The CDC warned against a 'poorly designed' plan to implement temperature screenings at 20 US airports. The White House is reportedly moving forward with it anyway.

  • The White House reportedly plans to go ahead with a plan to institute temperature screenings at 20 US airports in order to instill confidence that air travel is safe, according to USA Today.
  • According to leaked emails, a top CDC official said that such a strategy was ineffective and asked that the agency be excluded from the plan.
  • Temperature checks do not account for asymptomatic COVID-19 cases, pre-symptomatic cases, or people with COVID-19 who do not have a fever.
  • The report comes one day after an Associated Press report found that the White House had buried CDC guidance for re-opening businesses, schools, and churches.

The Trump administration reportedly ignored guidance from the Centers for Disease Control and Prevention over temperature screenings at airports and plans to go ahead with them, even though they were ineffective in initially preventing the spread of COVID-19 in the US.

The move, which would require temperature screenings at 20 US airports, was detailed in leaked documents reported by USA Today on Saturday. In an email to officials at the Department of Homeland Security, Dr. Martin Cetron, the director of global mitigation and quarantine at the CDC had argued "thermal scanning as proposed is a poorly designed control and detention strategy as we have learned very clearly."

1. Congress Passes Families First Coronavirus Response Act 

On March 18, 2020, the President signed into law the Families First Coronavirus Response Act (H.R.6201). NECA was able to work with Members of Congress to address many of the concerns related to paid sick leave and paid family leave. H.R. 6201 states that the paid sick and family leave mandate is optional for businesses with less than 50 employees and makes no mandate or credit for businesses with more than 500 employees. The new provision ensures that no business will be saddled with a financial liability larger than the payroll tax credit it receives. More information is available in NECA’s full summary.

NECA’s Look Ahead: The legislative process remains fluid and this bill is the second in a series of at least three bills designed to address this crisis. NECA continues to work with Members of Congress to ensure economic relief for our contractors in the Phase III stimulus package. 

2. The U.S. Department of the Treasury and IRS to Provide Relief from Tax Payments

On March 18, 2020, the U.S. Department of the Treasury released a statement on what was being done to minimize the impact COVID-19 has on families and small businesses. This guidance allows tax payments to be deferred until July 15, 2020, with no penalties or interest. Those individuals that owe less than $1 million and corporations that owe less than $10 million qualify for this relief. The IRS resource page on Coronavirus Tax Relief can be found here.

Virginia Warms Up to Solar

Renewables are gaining ground in places where fossil fuels have been the backbone of the economy. Now, even in Virginia, coal is not the only game in town.

Last month, Salt Lake City-based sPower, a renewable energy Independent Power Producer, announced that it closed on a multi-million tax equity commitment for a major photovoltaic development project in Spotsylvania County, Va. The company describes it as “the largest solar project east of the Rockies.”

The Spotsylvania Solar Energy Center is a 620-megawatt DC solar project located in the western part of the county. The project site consists of three noncontiguous boundaries that encompass approximately 6,350 acres. Of those acres, approximately 3,500 acres will be developed into the solar project, and at least 2,000 acres will be preserved as undeveloped, conserved land.

The company boasts that, in addition to the greenhouse gas emissions it will eliminate, the project will generate an estimated 700 new jobs during the construction phase and approximately 20–25 full-time positions during operations.

The project is currently under construction, with phases coming online this year and through project completion, which is expected in the summer of 2021.

The solar center got a major boost in April when sPower closed on a $350 million tax equity commitment from Wells Fargo’s Renewable Energy & Environmental Finance group. The commitment allows Wells Fargo to benefit from the solar tax incentives in exchange for its investment in the project.

The timing is also fortuitous. The announcement comes on the heels of Virginia Governor Ralph Northam signing the Virginia Clean Economy Act, which puts the state on a path to 100% green energy over the next thirty years.
