The G20 needs to go structural, social, and green! With fiscal and monetary policy room nearly exhausted, structural reforms are the best choices, sometimes the only choice. The OECD battle cry in this regard has been unchanged since 2008: “go structural!”.

Getting more women into work is a priority goal of G20 policy, but gender inequality is a barrier. To overcome this, the OECD, ILO and others have identified ways forward.

As G20 leaders look distraught at a global economy that is faced with weak growth, high unemployment and rising income inequality, they should repeat to themselves that this is not inevitable.

The United Kingdom’s economy is projected to expand this year and next, but challenges remain to boost productivity and make future growth more inclusive, according to the OECD’s latest Economic Survey.

This paper presents an overview of the situation of youth in OECD countries since the financial crisis, describing the characteristics and living conditions of young NEETs. It provides data on income-support policies for young people, and summarises available evidence on the impact of interventions that aim at improving the social, education and employment situation of the most disadvantaged youth.

Encouraging more people to work later in life would help Poland meet the challenges of a rapidly ageing population. Latvia should step up its efforts to improve the employment prospects of young people by continuing to reform its vocational education system and pursuing the commitments made as part of the Youth Guarantee to further reduce the share of young people under 30 who are not in employment, education or training.

Apprenticeships provide opportunities to build up new skills and knowledge both on and off the job. When they are of high quality, apprenticeships promote a smoother transition from school to work for young people, giving them a good start to their working careers.

The seminar was organised by IPRASE, provincial institute for research and educational experimentation, instrumental body of the Autonomous Province of Trento, the Autonomous Province of Trento and the OECD LEED Trento Centre. Latvia faces a huge demographic challenge. Since restoration of its independence in 1991, the country lost more than a quarter of its resident population.The report "Investing in Youth: Latvia" states that investing in youth, by upgrading skills and promoting employment, is a priority if Latvia wants to offer its young people a positive outlook and address the demographic challenge.

Average wages can vary markedly between socio-economic groups (gender, native- and foreign-born; high-skilled and low-skilled parents; workers of different ethnicities; age). These differences between groups of workers contribute to high overall wage inequality.

Regional disparities in the supply and demand of skills do exists in many OECD countries. Local level actors need to be equipped with the right tools and capacities to develop innovative employment and job creation strategies tailored to their local conditions.

Discussion on how technology helps measuring skills shortages in real time

Today the OECD is launching a new project with JP Morgan and Chase Foundation to measure and analyse skills needs in a harmonized way across countries. Experts from various countries and fields of discipline are meeting at the OECD to discuss methodological issues involved in developing a cross-country indicator of skill needs. By informing policy, this new data tool will make strides towards addressing skill shortages.

Analysis relying on a new OECD measure of the routine intensity of occupations shows the extent to which countries differ in the share of employment accounted for by routine jobs. It finds that while technological innovation is always associated with higher employment, ICTs correlates positively with employment in all occupations but not in high-routine jobs. Finally, offshoring need not hurt routine-intensive workers.

The OECD LEED Programme launches this "Call for Initiatives" to extract what local authorities and other actors know works, what the new scenario is demanding and how equipped they are to respond.
