the appeal of violent extremism. As part of this effort, the State Department is launching a series of new initiatives to better coordinate the U.S. response to terrorist propaganda and recruitment.

On February 16, the Foreign Policy program at Brookings hosted The Honorable Antony J. Blinken, deputy secretary of state, for a discussion of the United States’ civilian-led initiatives to counter the spread of the Islamic State and other violent extremist groups. Blinken will chart the path forward, to include partnerships with industry and civil society, and outlined the challenges that lie ahead.

Brookings President Strobe Talbott offered welcoming remarks. General John Allen, senior fellow and co-director of the Center for 21st Century Security and Intelligence at Brookings, introduced Deputy Secretary Blinken, and Tamara Cofman Wittes, senior fellow and director of the Center for Middle East Policy at Brookings, joined Deputy Secretary Blinken in conversation following his remarks.
