Shortly after routing Iraqi forces and conquering Mosul in June 2014, ISIS boldly announced the establishment of a caliphate and renamed itself the Islamic State (IS). How did IS become such a powerful force? What are its goals and characteristics? What are the best options for containing and defeating the group? In a new Brookings Doha Center Analysis Paper, Charles Lister traces IS’s roots from Jordan to Afghanistan, and finally to Iraq and Syria. He describes its evolution from a small terrorist group into a bureaucratic organization that currently controls thousands of square miles and is attempting to govern millions of people. Lister assesses the group’s capabilities, explains its various tactics, and identifies its likely trajectory. According to Lister, the key to undermining IS’s long-term sustainability is to address the socio-political failures of Syria and Iraq. Accordingly, he warns that effectively countering IS will be a long process that must be led by local actors. In both instances, the military and Muslim Brotherhood initially cooperated before ultimately clashing violently. How has each entity determined what approach to take toward the other? sl Get Ready for Slower GDP Growth in China By webfeeds.brookings.edu Published On :: Thu, 27 Jun 2013 00:00:00 -0400 The recent gyrations in the Chinese interbank market underscore that the chief risk to global growth now comes from China. Make no mistake: credit policy will tighten substantially in the coming months, as the government tries to push loan growth from its current rate of 20% down to something much closer to the rate of nominal GDP growth, which is about half that. Moreover, in the last few months of the year the new government will likely start concrete action on some long-deferred structural reforms. These reforms will bolster China’s medium-term growth prospects, but the short-term impact will be tough for the economy and for markets. The combination of tighter credit and structural reforms means that with the best of luck China could post GDP growth in 2014 of a bit over 6%, its weakest showing in 15 years and well below most current forecasts. A policy mistake such as excessive monetary tightening could easily push growth below the 6% mark. Banks and corporations appear finally to be getting the message that the new government, unlike its predecessor, will not support growth at some arbitrary level through investment stimulus. The dire performance of China’s stock markets in the past two weeks reflects this growing realization among domestic investors, although we suspect stocks have further to fall before weaker growth is fully discounted. Slower growth… but no Armageddon But the China risk is mainly of a negative growth shock, not financial Armageddon as some gloomier commentary suggests. Financial crisis risk remains relatively low because the system is closed and the usual triggers are unavailable. Emerging market financial crises usually erupt for one of two reasons: a sudden departure of foreign creditors or a drying-up of domestic funding sources for banks. China has little net exposure to foreign creditors and runs a large current account surplus, so there is no foreign trigger. And until now, banks have funded themselves mainly from deposits at a loan-to-deposit ratio (LDR) of under 70%, although the increased use of quasi-deposit wealth management products means the true LDR may be a bit higher, especially for smaller banks. The danger arises when banks push up their LDRs and increasingly fund themselves from the wholesale market. So a domestic funding trigger does not exist—yet. The People’s Bank of China clearly understands the systemic risk of letting banks run up lending based on fickle wholesale funding. This is why it put its foot down last week and initially refused to pump money into the straitened interbank market. Interbank and repo rates have dropped back from their elevated levels, but remain significantly above the historical average. The message to banks is clear: lend within your means. This stance raises confidence that Beijing will not let the credit bubble get out of control. But it also raises the odds that both credit and economic growth will slow sharply in the coming 6-12 months. If the economy slows and local stock markets continue to tumble, doesn’t this mean the renminbi will also weaken sharply? Not necessarily. Beijing has a long-term policy interest in increasing the international use of the renminbi, which can only occur if the currency earns a reputation as a reliable store of value in good times and bad. Allowing a sharp devaluation now runs against this interest, and also would be a sharp break from a long-established policy of not resorting to devaluation to stimulate growth, even at moments of severe stress (as in 1997-98 and 2008-09). So while our call on China growth has been marked down, our call on the renminbi has not. Short-term pain is better than long-term stagnation From a broader perspective, the biggest China risk is not that the country suffers a year or two of sharply below-trend growth. If that slowdown reflects more rational credit allocation and the early, painful stages of productivity-enhancing reforms, it will be healthy medicine. And even a much slower China will still be growing faster than all developed markets and most emerging ones. The real risk is rather that the new government will show a lack of nerve or muscle and fail to push through financial sector liberalization, deregulation of markets to favor private firms, and fiscal reforms to curtail local governments’ ability to prop up failing firms, overspend on infrastructure, and inflate property bubbles. The old government wasted the last three years of its term doing none of these things despite the obvious need. The new leaders are talking a better game, but they have a year at most to articulate a clear reform program, begin implementation (liberalizing interest rates and freeing electricity prices would be a good start), and ruthlessly removing senior officials who stand in the way. Ironically, however, his fixation on closing one chapter led him to decisions that opened a new one that reads very similarly. This post originally appeared on The Atlantic. President Obama came into office promising to turn the page on a chapter of American history defined by two wars in the greater Middle East. His consistency in delivering on that promise is admirable, as is the focus with which he has learned from and sought to avoid his predecessor’s mistakes regarding the use of American force abroad. Ironically, however, Obama’s fixation on closing one chapter led him to decisions that opened a new one that reads very similarly. This new war on ISIS—Obama’s war—which began in August 2014, can be traced to two errors of judgment. Jeffrey Goldberg’s article on “The Obama Doctrine” reveals that these errors were driven by the president's determination to keep his promises to the American people and to avoid the mistakes of the past. The first mistake was Obama’s retreat from Iraq—the withdrawal not just of U.S. forces, but even more so of diplomatic energy and leverage, which, successfully deployed, might have mitigated the collapse of the Iraqi political experiment and thus blunted the rise of ISIS. After Iraq held its (pre-American withdrawal) elections in 2010, the Obama administration took a hands-off approach to Iraqi domestic politics, and it failed to replace the American military presence with a robust set of civilian, economic, and other partnerships to sustain American influence. In 2011, my last of about two years working on Middle East policy in Obama’s State Department, we were planning for sharp cuts in civilian programs for Iraq alongside the military drawdown—and over the next two years, U.S. economic aid to Iraq dropped nearly 50 percent. The administration had ample warning about the damage Iraqi Prime Minister Nouri al-Maliki’s sectarian and power-hungry behavior was having on Iraqi security and stability. But the president and Vice President Biden, who managed the Iraq portfolio on Obama’s behalf, chose to do very little to constrain Maliki as he began to unravel the tentative political bargains between Sunnis, Shiites, and Kurds within federal Iraq. America’s regional partners decried the rise of Iranian influence as the United States stepped back, and feared Maliki’s steps against Sunni politicians could reignite civil violence, but the White House brushed off their concerns in both Iraq and Syria. And so the Gulf states sent their own support to Sunni tribes in western Iraq and militias battling Assad in Syria, stoking the sectarian flames and setting the stage for extremists to outbid them. As ISIS began to gain ground among Sunni populations alienated from the central government, the administration didn’t see any reason to invest in persuading Maliki toward a political accommodation that might have tamped down the emergent Iraqi Sunni militias and held Iraq together. That’s not to say Obama would have succeeded—but because he wanted to turn the page on the Iraq experience, he failed to try. Likewise, Obama’s read of the Syrian conflict as holding only narrow implications for American interests was a signal failure to learn the lessons of the 1990s and recognize the risk that Syria’s civil war could spill over in ways that directly implicated U.S. interests. It did not, in 2012 and 2013, require special foresight to apply to the Syrian case other lessons from history than those Obama focused on. The experience of the 1990s clearly suggested how a neglected civil war offered easy opportunities for a violent jihadist movement—just as the Afghanistan war did for the Taliban in the mid-1990s—and how large-scale refugee flows would destabilize Syria’s neighbors, including key U.S. security partners like Jordan and Turkey. And as we now know, ISIS used the security and governance vacuums created by the Syrian Civil War to consolidate a territorial and financial base that the United States has been seeking since late 2014, with limited success, to undermine. These two errors of understanding and judgment, both driven by the president’s commitment to avoid his predecessor’s mistakes, left major risks to regional stability unaddressed, and thus fed the rise of an ISIS threat so significant as to compel Obama, in August 2014, to overturn his longstanding preferences and recommit American blood and treasure to fighting Islamist extremists on the ground in Iraq, and now in Syria. His errors (as well as the famous “red line” climbdown) also provoked anxious regional partners to take their own initiatives to advance interests they felt Obama had slighted—condoning jihadism at times along the way, and very often exacerbating the disorder and sectarianism on which ISIS feeds. In just under two years, the administration has moved from airstrikes, to 475 additional military advisers in Iraq, to over 4,000 troops on the ground including U.S. special-operations forces in both Iraq and Syria. At the same time, the metastasizing threat from ISIS is forcing Obama to order limited military strikes in Libya, consider plans for further military intervention there, and build up military commitments to the Sunni Arab states of the Persian Gulf—the latter two steps, if Goldberg’s piece is accurate, against his own inclinations. An American president who, in May 2013, rejected the notion of a “global war on terror” has now launched one. Meanwhile, the wide gulf between Obama's fixation on defeating ISIS, and his regional partners’ focus on pushing back Iran and Assad, means that America finds itself with too few partners to share the burden of this battle, which U.S. generals now call a "generational struggle.” America’s regional friends are acting to defend their own interests, not always in ways congruent with American interests. Obama’s apparent inability to see the conflicts between his Syria policy and his ISIS policy, and his reticence to do the sustained work necessary to hash out common priorities with the Gulf Arabs, Turkey, and Israel, have generated a problem more costly and harder to solve than the free-rider problems he complains of. The price is visible in, for example, Obama’s wordless facilitation of Saudi Arabia’s war in Yemen—which, ironically again, has given al-Qaeda in the Arabian Peninsula its most congenial working environment in years. Finally, Obama’s actions—his reticence to push Maliki, his dithering over Abdel Fattah el-Sisi’s 2013 military coup in Egypt, and now his reversion to uncritical security partnerships with Gulf states in the name of fighting ISIS—suggest that what he fears is not just military entanglement: It’s entanglement of any kind, any uncertain investment of American leverage to try and shape outcomes in places where the locals’ interests are not already aligned with Washington’s. This is clear from his abandonment of any concerted nonmilitary effort to generate lasting stability in the Middle East in the way he still says is necessary. Obama’s own strategic judgment—announced publicly in May 2011 and repeated to Goldberg—is that stability in the Middle East will only emerge through addressing dysfunctional governance. But after the first blush of 2011, Obama demonstrated little readiness to invest political capital or build platforms for persistent engagement on behalf of the messy, imperfect, and always incomplete work of democratic growth. To the contrary, Obama cut funding for democracy assistance globally throughout his presidency. Between May 2011 and his 2013 speech at the United Nations General Assembly, democratic reform in the Middle East moved from a “top priority” to a bare footnote. Having failed to implement his own views on the primacy of governance, Obama is now using force to defeat ISIS while abjuring the work necessary to build something with which to replace it. That path bodes ill for the anti-ISIS project he has launched, and recreates for the next U.S. president the same dysfunctions in U.S.-Arab relations—moral hazard, security overcommitments, and the like—that Obama resents. To be sure, the weakness and illegitimacy of state institutions and the upwelling of societal conflicts in the Arab world is making the process of reforming politics both lengthy and painful. But those challenges are the inescapable legacies of authoritarianism, and would have emerged no matter how or when the region’s regimes collapsed. They are certainly not a consequence of American intervention or mere “tribalism,” nor are they evidence, as Obama suggests, that American military intervention in Libya “didn’t work.” What didn’t work was the administration’s constant reliance on arguments about slippery slopes and the wisdom of restraint to shoot down proposals for deeper U.S. engagement in regional problem-solving—even and perhaps especially nonmilitary engagement. The policy debate may have been won in public, but the policy objective was lost. A president elected and reelected on a platform of ending wars in the Middle East has reproduced, at the end of his presidency, the very situation he inherited, decried, and swore to avoid. The Obama presidency’s relentless focus on avoiding entanglements came alongside a failure to reckon with risks—especially those risks that grow from inaction. This should be instructive for us all, but perhaps especially for those who, surveying the many messes in today’s Middle East, conclude that Obama was right to sit out the Syrian war, and is right today to regret his intervention in Libya as a failure. The lesson is that inaction is not obviously better than action as a moral choice in foreign policy—it is a choice, and it carries consequences. The United States is a global power, one that moreover roots its global power in a set of universal moral claims. As such, America's choices (whether to do, or to not do) have global implications, and carry moral responsibility. One cannot avoid the moral responsibility for these choices by citing the Hippocratic Oath, or by creating some idealized set of criteria, the total fulfillment of which are necessary to justify even a limited use of American military power. While Obama repeatedly reminds Goldberg that his primary concern in contemplating force is the risk to the American people, not to citizens of other regions, the new war on ISIS reminds us powerfully that threats to others, left unaddressed, very easily land on America’s doorstep in ways its citizens see and feel. [I]naction is not obviously better than action as a moral choice in foreign policy—it is a choice, and it carries consequences. Taking foreign policy seriously, and taking moral responsibility for American power seriously, means recognizing that all America’s choices have consequences, and policymakers must nonetheless choose a path in situations of imperfect information and facing imperfect options. A global power cannot simply avoid messes, ignore risks, and set its sights rigidly on the pursuit of strategic opportunities. It cannot do so because even the best opportunities can be torpedoed by unaddressed problems. Given the necessity and moral responsibility of choice, delay and avoidance in the face of those problems are merely the dishonest versions of a decision to do nothing. That’s why I don’t condemn Obama for launching this new phase of the global war on terror, and I don’t think his supporters, who voted for an end to wars, should either. I commend him for recognizing the gravity of the threat ISIS presents to regional and international security, for admitting his long-held preferences cannot hold in the face of this challenge, and for stepping up to explain to the American people why and how he was reversing course. I only wish he’d admit that his reticence to recognize the risks of inaction helped make it so, and that, in that regard, the lessons he learned from his predecessors were woefully incomplete. The latest BLS jobs report shows that employers added 151,000 to their payrolls in January, well below monthly gains in October through December. In that quarter payrolls climbed almost 280,000 a month. For two reasons, the deceleration in employment gains was not a complete surprise. First, the rapid growth payrolls in the last quarter did not seem consistent with other indicators of growth in the quarter. Preliminary GDP estimates suggest that output growth slowed sharply in the fourth quarter compared with the previous two. Second, I see few indicators suggesting the pace of economic growth has picked up so far this year. It’s worth noting that employment gains in January were far faster than needed to keep the unemployment rate from increasing. In fact, if payrolls continue to grow at January’s pace throughout the year, we should expect the unemployment rate to continue falling. As usual in the current expansion, private employers accounted for all of January’s employment gains. Government payrolls shrank slightly. The number of public employees is about the same as it was last July. Over the same period, private employers added about 213,000 workers a month to their payrolls. In January employment gains slowed in construction and in business and professional industries. Payrolls shrank in mining. Since mining payrolls reached a peak in September 2014, they have fallen 16 percent. Manufacturing payrolls rose slightly in January, but payroll gains have been very slow over the past year. Employment in the temporary help industry contracted in January. The industry has seen no net change in payrolls since October. Average hourly pay in private companies edged up in January. The average nominal wage was 2.5 percent higher than its level 12 months earlier. This is a faster rate of improvement compared with what we saw earlier in the recovery, when annual pay gains averaged about 2.0 percent a year. The modest acceleration in nominal pay gains has occurred against the backdrop of slowing consumer price inflation. The combination has given workers real wage gains approaching 2.0 percent over the past year. The BLS household survey showed a small drop in unemployment. The jobless rate fell to 4.9 percent, just 0.3 points above its average level in 2007, the last year before the Great Recession. The drop in unemployment was the result of a rise in the number of survey respondents who were employed. The labor force participation rate increased in January, and it has increased 0.3 points since October. This rebound in labor force participation is modest compared with the drop that occurred between 2008 and 2015. From 2007 to January 2016 the adult participation rate fell 3.4 percentage points. Roughly half the drop is traceable to population aging, but the other half is due to factors related to the deep slump or to long-term factors that have affected Americans’ willingness to enter or remain in the workforce. If we assume all of the drop was due to factors that have temporarily discouraged jobless adults from seeking work, then we can recalculate the unemployment rate to reflect the rate we would see if all of these discouraged workers were reclassified as unemployed. That calculation suggests the current unemployment rate would be about 7.4 percent rather than 4.9 percent. It is of course unlikely all the adults who’ve dropped out the labor force would stream back in if job finding got easier and real wages continued to rise. It is encouraging to see, however, that participation is now climbing after a long period of decline. sl Slow and steady wins the race?: Regional banks performing well in the post-crisis regulatory regime By webfeeds.brookings.edu Published On :: Thu, 13 Aug 2015 10:00:00 -0400 Earlier this summer, we examined how the Big Four banks – Bank of America, Citigroup, JPMorgan Chase, and Wells Fargo – performed before, during, and after the 2007-09 financial crisis. We also blogged about the lending trends within these large banks, expressing concern about the growing gap between deposits taken and loans made by the Big Four, and calling on policymakers to explore the issue further. We have conducted a similar analysis on the regional banks - The regional banks: The evolution of the financial sector, Part II - and find that these smaller banks are actually faring somewhat better than their bigger counterparts. Despite the mergers and acquisitions that happened during the crisis, the Big Four banks are a smaller share of banking today than they were in 2007. The 15 regionals we evaluated, on the other hand, are thriving in the post-crisis environment and have a slightly larger share of total bank assets than they had in 2007. The Big Four experienced rapid growth in the years leading up to the crisis but much slower growth in the years since. The regionals, however, have been chugging along: with the exception of a small downward trend during the crisis, they have enjoyed slow but steady growth since 2003. There is a gap between deposits and loans among the regionals, but it is smaller than the Big Four’s gap. Tellingly, the regionals’ gap has remained basically constant in size during the recovery, unlike the Big Four’s gap, which is growing. Bank loans are important to economic growth, and the regional banks are growing their loan portfolios faster than the biggest banks. sl Five books you should read to better understand Islam By webfeeds.brookings.edu Published On :: Tue, 15 Dec 2015 11:38:00 -0500 After a recent talk about my ISIS book, one of the audience members asked, “What can I read to help me not hate Islam?” I don’t think it’s a scholar’s job to persuade others to love or hate any culture. But the question was sincere, so I suggested some books that have helped me better understand Islam. I also put the question to Twitter. Below is some of what I and others came up with. Two cautions before we dive in: First, the list is obviously not exhaustive and I’ve left out overly apologetic books—in my experience, they only increase the skeptical reader’s suspicion that she’s being suckered. Second, people on Twitter gave me great suggestions but I’ve only included those I’ve read and can vouch for: Muhammad and the Quran: Two of the best books you’ll ever read about Muhammad and the Quran are also the shortest: The Koran: A Very Short Introduction and Muhammad, both by Michael Cook. He writes with great wit and deep scholarship. Other scriptures: Most non-Muslims are unaware that Islamic scripture is more than the Quran. It includes a vast collection of words and deeds attributed to Muhammad by later authors. These scriptures are sort of like the Gospels, and Muslim scholars fight over their authenticity like Christian scholars debate about the accuracy of Matthew, Mark, Luke, and John. These extra Islamic scriptures contain most of the teachings that make modern people (Muslims included) uncomfortable about Islam. One of the world’s experts on these scriptures, Jonathan Brown, has written a terrific book about them, Misquoting Muhammad. Rumi: The medieval mystic’s poems about life and death are beautiful and moving, no matter your belief system. I loved his poems so much as an undergrad that I went on to study Middle Eastern languages just so I could read his work in the original. I’m glad I first viewed Islam through the eyes of Rumi and not a group like ISIS. Neither is solely representative of Islam but both draw heavily on its scriptures and reach such different conclusions. The Bible: Many people recommended reading the Bible to decrease hate of Islam. The nerd in me leapt to the least obvious conclusion, “Ah, good idea! Reading some of the rough stuff in the Hebrew Bible is a good way to put a kindred ancient religion like Islam in perspective.” But they meant something a little less complicated: @will_mccants @jenanmoussa Read the bible and learn to love and not to hate. :-) — Dirk Lont (@Denkkracht1) December 12, 2015 It’s a worthy perspective today no matter your faith. sl Experts Weigh In: What is the future of al-Qaida and the Islamic State? Both organizations have benefited from the chaos unleashed by the Arab Spring uprisings but they have taken different paths. Will those paths converge again or will the two organizations continue to remain at odds? Who has the best strategy at the moment? And what political changes might happen in the coming year that will reconfigure their rivalry for leadership of the global jihad? To answer these questions, I’ve asked some of the leading experts on the two organizations to weigh in over. The first is Barak Mendelsohn, an associate professor of political science at Haverford College and a senior fellow at the Foreign Policy Research Institute (FPRI). He is author of the brand new The al-Qaeda Franchise: The Expansion of al-Qaeda and Its Consequences. Barak Mendelsohn: Al-Qaida attacked the U.S. homeland on 9/11, unprepared for what would follow. There was a strong disconnect between al-Qaida’s meager capabilities and its strategic objectives of crippling the United States and of bringing about change in the Middle East. To bridge that gap, Osama bin Laden conveniently and unrealistically assumed that the attack on the United States would lead the Muslim masses and all other armed Islamist forces to join his cause. The collapse of the Taliban regime and the decimation of al-Qaida’s ranks quickly proved him wrong. Yet over fourteen years later al-Qaida is still around. Despite its unrealistic political vision and considerable setbacks—above all the rise of the Islamic State that upstaged al-Qaida and threatened its survival—it has branches in North Africa, the Arabian Peninsula, the Levant, Central Asia, and the Horn of Africa. Down, but not out Two factors explain al-Qaida’s resilience: changes in the environment due to the Arab revolutions and the group’s ability to take advantage of new opportunities by learning from past mistakes. The Arab awakening initially undercut al-Qaida’s original claims that change in Muslim countries cannot come peacefully or without first weakening the United States. Yet, the violence of regimes against their people in Syria, Libya, and elsewhere created new opportunities for al-Qaida to demonstrate its relevance. Furthermore, involved citizens determined to shape their own future presented al-Qaida with a new opportunity to recruit. But favorable conditions would be insufficient to explain al-Qaida’s resilience without changes in the way al-Qaida operates. Learning from its bitter experience in Iraq, al-Qaida opted to act with some moderation. It embedded itself among rebel movements in Syria and Yemen, thus showing it could be a constructive actor, attentive to the needs of the people and willing to cooperate with a wide array of groups. As part of a broader movement, al-Qaida’s affiliates in these countries also gained a measure of protection from external enemies reluctant to alienate the group’s new allies. [E]ven after showing some moderation, al-Qaida’s project is still too extreme for the overwhelming majority of Muslims. At present, the greatest threat to al-Qaida is not the United States or the Arab regimes; it’s the group’s former affiliate in Iraq, the Islamic State. ISIS is pressuring al-Qaida’s affiliates to defect—while it has failed so far to shift their allegiance, it has deepened cracks within the branches and persuaded small groups of al-Qaida members to change sides. Even if al-Qaida manages to survive the Islamic State’s challenge, in the long term it still faces a fundamental problem that is unlikely to change: even after showing some moderation, al-Qaida’s project is still too extreme for the overwhelming majority of Muslims. Up, but not forever With the United States seeking retrenchment and Middle Eastern regimes weakening, the Islamic State came to prominence under more convenient conditions and pursued a different strategy. Instead of wasting its energy on fighting the United States first, ISIS opted to establish a caliphate on the ruins of disintegrating Middle Eastern states. It has thrived on the chaos of the Arab rebellions. But in contrast to al-Qaida, it went beyond offering protection to oppressed Sunni Muslims by promoting a positive message of hope and pride. It does not merely empower Muslims to fend off attacks on their lives, property, and honor; the Islamic State offers its enthusiastic followers an historic chance to build a utopian order and restore the early Islamic empire or caliphate. ISIS opted to establish a caliphate on the ruins of disintegrating Middle Eastern states. It has thrived on the chaos of the Arab rebellions. The Islamic State’s leaders gambled that their impressive warfighting skills, the weakness of their opponents, and the reluctance of the United States to fight another war in the Middle East would allow the group to conquer and then govern territory. The gamble paid off. Not only did ISIS succeed in controlling vast territory, including the cities of Raqqa and Mosul; the slow response to its rise allowed the Islamic State’s propaganda machine to construct a narrative of invincibility and inevitability, which has, in turn, increased its appeal to new recruits and facilitated further expansion. And yet, the Islamic State’s prospects of success are low. Its miscalculations are threatening to undo much of its success. It prematurely and unnecessarily provoked an American intervention that, through a combination of bombings from the air and skilled Kurdish proxies on the ground, is limiting the Islamic State’s ability to expand and even reversing some of the group’s gains. ISIS could settle for consolidating its caliphate in the territories it currently controls, but its hubris and messianic zeal do not allow for such limited goals. It is committed to pursuing military expansion alongside its state-building project. This rigid commitment to two incompatible objectives is perhaps the Islamic State’s biggest weakness. [T]he slow response to its rise allowed the Islamic State’s propaganda machine to construct a narrative of invincibility and inevitability. Rather than pursue an economic plan that would guarantee the caliphate’s survival, the Islamic State has linked its economic viability to its military expansion. At present, ISIS relies on taxing its population and oil sales to support its flailing economy. But these financial resources cannot sustain a state, particularly one bent on simultaneously fighting multiple enemies on numerous fronts. Ironically, rather than taming its aspirations, the Islamic State sees conquest as the way to promote its state-building goals. Its plan for growing the economy is based on the extraction of resources through military expansion. While this plan worked well at first—when the Islamic State faced weak enemies—it is not a viable solution any longer, as the self-declared caliphate can no longer expand fast enough to meet its needs. Consequently, this strategy is undermining ISIS rather than strengthening it. Unfortunately, even if the Islamic State is bound to fail over the long run, it has had enough time to wreak havoc on other states in the neighborhood. And while its ability to govern is likely to continue diminishing, the terror attacks in Paris, Beirut, and Sinai suggest that the Islamic State will remain capable of causing much pain for a long time. To answer these questions, I’ve asked some of the leading experts on the two organizations to weigh in. First was Barak Mendelsohn, who contrasts al-Qaida’s resilience and emphasis on Sunni oppression with the Islamic State’s focus on building a utopian order and restoring the caliphate. Next is Clint Watts, a Fox fellow at the Foreign Policy Research Institute. He offers ways to avoid the flawed assumptions that have led to mistaken counterterrorism forecasts in recent years. Clint Watts: Two years ago today, counterterrorism forecasts focused on a “resurgent” al-Qaida. Debates over whether al-Qaida was again winning the war on terror ensued just a week before the Islamic State invaded Mosul. While Washington’s al-Qaida debates steamed away in 2013, Ayman al-Zawahiri’s al-Qaida suffered unprecedented internal setbacks from a disobedient, rogue affiliate formerly known as al-Qaida in Iraq (AQI). With terror predictions two years ago so far off the mark, should we even attempt to anticipate what the next two years of al-Qaida and ISIS will bring? Rather than prognosticate about how more than a dozen extremist groups operating on four continents might commit violence in the future, analysts might instead examine flawed assumptions that resulted in the strategic surprise known as the Islamic State. Here are insights from last decade’s jihadi shifts we should consider when making forecasts on al-Qaida and the Islamic State’s future in the coming decade. Loyalty is fleeting, self-interest is forever. Analysts that missed the Islamic State’s rise assumed that those who pledged allegiance to al-Qaida would remain loyal indefinitely. But loyalties change despite the oaths that bind them. Abu Bakr al-Baghdadi and the Islamic State’s leaders used technicalities to slip their commitments to al-Qaida. Boko Haram has rapidly gone from al-Qaida wannabe to Islamic State devotee. In short, jihadi pledges of loyalty should not be seen as binding or enduring, but instead temporary. When a group’s fortunes wane or leaders change, allegiance will rapidly shift to whatever strain of jihad proves most advantageous to the group or its leader. Prestige, money, manpower—these drive pledges of allegiance, not ideology. Al-Qaida and the Islamic State do not think solely about destroying the United States and its Western allies. Although global jihadi groups always call for attacks on the West, they don’t always deliver. Either they can’t or they have other priorities, like attacking closer to home. So jihadi propaganda alone does not tell us much about how the group is going to behave in the future. Zawahiri, for example, has publicly called on al-Qaida’s affiliates to carry out attacks on the West. But privately, he has instructed his affiliate in Syria to hold off. And for most of its history, the Islamic State focused on attacking the near enemy in the Middle East rather than the far enemy overseas, despite repeatedly vowing to hit the United States. Both groups will take advantage of any easy opportunity to strike the United States. However, continuing to frame future forecasts through an America-centric lens will yield analysis that’s off the mark and of questionable utility. [J]ihadi propaganda alone does not tell us much about how the group is going to behave in the future. Al-Qaida and the Islamic State don’t control all of the actions of their affiliates. News headlines lead casual readers to believe al-Qaida and the Islamic State command and control vast networks operating under a unified strategic plan. But a year ago, the Charlie Hebdo attack in Paris caught al-Qaida in the Arabian Peninsula (AQAP) completely by surprise—despite one of the attackers attributing the assault to the group. Al-Qaeda in the Islamic Maghreb's (AQIM) recent spate of attacks in Mali and Burkina Faso were likely conducted independently of al-Qaida’s central leadership. While the Islamic State has clearly mobilized its network and inspired others to execute a broad range of international attacks, the group’s central leadership in Iraq and Syria closely manages only a small subset of these plots. At no time since the birth of al-Qaida have jihadi affiliates and networks operated with such independence. Since Osama bin Laden’s death, al-Qaida affiliates in Yemen, the Sahel, Somalia, and Syria all aggressively sought to form states—a strategy bin Laden advised against. Target selections and the rapid pace of plots by militants in both networks suggest local dynamics rather than a cohesive, global grand strategy drive today’s jihad. Accurately anticipating the competition and cooperation of such a wide array of terrorist affiliates with overlapping allegiances to both groups will require examination by teams of analysts with a range of expertise rather than single pundits. At no time since the birth of al-Qaida have jihadi affiliates and networks operated with such independence. Both groups and their affiliates will be increasingly enticed to align with state sponsors and other non-jihadi, non-state actors. The more money al-Qaida and the Islamic State have, the more leverage they have over their affiliates. But when the money dries up—as it did in al-Qaida’s case and will in the Islamic State’s—the affiliates will look elsewhere to sustain themselves. Distant affiliates will seek new suitors or create new enterprises. Inevitably, some of the affiliates will look to states that are willing to fund them in proxy wars against their mutual adversaries. Iran, despite fighting the Islamic State in Syria, might be enticed to support Islamic State terrorism inside Saudi Arabia’s borders. Saudi Arabia could easily use AQAP as an ally against the Iranian backed Houthi in Yemen. African nations may find it easier to pay off jihadi groups threatening their countries than face persistent destabilizing attacks in their cities. When money becomes scarce, the affiliates of al-Qaida and the Islamic State will have fewer qualms about taking money from their ideological enemies if they share common short-term interests. If you want to predict the future direction of the Islamic State and al-Qaida, avoid the flawed assumptions noted above. Instead, I offer these three notes: First, look to regional terrorism forecasts illuminating local nuances routinely overlooked in big global assessments of al-Qaida and the Islamic State. Depending on the region, either the Islamic State or al-Qaida may reign supreme and their ascendance will be driven more by local than global forces. Second, watch the migration of surviving foreign fighters from the Islamic State’s decline in Iraq and Syria. Their refuge will be our future trouble spot. Third, don’t try to anticipate too far into the future. Since bin Laden’s death, the terrorist landscape has become more diffuse, a half dozen affiliates have risen and fallen, and the Arab Spring went from great hope for democracies to protracted quagmires across the Middle East. Next up is Charles Lister, a resident fellow at the Middle East Institute, to examine the respective courses each group has charted to date and whether that's likely to change. Charles Lister: The world of international jihad has had a turbulent few years, and only now is the dust beginning to settle. The emergence of the Islamic State as an independent transnational jihadi rival to al-Qaida sparked a competitive dynamic. That has heightened the threat of attacks in the West and intensified the need for both movements to demonstrate their value on local battlefields. Having spent trillions of dollars pushing back al-Qaida in Afghanistan and Pakistan and al-Qaida in Iraq, the jihadi threat we face today far eclipses that seen in 2000 and 2001. As has been the case for some time, al-Qaida is no longer a grand transnational movement, but rather a loose network of semi-independent armed groups dispersed around the world. Although al-Qaida’s central leadership appears to be increasingly cut off from the world, frequently taking many weeks to respond publicly to significant events, its word remains strong within its affiliates. For example, a secret letter from al-Qaida leader Ayman al-Zawahiri to his Syrian affiliate the Nusra Front in early 2015 promptly caused the group to cease plotting attacks abroad. Seeking rapid and visible results, ISIS worries little about taking the time to win popular acceptance and instead controls territory through force. While the eruption of the Arab Spring in 2010 challenged al-Qaida’s insistence that only violent jihad can secure political change, the subsequent repression and resulting instability provided an opportunity. What followed was a period of extraordinary strategic review. Beginning with Ansar al-Sharia in Yemen (in 2010 and 2011) and then with al-Qaida in the Islamic Maghreb (AQIM), Ansar al-Din, and the Movement for Unity and Jihad in West Africa (MUJAO) in Mali (2012), al-Qaida began developing a new strategy focused on slowly nurturing unstable and vulnerable societies into hosts for an al-Qaida Islamic state. Although a premature imposition of harsh Shariah norms caused projects in Yemen and Mali to fail, al-Qaida’s activities in Syria and Yemen today look to have perfected the new “long game” approach. In Syria and Yemen, al-Qaida has taken advantage of weak states suffering from acute socio-political instability in order to embed itself within popular revolutionary movements. Through a consciously managed process of “controlled pragmatism,” al-Qaida has successfully integrated its fighters into broader dynamics that, with additional manipulation, look all but intractable. Through a temporary renunciation of Islamic hudud (fixed punishments in the Quran and Hadith) and an overt insistence on multilateral populist action, al-Qaida has begun socializing entire communities into accepting its role within their revolutionary societies. With durable roots in these operational zones—“safe bases,” as Zawahiri calls them—al-Qaida hopes one day to proclaim durable Islamic emirates as individual components of an eventual caliphate. Breadth versus depth The Islamic State (or ISIS), on the other hand, has emerged as al-Qaida’s obstreperous and brutally rebellious younger sibling. Seeking rapid and visible results, ISIS worries little about taking the time to win popular acceptance and instead controls territory through force and psychological intimidation. As a militarily capable and administratively accomplished organization, ISIS has acquired a strong stranglehold over parts of Iraq and Syria—like Raqqa, Deir el-Zour, and Mosul—but its roots are shallow at best elsewhere in both countries. With effective and representative local partners, the U.S.-led coalition can and will eventually take back much of ISIS’s territory, but evidence thus far suggests progress will be slow. Meanwhile, ISIS has developed invaluable strategic depth elsewhere in the world, through its acquisition of affiliates—or additional “states” for its Caliphate—in Yemen, Libya, Algeria, Egypt, Afghanistan, Pakistan, Nigeria, and Russia. Although it will struggle to expand much beyond its current geographical reach, the growing importance of ISIS in Libya, Egypt, and Afghanistan-Pakistan in particular will allow the movement to survive pressures it faces in Syria and Iraq. As that pressure heightens, ISIS will seek to delegate some level of power to its international affiliates, while actively encouraging retaliatory attacks—both centrally directed and more broadly inspired—against high-profile Western targets. Instability breeds opportunity for groups like ISIS, so we should also expect it to exploit the fact that refugee flows from Syria towards Europe in 2016 look set to dramatically eclipse those seen in 2015. Instability breeds opportunity for groups like ISIS. Charting a new course? That the world now faces threats from two major transnational jihadist movements employing discernibly different strategies makes today’s counterterrorism challenge much more difficult. The dramatic expansion of ISIS and its captivation of the world’s media attention has encouraged a U.S.-led obsession with an organization that has minimal roots into conflict-ridden societies. Meanwhile the West has become distracted from its long-time enemy al-Qaida, which has now grown deep roots in places like Syria and Yemen. Al-Qaida has not disappeared, and neither has it been defeated. We continue this policy imbalance at our peril. In recent discussions with Islamist sources in Syria, I’ve heard that al-Qaida may be further adapting its long-game strategy. The Nusra Front has been engaged in six weeks of on/off secret talks with at least eight moderate Islamist rebel groups, after proposing a grand merger with any interested party in early January. Although talks briefly came to a close in mid-January over the troublesome issue of the Nusra Front’s allegiance to al-Qaida, the group’s leader Abu Mohammed al-Jolani now placed those ties as an issue on the table for negotiation. Al-Qaida has not disappeared, and neither has it been defeated. The fact that this sensitive subject is now reportedly open for discussion is a significant indicator of how far the Nusra Front is willing to stretch its jihadist mores for the sake of integration in Syrian revolutionary dynamics. However, the al-Nusra Front's leader, Abu Mohammed al-Jolani, is a long-time Al-Qaeda loyalist and doesn't fit the profile of someone willing to break a religious oath purely for the sake of an opportunistic power play. It is therefore interesting that this secret debate inside Syria comes amid whispers within Salafi-jihadi and pro-al-Qaida circles that Zawahiri is considering “releasing” his affiliates from their loyalty pledges in order to transform al-Qaida into an organic network of locally-inspired movements—led by and loosely tied together by an overarching strategic idea. Whether al-Qaida and its affiliates ultimately evolve along this path or not, the threat they pose to local, regional, and international security is clear. When compounded by ISIS’s determination to continue expanding and to conduct more frequent and more deadly attacks abroad, jihadist militancy looks well-placed to pose an ever present danger for many years to come. sl CNN’s misleading story on homework By webfeeds.brookings.edu Published On :: Thu, 20 Aug 2015 10:00:00 -0400 Last week, CNN ran a back-to-school story on homework with the headline, “Kids Have Three Times Too Much Homework, Study Finds; What’s the Cost?” Homework is an important topic, especially for parents, but unfortunately, CNN’s story misleads rather than informs. The headline suggests American parents should be alarmed because their kids have too much homework. Should they? No, CNN has ignored the best evidence on that question, which suggests the opposite. The story relies on the results of one recent study of homework—a study that is limited in what it can tell us, mostly because of its research design. But CNN even gets its main findings wrong. The study suggests most students have too little homework, not too much. The Study The study that piqued CNN’s interest was conducted during four months (two in the spring and two in the fall) in Providence, Rhode Island. About 1,200 parents completed a survey about their children’s homework while waiting in 27 pediatricians’ offices. Is the sample representative of all parents in the U.S.? Probably not. Certainly CNN should have been a bit leery of portraying the results of a survey conducted in a single American city—any city—as evidence applying to a broader audience. More importantly, viewers are never told of the study’s significant limitations: that the data come from a survey conducted in only one city—in pediatricians’ offices by a self-selected sample of respondents. The survey’s sampling design is a huge problem. Because the sample is non-random there is no way of knowing if the results can be extrapolated to a larger population—even to families in Providence itself. Close to a third of respondents chose to complete the survey in Spanish. Enrollment in English Language programs in the Providence district comprises about 22 percent of students. About one-fourth (26 percent) of survey respondents reported having one child in the family. According to the 2010 Census, the proportion of families nationwide with one child is much higher, at 43 percent.[i] The survey is skewed towards large, Spanish-speaking families. Their experience with homework could be unique, especially if young children in these families are learning English for the first time at school. The survey was completed by parents who probably had a sick child as they were waiting to see a pediatrician. That’s a stressful setting. The response rate to the survey is not reported, so we don’t know how many parents visiting those offices chose not to fill out the survey. If the typical pediatrician sees 100 unique patients per month, in a four month span the survey may have been offered to more than ten thousand parents in the 27 offices. The survey respondents, then, would be a tiny slice, 10 to 15 percent, of those eligible to respond. We also don’t know the public-private school break out of the respondents, or how many were sending their children to charter schools. It would be interesting to see how many parents willingly send their children to schools with a heavy homework load. I wish the CNN team responsible for this story had run the data by some of CNN’s political pollsters. Alarm bells surely would have gone off. The hazards of accepting a self-selected, demographically-skewed survey sample as representative of the general population are well known. Modern political polling—and its reliance on random samples—grew from an infamous mishap in 1936. A popular national magazine, the Literary Digest, distributed 10 million post cards for its readers to return as “ballots” indicating who they would vote for in the 1936 race for president. More than two million post cards were returned! A week before the election, the magazine confidently predicted that Alf Landon, the Republican challenger from Kansas, would defeat Franklin Roosevelt, the Democratic incumbent, by a huge margin: 57 percent to 43 percent. In fact, when the real election was held, the opposite occurred: Roosevelt won more than 60% of the popular vote and defeated Landon in a landslide. Pollsters learned that self-selected samples should be viewed warily. The magazine’s readership was disproportionately Republican to begin with, and sometimes disgruntled subjects are more likely to respond to a survey, no matter the topic, than the satisfied. Here’s a very simple question: In its next poll on the 2016 presidential race, would CNN report the results of a survey of self-selected respondents in 27 pediatricians’ offices in Providence, Rhode Island as representative of national sentiment? Of course not. Then, please, CNN, don’t do so with education topics. The Providence Study’s Findings Let’s set aside methodological concerns and turn to CNN’s characterization of the survey’s findings. Did the study really show that most kids have too much homework? No, the headline that “Kids Have Three Times Too Much Homework” is not even an accurate description of the study’s findings. CNN’s on air coverage extended the misinformation. The online video of the coverage is tagged “Study: Your Kids Are Doing Too Much Homework.” The first caption that viewers see is “Study Says Kids Getting Way Too Much Homework.” All of these statements are misleading. In the published version of the Providence study, the researchers plotted the average amount of time spent on homework by students’ grade.[ii] They then compared those averages to a “10 minutes per-grade” guideline that serves as an indicator of the “right” amount of homework. I have attempted to replicate the data here in table form (they were originally reported in a line graph) to make that comparison easier.[iii] Contrary to CNN’s reporting, the data suggest—based on the ten minute per-grade rule—that most kids in this study have too little homework, not too much. Beginning in fourth grade, the average time spent on homework falls short of the recommended amount—a gap of only four minutes in fourth grade that steadily widens in later grades. A more accurate headline would have been, “Study Shows Kids in Nine out of 13 Grades Have Too Little Homework.” It appears high school students (grades 9-12) spend only about half the recommended time on homework. Two hours of nightly homework is recommended for 12th graders. They are, after all, only a year away from college. But according to the Providence survey, their homework load is less than an hour. So how in the world did CNN come up with the headline “Kids Have Three Times Too Much Homework?” By focusing on grades K-3 and ignoring all other grades. Here’s the reporting: The study, published Wednesday in The American Journal of Family Therapy, found students in the early elementary school years are getting significantly more homework than is recommended by education leaders, in some cases nearly three times as much homework as is recommended. The standard, endorsed by the National Education Association and the National Parent-Teacher Association, is the so-called "10-minute rule"— 10 minutes per-grade level per-night. That translates into 10 minutes of homework in the first grade, 20 minutes in the second grade, all the way up to 120 minutes for senior year of high school. The NEA and the National PTA do not endorse homework for kindergarten. In the study involving questionnaires filled out by more than 1,100 English and Spanish speaking parents of children in kindergarten through grade 12, researchers found children in the first grade had up to three times the homework load recommended by the NEA and the National PTA. Parents reported first-graders were spending 28 minutes on homework each night versus the recommended 10 minutes. For second-graders, the homework time was nearly 29 minutes, as opposed to the 20 minutes recommended. And kindergartners, their parents said, spent 25 minutes a night on after-school assignments, according to the study… CNN focused on the four grades, K-3, in which homework exceeds the ten-minute rule. They ignored more than two-thirds of the grades. Even with this focus, a more accurate headline would have been, “Study Suggests First Graders in Providence, RI Have Three Times Too Much Homework.” Conclusion Homework is a controversial topic. People hold differing points of view as to whether there is too much, too little, or just the right amount of homework. That makes it vitally important that the media give accurate information on the empirical dimensions to the debate. The amount of homework kids should have is subject to debate. But the amount of homework kids actually have is an empirical question. We can debate whether it’s too hot outside, but the actual temperature should be a matter of measurement, not debate. It’s impossible to think of a rational debate that can possibly ensue on the homework issue without knowing the empirical status quo in regards to time. Imagine someone beginning a debate by saying, “I am arguing that kids have too much [substitute “too little” here for the pro-homework side] homework but I must admit that I have no idea how much they currently have.” Data from the National Assessment of Educational Progress (NAEP) provide the best evidence we have on the amount of homework that kids have. NAEP’s sampling design allows us to make inferences about national trends, and the Long-Term Trend (LTT) NAEP offers data on homework since 1984. The latest LTT NAEP results (2012) indicate that the vast majority of nine-year-olds (83 percent) have less than an hour of homework each night. There has been an apparent uptick in the homework load, however, as 35 percent reported no homework in 1984, and only 22 percent reported no homework in 2012. MET Life also periodically surveys a representative sample of students, parents, and teachers on the homework issue. In the 2007 results, a majority of parents (52 percent) of elementary grade students (grades 3-6 in the MET survey) estimated their children had 30 minutes or less of homework. The MET Life survey found that parents have an overwhelmingly positive view of the amount of homework their children are assigned. Nine out of ten parents responded that homework offers the opportunity to talk and spend time with their children, and most do not see homework as interfering with family time or as a major source of familial stress. Minority parents, in particular, reported believing homework is beneficial for students’ success at school and in the future.[iv] That said, just as there were indeed Alf Landon voters in 1936, there are indeed children for whom homework is a struggle. Some bring home more than they can finish in a reasonable amount of time. A complication for researchers of elementary age children is that the same students who have difficulty completing homework may have other challenges—difficulties with reading, low achievement, and poor grades in school.[v] Parents who question the value of homework often have a host of complaints about their child’s school. It is difficult for researchers to untangle all of these factors and determine, in the instances where there are tensions, whether homework is the real cause. To their credit, the researchers who conducted the Providence study are aware of these constraints and present a number of hypotheses warranting further study with a research design supporting causal inferencing. That’s the value of this research, not CNN’s misleading reporting of the findings.
