The Pennsylvania General Assembly is taking a mid-session break and will resume session late in January 2018. 2017 was a very busy year and more issues are on the horizon for 2018. Here is the status of the several high priority bills that are on the legislative agenda of the Pennsylvania Catholic Conference. Bills That Made It Through Several bills made it all the way through the legislative process in 2017. One bright spot in the difficult, prolonged budget debate was a $10 million expansion of Educational Improvement Tax Credits (EITC) which will benefit more students in Catholic schools. The Pennsylvania General Assembly took a strong pro-life stand to ban barbaric dismemberment abortions and abortions when the unborn baby is able to feel pain (20 weeks). Both the Senate and the House passed Senate Bill 3 with overwhelming majorities. Unfortunately, Governor Tom Wolf vetoed the measure and there was no vote to override. Governor Wolf did however sign House Bill 1139 into law. This law adds fire stations to the list of safe places where a newborn baby may be placed without penalty. Police stations and hospitals are also safe havens. Incubators will be placed in participating locations to hopefully prevent babies being abandoned in dumpsters or public restrooms. The legislature reauthorized the Children’s Health Insurance Program (CHIP), but not without controversy. An amendment to correct regulations that allow coverage for sex reassignment surgeries for children was taken out of the final bill that went to the governor’s desk. The Pennsylvania Catholic Health Association and PCC will look for ways to address this again without compromising a valuable program that has given thousands of children access to health care. Legislation to address the statewide opioid crisis was signed into law by Governor Tom Wolf. Senate Bill 446 establishes state-regulated minimum quality standards for the licensure of recovery houses that receive funding or referrals from government agencies. This new law is welcomed by the recovery houses operated by many Catholic Charities agencies within Pennsylvania’s Catholic dioceses. The governor also signed the “Right to Try” Act into law which will provide terminally ill patients the opportunity to try experimental treatments, such as investigatory drugs, biological products and medical devices. It will allow access to treatments that have not been fully approved by U.S. Food and Drug Administration. Issues Left To Do There is much more work left to do in 2018. Legislation to create Education Savings Accounts (ESA) is being considered. Senate Bill 2 would give families that live in the boundaries of a chronically underperforming school a grant in the amount of the average state funding per pupil if they withdraw their students from public school. The money could only be used for tuition and expenses in a participating private school, for tutors, or other education expenses. The money would come out of the local school’s state subsidy; any unused dollars would return to the local school. Senate Resolution 174 and House Resolution 609 each condemn the practice of selectively aborting babies with Down syndrome. Although resolutions do not have the force of law, they are useful gestures for raising awareness. Another resolution, HR 519, condemns the free availability of pornography because of the public health hazard it causes to children and families across the Commonwealth. It passed the House Health Committee in November and should be taken up on the House floor soon. The Pennsylvania Catholic Health Association is reviewing legislation that would govern the use of POLST, Physician’s Orders for Life Sustaining Treatment. Senate Bill 623 and House Bill 1196 similarly outline how and when someone would use a POLST in an end-of-life situation. The concern lies in whether or not a qualifying condition must be present for a POLST order to be signed. Beyond these moral issues, the PCC is tracking legislation that tackles social justice concerns as well. House Bill 1076 would create a land bank of blighted properties and transform them into safe housing for the homeless. With opioid addiction continuing its terrible toll on every community, more legislation will be considered including House Bill 825. This bill provides for a central registry of existing emergency drug and alcohol detoxification beds so health care facilities can better serve people with a substance abuse crisis. This is by no means an exhaustive list of public policy issues that the Catholic Conference will review and advocate. Sexual orientation non-discrimination, access to health care, threats to religious liberty, and other proposals are all potential issues on the radar. Fundamental Overview

TSLA is now up more than 40% since the election day as the bullish momentum in the stock exploded following Trump’s victory. This shouldn’t be surprising given that Elon Musk bet big on Trump and the market is now rewarding it.

It looks like the US economy continues not only to do well but also re-accelerating amid the Fed’s easing and the expectations of expansionary fiscal policies like tax cuts and deregulation. Moreover, the manufacturing cycle might be in the early innings of a growth phase, so those are all positive macro factors for the stock.

Tesla, like Coinbase, Bitcoin and Dogecoin, have been the top beneficiaries of Trump’s victory given their direct connection to Trump. For now, there’s no real top in sight as we would likely need a contractionary monetary policy or a notable slowdown in the economy.

The risk going forward is the Fed. If the central bank starts to mention the need of more tightening, then we could see some big corrections in all risk assets. That day though looks to be at least a couple of months away for now.

TSLA Stock Technical Analysis – Daily Timeframe

On the daily chart, we can see that TSLA broke above the resistance zone around the 270.00 level and exploded higher as Trump’s victory became clear. The stock is now trading around the 359.00 level in pre-market. The target should be the all-time high around the 414.50 level but that doesn’t mean it cannot break through and reach new highs.

TSLA Stock Technical Analysis – 4 hour Timeframe

On the 4 hour chart, we can see that we have an upward trendline defining the current bullish momentum. That’s now far away from the current price and it’s unlikely that we will see a pullback into it in the near term unless we get a very hot US CPI report tomorrow.

If we do get there though, the buyers will likely lean on it to position for a rally into new highs, while the sellers will look for a break lower and below the previous resistance now turned support to increase the bearish bets into new lows.

TSLA Stock Technical Analysis – 1 hour Timeframe

On the 1 hour chart, we can see that we have another minor upward trendline defining the bullish momentum on this timeframe. The buyers will likely keep on bidding the stock up with a defined risk below the trendline, while the sellers will look for a break lower to start targeting a pullback into the next trendline.

This week is a bit empty on the data front with the most important releases scheduled for the latter part of the week. Tomorrow, we have the US CPI report. On Thursday, we get the latest US Jobless Claims figures. On Friday, we conclude the week with the US Retail Sales data.

SOFIA, 30 JUNE 2016 – OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Madina Jarbussynova, concluded a three-day trip to Bulgaria on Wednesday with a visit to the Busmantzi Centre for irregular migrants, and commended the country’s ongoing action to fulfil the Organization’s anti-trafficking commitments.

The government-run camp serves as a detention centre for people on the move who are being returned to their home countries.

“We appreciate the support of Bulgaria to the work of the OSCE in addressing trafficking in human beings as a serious transnational threat, as an integral part of organized crime and a gross violation of human rights,” Jarbussynova said.

During the visit, the Special Representative also met with a number of key officials and spoke at a Discussion Forum on migration and human trafficking.

Bulgaria is a source, transit and destination country for human trafficking. It is also affected by the ongoing migration crisis, with large numbers of refugees from Syria and elsewhere currently in the country.

“I know Bulgaria is under particular strain due to the influx of migrants and refugees through its border with Turkey, and recently Serbia, and I am glad to support the authorities in building their capacities to identify potential and actual victims of trafficking among migrants and asylum seekers, and provide adequate protection, in particular to children on the move, including unaccompanied minors,” the Special Representative said.

She discussed these issues with the Deputy Prime Minister and Chairman of the National Commission to Combat Trafficking in Human Beings, Meglena Kuneva, Deputy Interior Minister Tsviatko Georgiev, Deputy Chief Prosecutor Maria Shishkova, Chair of the State Agency for Child Protection, Ofelia Kaneva, General Secretary of the General Labour Inspectorate Executive Agency Georgi Milchin, and several others, including representatives from international organizations and NGOs. Further co-operation with the Office of the Special Representative, including in training initiatives, was welcomed by the Bulgarian authorities.

VIENNA / WARSAW, 29 July2016 – To combat human trafficking,  a comprehensive, co-ordinated and victim-centred approach that includes creating opportunities for regular and safe migration, as well as protecting the human rights of migrants, is urgently needed by all state actors, civil society and multilateral organizations, said senior OSCE officials today ahead of World Anti-Trafficking Day on 30 July.

Multiple and complex security challenges such as armed conflict, the spread of violent extremism and radicalization leading to terrorism and climate change, have recently pushed millions of people into mass, mixed migration flows throughout the OSCE region, putting an increasing number of  them at risk of being trafficked.

OSCE Secretary General Lamberto Zannier emphasized that “effective and early identification of potential victims and the fight against the impunity of perpetrators need to be at the core of any resilient security governance strategy. This is particularly important within the context of mixed migration flows, which expose already vulnerable individuals to trafficking syndicates.”   

“Human trafficking is a grave violation of the human rights of its victims – human beings who are exploited, most often for profit,” said Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR). “A victim-centred approach, placing the protection of all human rights at the heart of efforts to prevent and end trafficking, is essential if we are to ensure that anti-trafficking measures do not further threaten the safety, dignity and rights of those we are responsible to help and protect.”

OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings Madina Jarbussynova stressed that crisis situations are placing strenuous challenges on already vulnerable groups within and around the OSCE region. “As we join the efforts of the United Nations on this World Day against Trafficking in Persons to raise awareness and promote the protection of rights and dignity of all, any protective measures should first and foremost be conducted in the best interest of potential victims, especially amongst irregular migrants, asylum seekers, internally displaced persons and unaccompanied minors.” Focusing on the complex nexus between trafficking and conflict situations, Ambassador Jarbussynova will on Monday start a week-long official visit to Ukraine to raise awareness of human trafficking threats.

Participants reviewed current legal precedents on defamation-related cases, discussed national legislation and its compliance with international standards as well as recommendations to the Supreme Court’s draft decree.    

 “The OSCE advocates for the full decriminalization of defamation and the fair consideration of such cases in dispute-resolution bodies or civil courts,” said Colin McCullough, Political Officer at the OSCE Programme Office in Astana. “This is crucial to promoting freedom of the media, to effectively expose and fight corruption, and to eliminate the excessive protection of senior officials from legitimate public criticism.”

Bolat Kalyanbekov, Head of the Information Support Division of the Supreme Court of Kazakhstan, said: "Today's public hearings create a precedent for additional expert understanding of regulatory decrees. This is a relatively new format for meetings and it allows us all to hear expert opinions and conclusions on the issue, as well as to receive comprehensive recommendations on it.”

The event was supported by the OSCE Programme Office in Astana in co-operation with the Supreme Court of the Republic of Kazakhstan, the US Agency for International Development, the Eurasia Foundation for Central Asia and the International Fund for the Protection of the Freedom of Speech Adil Soz. Presentations will focus on new approaches and methods of legal protection, the legal institute of investigative judges in criminal proceedings, international guarantees for lawyers’ legal security, collection of evidence, and the questioning of witnesses. The interaction of lawyers with citizens, officials conducting criminal proceedings, the media and social networks will also be discussed.

“It is of utmost importance to ensure adequate conditions for the training of judges, prosecutors and lawyers as the equal actors of the lawsuit,” said Ambassador György Szabó, Head of the OSCE Programme Office in Astana. “The Bar, as an independent institution, is responsible for ensuring the professional development of defence lawyers. As demonstrated by the current training, the OSCE stands ready to support efforts in this direction”

Kadirzhan Baimukhanova, Deputy Head of the Republican Bar Association, said: "In the current conditions of rapidly developing legislation, such training seminars on the legislative novelties are crucial in ensuring the high professionalism of defence lawyers."

Other topics covered by the training course are new information technologies, e-government, relevant ethical and professional requirements as well as national and international standards and best practices.

The seminar is the first in a series of four planned for this autumn. Future events will take place in Almaty, Aktobe and Ust-Kamenogorsk. The series is part of the Programme Office’s long-standing efforts to strengthen the rule of law and support judicial reform in the host country.
