Both algorithms are motivated by maximizing the likelihood function for an existing class of inner-product models, and we establish their statistical rates of convergence for these models. In addition, the theory informs us that both methods work simultaneously for a wide range of different latent space models that allow latent positions to affect edge formation in flexible ways, such as distance models. Furthermore, the effectiveness of the methods is demonstrated on a number of real world network data sets for different statistical tasks, including community detection with and without edge covariates, and network assisted learning. Little is assumed about the error structure of this difference under either model other than independence across primary sampling units. The standard model often fails in practice, but the extended model very rarely does. Under this framework some of the methods developed in the conventional design-based, pseudo-maximum-likelihood framework, such as fitting weighted estimating equations and sandwich mean-squared-error estimation, are retained but their interpretations change. To exploit this nested taxonomy, we use a hierarchical model that enables information pooling across across similar items at many levels within the genre hierarchy. The main challenge in deploying this model is computational. The data sizes are large and fitting the model at scale using off-the-shelf maximum likelihood procedures is prohibitive. To get around this computational bottleneck, we extend a moment-based fitting procedure proposed for fitting single-level hierarchical models to the general case of arbitrarily deep hierarchies. This extension is an order of magnitude faster than standard maximum likelihood procedures. Here we present a novel iterative method to solve a special class of linear systems, which can increase the speed of the BVSR model-fitting tenfold. The iterative method hinges on the complex factorization of the sum of two matrices and the solution path resides in the complex domain (instead of the real domain). Compared to the Gauss-Seidel method, the complex factorization converges almost instantaneously and its error is several magnitude smaller than that of the Gauss-Seidel method. More importantly, the error is always within the pre-specified precision while the Gauss-Seidel method is not. For large problems with thousands of covariates, the complex factorization is 10–100 times faster than either the Gauss-Seidel method or the direct method via the Cholesky decomposition. In BVSR, one needs to repetitively solve large penalized regression systems whose design matrices only change slightly between adjacent MCMC steps. This slight change in design matrix enables the adaptation of the iterative complex factorization method. The computational innovation will facilitate the wide-spread use of BVSR in reanalyzing genome-wide association datasets. Full Article

By webfeeds.brookings.edu Published On :: Wed, 16 Jul 2014 11:11:00 -0400 In July 2013, the World Bank decided to phase-out lending for new coal-fired power plants in middle-income countries, except in rare circumstances where no financially feasible alternatives to coal exist. This decision was made for a combination of reasons including concerns about local air pollution and global climate change, as well as evidence that these projects have little trouble attracting private capital without World Bank involvement. Now, policymakers are considering whether the World Bank’s policy should also cover projects designed to retrofit existing coal-fired power plants in middle-income countries by adding scrubbers and other technologies that increase efficiency and reduce air pollution. There are several fundamental questions underlying this debate: Is financing coal power plant retrofits a good use of World Bank resources? If so, should the World Bank insist on the use of best available technologies when it finances these retrofits? These questions are vitally important, as retrofit technologies are designed to minimize toxic air pollutants, including soot and smog, which are both dangerous for human health and the world’s climate. Older coal plants without retrofit technologies are less efficient, and emit more pollutants per unit of coal burned than those with retrofits applied. Evidence shows that soot and smog can cause respiratory illness and asthma, especially in children and elderly people, and can diminish local agricultural production by reducing sunlight. Furthermore, in many countries coal plants are the single largest source of carbon dioxide emissions driving climate change. To help inform the policy debate, this analysis surveys the technologies in use in more than 2,000 coal-fired power plants currently in operation, under construction, or planned in middle-income countries. The findings reveal that roughly 70 percent of these power plants rely on old, inefficient technologies. Retrofitting these plants would reduce pollution, increase efficiency and save lives. In middle-income countries that do not mandate coal retrofits, the World Bank could play a helpful role in financing those improvements, particularly as part of broader policy reforms designed to reduce climate pollution and increase efficiency across the power sector. Importantly, however, the data also show that important qualifications should be made. First, because coal is a major source of greenhouse gas emissions and retrofits are likely to keep coal plants operating longer, the World Bank should insist that retrofit projects occur within a context of national and local policy reforms designed to abate greenhouse gas pollution. Toward this end, the World Bank should continue to help countries build capacity to adopt and enforce climate pollution controls and other offsetting actions and policies. Second, the World Bank should insist that projects it finances use best available pollution control technologies. Already, the substantial majority of coal retrofits completed to date in middle-income countries have used best available technologies. These retrofits were almost universally financed exclusively by private capital. The World Bank should not use its capital to support inferior retrofit technologies that are below the standards already adopted by the private sector in middle-income countries. It plays out like a melodramatic Japanese movie — there are lots of cut-scenes and it will be a while before you go around breaking bones and destroying property. Fortunately, the story is decent enough to keep you engaged, considering it is around 30 hours long. For the uninitiated, you play Kazuma Kiryu, a yakuza, who is part of the Japanese mafiosi. The idea of the game is to go around completing the tasks assigned in the story mode. However, you are also in Japan, which means there are many fun distractions to while away time. In the past, these distractions have been many and made Yakuza a game that you could play forever. In Yakuza 6, however, the side activities are few, but they are well made. Some choices are playing mahjong, working out, playing baseball, visiting a hostess bar or a cat café. The biggest addition to the side activities is the Clan Creator mini-game, where you direct gang members in a top down view of a brawl. You can add special characters to your clan, by defeating them in combat. This mini-game is a lot of fun, even though defeating your foes is often too easy. The overall combat in Yakuza is also super easy. Kiryu is capable of handling multiple thugs with just a few basic moves. You can pick up anything off the street and use it as a weapon. Building rage can trigger special moves, which is essentially just beating people senseless with whatever you have in your hand. The simplicity of combat makes it easy to learn, but it can get repetitive after a while. Visually, the new engine shows off the cut-scenes and characters really shine through. The motion is seamless and once you are in an area, the game never stutters. Japan is recreated beautifully, it is like you are roaming the streets of the country. You can enter stores, narrow lanes and explore anything that is on the map. The game is a fitting end to the story of Kazuma Kiryu. The top-notch storytelling and the graphics more than do justice to the Yakuza series. More side activities and layered combat could have kept the game interesting beyond the main storyline, but despite all of this, Yakuza manages to entertain.
