Today the Department of Justice and the FBI, along with international law enforcement partners, announced the indictment of two individuals from Latvia and the seizure of more than 40 computers, servers and bank accounts as part of Operation Trident Tribunal, an ongoing, coordinated enforcement action targeting international cybercrime.

Fourteen individuals were arrested today by FBI agents on charges related to their alleged involvement in a cyber attack on PayPal’s website as part of an action claimed by the group “Anonymous,” announced the Department of Justice and the FBI. Two additional defendants were arrested today on cyber-related charges.

“Through this operation we are aggressively targeting those who are selling counterfeit goods for their own personal gain while costing our economy much-needed revenue and jobs,” said Attorney General Eric Holder.

John Bryan Villegas, 21, of Kittery, Maine, was arrested yesterday and made his initial appearance today in federal court in New Hampshire.

"We often think of national security threats, like that of a catastrophic terrorist attack, as questions about prevention. But the cyber threat is not simply looming – it is here. It is present and growing," said Assistant Attorney General Monaco.

In a coordinated international takedown, law enforcement officials in Romania, the Czech Republic, the United Kingdom and Canada, acting on provisional arrest requests made by the United States, arrested six Romanian nationals today for their alleged involvement in a sophisticated multimillion dollar cyber fraud scheme that targeted consumers on U.S.-based Internet marketplace websites.

A Swedish credit card payment processor was sentenced today to 48 months in prison for his role in an international cybercrime ring that netted $71 million by infecting victims’ computers with “scareware” and selling rogue antivirus software that was supposed to secure victims’ computers but was, in fact, useless.

"One of the most important aspects of the Executive Order is its emphasis on improving government mechanisms for providing timely cyber threat information to the private sector," said Deputy Attorney General Cole.

Algerian national Hamza Bendelladj, aka “Bx1,” has been extradited from Thailand to the United States to face charges in Atlanta for allegedly playing a critical role in developing, marketing, distributing and controlling “SpyEye,” a pernicious computer virus designed to steal unsuspecting victims’ financial and personally identifying information.

We must work together — the government and the private sector — to build closer and even better partnerships. Only by doing this will be able to make the future Internet a place where we can be more confident that our businesses, our privacy, and our personal finances can operate safely.

A Maine resident pleaded guilty today in federal court to engaging in a type of cyberstalking known as “sextortion.”

Child Cyber Safety Night at the Ballpark is the latest effort by the Justice Department and its law enforcement and community partners to encourage parents to speak with their children about online and cell phone safety and provide prevention materials. As part of the event, the Department will receive the Washington Nationals Spirit Award.

Earlier today, charges were unsealed against Romanian fugitive Nicolae Popescu, the leader of an international organized crime syndicate that ran a multimillion dollar cyber fraud scheme, and six other fugitives charged with participating in the same scheme. Interpol has issued red notices to foreign law enforcement partners seeking assistance in the apprehension of these fugitives, and the FBI has also released “Wanted” posters to facilitate their arrests.

One of the world’s most prolific cybercriminals was sentenced today to serve 18 years in prison for his role in co-founding the notorious website CarderPlanet. At the time of his arrest, Vega possessed more than half a million stolen credit card numbers

Aleksandr Andreevich Panin, a Russian national also known as “Gribodemon” and “Harderman,” has pleaded guilty to conspiracy to commit wire and bank fraud for his role as the primary developer and distributor of the malicious software known as “SpyEye.”

In a video message released today, Attorney General Eric Holder called on Congress to create a strong, national standard for quickly alerting consumers whose information may be compromised by cyberattacks. This legislation would strengthen the Justice Department's ability to combat crime, ensure individual privacy, and prevent identity theft, while also helping to bring cybercriminals to justice.

The Department of Justice and the Federal Trade Commission today issued a policy statement on the sharing of cybersecurity information that makes clear that properly designed cyber threat information sharing is not likely to raise antitrust concerns and can help secure the nation’s networks of information and resources.

"This is an antitrust no-brainer: Companies who engage in properly designed cyber threat information sharing will not run afoul of the antitrust laws. This means that as long as companies don’t discuss competitive information such as pricing and output when sharing cybersecurity information, they’re okay," said Assistant Attorney General Baer.

"This joint guidance is an important step in making clear that legitimate cyber threat sharing can help secure the nation’s networks and that it can occur without raising antitrust liability issues."

A grand jury in the Western District of Pennsylvania (WDPA) indicted five Chinese military hackers for computer hacking, economic espionage and other offenses directed at six American victims in the U.S. nuclear power, metals and solar products industries.

When a foreign nation uses military or intelligence resources and tools against an American executive or corporation to obtain trade secrets or sensitive business information for the benefit of its state-owned companies, we must say, ‘enough is enough.’

At the Department of Justice, we have repeatedly pledged that we would do more to hold accountable those that engage in these actions. Today, we begin to fulfill that pledge.

Deputy Attorney General James M. Cole, Assistant Attorney General Leslie R. Caldwell of the Criminal Division, U.S. Attorney for Western District of Pennsylvania David Hickton, FBI Executive Associate Director Robert Anderson and Deputy Under Secretary Dr. Phyllis Schneck of the Department of Homeland Security will hold a news conference to announce criminal charges and two global cyber fraud disruptions.

This week marks a busy time for national security law. There is a lot going on in the world, all of which we are tracking closely. But I’m going to focus today on the threats associated with national security cyber issues.
