State CIO J. Clark Kelso wants to make government more accessible to the citizens of California. In an interview with Information Week's Eric Chabrow, (Nov 22, 2004), Kelso announced, "We need to start changing the inefficeinent way we provide services." The state spends between $2 billion and $4 billion annually on IT.

Kelso is the author of the "California State Information Technology Strategic Plan" (PDF), a 5-year plan presented this month to Governor Arnold Schwarzenegger.

The Plan follows a more lengthy report issued in August by the California Performance Review Commission. The Commision was charged by Gov. Schwarzenegger with figuring out how to make state government work better and cheaper. Among the ideas in the panel's $32 billion cost-cutting recommendations: favoring open-source software over proprietary alternatives for new IT purchases.

The report, titled Government for the People for a Change, is a 4-volume study with recommendations including recommendations to "Explore Open Source Alternatives." "The state should more extensively consider use of open source software," it recommends, "which can in many cases provide the same functionality as closed source software at a much lower total cost of ownership."

The CIO's most recent plan to bring efficiency to California Information Technology promotes six strategic goals including three that could be facilitated by open source RSS syndication:

• Make Government services more accessible to citizens and State clients.


• Implement common business applications and systems to improve efficiency and cost-effectiveness.


• Lower costs and improve the security, reliability and performance of the State's IT infrastructure.

Unfortunately, there is no mention of RSS news feeds or xml syndication anywhere in the plan.

California prides itself as the world's fifth largest economy, but in the world of providing syndicated news and services, it lags behind Rhode Island and Delaware. Image forgery detection techniques refer to the process of detecting manipulated or altered images, which can be used for various purposes, including malicious intent or misinformation. Image forgery detection is a crucial task in digital image forensics, where researchers have developed various techniques to detect image forgery. These techniques can be broadly categorised into active, passive, machine learning-based and hybrid. Active approaches involve embedding digital watermarks or signatures into the image during the creation process, which can later be used to detect any tampering. On the other hand, passive approaches rely on analysing the statistical properties of the image to detect any inconsistencies or irregularities that may indicate forgery. In this paper for the detection of scaling and cropping attack a deep learning method has been proposed using ResNet. The proposed method (Res-Net-Adam-Adam) is able to achieve highest amount of accuracy of 99.14% (0.9914) while detecting fake and real images.

California air regulators voted to approve changes to a key climate program aimed at reducing planet-warming emissions that has a wide swath of critics and could increase gas prices statewide.

Biodiversity data are sparse, biased and collected at many resolutions. So techniques are needed to combine these data and provide some clarity. This is where downscaling comes in. Downscaling predicts the occupancy of a species in a given area. That is, the number of grid squares a species is predicted to occupy in a standard grid of equally sized squares. Downscaling uses the intrinsic patterns in the spatial organization of an organism’s distributions to predict what the occupancy would be, given the occupancy at a coarser resolution.

Groom et al. (2018) tests different downscaling models on birds and plants in four countries and in different landscapes and shows which models work best. The results show that all models work similarly, irrespective of the type of organism and landscape. However, some models were biased, either under- or overestimating occupancy. However, a few models were both reliable and unbiased. This means we can automate calculation of species occupancy. Workflows can harvest data from many sources and calculate species metrics in a timely manner, potentially delivering warnings so that interventions can be made.

Species invasions, habitat degradation and mass extinctions are not a future threat, they are happening now. Understanding how we should react, and what policies we need should be underpinned by solid evidence. Imagine if we had systems where we could monitor biodiversity just like we monitor the climate in easy to understand numbers that are both accurate and sensitive to change.
