An initiating condition for initiating the measurement of a Closed Subscriber Group (CSG) cell and/or a Hybrid cell is preset by the network side. The measurement of the CSG cells and/or Hybrid cells is initiated by a User Equipment (UE) when the initiating condition is satisfied. The UE automatically initiates the measurement of the CSG cell and/or Hybrid cell when the UE is close to its own footprint area or fingerprint area.
