I grew up in Clear Lake, a small farming community in North Central Iowa. I came to Iowa City after being recruited by Dan Gable to wrestle for the University of Iowa Hawkeye wrestling team and placed 3rd place in the 1980 NCAA Division I.I met my wife Teresa and we settled in Iowa City. I have two children, Melissa, 36, and Anthony, 25; and grandchildren Emma, 9, Ellie and Emilia, 4-month-old twin girls, and Jack, who passed two just before his 2nd birthday. I am a cancer survivor and support cancer research and patient support. I was a maintenance supervisor at the old Cantebury Inn, I owned and operated Advance Property Management for 23 years and drove a school bus for First Student, Inc. While working at First Student I was one of the driving forces in the campaign for the workers to unionize with the Teamsters. I was asked to join the Teamsters as a full-time organizer after the campaign, which I did for 13 years. I found my calling as an organizer because I was able to help others stand up for themselves and really change their lives. I made the decision to run for Johnson County supervisor because we need to bring some common sense back to Johnson County government, and run a smarter government that works for all. The supervisors need to oversee the county departments better to stop wasting county funds paying settlements to individuals because of illegal action by department employees. Rules are for everyone and if you work outside the rules there will be costs and consequences.I want to bring new blood to the board as well as new ideas. County supervisor is a public service position of honor and trust. Being a supervisor is about following through on jobs you were elected to do for the people. The supervisors need to finish jobs that they started but never completed. You should never leave a job half done!I hope the voters agree the Johnson County Board of Supervisors need to answer to the public for their actions and their employees. Those who survived the disease were often left badly scarred or blind. The vaccine’s protection, though, lasted only five years and had to be renewed. And people forgot to do that, leading to occasional epidemics, including a serious outbreak on the Meskwaki Settlement near Tama.In February 1901, three dozen Iowa communities reported smallpox outbreaks. When Des Moines reported 200 smallpox cases in late February, the mayor closed the schools and prohibited public gatherings. Still, no one died. That would not be the case at the Meskwaki Settlement.Meskwaki OutbreakOn Oct. 22, 1901, an area resident told Dr. Benjamin Thompson of Tama, “I believe the Indians have the smallpox.” Thompson went to the nearby Meskwaki Settlement, home to 309 people, to investigate. He learned that an Indian from the Winnebago tribe had visited the settlement Sept. 23. He had become ill, but no doctor was called and he continued meeting with tribe members. Two weeks later, the Meskwaki were becoming ill. Thompson went back to the settlement with Dr. George Carpenter of Toledo. The first wickiup they visited had four active smallpox cases and three people recovering from the virus. Two Meskwaki who’d lived there had died.The doctors found another five cases and were told of two other deaths. The doctors that night reported to a joint meeting of the boards of health in Tama, Toledo and Montour.William Malin, the Interior Department’s Indian agent for the settlement, insisted there was no problem. But after another medical visit to the settlement, the three cities quarantined themselves.By Nov. 2, 70 Meskwaki had smallpox, and nine members of the tribe had died. Two weeks later, the totals had risen to 90 Meskwaki with smallpox and 35 deaths. To complicate matters, the Meskwaki declined offers to go to the hospital, they refused smallpox vaccinations and they refused to stay on the settlement. If they became sick, they would hide from the doctors.The Tama Herald reported, “It looks as though the disease must run its course through the tribe, carrying off the aged and the infirm and weakening the constitution of those who may survive.”Quarantine EnforcedThe Iowa governor appealed to Interior Secretary Ethan Hitchcock for authority to enforce the quarantine among the Meskwaki. Hitchcock complied, giving the state the authority to “take any necessary action.” National Guard hospital tents and cots were shipped to the settlement. The Meskwaki were vaccinated, and they acquiesced to the quarantine.The local towns began raising money for medicines and provisions not covered by the federal government.Meanwhile, Congress appropriated $50,000 — more than $1 million in today’s dollars — to eradicate smallpox on the settlement. The bill gave the Interior Department the authority to quarantine the village and, if necessary, burn Meskwaki wickiups and clothing to halt the contagion.The state of Iowa chipped in another $7,000 to burn the clothing, blankets, wickiups and other property belonging to the Tama tribe and to provide replacements for the Meskwaki. The money paid for disinfectants — formaldehyde gas and corrosive sublimate fluid — to bathe tribal members and their dogs. Members of the tribe were forced to move to a camping ground while their village was decontaminated.Malin, the Indian agent, reported to the Interior Department it took seven days to clean and renovate “the Indian camp.”“During this process, a large number of the wickiups, where the disease had been prevalent, also large quantities of clothing, bedding and other infected property, were committed to the flames and new goods of similar character supplied,” he reported. “Twenty-four new board houses, built of good lumber, and some 2,700 square yards of very heavy duck for tents, to those who preferred tents to houses, were given in lien of the wickiups destroyed. ... The Indians emerged from the trying ordeal through which they had passed and came out into the world again, after having been confined to the limited area of their camping grounds ... with a higher and better conception of the white man’s civilization.”That assessment aside, the Meskwaki Settlement survived and grew. We explore the overgroup structure of $hat G$ in $mathrm{GL}(V)$, and the submodule structure of the exterior square (and sometimes the third Lie power) of $V$. When $hat G$ is defined over a field of odd prime order $p$, this allows us to construct the smallest (with respect to certain properties) $p$-groups $P$ such that the group induced by $mathrm{Aut}(P)$ on $P/Phi(P)$ is either $hat G$ or its normaliser in $mathrm{GL}(V)$. sm GraCIAS: Grassmannian of Corrupted Images for Adversarial Security. Some successful defenses adopt approaches that either increase the randomness within the applied transformations, or make the defense computationally intensive, making it substantially more challenging for the attacker. However, it limits the applicability of such defenses as a pre-processing step, similar to computationally heavy approaches that use retraining and network modifications to achieve robustness to perturbations. In this work, we propose a defense strategy that applies random image corruptions to the input image alone, constructs a self-correlation based subspace followed by a projection operation to suppress the adversarial perturbation. Due to its simplicity, the proposed defense is computationally efficient as compared to the state-of-the-art, and yet can withstand huge perturbations. Further, we develop proximity relationships between the projection operator of a clean image and of its adversarially perturbed version, via bounds relating geodesic distance on the Grassmannian to matrix Frobenius norms. We empirically show that our strategy is complementary to other weak defenses like JPEG compression and can be seamlessly integrated with them to create a stronger defense. We present extensive experiments on the ImageNet dataset across four different models namely InceptionV3, ResNet50, VGG16 and MobileNet models with perturbation magnitude set to {epsilon} = 16. Unlike state-of-the-art approaches, even without any retraining, the proposed strategy achieves an absolute improvement of ~ 4.5% in defense accuracy on ImageNet. Full Article
sm PACT: Privacy Sensitive Protocols and Mechanisms for Mobile Contact Tracing. We created this document to suggest three functionalities on how we might best harness computing technologies to supporting the goals of public health organizations in minimizing morbidity and mortality associated with the spread of COVID-19, while protecting the civil liberties of individuals. In particular, this work advocates for a third-party free approach to assisted mobile contact tracing, because such an approach mitigates the security and privacy risks of requiring a trusted third party. We also explicitly consider the inferential risks involved in any contract tracing system, where any alert to a user could itself give rise to de-anonymizing information. More generally, we hope to participate in bringing together colleagues in industry, academia, and civil society to discuss and converge on ideas around a critical issue rising with attempts to mitigate the COVID-19 pandemic. sm Safe non-smooth black-box optimization with application to policy search. We propose an approach based on log barriers to find a local solution of a non-convex non-smooth black-box optimization problem $min f^0(x)$ subject to $f^i(x)leq 0,~ i = 1,ldots, m$, at the same time, guaranteeing constraint satisfaction while learning an optimal solution with high probability. Our proposed algorithm exploits noisy observations to iteratively improve on an initial safe point until convergence. We derive the convergence rate and prove safety of our algorithm. sm SCAttNet: Semantic Segmentation Network with Spatial and Channel Attention Mechanism for High-Resolution Remote Sensing Images. Semantic segmentation, which is an important task for element extraction, has been widely used in processing mass HRRSIs. However, HRRSIs often exhibit large intraclass variance and small interclass variance due to the diversity and complexity of ground objects, thereby bringing great challenges to a semantic segmentation task. In this paper, we propose a new end-to-end semantic segmentation network, which integrates lightweight spatial and channel attention modules that can refine features adaptively. We compare our method with several classic methods on the ISPRS Vaihingen and Potsdam datasets. Experimental results show that our method can achieve better semantic segmentation results. sm IPG-Net: Image Pyramid Guidance Network for Small Object Detection. (arXiv:1912.00632v3 [cs.CV] UPDATED) By arxiv.org Published On :: For Convolutional Neural Network-based object detection, there is a typical dilemma: the spatial information is well kept in the shallow layers which unfortunately do not have enough semantic information, while the deep layers have a high semantic concept but lost a lot of spatial information, resulting in serious information imbalance. To acquire enough semantic information for shallow layers, Feature Pyramid Networks (FPN) is used to build a top-down propagated path. In this paper, except for top-down combining of information for shallow layers, we propose a novel network called Image Pyramid Guidance Network (IPG-Net) to make sure both the spatial information and semantic information are abundant for each layer. Our IPG-Net has two main parts: the image pyramid guidance transformation module and the image pyramid guidance fusion module. Our main idea is to introduce the image pyramid guidance into the backbone stream to solve the information imbalance problem, which alleviates the vanishment of the small object features. This IPG transformation module promises even in the deepest stage of the backbone, there is enough spatial information for bounding box regression and classification. Furthermore, we designed an effective fusion module to fuse the features from the image pyramid and features from the backbone stream. We have tried to apply this novel network to both one-stage and two-stage detection models, state of the art results are obtained on the most popular benchmark data sets, i.e. MS COCO and Pascal VOC. sm A Fast and Accurate Algorithm for Spherical Harmonic Analysis on HEALPix Grids with Applications to the Cosmic Microwave Background Radiation. (arXiv:1904.10514v4 [math.NA] UPDATED) By arxiv.org Published On :: The Hierarchical Equal Area isoLatitude Pixelation (HEALPix) scheme is used extensively in astrophysics for data collection and analysis on the sphere. The scheme was originally designed for studying the Cosmic Microwave Background (CMB) radiation, which represents the first light to travel during the early stages of the universe's development and gives the strongest evidence for the Big Bang theory to date. Refined analysis of the CMB angular power spectrum can lead to revolutionary developments in understanding the nature of dark matter and dark energy. In this paper, we present a new method for performing spherical harmonic analysis for HEALPix data, which is a central component to computing and analyzing the angular power spectrum of the massive CMB data sets. The method uses a novel combination of a non-uniform fast Fourier transform, the double Fourier sphere method, and Slevinsky's fast spherical harmonic transform (Slevinsky, 2019). For a HEALPix grid with $N$ pixels (points), the computational complexity of the method is $mathcal{O}(Nlog^2 N)$, with an initial set-up cost of $mathcal{O}(N^{3/2}log N)$. This compares favorably with $mathcal{O}(N^{3/2})$ runtime complexity of the current methods available in the HEALPix software when multiple maps need to be analyzed at the same time. Using numerical experiments, we demonstrate that the new method also appears to provide better accuracy over the entire angular power spectrum of synthetic data when compared to the current methods, with a convergence rate at least two times higher. sm Performance of the smallest-variance-first rule in appointment sequencing. (arXiv:1812.01467v4 [math.PR] UPDATED) By arxiv.org Published On :: A classical problem in appointment scheduling, with applications in health care, concerns the determination of the patients' arrival times that minimize a cost function that is a weighted sum of mean waiting times and mean idle times. One aspect of this problem is the sequencing problem, which focuses on ordering the patients. We assess the performance of the smallest-variance-first (SVF) rule, which sequences patients in order of increasing variance of their service durations. While it was known that SVF is not always optimal, it has been widely observed that it performs well in practice and simulation. We provide a theoretical justification for this observation by proving, in various settings, quantitative worst-case bounds on the ratio between the cost incurred by the SVF rule and the minimum attainable cost. We also show that, in great generality, SVF is asymptotically optimal, i.e., the ratio approaches 1 as the number of patients grows large. While evaluating policies by considering an approximation ratio is a standard approach in many algorithmic settings, our results appear to be the first of this type in the appointment scheduling literature. sm Mutli-task Learning with Alignment Loss for Far-field Small-Footprint Keyword Spotting. Far-field environments are commonly encountered in real-life speech applications, and it causes serve degradation of performance due to room reverberation and various kinds of noises. Our baseline system is built on the convolutional neural network trained with pooled data of both far-field and close-talking speech. To cope with the distortions, we adopt the multi-task learning scheme with alignment loss to reduce the mismatch between the embedding features learned from different domains of data. sm Seismic Shot Gather Noise Localization Using a Multi-Scale Feature-Fusion-Based Neural Network. This letter presents an investigation on the effectiveness of a multi-scale feature-fusion-based network for seismic shot-gather noise localization. Herein, we describe the following: (1) the construction of a real-world dataset of seismic noise localization based on 6,500 seismograms; (2) a multi-scale feature-fusion-based detector that uses the MobileNet combined with the Feature Pyramid Net as the backbone; and (3) the Single Shot multi-box detector for box classification/regression. Additionally, we propose the use of the Focal Loss function that improves the detector's prediction accuracy. The proposed detector achieves an AP@0.5 of 78.67\% in our empirical evaluation. sm WSMN: An optimized multipurpose blind watermarking in Shearlet domain using MLP and NSGA-II. Although access to unauthorized persons can be prevented through cryptography, it cannot be simultaneously used for copyright protection or content authentication with the preservation of image integrity. Hence, this paper presents an optimized multipurpose blind watermarking in Shearlet domain with the help of smart algorithms including MLP and NSGA-II. In this method, four copies of the robust copyright logo are embedded in the approximate coefficients of Shearlet by using an effective quantization technique. Furthermore, an embedded random sequence as a semi-fragile authentication mark is effectively extracted from details by the neural network. Due to performing an effective optimization algorithm for selecting optimum embedding thresholds, and also distinguishing the texture of blocks, the imperceptibility and robustness have been preserved. The experimental results reveal the superiority of the scheme with regard to the quality of watermarked images and robustness against hybrid attacks over other state-of-the-art schemes. The average PSNR and SSIM of the dual watermarked images are 38 dB and 0.95, respectively; Besides, it can effectively extract the copyright logo and locates forgery regions under severe attacks with satisfactory accuracy. sm Estimating Blood Pressure from Photoplethysmogram Signal and Demographic Features using Machine Learning Techniques. (arXiv:2005.03357v1 [eess.SP]) By arxiv.org Published On :: Hypertension is a potentially unsafe health ailment, which can be indicated directly from the Blood pressure (BP). Hypertension always leads to other health complications. Continuous monitoring of BP is very important; however, cuff-based BP measurements are discrete and uncomfortable to the user. To address this need, a cuff-less, continuous and a non-invasive BP measurement system is proposed using Photoplethysmogram (PPG) signal and demographic features using machine learning (ML) algorithms. PPG signals were acquired from 219 subjects, which undergo pre-processing and feature extraction steps. Time, frequency and time-frequency domain features were extracted from the PPG and their derivative signals. Feature selection techniques were used to reduce the computational complexity and to decrease the chance of over-fitting the ML algorithms. The features were then used to train and evaluate ML algorithms. The best regression models were selected for Systolic BP (SBP) and Diastolic BP (DBP) estimation individually. Gaussian Process Regression (GPR) along with ReliefF feature selection algorithm outperforms other algorithms in estimating SBP and DBP with a root-mean-square error (RMSE) of 6.74 and 3.59 respectively. This ML model can be implemented in hardware systems to continuously monitor BP and avoid any critical health conditions due to sudden changes. Full Article
sm An Optimal Control Theory for the Traveling Salesman Problem and Its Variants. (arXiv:2005.03186v1 [math.OC]) By arxiv.org Published On :: We show that the traveling salesman problem (TSP) and its many variants may be modeled as functional optimization problems over a graph. In this formulation, all vertices and arcs of the graph are functionals; i.e., a mapping from a space of measurable functions to the field of real numbers. Many variants of the TSP, such as those with neighborhoods, with forbidden neighborhoods, with time-windows and with profits, can all be framed under this construct. In sharp contrast to their discrete-optimization counterparts, the modeling constructs presented in this paper represent a fundamentally new domain of analysis and computation for TSPs and their variants. Beyond its apparent mathematical unification of a class of problems in graph theory, the main advantage of the new approach is that it facilitates the modeling of certain application-specific problems in their home space of measurable functions. Consequently, certain elements of economic system theory such as dynamical models and continuous-time cost/profit functionals can be directly incorporated in the new optimization problem formulation. Furthermore, subtour elimination constraints, prevalent in discrete optimization formulations, are naturally enforced through continuity requirements. The price for the new modeling framework is nonsmooth functionals. Although a number of theoretical issues remain open in the proposed mathematical framework, we demonstrate the computational viability of the new modeling constructs over a sample set of problems to illustrate the rapid production of end-to-end TSP solutions to extensively-constrained practical problems. sm Robust Trajectory and Transmit Power Optimization for Secure UAV-Enabled Cognitive Radio Networks. However, the secure performance of a secondary network achieved by using physical layer security techniques is limited by its transmit power and channel fading. In order to tackle this issue, a cognitive unmanned aerial vehicle (UAV) communication network is studied by exploiting the high flexibility of a UAV and the possibility of establishing line-of-sight links. The average secrecy rate of the secondary network is maximized by robustly optimizing the UAV's trajectory and transmit power. Our problem formulation takes into account two practical inaccurate location estimation cases, namely, the worst case and the outage-constrained case. In order to solve those challenging non-convex problems, an iterative algorithm based on $mathcal{S}$-Procedure is proposed for the worst case while an iterative algorithm based on Bernstein-type inequalities is proposed for the outage-constrained case. The proposed algorithms can obtain effective suboptimal solutions of the corresponding problems. Our simulation results demonstrate that the algorithm under the outage-constrained case can achieve a higher average secrecy rate with a low computational complexity compared to that of the algorithm under the worst case. Moreover, the proposed schemes can improve the secure communication performance significantly compared to other benchmark schemes. Full Article
