Maharashtra BJP leader and former CM of Maharashtra Devendra Fadnavis, on Wednesday paid a visit to Saint George, GT and Nair Hospitals where he met frontline workers including hospital deans, superintendents, doctors, nurses, and policemen who have been leading India's fight against the COVID-19 pandemic.

The 49-year-old BJP leader not only interacted with the frontline workers but also complemented them for their exemplary service for the nation during coronavirus epidemic.

At Saint George Hospital, situated in Fort, Devendra Fadnavis met superintendent Dr. Khobragade, Dr. Gaiakwad, while at GT hospital he spoke to Dr. Shingare and Dr. Deshpande and at Nair hospital he interacted with Dean Dr Joshi.

While visiting these hospitals and interacting with the doctors, Fadnavis not only thanked the corona warriors but also reviewed the coronavirus situation in the state and especially in Mumbai.

Coronavirus Lockdown: KDMC stays decision to keep out locals working in Mumbai

The Kalyan Dombivli Municipal Corporation (KDMC) on Wednesday put on hold its controversial decision to deny entry to local residents employed for
essential services in Mumbai, which has reported the highest number of COVID-19 cases in Maharashtra, after a furore.

Apart from KDMC, the municipal corporation of Ulhasnagar and municipal councils of Ambernath and Badlapur-- all in neighbouring Thane district--had announced similar decisions on Tuesday.

However, only KDMC has stayed the decision, which was supposed to come into force from May 8 and remain effective till May 17, during the period of the extended lockdown. The announcement to suspend the decision was made on Wednesday by KDMC commissioner Vijay Suryavandhi.

Issuing an order, the KDMC commissioner had on Tuesday appealed to the Brihanmumbai Municipal Corporation (BMC) and other establishments to arrange for the stay of their employees who travel from KDMC to Mumbai.

"Many COVID-19 cases found in Kalyan-Dombivli and Ulhasnagar municipal corporations traced the source of their infection under the BMC limits. "Unless we stop people from moving between these cities and Mumbai, we cannot control further spread of COVID-19," said officials from both the municipal corporations.

Ambernath and Badlapur municipal councils have given options to their residents who travel daily to Mumbai to either stay in the metropolis from May 8 till May 17, or to avoid going to work and stay at their homes. Meanwhile, several nurses and employees of the state
government and the BMC have expressed their concerns over the decision of the KDMC and Ulhasnagar.

"What will happen to daily chores if I stay here in Mumbai for more than a week. My son is not even three-year-old, who will look after him?" said a nurse from state-run Nair Hospital who travels from Dombivli via bus.

"It is not an issue of one or two days. Everyone is scared of coronavirus infection. We feel safe when we go home and spend time with our family members. We can not simply stay
in Mumbai. I am not even sure about what kind of facilities we will be provided if we choose to stay in Mumbai," said a BMC staffer.

However, several health officials attached with these municipal corporations and councils have said that more than 50 per cent of COVID-19 cases in the metropolitan areas were
traced to Mumbai. "Some people returned from Mumbai have infected local residents, which has further stressed our already fragile health infrastructure," they said.

Congress leader and Mumbai city guardian minister Aslam Shaikh said the issue would be discussed at the state government level.

"This is the time to applaud the coronavirus warriors. The people who travel from KDMC, Ulhasnagar, Badlapur and Ambernath to Mumbai are nurses, BMC employees and other officials who are required to work in this crisis. We should be respecting their efforts.

"There are some places identified in Mumbai where temporary arrangements for accommodation can be arranged for people working in hospitals and other essential services. The state government will discuss the issue and decide further," he said.

However, Shiv Sena leader and Thane guardian minister Eknath Shinde said that no such decision will be taken without consulting the authorities concerned. Earlier in the day, Thane Municipal Corporation Commissioner Vijay Singhal suggested that similar decision--to
ban entry of local residents working in Mumbai--can be taken.

Kalyan MP Shrikant Shinde expressed the need for a proper staying facility for the people who travel to Mumbai to avoid further spread of coronavirus infection. "Such arrangement can be made in Mumbai city," he said. Millions of working-class people commute daily to Mumbai in local trains and other transport for work from Thane, Navi Mumbai, Virar, KDMC, Ulhasnagar, Ambernath, and Badlapur.

Coronavirus outbreak: Mumbai's COVID-19 cases cross the 12,000 mark

The city's record for the highest number of COVID-19 cases reported in a single day increased to 769 on Wednesday as the total count reached 12,716. Bracing for more cases in the coming days, the civic body is planning to set up additional COVID-19 care centres in various open spaces across the city.

Civic officials said that the new COVID-19 centres will come up at Mahalaxmi Racecourse, Nehru Science Centre, MMRDA grounds in BKC, Mahim Nature Park and NESCO ground in Goregaon. Once the work is complete, civic officials said that the current capacity of 14,000 beds will increase to 34,000 beds. For critical patients, the capacity will be increased from 3,000 beds to 4,750 beds in hospitals like Nair, KEM and SevenHills. Additionally, ICU beds will be set up at the centre in NSCI.

The G South ward (comprising Worli) with 903 cases and G North (comprising Dharavi) with 888 cases, continued to have the highest concentration of positive cases. While three deaths were reported from the G South ward, one was reported from Dharavi where a 64-year-old male resident of Naik Nagar died on Wednesday. Civic officials from G North ward said that 68 new cases were reported in Dharavi, eight in Dadar and 11 in Mahim. Civic officials in G South ward said 25 new cases were reported on Wednesday.

State health officials reported 1,233 new cases in Maharashtra and the total count of COVID-19 cases now stands at 16,758. There were 34 COVID-19-related deaths on Wednesday of which 26 were in Mumbai which included one patient who was a resident of Uttar Pradesh, three in Pune, three in Akola and one each in Jalgaon and Solapur.

While 18 of the deaths involved patients who were senior citizens, 13 of them fell in the age group of 40-59 years and 27 of the patients were suffering from other ailments. Till date, Maharashtra has had 651 deaths due to COVID-19 and till date, 3,094 COVID patients have been discharged after a full recovery. Currently, more than 2 lakh people are under home quarantine while 13,107 people are kept at quarantine facilities.

Days after an advocate moved the Delhi High Court (HC) against Vir Das's Netflix show Hasmukh, claiming that it maligned the legal profession, the HC came to the stand-up comic's aid, observing that the essence of democracy is the liberty given to creative artistes. On Wednesday, Das welcomed the order dismissing the advocate's plea and said in a statement, "Yesterday, in the Delhi High Court, in the middle of the pandemic, there was a hearing. A hearing about my show where a fictitious comedian does jokes about a fictitious lawyer... As artistes we are taught to accept feedback humbly, and I do so knowing that my work always has, and will polarise people. But if we can accept that these actions go a little beyond feedback, I hope I've earned the right to respectfully respond." He added that having spent a decade trying to make people laugh, he knows that "comedy, of all genres, does more good than harm." "Offence is taken, not given. I humbly thank the High Court for its support," the comedian signed off.

Mumbai: BMC allows reopening of single electronics, hardware shops

The Brihanmumbai Municipal Corporation (BMC) on Wednesday night amended its previous order and allowed reopening of standalone electronics and hardware shops in the city during the coronavirus-enforced lockdown. Civic commissioner Praveen Pardeshi said there was an urgent need to keep such shops open to some extent. "It has been observed that many essential and life- saving medical equipment, IT systems related to health systems and machines,vehicles are in a state of disrepair due to closing down of electronics and hardware shops.

"Hence, there was an urgent need to keep such shops open to some extent," read the BMC's amended order signed by Pardeshi. Pardeshi directed all assistant commissioners of wards to permit one standalone electronic and hardware shop on each road to remain open during the lockdown. According to BMC officials, in view of the order some electronics and hardware shops could be opened from Thursday.

On Tuesday night, Pardeshi, in an order, had directed closure of all non-essential services, including liquor shops, in the city.

Mumbai crime: MCA secretary, 3 others booked for opposing burial of COVID-19 victim

Mumbai Cricket Association (MCA) secretary Sanjay Naik and three more members were booked by Bandra police for obstructing burial of a COVID-19 dead body in Muslim Kabaristan. The incident occurred on Tuesday when a dead body of a COVID-19 patient was taken to Naupada Kokani Kabarastan by Raza Academy members for burial. Naik claimed that he objected to the burial as members who had come with the dead body didn't have proper documents.

A few weeks ago, residents near Naupada Kokani Kabarastan objected burial of dead bodies who were COVID-19 patients. The matter went to Bombay High court which rejected the petition of the residents. The matter went to Supreme Court which redirected matter to High court and reportedly allowed burial in between.

The controversy upscaled on the night of May 5 when a 45-year-old died of Coronavirus in Jaslok Hospital. Raza Academy members who had been appointed to carry out the burial rushed to Naupada Kokani Kabaristan. "When we reached Kabaristan, we found that the BMC officials mentioned a Kabarastan of Bandra East, so the permission was changed to Bandra West in Konkani Kabarastan," said Sabir Nirban, member of Raza Academy. "But while burial was going on, Sanjay Naik came with some men opposing it", he said.

Sheikh Izaz Shamshuddin, resident of Bandra registered a complaint against Sanjay Naik, Muzaffar Zarif Khan, Yunus Muzaffar Khan, and Akbar Zarif Khan. 

"We tried to have a word with the men but they weren't listening. They told us about the court orders but we told them that orders are in favour of burial in this particular kabarastan, but they didn't listen to us. Cops came to spot and we finally decided to register a complaint at the Police station," said Shamshuddin.

Bandra police took cognizance of the matter and filed the offence under IPC section 341 (wrongful restraint), 269 (Negligent act likely to spread infection of disease dangerous to life), 270 (Malignant act likely to spread infection of disease dangerous to life), 188 (Disobedience to order duly promulgated by public servant) and 34 (Common intention) and relevant sections of Epidemic Act 1897. 

Talking about the incident, Sanjay Naik said, "The people who had come with the dead body didn't have any proper permission. They buried the dead body even before we objected, some ran away when we came, it was all fishy. There were many people around hence we didn't create any ruckus." When asked about the offence, he said, "I am not aware of the offence, I wonder what offence they have registered against me". 

Nirban, one of the members of the task force formed by the government has requested the Police Commissioner to take stringent action against such trouble makers and make a precedent for others who cause undue hardships to people working for the society. "Special attention must be given for their protection to overcome this task. These dedicated workers are risking their lives for the society and we must pray for their health and support them morally in this noble cause," Nirban said. 

Swapna Mhatre, local corporator said, "There was some issue with permission of burial but it was resolved later. There is a sense of fear among residents as the burial ground is in the residential zone. I would suggest authorities to choose grounds which are away from residential zones."

DCP (Zone 9) Abhishek Trimukhe confirmed the registration of offence, "The offence has been registered and the investigation is on," he said.

'Goodfather' is one of the biggest Hollywood cult classic of all times. The dialogues in the film are so popular that even Mumbai Police, being themselves, played around with words and used it in their latest post on Instagram, to share the importance of wearing masks.

In the post, the police department shared a meme with a still from the film and played around with its famous line, "I'll make him an offer he can't refuse' to 'I'm gonna offer him a mask he can't refuse.' Mumbai: Western Railway works on war footing to make city monsoon ready

The Western Railway has worked intensively on the 2020 pre-monsoon works for Mumbai suburban railway while maintaining proper protocol of COVID-19.

A glimpse of some activities

Tree Trimming: Trimming of tree branches alongside the tracks is being done which are infringing with overhead wires in order to avoid tripping in monsoon. Till now total 158 trees have been trimmed.

Insulator Cleaning: Cleaning of insulators is a major precaution against flashing of the insulator during man soon showering. The fitting of the bridges were also checked where clearance are critical. This will help to avoid tripping in monsoon. Till now total 1,395 insulators have been cleaned.

Bird Nest Removal: This is the season of bird breeding. The bird used to make nests in OHE structures. These nests are identified during foot patrolling and live line inspections and such identified bird nests are then removed from structures. Till now total 454 bird nests have been removed.

Bird gel: The non-toxic bird deterrent gel is also applied on overhead structures and cantilevers to prevent birds from landing on overhead structures thus avoiding the nests. During locked down bird gel at total 969 points have been applied.

Cross over checking: Most of the suburban section is having unregulated overhead wires and due to temperature variation, the overhead wire of cross overs may get disturbed. To overcome this problem, all cross overs were checked hot line by tower wagon and 22 of them adjusted in power blocks.

During the lock down period despite availability of only 10-15% of the regular field staff it has been ensured that important works for monsoon preparation are going on as per target in suburban section of CCG-VR section

Sufficient number of point machines have been readied by signal workshop and kept as spare for replacement in case of monsoon flooding. Vulnerable signal boxes have been raised in flood prone areas. Staff have been continuously imparted training for monsoon drills.

Earth-resistance of Telecom installations of Churchgate-Virar Section are being checked and maintained at the desired level.

Routers, Switches, LAN Extenders, wire connections of UTS & PRS are being checked, cleaned & where there is wiring issue same is being replaced. Earth resistance of these equipment are also checked.

Testing & cleaning of Train Indicators for Suburban as well as Mail/Express trains, Public Address System is also being done.

Various equipment installed in Telecom OFC rooms of Churchgate-Virar section are also being cleaned. Checking & cleaning of different cards of these equipment are also in progress.

Power Plants for various Telecom equipment are also being maintained. Process of taking measurement of battery voltage, Charger voltage, AC supply voltage cleaning the connection terminals, cleaning battery-charger etc are in progress.

Mumbai: BJP slams BMC after hospital places COVID-19 patients with dead bodies

A video purportedly showing bodies of COVID-19 victims lying unattended near coronavirus patients at a civic-run hospital here has surfaced, following which a BJP MLA hit out at the Shiv Sena-ruled Brihanmumbai Municipal Corporation. Latching on to the video, BJP legislator Nitesh Rane said this shows the Brihanmumbai Municipal Corporation (BMC) does not pay attention to the safety of patients.

The video purportedly showed some bodies lying near COVID-19 patients undergoing treatment at the Lokmanya Tilak Municipal General Hospital in Sion area of Mumbai. Rane tagged the video in a tweet on the micro-blogging site on Wednesday night. "The Sion hospital has shown utmost negligence by letting COVID-19 patients sleep among the bodies of those who died of the same disease. The BMC boasts of being the richest civic body but pays no attention towards the safety of patients," the BJP leader said on Thursday.

He noted that the hospital in Sion mostly gets patients from Dharavi, the biggest slum area in the country. "Is this how we treat our working class? Such carelessness of the medical staff and the Sion hospital could result in further spread of coronavirus infection," he said. As the video stirred a controversy, the hospital's dean Dr Pramod Ingale said relatives of the those who died of COVID-19 are reluctant to take the bodies. "That is the reason why the bodies were kept there unattended. We have now removed the bodies and are probing the matter," he said.

Asked why the bodies were not shifted to a mortuary, Ingale said, "There are 15 slots in the hospitals mortuary of which 11 are already filled. If we shift all the bodies to the mortuary, it will be a problem for bodies of those who died of causes other than COVID-19." Till Wednesday, Mumbai reported 10,527 COVID-19 cases and 412 deaths.

Mumbai: Central Railway starts prepping for Mumbai rains amid lockdown

With monsoon around the corner, the Central Railway this week said its preparations to tackle the Mumbai rains were on full swing during this lockdown.

More than 15 excavators have been deployed along with more than 250 desilting labour for cleaning drain and culverts around the railway tracks. The desilting work is in full swing as never before in the past in Mumbai suburban because of the lockdown, which otherwise could never have been possible without implementing a block.

A senior official said three muck special trains are running on daily basis removing huge quantity of muck/ debris. Till now, in Mumbai suburban, around 70km drain cleaning and 42 culvert cleaning has been completed.

The first round of drain and culvert cleaning will be completed by May 15 and second round will be completed by June 15, said CR officials. As part of preparedness, loads of muck have been removed from the railway tracks, to ensure flooding does not take place on tracks during heavy rain days. The total muck disposed off so far via muck special and by road is 59,000 m3.

Coordination meetings are being conducted along with BMC authorities. Several new initiatives have been put in place by the Central Railway as part of the preparedness for monsoon this year. Culvert augmentation works is in progress at Kurla carshed and Wadala for the free flow of the stormwater to avoid flooding in flood prone areas.

In addition, an aerial survey over tracks is also conducted to ascertain the constraints for the free flow of the stormwater. Plan is to increase the number of pump to 110 heavy-duty diesel and electric pumps for fast drainage as compared to last year to ensure free flow of the stormwater so that the water is drained out quickly from the tracks and train operations are not disrupted.

During the monsoon period from June 1 to September 30, monsoon booklet for railway staff is also under preparation. The book will have the dates of the high tides to help the staff be on full alert mode on these particular days.

Rainfall will also be monitored in real-time through Automatic Rain Gauge System of civic authorities. So, all necessary precautions have already been taken and planned to avoid interruptions in the operations of the train during the monsoon season.

COVID-19 in Mumbai: This is how migrants are brought to train stations

The process of sending daily-wage labourers to their hometowns has started, with three trains leaving from Panvel carrying 3,600 people on board so far. But, the long-awaited exercise seems to have mocked all rules of social distancing. While most migrants themselves are unaware of why physical space is critical to maintain, the authorities took them to the railway station in packed buses or police vehicles.

Since last week two trains have left for Madhya Pradesh and one for Bihar. One of the special trains left for Madhya Pradesh on Wednesday night and around 1,200 workers were accommodated in it. The expenses were paid for by the MP government and the food was given to the migrants by local authorities. However, the buses and police vehicles in which they were brought to the station were fully packed. Some people even stood at the door as the seats were occupied. "Bhaiyya ab social distancing ka pata nahi. Bus humko ghar pahucha do. (We don't know what is social distancing. We only want to go home). We are in such trouble. We can't stay here for another day with kids as we don't have enough money to feed our family," said Devendra Saket, a daily wage worker who was brought in a bus with his child and wife from Uran.

'Paid for medical check-ups'

"These are very difficult days and we have been praying to God that no one should suffer like this. We don't have a single rupee in hand and are totally dependent on people and the government for food till we reach home. We were also charged R100 for a medical check-up," he added. Many of the migrants claimed they had to pay Rs 100 per person for medical check-ups which were done at the police stations before they left.

Priti Saket, another migrant brought to Panvel from Uran in the same bus along with her husband and six-month-old daughter said, "We don't want to say anything to anyone. We just want our kids to be safe. At least we won't sleep hungry. We were stuck for a month we just want to go home," she said. Priti also said she was charged R100 for a medical check-up.

'Glad to go home'

"I was staying in Kamothe and was quarantined for 14 days and now brought to the station. My medical check-up was done free of cost. The only problem I faced here is food. But at least the government has realises our pain and is sending us back home," said Ankit Goyal, who belongs to Satna district of MP.

"I was trying to register myself since the day it was announced that trains will go from Panvel to MP. I got my medical check-up done, the police helped us in filling the forms and doing other formalities. The buses were fully packed with around 60-70 people, but we are happy that at least now we are going back home," said Prakash Saket, who was traveling to MP.

"Third train left from Panvel today early morning to Habibganj (MP) with 24 coaches and 1,200 passengers. MP Govt bore the ticket charges of passengers, food and water provided by the local authorities. A great team effort of police , railways and revenue Dept." The Navi Mumbai Police Commissioner, Sanjay Kumar, said in his official twitter handle on Thursday.

Asked about the migrants' claims of being charged for medical check-ups, he said they seem to have visited private clinics. "If it was done by private medical practitioners, we can't help," Kumar told mid-day.

The authorities are facing several challenges on ground to send the migrants home. "The biggest challenge was issuing medical certificates. Hundreds of migrants have rushed to the police stations, hospital's and private clinics to get medical certificates, exposing themselves to the pandemic. The medical certificate wasn't required, people should have been screened at railway stations and allowed to go. The respective states should arrange isolation facilities for them there," said a senior government officer.

Collector shocked

The Collector of Raigad expressed shock that the migrants were taken to the station without regard for social distancing.

"It is extremely shocking if migrants were taken to railway station in fully packed buses and police vehicles without maintaining social distancing. There are clear guidelines to the administration about the transportation of migrants. I will look into it and ensure that this isn't repeated. We will give fresh instructions to the concerned department," said Nidhi Chaudhary, Collector, Raigad.

Chaudhary also said that a special train to Odisha has been cancelled on Thursday after the Orissa High court's order asked that all citizens re-entering the state had to have certificates specifically saying they were COVID-19 negative. At least 1,200 migrants were ready to leave on Thursday after completing all formalities including general medical check ups.

Around 1.5 lakh migrants stay in Raigad district, of these 66,000 have applied to leave the state. At least 14,000 passes have been issued to stranded tourists and others who are going by their private vehicles with only three persons in one vehicle as per the rules.

Mumbai: 'I was horrified, my dad began to panic', reveal COVID-19 victim's kin

What started as an effort to get treatment for his diabetic father suspected to have contracted COVID-19 soon turned into a horror story for a 29-year-old who discovered bodies wrapped in plastic on beds in Sion hospital's emergency and COVID-19 ward, while his breathless father was made to share the bed with other patients. A video of the man's experience on April 20 went viral on social media and BJP leader Nitesh Rane tweeted it late on Wednesday.

The video shows bodies wrapped in black-coloured plastic kept on beds right next to patients and their relatives in what is supposed to be a ward in Sion hospital, which has set up a committee to probe the matter.

The Chembur resident had taken his 63-year-old father to Lokmanya Tilak Municipal General Hospital (commonly known as Sion hospital) after he complained of fever and weakness. "My father was having difficulty breathing. I did not want to take him to a government hospital but I had no choice except to go to Sion hospital," he said.

At 1.30 pm at Sion hospital, the man was asked to take his father to the emergency ward. "After an X-ray, the doctor said my father has pneumonia and they were almost certain that he had COVID-19. They cleared a bed and asked him to lie on it. Soon, another woman was told to lie next to him and a senior citizen was told to sit near his feet," the man said. His father was given an oxygen mask to help him breathe.

Just when the man was certain he did not want to keep his father at the hospital, he noticed a bed behind a curtain. A closer look revealed a body covered in plastic on the bed. "I was horrified and my father started to panic. The doctors kept saying that they will admit him and shift him to another ward but nothing was happening. Then, a friend of mine arranged a bed at Seven Hills Hospital," he said.

The man was asked to go to ward no. 5 — supposed to be a COVID-19 ward — to sign discharge papers. "Patients' relatives were inside with them in the ward, which is not allowed. I saw at least three beds with bodies piled on them and patients being treated right next to them. We had always heard about how bad government hospitals are. But I never imagined this," he said.

The man took his father to Seven Hills in an ambulance at 6.45 pm, where he is currently being treated and was taken off ventilator support on Wednesday.

Rane has also complained to Maharashtra's Governor and said the hospital has admitted the video is authentic. "The enquiry is pointless since the hospital is aware of what it is doing. This enquiry is a farce. Hospital authorities say that relatives are not collecting bodies and they have no idea about proper disposal of COVID-19 affected bodies. The state has failed to deal with the situation and the Centre should step in," said Rane. He added that the issue is arising from the lack of proper guidelines on the disposal of bodies of COVID-19 patients.

BJP leader Kirit Somaiya complained to the Indian Council of Medical Research (ICMR) on Thursday. "Currently, bodies are being wrapped in plastic due to the shortage of bags for disposal. Relatives and not ready to take the bodies due to which they are kept in the ward. I have asked ICMR to address this issue," he said.

'Enquiry to verify'

Dr Pramod Ingle, acting dean of Sion hospital said, "From the look of the tiles and hallway, it seems like Sion hospital. However, an inquiry will have to verify. A local committee of Sion hospital officials has been set up on Thursday and they have been given 24 hours to submit a report," said Dr Ingle.

Mayor Kishori Pednekar said that the bodies were accumulating since relatives of patients were delaying in collecting them.

"Relatives are not taking bodies. However, if they give permission, the corporation will dispose of the bodies. But now, the bodies will be stored outside the wards," she said.

COVID-19 in Mumbai: 77 inmates, 26 cops at Arthur Road Jail test positive

As many as 77 inmates and 26 policemen at the Arthur Road Jail have been infected with the novel Coronavirus, said the home minister on Thursday. A total of 200 prison inmates and staff members were tested after a prisoner and two staffers were found positive for COVID-19.

ROn Monday, a 50-year-old undertrial was found to have contracted the virus, after which two more jail staffers also tested positive.

200 tested so far

Of the 200 tested so far, reports of 97 have come back negative. Sample of the 300 others, who shared the barrack with the infected people, will be collected on Friday.

While the undertrial is being treated at JJ Hospital, the administration is in the process of getting others the required treatment. All of them will be shifted to GT Hospital and St George on Friday. Arthur Road Jail or the Mumbai Central Prison has a capacity of 800 inmates but currently it houses more than 2,000 prisoners.

Home minister Anil Deshmukh said, "A total of 103 people have been found corona positive, including 77 prisoners and 26 Jail Police. The process of admitting all of them to the hospital for treatment is underway."

Cook may have been the carrier

To prevent the spread of COVID-19 in prisons, seven jails were locked down, preventing entry and exit of new accused and staff. But, the authorities suspect they contracted the virus from a cook who had caught the infection. Thane Jail, Kalyan Jail, Taloja Jail and Yerwada Jail in Pune are among the prisons where the restrictions have been placed.

Mumbai to have four COVID-19 care railway stations

As a precautionary measure against the rising COVID-19 cases in the city, Mumbai got four COVID Care railway stations on Thursday.

The four stations - Mumbai Central, Dadar (western), Bandra Terminus and Panvel are among the 215 stations across the country shortlisted by the Union Health Ministry, where rail isolation coaches will be parked as COVID-19 care centres in case COVID cases continue to rise in the city.

These coaches will act as quarantine and isolation centres for city patients.

A senior official confirmed the development and said considering the possibility of an increase in cases, railway coaches would be put to use. The Union Ministry of Health and Family Welfare chalked out a detailed list on Wednesday night. Elaborating further he said, separate coaches have been planned for suspected and confirmed patients to avoid cross-infection.

"The special train coaches will be cleaned and disinfected as per protocol and handed over to the authorities. Later, officials will map at least one COVID dedicated hospital for each train so that the patient can be shifted in case of an emergency," he said.

"Basic arrangements like ambulances etc for shifting the patient shall be made available by the state with paramedical staff. The train will be provided with watering arrangements, proper electricity connections and maintenance," he added.

He said the contact number of local railway authority would be shared with the state where the train is stationed and wherever required, catering arrangements shall be made by IRCTC/ Commercial Department with Railway Protection Force (RPF) ensuring suitable security. Guidelines have also been issued for proper signage to be placed outside railway stations, platforms and near the location of coaches.

COVID-19 heroes gather Mumbai's biomedical waste, make kin understand importance of their job

Encouraging everyone around him to stay indoors, Mayur Jadhav himself has been visiting various containment zones in Lokhandwala and Oshiwara wearing a PPE suit for three to four hours daily. A frontline worker, Jadhav does the risky job of collecting bio-medical waste from residential buildings and COVID-19 quarantines.

Amid the Coronavirus-caused lockdown, people are asked to put household waste in black bags and bio-medical waste — gloves, masks and items touched by COVID-19 patients, staffers at a quarantine facility — in yellow bags.

Like Jadhav, conservancy workers dealing with bio-medical waste are trained for the task. Jadhav, 30, resides at Durgadevi Chawl, Vakola and after weeks of practice, he is comfortable with the job. "Initially, I was worried as I had heard many were getting sick. But once we get the hang of it, we do the work without problems. Every day, we put sanitiser and spray disinfectant on the yellow bag and wait for five minutes before loading it on the vehicle meant only for yellow bags," he said. In K West ward, there are over 650 COVID-19 cases and over 300 containment zones.

'Made wife understand'

Rishikesh Dhotre, 43, is among the workers residing far from his workplace and spends over 10 hours outdoors. He leaves his Nalasopara residence 4:45 am for Worli and returns home around 3:30 pm. "I was nervous as we were visiting places everyone was asked to avoid. My wife would fight and ask why I am the one to go. But gradually, I understood the precautions we have to take and explained them to my wife. She is worried but understands the importance of the job," Dhotre said.

While Dhotre is glad to have access to fresh PPE kits every day, he also has to contend with how hot it gets during the three-hour collection.

Worried about family

Conservancy workers constantly worry about their family members, especially senior citizens at a higher risk of infection. Sarthak Chandramani, 29, works in G North ward comprising Dharavi. He takes extra precautions once he reaches home as he has a two-and-a-half-year-old daughter and 63-year-old father.

"I don't touch my phone after wearing the PPE and I call my family before I reach home. They have strict instructions to leave the house and keep a bucket of hot water and soap near the door. They are only allowed to enter after I have soaked my clothes in the bucket and gone for a bath," he said.

Chandramani often picks up medical waste falling out of the garbage bags with his hands. "People often overstuff garbage bags and then they can't be tied. Waste falls out from overflowing bags and we have to disinfect it, put back in the bag and disinfect the bag again," he said. Chandramani lives in BDD chawl, another high-risk area.

After the recent death of a civic official on food-distribution duty in Dharavi due to COVID-19, the BMC is screening all staffers. Kiran Dighavkar, assistant municipal commissioner, G North ward, said, "We have around 900 labourers collecting waste and there are 200 containment zones in this ward. We conduct screening once a week and check for fever with infrared thermometers. We have also counselled staffers to immediately report symptoms," he said.

Where is biomedical waste taken?

Medical waste is taken to a biomedical facility managed by the Maharashtra Pollution Control Board at Deonar. Amar Supate, principal scientific officer with MPCB said that since March 29, the facility has processed 11 tonnes of COVID-19 waste from Containment Zones and other biomedical waste.
"The yellow bags are directly put into the incinerator. Other kinds of plastic waste, glass vials, injections or syringes and scalpels are sterilised with sodium hypochlorite and then shredded for recycling," Supate said.

On its social media accounts, you'll thus find team members narrating the story of the ancient Indian Chera coinage in Malayalam, Marathi and Hindi. "Beyond the boundaries of the Tier-1 cities, interesting content or pedagogy is not available in languages other than English. Since we call ourselves a museum without boundaries, we thought we should create content in the vernacular. Our stories and collections are from all over India. We have such a diverse legacy; it should reach as many people as possible. We're using artifacts from our collection to supplement the storytelling," founder Paul Abraham told this diarist. 

CMs, don't forget the arts

Last month, we reported in this section that the Assistance for Disaster Affected Artistes (ADAA) formed by artistes and cultural practitioners Shubha Mudgal, Aneesh Pradhan, Rahul Vohra, Arundhati Ghosh, Sameera Iyengar and Mona Irani, had exceeded its target for donations collected to support artistes hit by the pandemic. Now, the group has appealed to the chief ministers of Indian states with model funding schemes and action plans to support the arts and culture community.

"While several relief schemes have been announced for various sectors, and several individuals and arts organisations are also launching fund raising campaigns and relief measures, finally, it is the government that controls policy matters. Our letter and proposed action plans are gentle reminders to our law and policy makers that along with an economic emergency, the country also faces a cultural emergency," Mudgal told this diarist.

In its constant attempt to bring more Indian LGBTQIA+ content to the fore, Kashish Mumbai International Film Festival (India) is now inviting Indian filmmakers to submit narrative screenplays based on stories from the community for a film production grant, Kashish QDrishti Film Grant 2020.

"The grant has been awarded to films that were in competition for the film festival earlier. This time, we have opened it out for scripts. We have also raised the grant amount to Rs 2 lakh from the earlier Rs 1 lakh," Sridhar Rangayan, festival director, told this diarist. "We want to nurture the LGBTQIA+ film industry and help produce and distribute their content".  

Rooting for the raaga

Mumbai Green Raaga by Tender Roots Academy of Performing Arts by Banyan Tree Events in association with Municipal Corporation of Greater Mumbai (MCGM) has taken the online route, too. Having supported young artistes in the past, the web format promises to do the same. They have already made available 15 such videos on their social media. "It can never be the same as a live experience. But we are featuring young talent to the world in inspiring capsules from the archives," Mahesh Babu, founder and MD, Banyan Tree Events, said. 

Beard today, gone tomorrow

Musician and chef Sahil Makhija of Headbanger's Kitchen saw people on social media shave off their beards during the lockdown and friends could bet he wouldn't. "They said they'd donate Rs 5,000 if I did. The seed of the idea was sown and I put up a poll on my YouTube channel. I shaved my beard live for COVID-19 relief donations," Makhija told this diarist. He has managed to raise $370 through the live session and Rs 8,500 through a Facebook post about the same. "I will split the amount between charities providing PPEs for doctors, and those catering meals for stranded people," he said.

Mumbai: Digital content creator accuses 3D printing startup of 'profiting off a pandemic'

A 3D printing startup in Mumbai has been accused of not fulfilling its part of the deal in a crowdfunded project initiated by a Delhi-based content creator to provide equipment to frontline health workers.

In March, Kusha Kapila contacted Boson Machines (BM) to provide 3D printed face shields for medical personnel at an initially agreed price of R150, by raising Rs 900,000 on Ketto.

With an industry standard yet to emerge, there were a lot of debates between Kapila and BM over the price and the number of masks to be made for raised amount."We then settled on R19 lakh for 18,000 masks," said Kapila. "Even this meant that a shield would cost Rs 105, which was still higher than the price of other 3D printers. The price was again reduced to Rs 75, before they finally agreed to R60. At the same time, the fundraising goal was also increased to Rs 21 lakh. They already had orders and capacity for 14,500 masks and we wanted to help as much as we could."


Kapila’s tweet tagging Aaditya Thackeray where she called out Boson

Boson was paid around Rs 13 lakh for the 14,500 face shields, and the remaining money was with Ketto, to be paid after the second batch of shields were dispatched.

The story gets muddled at this point, with Kapila taking to Twitter on May 1, accusing the company of not honouring its commitment and claiming even Rs 60 per mask was steep.

"After many enquiries, and [BM co-founders and brothers] Arjun and Parth Panchal's consistent unavailability, they finally sent a cost breakdown that I forwarded to various industry experts for verification."

In another tweet, Kapila alleged BM charged more than market price. Both Kapila and Ketto also claim that BM had been evading their questions.

"As of today, suppliers charge anywhere between Rs 35 and Rs 50 for a shield of the same quality," Kapila told mid-day. "This suggests that BM is trying to profit off this fundraiser. Profiting off a pandemic is shameful and anti-national. For instance, the cost of the plastic frame is quoted as R80 and they could only justify Rs 27. That's a difference of Rs 53. Further, the visor cost is quoted as Rs 30, but we found out that a sheet costs Rs 8. The tally says BM has delivered 10,700 pieces but we don't know if this has actually happened. As of today, Boson owes [me and Ketto] Rs 6,76,000," Kapila said.

By this, Kapila means BM has to return her and Ketto R6,76,000 from the initial Rs 13 lakh paid, as per her calculations. "The last time I spoke to them, which is when we reached a price of Rs 60, they agreed to return the money but later said their CA would get in touch and have ghosted me since," said Kapila.

BM claims it has already delivered 10,700 face shields to 19 hospitals and other institutions across the country, including Mumbai's Sion Hospital, Kasturba Hospital, KEM Hospital, Wadia Hospitals—and even the BMC.

In an email to mid-day, BM refers to Ketto Online Ventures Private Limited as the buyer, and not Kapila. "We are unaware of the role of Ms Kusha Kapila with the buyer, M/s Ketto Online Ventures Private Limited, and whether she is authorised to represent the company in commercial matters," it said.

BM also alleged Ketto owes them an outstanding R1,31,063 from the orders that they had already fulfilled.

"We have seen the statement put out by Boson and our legal team is taking necessary steps," said Varun Sheth, of ketto.org.

Mumbai: Tested negative yet can't leave hospital, says COVID-19 patient

The issues regarding hospitals that are treating COVID-19 patients continue to increase. Patients at one of the dedicated facilities for COVID-19 treatment in Mumbai, Seven Hills Hospital, claim they are not getting tested and are even neglected. They have also been complaining of lack of medicines and cleanliness.

A 35-year-old woman, a dialysis patient, was taken to Seven Hills Hospital on April 12. "I tested positive for COVID-19 and within seven days I tested negative. But after another seven days I again tested positive. This is because there is no provision to isolate positive patients from suspected ones. All are in the same ward," she said.

The patient further stated, "After finally testing negative, I was not discharged as there was some spelling error in my report. I am stuck in the hospital with positive patients around me," she said.

Other patients also recalled the horror in the 'posh' hospital. "The bed sheets haven't been changed for the past 5 days, we don't get breakfast on time. Some patients are taken for dialysis at 9 am, but many times they don't undergo it. The plates are never picked up after meals," said another patient.

"The nursing staff is so scared that they don't come forward to help. A couple of days ago a patient fell in the bathroom, when she tried to get off her wheelchair after waiting for an hour for help. Patients helped her," said yet another patient. Another male patient who fell had the same experience.

Official speak

When asked about the patients' allegations, the administration said they will look into them. "Till now, we have received good reviews about the hospital administration and management, except for few instances. But, this is sad. This should not happen with anyone. I will get the information and act accordingly," said Dr Daksha Shah, deputy director of the BMC health department.

Rajesh Tope: COVID-19 cases in Mumbai will decline in 15 to 20 days

Maharashtra Health Minister Rajesh Tope on Friday expressed confidence that Mumbai will see a sharp decline in COVID-19 cases in the next 15 to 20 days. Speaking to PTI, Tope said joint secretary of the Union Health Ministry Lav Agarwal was in the city on Thursday to discuss the situation here. "All ward officers were present at the meeting, which was also attended by Chief Minister Uddhav Thackeray. We discussed corrective measures that were being taken," the minister said.

Agarwal suggested that containment zones be properly demarcated and contact tracing, testing and treatment of positive patients should be done in these areas, Tope said. Early detection will bring down the mortality rate, the minister said, adding that the government plans to increase institutional quarantine facilities. "The Centre wants us to increase disease surveillance in the congested areas to stop the spread of the virus," he said.

With the steps taken by the government, the pandemic will be contained in the next 15 to 20 days in Mumbai, the minister assured. The state government plans to rope in workforce from other departments if the Brihanmumbai Municipal Corporation falls short of manpower, the minister said, clarifying that there was no shortage of funds.

Of the 17,974 COVID-19 cases in Maharashtra, 11,394 were reported from Mumbai alone and the city had recorded 437 deaths from the toll of 694 in the state.

Mumbai Crime: Man booked for kidnap, rape in Palghar

An offence was registered against a 19-year-old man for allegedly kidnapping and raping a girl from Mokhada village in Maharashtra's Palghar district, police said on Friday. The Palghar police on Thursday registered a case against the accused under sections 376 (rape), 363 (kidnapping) and other provisions of the Indian Penal Code, while no arrest has been made so far, public relations officer Hemant Katkar said.

The accused, who was reportedly in love with the 18- year-old victim, allegedly kidnapped her on April 18 and raped her in captivity for two days, he said.

The victim subsequently escaped and lodged a complaint on Wednesday, following which a case was registered, the official said, adding the further investigations were underway.

Coronavirus Outbreak: Mumbai Police uses music to urge people to follow lockdown rules

With the cases of coronavirus continuing to surge in Mumbai, the Mumbai Police has been pulling all stops to ensure the safety of the people. The police department has been active not just in the public space but on social media with their public interest messages urging people to respect the lockdown and follow the precautions put in place by the government.

In their latest post on Twitter, the Mumbai Police has posted a series of posters used some of the famous musical bands’ names such as Backstreet Boys, Linkin Park, Oasis and U2 to make sure people follow the lockdown rules.  The police department urged their followers through slogan coined with puns asking people not to visit Linkin Park,  reminding ‘U2’ stay home and that your home is your ‘Oasis’.

The Mumbai Police said in the caption, “Stay indoors, for we are on the streets, playing your favourite safety tunes with our 'Band-o-bast'.

The post shared on Thursday morning has garnered more than 1,900 likes and was retweeted 333 times. Users commenting on the post lauded the the police department’s creativity on their social media posts.

Coronavirus Outbreak in Navi Mumbai: Vashi APMC market to be shut from May 11 to 17

With the cases of Coronavirus continue to surge in the city, the Agricultural Produce Market Committee (APMC) has decided to suspend its operations from May 11 to 17.

The market committee has decided to shut all five markets, that include onion-potato markets, spices, fruits, vegetables and grains. The decision was made as cases among the market participants have been rising in spite of strict guidelines put in place to maintain social distance.

Navi Mumbai mayor Jaywant Sutar had urged the Maharashtra government to shut the APMC Market in a bid to stop the movement of people as many of the customers come from Mumbai to the travel to buy their stock of groceries.

The APMC Market in Vashi is the largest supplier of fruits, vegetables, grains and spices to the Mumbai Metropolitan Region.

Mumbai: Praveen Pardeshi transferred, Iqbal Chahal is the new BMC chief

Amid allegations of hospital mismanagement and with the rise in COVID-19 cases in Mumbai, the Maharashtra government completely overhauled the top administrative set-up of the Brihanmumbai Municipal Corporation (BMC) , by transferring commissioner Praveen Pardeshi and two additional commissioners on Friday.

Iqbal Singh Chahal will replace Praveen Pardeshi as the new chief of BMC. Pardeshi will take charge of urban development department in Mantralaya which was headed by Chahal. Ashwini Bhide, who was waiting for a posting after the Metro 3 controversy and subsequent transfer, was appointed as the additional municipal commissioner along with ex-Thane civic Sanjeev Jaiswal, who also joined Bhide in the same capacity. The will replace incumbent Babasaheb Jarad and Jayshree Bhoj, who were transferred.

Talks of possible clash of opinion between Pravin Pardeshi and his political and administrative bosses in Mantralaya seems to have proven correct even as the opposition parties said on Friday that the Shiv Sena-led government was trying to underplay its failure by shifting the blame to the bureaucrats by transferring them.

Coronavirus in Navi Mumbai: Kamote declared as contaminated zone

To tackle the spread of Infection, Panvel Municipal Corporation has taken a big decision. Contributing more than 40% cases in the tally of Covid-19 cases, Corporation has decided to declare entire Kamothe node as containment zone from Friday night. No travelling outside Kamothe will be allowed for common citizens, also residents will be allowed to step out only for buying essential things. Only employees working in essential services will be allowed to enter or exit the area.

Panvel Corporation area till now has reported 138 Corona cases till now. Out of these cases, 54 are from Kamothe node. To tackle the spread, Corporation was thinking of taking some strict action, finally it has decided to declare entire Kamothe node as containment zone.

The node is spread over 2.76 Square kilometer, having population of 1.13 lakh rupees. "Kamothe is contributing more cases than rest of the area, so we needed to take some strict action. As per standard practice, we were sealing a building as containment zone where positive case gets detected, but now we have decided to declared entire node as containment zone" told Ganesh Deshmukh, Municipal Commissioner of Panvel Corporation.

No travelling of persons will be allowed inside Kamothe from Friday night, only essential services employee including Medical practitioners, Government and Corporation employees, security personnel will be allowed after providing ID cards.

BMC chief Praveen Pardeshi transferred amid peak pandemic chaos in Mumbai

AMID allegations of mismanagement of the COVID-19 crisis, the state has completely overhauled the top rung of the BMC by transferring civic chief Praveen Pardeshi and two others on Friday. Iqbal Singh Chahal replaces Pardeshi.

In addition to urban development, Pardeshi would also look after the water resources department. Pardeshi, a celebrated disaster management expert, who shot into limelight after managing the aftermath of the Latur earthquake very effectively as the collector, has been the most sought-after bureaucrat in planning relief and rehabilitation.

Ashwini Bhide too was waiting for a posting after her Metro III issue with Shiv Sena and a subsequent 'punishment' transfer. Along with many other IAS colleagues, she was deputed to the BMC for a special task after the Coronavirus break-out. She would now be a full-fledged empowered officer. Ex-Thane civic chief Sanjeev Jaiswal has also joined Bhide as an additional commissioner. He was waiting for a posting after leaving Thane where he served a record time.

Abasaheb Jarhad and Jayshree Bhoj, who were recently appointed in the BMC, have been shifted to make space for Bhide and Jaiswal. Two additional commissioners — P Velrasu and Suresh Kankani — have been spared.

Clashes in Mantralaya

Murmurs of clashes between Pardeshi and his political and administrative bosses in Mantralaya seemed to have proven right even as the opposition parties said on Friday that the Shiv Sena-led government was trying to find a scapegoat for covering the failure of the political set-up in Mumbai.

Since Mumbai's woes have been unending with the spread of the virus and the expose of BMC-run Sion hospital where bodies and patients were placed together in one ward and a COVID-19 patient's escape, made the government red-faced. Pardeshi and his team of additional commissioners, who were new to the city, invited criticism time and again. Sources said Pardeshi had several arguments with chief secretary Ajoy Mehta who preceded him as BMC chief. Pardeshi served as Devendra Fadnavis's principal secretary in the CMO before getting BMC chief's post in the previous political regime. Considering his seniority, he has also been in the reckoning for the CS office.

'Transfers no solution'

Jarhad replaced relief and rehabilitation secretary Kishorraje Nimbalkar who has been transferred as Public Works Department (PWD) secretary. Manoj Saunik will be an additional CS of the all-important finance department. He has been holding dual charge of PWD and finance. Bhoj has been sent to Maharashtra Small Scale Industries Development Corporation as its managing director. Opposition leader in the legislative council Praveen Darekar said the government was masking its failure by finding scapegoats. "Transferring bureaucrats isn't the right approach to mend things. The government should be able to make good policies and make bureaucrats implement them," he said.

Mumbai: BMC doubles capacity of Corona Care Centres 2

The Brihanmumbai Municipal Corporation (BMC) has increased the capacity of Corona Care Centres (CCC) for positive asymptomatic people double fold, with the help of schools, college buildings and pandals on open plots. The city now has 37,343 beds reserved for people who are positive but don't have any symptoms. One-fourth of the city's patients are in these centres. The maximum number of these CCC2 facilities is in wards which are on the top with high numbers of COVID-19 cases.

While the institutional quarantine centres (CCCs) have over 7,000 high-risk contacts with a capacity of little more than 20,000, the BMC is now focusing on the Corona Care Centres 2 (CCC2) which deal with positive asymptomatic patients. The maximum number of facilities is available in E (Byculla), L (Kurla), M east (Govandi, Mankhurd), M west (Chembur) and S (Bhandup) wards where the number of patients is increasing significantly.

With the Shreeniwas Mill building have a capacity of 3,000 beds, two parking lots with 1,000 beds, NSCI club of Worli with 500 beds, and some schools, G south ward has 5,568 beds for asymptomatic positive patients. Byculla has 2,605 beds with an 850 beds centre in a hall and a pandal. With more than 900 cases in Dharavi, G North ward utilised the space of Dharavi College to set up another 700 beds facility. C ward used gymkhana lawns and buildings on Netaji Subhash Road for more than 1,200 beds.

L ward erected pandals in Somaiya ground and Kurla ST Depot for 2,000 beds, M west ward uses the Swami Vivekanand College building for 1,200 beds and M east ward with densely populated slums used MHADA buildings for a 700 beds facility.

As of today, 2,233 people are in CCC2. "Hardly 6 per cent of the beds are occupied so far. But the BMC is preparing for the worst scenario," said a BMC official.

Migrants with Mumbai address in Aadhaar can't take special trains

Even as the desperation to reach their homes continues, migrant workers stuck in Maharashtra are faced with a new challenge. Most of their applications for returning home have been rejected by the authorities concerned as they have their local addresses on their Aadhaar cards. Even though they have their voter ID cards and ration cards on their phones, lack of printing facilities is proving to be another major hindrance

The migrants from Mumbai, Thane and Navi Mumbai who have their local addresses on their Aadhaar cards are not being allowed to return, as they have no other way to prove that they are non-residents of this state. Some of them claimed that they had come to Mumbai only for work and got the Aadhaar card made to open bank accounts and procure sim cards and driving licence. A number of migrant labourers working at different power looms in Bhiwandi are natives of Bihar and Uttar Pradesh but they can't avail the government's Shramik Express facility for the same reason. The police and collector offices believe that as they have their local addresses on Aadhaar cards, they are Mumbai residents, and hence would not be allowed to go to any other state.

Currently, in Mumbai around six lakh migrants want to return to their hometowns in Uttar Pradesh, Bihar, Andhra Pradesh, Rajasthan and others. Of the total, 2 lakh people have a Mumbai address on their Aadhaar cards.

Speaking to mid-day, youth Congress president of Mira Bhayandar, Deep Kakde said, "Till now applications of more than 3,000 migrants have been rejected because they have a Mumbai address on their Aadhaar cards. These people have been working in the city as labourers. We have prepared a list of the names of those whose forms have been rejected and we are trying our best to send them home." "Some of them are also lying and hiding the truth. An entire family claimed that they are migrants whereas they have been running a shop in Mira Road for the past 20 years. How can we trust people?" he asked.

Illegally done

According to sources, most of the migrants get their Aadhar cards made illegally from various centres. Once they get a job in Mumbai, they have to open a bank account for which they need the Aadhaar card. Sources further said that with the help of the company owner, they submit a R100 stamp paper and a document saying that he stays at the company address in the city. Based on this document they can open a bank account and even get a driving licence.

Migrants speak

Speaking about the problems they have been facing, Saket Rai, who is originally from Uttar Pradesh said, "I have been working as a labourer at a steel transportation company in Bhayandar for the past five to six years. I am originally from UP but as I am working in Mumbai, I got the Aadhaar card made on the local address with help from my company owner. I submitted my form after standing in the queue for six hours but it got rejected. I had also submitted my medical fitness certificate from a doctor. I have other documents like ration card and voter ID card but even they have been rejected."

Rajnath Arjun Rajbhar, who works in a godown at Worli, said, "My form also got rejected because I submitted an Aadhaar card with a Mumbai address. I live in a rented accommodation in Bhayandar and have no money left. I have spent all of it on groceries and rent and now it's impossible to survive. I want to go back to my home in Uttar Pradesh."

Another migrant, Chandrabhan Yadav said, "I have been working at a steel company in Bhayandar for the past five years. After marriage I got my wife and two kids here from Uttar Pradesh. I'm a daily wager and have already exhausted my savings. I want to go back home now. My forms also got rejected because my Aadhaar card has a Mumbai address. The government should allow us to go back as we can't survive here."

Ishwar Paswan, a resident of Koderma in Jharkhand, has been working in the city as a cab driver. Speaking to mid-day, he said, "I had submitted my form at the Vile Parle police station a week ago but have not got any response yet. I guess it has been rejected as the address mentioned in my Aadhar card is of Mumbai but I am originally from Koderman. Don't know how I'll go back."

A power loom daily wager, Madan Shah, who hails from Bihar's Madhubani district, said, "I have a Bhiwandi address on my Aadhaar card. I had gone to the authority concerned with my application, but they turned me away after checking the address. I don't know how to go back home now. I may start walking to Madhubani because the government is not helping me." Mahesh Kumar Sahu too has been working at a Bhiwandi power loom since years. "After the government rejected my application, I asked my relatives to send my election and ration cards to prove that I hail from Bihar. I got my Aadhaar card made here because it was needed for opening a bank account," said Sahu.

Another power loom worker, Rajendra Gupta said, "I had registered online four days ago to travel by train to Madhubani district, but I'm yet to get any update."

Registration process

Migrants need to fill the application forms and submit it to the police with their valid documents. The cops submit them to the collector office and Mantralaya for verification. The collector office scrutinises the forms and the valid ones are then sent to the Mantralaya for getting their tickets.

Usha Jitesh Vora, a Vidhan Sabha booth committee president, said, "From a list of 1,200 people we have, applications of more than 400 have been rejected due to the address problem. We have submitted the names of these 400 people to the Mantralaya for permission."

'Govt should allow them'

When contacted, an UIDAI source said, "Aadhaar card is not a mandatory document as a resident proof. The government should ask for other documents from migrants and allow them to travel after verification. If any migrant wants to update the address with the MLA certificate, they can do it online because Aadhaar card centres are closed now."

Mumbai now has 12,142 COVID-19 cases, toll soars to 462

With 1,089 confirmed infections on Friday, the total cases of the COVID-19 has increased to 19,063 in Maharashtra, including 12,142 in Mumbai alone. Meanwhile, the total number of cases in Dharavi has crossed 800 and five patients who had died earlier were on Friday confirmed to have the virus.

Civic officials of G North ward said that 25 new infections were reported from Dharavi, including five cases in Matunga Labour Camp. So far 26 people have died of COVID-19 in Dharavi.

One Dadar resident was also among the 25 deaths reported in the city on Friday. Dadar also reported the highest daily spike in cases with 21 infections, including 15 from Kirtikar Market. In Mahim a 93-year-old woman is among the 11 new cases reported on Friday.

The BMC said of the 748 new infections, around 200 patients had tested positive between May 4 and May 6 but their names were added to the list on Friday. The civic officials said several teams are carrying out door-to-door survey for influenza-like symptoms to ensure early identification and treatment of suspected COVID-19 cases.

State health department officials said that across state, 37 new COVID-19 deaths have been recorded, including 10 in Pune and one each in Jalgaon and Amravati. Twenty-seven of them were suffering from other ailments and 17 of them were senior citizens. The total death toll due to COVID-19 in Maharashtra is 731.

Meanwhile, the clinical trial to use plasma therapy to treat COVID-19 patients with serious symptoms is yet to begin as no patient at Nair Hospital fits the criteria set by the Indian Council of Medical Research. Civic officials said majority of the critical patients are admitted at KEM Hospital, so an application was filed last week to include the hospital for the trial. KEM Hospital Dean Dr Hemant Deshmukh said they are expecting the approval from the ICMR in a day or two.

School of thought

The trying times that we are living in have taken their toll on all sections of the society, including schools, especially the not-for-profit standalone ones, like the Kandivli-based Akshara High School. However, closure for nearly three months has meant a sudden drop in donations and pending fees. To ensure that its 250 students have a school to come back to, they have started an online fundraiser. "Akshara is a place where students learn science through baking, mathematics in the playground, and lessons beyond textbooks. But the parents of most kids in our school have faced pay-cuts or job losses. With donations thinning, we are struggling to keep the school running, and hence, we decided to start the fundraiser," said founder Mridula Chakraborty. An online tribute to Kaifi saab

In January last year, actor Shabana Azmi, lyricist Javed Akhtar, director Feroze Abbas Khan, and musicians Shankar Mahadevan and Ustad Zakir Hussain had joined hands to organise Raag Shayari, a grand performance meant to pay tribute to poet Kaifi Azmi on his birth centenary. It interpreted Azmi's greatness in different ways, with Mahadevan singing some of his poems, and Akhtar reciting some others in Urdu while Hussain played the tabla to add music to the verses.

That same show was broadcast digitally yesterday on the occasion of the noted poet's death anniversary, and Hussain said, "Shabana ji and Javed saab had put together Raag Shayari, and it was under their guidance and thanks to brilliant composing by Shankar Mahadevan that we were able to put together a fitting and reverential tribute to Kaifi saab, the legend. It was a special privilege to me to be part of this performance."

Silence of the arts

Isolation often creates fodder for the artistic mind, and auction house Christie's recently released a list of 10 master painters who created masterpieces themed on solitude. Frida Kahlo, who's included in the list, once said, for instance, "I paint myself because I am so often alone, because I am the person I know best." Adieu to the old banyan tree

There was one unexpected casualty in the heavy unseasonal rains that lashed Pune recently. An old, beautiful banyan tree that stood witness to the frenetic hustle and bustle of men and mounts at Pune's iconic racecourse was uprooted. An open shed and some part of the seating area was damaged. Two small television sets were also smashed. Surendra Sanas, chairman, Pune Turf Clubhouse committee, said it was unfortunate to lose a precious tree that stood as a sentinel for so many years. The other damage, Sanas said, is not as alarming. "We are waiting for the insurance formalities to be completed after which restoration with the aid of a few workers staying within the premises will start," he said.

Mumbai Crime: Case against club members for defying lockdown

A case has been registered against office-bearers of Bandra Gymkhana in the city for violation of lockdown after a video purportedly showed members celebrating its completion of 85 years despite the lockdown restrictions.

A lawyer filed a complaint saying that a video on social media showed Gymkhana members singing and dancing during the celebration of completion of 85 years of the club, a police officer said.

A case under IPC sections 188 (defying public servant's order) and 269 (act which may spread infection) was registered against office-bearers and some members, he said, adding that probe was on.

Mumbai: Kin of BEST staffer dying from COVID-19 to get job

The civic-run Brihanmumbai Electric Supply and Transport (BEST) undertaking on Friday said it would recruit a kin if any employee dies due to the coronavirus infection while on duty. It would be in the Class II or IV categories depending on the kin's educational qualifications, an official said. "Employment will be provided to the wife or son or unmarried daughter of a deceased employee.

If the person who died is a bachelor, then the job would be given to his brother or unmarried sister," an official said.

Mumbai Crime: 363 cases registered over social media posts on COVID-19

Maharashtra Cyber has registered 363 offences of rumour mongering, spreading misinformation, hatred and fake news on social media during the COVID-19 lockdown, an official said on Saturday. The state police's cyber wing has been monitoring online activities to prevent the spread of misinformation about the COVID-19 pandemic. As many as 196 persons were arrested for sharing or uploading objectionable posts, videos and photographs on social media, the official said.

In Sangli district, a case was registered against some people for uploading a Tik-Tok video about a particular community being responsible for the pandemic and also using abusive language against prominent social reformers, he said. At least 14 offences were registered by the cyber wing in the district since the lockdown was enforced, he added.

Similarly, in Parli town of Beed district, some persons were booked for a social media post linking the spread of COVID-19 to a particular community, he said, adding that the district had recorded highest number of cyber offences during the lockdown. Of the 363 offences registered so far, at least 155 cases were related to WhatsApp forwards, while 140 were for objectionable Facebook posts, the official said.

The cyber wing had deleted at least 101 objectionable posts from social media platforms during the lockdown, he added.

Mumbai Crime: 2 police officers, constable injured in chopper attack

Two police officers and a constable were injured after a 27-year-old man attacked them with a chopper in south Mumbai early today, police said. Karan Pradip Nayar, president of Silver Oaks estate near Breach Candy, attacked the policemen who were on routine 'nakabandi' duty at 1.30 am, senior police inspector of Marine Drive police station Mrityunjay Hiremath told PTI.

The policemen, all deployed at the Marine Drive police station, received injuries on their shoulders and hands and were taken to the state government-run JJ hospital, he said. "When our policemen saw the man walking with a large chopper near the Pransukhlal Mafatlal Hindu Swimming Bath and Boat Club, they tried to stop him. He ran away and they chased him. When they tried to catch him, he attacked them with the chopper," Hiremath said.

Nayar, an architecture graduate, has been arrested, the police officer said, adding a case has been filed against him under various sections of the IPC, including 307 (attempted murder) and also the Arms Act. DCP Zone 1 Sangramsinh Nishandar reached the spot immediately after the incident and made arrangements for the medical treatment and accommodation of the injured policemen, he said.

When Elon Musk revealed his newborn son’s name, X Æ A-12, he took the internet by storm. Even as the Tesla and Space X explained the meaning of the name, the buzz around it refuses to die down. Mumbai Police, taking a cue from Musk, posted a hilarious cryptic lockdown mandate.

The police department took to Twitter and asked their followers to solve this cyptic lockdown mandate that was written with characters Æ, b, 8 and a home emoji.

The post that was shared on Friday was quick to catch people’s attention and many tried to decipher the tweet. From answers ranging from ‘Aye, ghar baith’ to ‘All be at home’, the Twitterati realized that the Mumbai Police was asking people to stay at home. Some people also lauded the creativity of the police as they cashed on a trending topic and posting as a public service message.

Mumbai Crime: Couple kills senior citizen for scolding after finding them in compromising position

A man has been arrested killing a senior citizen for scolding him and his partner after finding them in compromising position. The accused, identified as Karan Singh Yadav (30), was nabbed by cops from the Shanti Nagar Police in Bhiwandi from a quarantine facility in Parbhani whereas his partner is absconding.

The deceased, Krushna Joshi (72) owned a room in a chawl at Temghar pada. He had rented the room to Yadav’s partner, identified as Lata alias Jyoti Rathod (35). Yadav would often visit Rathod in her home. In April, when Joshi had gone to collect rent, he found the Yadav and Rathod in compromising position. Joshi then scolded the couple and warned Rathod to stop bringing her friends to the room.

According to the police, Rathod and Yadav, enraged by Joshi’s comments, decided to kill him. “On the night of April 11, the couple found Joshi alone at his house and hit him with a stone," said an officer, adding that the duo fled the city the same night.

On  April 12, when Joshi’s son, who stays closeby, tried to contact him, he didn’t respond.  He then rushed to Shanti Nagar Police station and filed a missing person report against his father. The police launched a search for Joshi and found that Rathod also went missing the same night. Senior Inspector Mamta D'Souza formed a team under the leadership of Assistant Police Inspector Amol More and Shailesh Mhatre and started the investigation.

The officer said that they found Rathod’s address in which it was mentioned that she is a native of Parbhani. We didn't have any other details such as her mobile number or the CCTV footage of the spot of the incident, so we decided to go to Parbhani to find her" told API Shailesh Mhatre. "When our team went to Parbhani, we visited the place mentioned in address but there was no one stay there of this name," he added.

The cops then decided to check quarantine centres in the district made for people coming from other districts. "We found a name similar to that of Rathod’s partner, Yadav. We then immediately interrogated him and he confessed to committing the crime, but Rathod is still absconding,” said API Mhatre.

During interrogation, Karan told the police that, he dumped Joshi’s body in a well near the chawl. The police team came back to the city and recovered Joshi’s body, which was found to be completely decomposed. An offence has been registered against Yadav and Rathod under IPC section 302 (murder), 201 (disappearance of evidence) and 34 (common intention of committing the crime).

Mumbai Food: Versova restaurant offers authentic Awadhi fare

A wooden horse at the entrance of Basanti reminds us of Hema Malini's beloved companion, Dhanno, from the runaway hit Sholay. However, Twinkle Keswani of Silver Beach Entertainment and Hospitality says the theme has "nothing to do with the film. The name reflects the restaurant's inherent Indian roots."

The interiors, designed by Minnie Bhatt, are a burst of bright colours and yet, strangely soothing. A minimalist look, restrained use of wall decorations, generous space between tables, and French windows create an illusion of space.

Awadhi delights
A few Punjabi staples aside, the menu has a distinct bent towards Awadhi cuisine. Chef de Cuisine Salim Qureshi of the famed Qureshi gharana brings family recipes and secret ingredients to Basanti. Head chef Rohan D'Souza says, "Chef Qureshi would carry a bag of ingredients that he would guard fiercely. We coaxed him to share his secrets."

The starter, Galawat ke Kebab, (Rs 365), is where chef Qureshi shows off his Lucknowi roots. The lamb is cooked to perfection such that the medallions melt in our mouth, while the spices tantalise our taste buds. The Nihari Gosht (Rs 390), from the Subz aur Salan section of the menu, consists of generous portions of lamb that fall right off the bone. The gravy of yoghurt, cooked with ginger, saffron and other spices, makes the dish pungent and calming, all at once. We savour a few vegetarian dishes, too - Bhindi Naintara (Rs 270) and Paneer Do Pyaza (Rs 290) are comfort picks. The Dal Ek Khaas (Rs 250), which is slow-cooked for hours, with dollops of butter added at intervals, is a hit at the table.

Paan's labyrinth
Finally, it is time to savour the paan menu, which is peppered with curious names: Ice Paan, Fire Paan, Vanilla Paan, Pineapple Paan and Butterscotch Paan. The man behind the counter, Sumeet Kokate, previously worked at Tara Paan, a famous paan hangout in Nashik.

He proudly reveals that he was trained by 'guru' Tarasingh Shinde, who has supposedly created over 100 varieties of paan. Having learnt the ropes from the best, Kokate went on to experiment some more, while also borrowing from his guru. The result is a range of delicious betel-leaf treats. We start with the Blackcurrant Coffee (R85), where the leaf is dipped in a layer of melted chocolate. At first, we taste the sweet chocolate, but when we bite through the leaf, we experience a burst of flavours - fruity black currant and an after-taste of bitter coffee. The Fire Paan (R145) is all drama - cloves that hold the leaf together are set alight. You are to put the flaming paan right into your mouth to douse the flame. The fiery clove coats the palate, followed by kattha, gulkand, mukhwas, and other paan staples. The Ice Paan, on the other hand, is filled with crushed ice.

The Pineapple Paan (Rs 85) comes with a coating of the fruit and sugar paste. Inside, we taste sweetened coconut flakes, cardamom powder, gulkand, and mukhwas.

The establishment may have put out their disclaimers about Sholay, yet Amitabh Bachchan's gimmicky hit tune, Khaike Paan Banaraswala, comes to mind as we exit Basanti.

Mumbai Food: Enjoy authentic Manipuri cuisine at this pop-up in Chembur

Growing up in a conservative home in Imphal, Keisham Kunjakishor Singh, who goes by the names Keisham or Bung, wasn't allowed to cook chicken and pork in his kitchen. "My parents never stopped us from eating it but we couldn't cook meat inside our home. So, I would bring the stove to our courtyard, and smoke pork outside. I also remember learning how to smoke fish at the age of 10. That is considered vegetarian in most Manipuri homes," says the 35-year-old Manipuri fashion designer based in Mumbai, who moonlights as a home chef. This Sunday, he will offer a taste of both vegetarian and non-vegetarian fare from the northeastern state, at the pop-up titled Manipuri Chakhum, presented by Authenticook.

Take a veggie walk
The meal features 10 dishes, including Singju, a popular street snack served at female-run stalls known as potphams. It's a salad made using cabbage, lotus root and fenugreek leaves, laced with several herbs. For the mains, you can seek comfort in Mangal Ooti, a dal featuring whole yellow peas cooked with bamboo shoot, brought in from his native town. "I travel to Imphal every month and return with seasonal herbs, black rice, bhut jolokia and spices like bay leaves, Chinese chives and ginger. We grow most of them in our backyard," says Keisham.


Chakhao Kheer

He'll use the pungent chive leaves in Maroi Bori Thongba, a curry with black gram and lentil dumplings, while the other spices will be used in Kangsoi, a popular Manipuri version of a stew made with fresh, seasonal vegetables like tomatoes, cabbage and potatoes. "I grew up on this stew, and sticky rice. I'll use my mother's recipe to make it," he adds.

Also on the vegetarian menu is Chamfoot, a simple, steamed vegetable salad. Keisham has prepared accompaniments like Soibum Iromba (fermented bamboo shoot chutney) and Kanglayen Iromba (dry mushroom chutney).

Know the difference
The non-vegetarian menu stars Baah Gajor Gahori Tender, where chunks of pork are cooked with bamboo shoot and bhut jolokia chilli. "The Manipuri style of cooking pork is vastly different from Naga pork, which usually is just boiled or steamed. We use several spices to cook the meats. I make my own spice mix with coriander, cumin, fenugreek seeds, and asafoetida."

Similarly, Yen Thongba, or chicken curry, is prepared by shallow frying the meat first and then boiling it in water to thicken it as gravy. The pop-up also features Nga Ataoba Thongba, comprising Rohu fish that is fried and curried in tomato. Keisham will also offer sticky rice that has been wrapped and cooked in lotus leaf. "It's the most traditional way of cooking it. The leaf infuses an aroma into the rice. For dessert, there's Chakhao Kheer cooked with black rice. It's something my father would cook for us in the afternoons when we were kids," reminisces Keisham.

Mumbai food: Relish a plate of Aloo Handi at a street food joint in Sion

Around 60 years ago, an aloo-chana chaat vendor near SIES College in Sion sat idle with restless fingers. He absent-mindedly picked up a peeled boiled aloo, cut it breadth-wise in half, and scooped out the centre as you would do with a baked potato before filling it.

At that moment, a customer happened to stop by. Seeing the scooped-out potato, he asked the vendor to stuff it with chutney, spices and chana, and popped it in his mouth like a pani puri. The burst of flavours pleased the customer, and he told his friends about it. Word spread. Soon, the vendor realised that he could make a business out of the product, and replaced the chutney with tamarind water. He named it Aloo Handi, since a handi is something we fill in. He spent his working life at that same stall in the city. Later, he went back to his farm in Uttar Pradesh (UP) to spend his twilight years.

Around the same time, in 1987, a 15-year-old named Laxmikant Mishra got off at VT from Basti zilla in UP, looking for the big-city life. He got in touch with a family connection, Jaiprakash, a person whom the anonymous Aloo Handi vendor had taken on as an apprentice and bequeathed his trade to.

But Jaiprakash had other things on his mind as an entrepreneur. So, he took Mishra under his wings, teaching the ropes, for him to take over. This was around 1991. Mishra was barely out of his teens. But after evading the authorities for long in search of a permanent space, the young man finally found a place behind Guru Kripa restaurant in Sion — close to the original stall near SIES College — in 1994. That's where he has been ever since, perfecting the Aloo Handi for 23 years.

"In the early days, no one would let me have a permanent spot for my stall. So I'd run here and there. After a while, I found a fixed place — this very place. Since then, I have not really faced any trouble, but right now…" Mishra pauses mid-speech — alluding to a subject he had shared his suspicion about when we'd introduced ourselves for a chat. The subject being, The Tax That Must Not Be Named.

Mishra's eldest son, Shubham, is 21. He is his father's apprentice, and will inherit the business. In doing so, he will be allowing his father to live his dream — that of heading back to his family's farm. But when Shubham takes over, he will also be taking forward a legacy that is quite unique in the Indian street food spectrum. We have never seen the equivalent of an aloo handi anywhere else.
After all, it's a product born out of serendipity.

How to make the Aloo Handi
Ingredients
Boiled potatoes
Boiled desi chana
Minced onions for garnishing
Tamarind water with chilli powder
Spice mix: red chilli, coriander, cumin, black pepper, clove and cardamom; all powdered, salt, black salt and dry mango powder.

Method
Peel boiled potatoes, cut breadth-wise and scoop out.
Put the spice mix and chana in the potato.
Drizzle chilli tamarind water.
Top up with onions.
Eat it like a pani puri.

Ingredients:

1. 3Kg Mawa(if hariyali mawa is good texture)
2. 1.5 Kg sugar or add as per taste
3. 200 Gm. Cardamom powder
4. 10 Gm. Saffron
5. 200 Gm. Ghee for Modak greasing

Method:
1. Heat pan in low flame and put mawa on it. As the mawa starts melting, keep stirring it on low flame.
2. When the mawa begins to melt add sugar in it and stir again.
3. When the mawa starts bubbling, add cardamom and saffron in the mixture.
4. Keep stirring on low flame until the mixture starts leaving the bottom of pan.
5. Transfer the mixture into a big bowl and wait for it to cool.
6. Place the mixer on a greased plate and mould it in the shape of a modak.
7. Garnish with saffron on top and the Mawa Modak is ready to be served

Mumbai restaurateurs talk about how tough it is to achieve zero waste status

 

When restaurateurs lunch together the conversation always, ultimately, comes down to food and the discussion of food wastage is never far off. At a shoot for mid-day recently, chefs Kelvin Cheung (Bastian), Karishma Dalal (Bombay Salad Co) and Pooja Dhingra (Le 15 Cafe) lamented the lack of composting facilities in the city. They say they have been trying hard to find an eco-friendly solution for their waste, much of which ends up being handed to the local civic body and ends up in a landfill. They have considered joining forces and starting their own composting facility, but it's early days.

Cheung, Dalal and Dhingra might find kindred spirits in other city restaurateurs who face a similar challenge. While some compost a small percentage of the garbage they generate daily, others try and reuse, some control output by cooking on a need-per-order basis, but the greater amount gets binned.

Waste generated every week: 700 kg
Waste disposed organically every week: Approx 50 kg Karishma Dalal (in pic), who runs Bandra's hip Bombay Salad Co, is waiting for someone to come up with a novel idea that could use all the organic waste her restaurant generates. "As we are a salad bar, most of our waste is made up of peels, stalks and leaves. Around 15 per cent is just cabbage!" As a restaurateur, it would be a huge economical undertaking for Dalal to send her garbage to a large composting facility, which Mumbai doesn't seem to have . "I have kept an eye out and nobody collects it on a large scale. The ones who do, in the suburbs, want me to arrange transportation."
What she is doing right: Distributing garbage to locals who compost at home
Solution: Dalal is trying to do her bit. Every week, she gives around five kg to Bandra residents who compost at home, and around 20 kg every three days to a friend from Pune who uses it in his nursery. "And, BMC comes twice a day for the rest."

Chef Harsh Dixit says they follow waste management procedures including segregation as they only prep an order according to required quantities. He also says that they have never tried composting. "I have worked in three major cities - Mumbai, Bengaluru and New Delhi - before Pod Supply, but I have never experienced restaurants composting their waste. I do believe with the changing food scene in the country; chefs and restaurant owners being more aware about practices like these, it will soon be adopted too."
What they are doing right: Achieve minimal waste by using ingredients to the maximum
Solution: "For example, we use the vegetable peels/fish bones to make stock which we use to cook rice, make soups and base for curries. Off cuts of meats and seafood are used for the kitchen staff meals. But we do land up with a lot of egg yolks as we use more of whites."

Head Chef Akanksha Saigal says the main challenge she faces is that one day's waste is never the same as the next. It depends on the quantity of order versus what is consumed. "Luckily for us, our estimates are usually close to the benchmark," she says. She does say that in ideal conditions, they would like to compost this waste themselves or via an agency, however, as per regulations, they would need a license to do it. "At our end, we try to keep the waste down and only hope that the BMC makes good use of it."
What they are doing right: Reducing waste generated by ordering only what's necessary The restaurant works on an aggressive inventory system with the core team defining approximate sales per day. "This experience has made us almost intuitive, and we know how much to order for a particular day. Ordering right is the key here." Saigal also insists on using ingredients across dishes to ensure less wastage.

At the Andheri hotspot, a majority of its waste comes from leafy greens and other vegetables since not all parts of every vegetable can be consumed. "Therefore, waste from meat is lesser," says JJ, Corporate Chef. The restaurant has tried composting, but it's not cost effective. "We use the segregation method. Due to lack of space for storing waste in Mumbai, a part of it usually gets disposed in garbage vans. I think the answer could be to install composting machines. However, these may not be cost effective for every establishment," he says.

Solution: The food waste is usually segregated between dry and wet. "Composting of dry garbage is easy at the restaurant level as most of it gets reused while gardening and makes for good manure," says JJ. But most of the wet garbage is binned. "There is hardly any government support in composting of such garbage."

Mumbai menu creators are giving mocktail a colourful remix

While creating the bar menu for Juhu's +91, head of operations Jatinkumar Jajal, was clear about one thing: The teetotallers shouldn't feel shortchanged. Having refrained from boozy binges whenever in the driver's seat, Jajal was familiar with the plight of non-drinkers, who often have little to woo them at bars. "I wanted to go beyond the regular fresh lime soda," he says. That the restaurant has been inspired by the highlights of regions across India, meant the drinks had to toe the line. Jalal spent three months travelling the length and breadth of the country as part of his research.

Today, +91's bar menu boasts of 40 options, of which 20 are mocktails including a Slushy Aam Imli Panna prepared from raw mangoes of Konkan and Banarasi Paan Colada made of paan, fresh cream and pineapple from Varanasi. "Most restaurants don't exceed four options," he says. As it turns out, Jajal isn't the only one applying his talent to non-alcoholic drinks.

Jitin Merani, chief operating officer of Drinq Barmen and Academy, who has designed the menu for Irish House and Magazine Bar and Kitchen, feels bars are no longer all about alcohol. In fact, he recently designed an elaborate mocktail menu for Kill Cafe at Seven Bungalow with over 20 options. "A lot of traditionally teetotaller communities like Marwaris and Jains have started frequenting bars. Hence, restaurant owners are feeling the need to invest in their non-alcoholic section," he says. Merani feels it's the holistic experience that counts. "People want a good ambience, great food and a drink worth their salt, whether alcoholic or not," he says.

Pranav Mody, mixologist at Sassy Spoon, believes the trend has picked up in the last couple of years. "A lot of people who visit the restaurant don't prefer alcohol, either because they're teetotallers, are trying to go healthy," says Mody adding that the festivals season also witnesses a drop in demand for alcohol. The Sassy Spoon upped its mocktails menu during a revamp last year. "We felt mocktails offered a chance to experiment with fresh fruits and herbs that hold health properties," he says. In fact, one of their signature mocktails, the Berry Berry Khatta made of fresh mulberries muddled with oranges, grapes and kala khatta, inspired a cocktail. "We decided to spike it with some Absolut raspberry vodka, and the flavours blended beautifully."

The inherent ability of alcohol to lend flavour to a drink has made many bartenders focus more on cocktails. "Alcohol has its own elements that bind flavours together. Mocktails, on the other hand, are notoriously known for having high sugar content," says Mody. He gives us the example of a Virgin Mojito and Caprioska, which are almost impossible to prepare without sugar. "I do get several requests from patrons for sugar-free variants of these drinks, but if I don't end up adding sugar, it'll taste extremely sour," he says. That's where fresh fruits and sugar replacements like honey and stevia count.

While some restaurants may have upped their mocktail menus, it's still not up everybody's alley. Terttulia at Prabhadevi has refrained from having a mocktail section altogether. But as owner Imrun Sethi insists, his team entertains requests for mocktails. "Most of our cocktails can be made into mocktails. In fact, our bartenders are always customising drinks based on requests we receive. No mocktail has ever been a high seller even in the past and the current health wave doesn't help," he says. Sethi is of the opinion that many teetotalers have now moved from drinking mocktails to other beverages, and therefore they never see a very high demand for mocktails.

Mumbai Food: Tuck into jams, pickles made out of pork and bacon

A cute pink pig dressed as a cupid, angel and demon smiles at us from the labels of various 200gm bottles that we've picked up from Jar-ry Eyed Surprise, an Andheri-based home run venture by Priya John, launched this April. These contain mayonnaise, jams and even pickle – all made using pork. When refrigerated, they last up to a month. "I've found variants with other meats but rarely anything with pork. Since I love bacon and pork, I decided to experiment with it and came up with a bacon jam first. When my sister [Preeti] tried it, she suggested I should start a venture, and even came up with the name," says the 31-year-old, who also runs a fashion accessory label.

She delivers across Mumbai, and ships items to other parts of the country too. However, you need to order in advance. We first dig into Porkerizo, a chorizo jam with marmalade like consistency that greases our taste buds with sweet and spicy flavours, finished off with a smoked aftertaste. The samples include two types of Porkers – sweet and spicy jams – made with bacon. While sweet version is simple, with only sugar and bacon, the spicy offers a hint of cinnamon too. "I've tried them as pizza toppings, in mac and cheese and topped them even on chocolate pancakes," reveals John.

Adding a mental note to make a spicy porker waffle sandwich, we move to Pokernaise. Unfortunately, the mayonnaise tastes more like a mustard sauce, lacking the distinct bacon flavour. Instead, we seek solace in Pork Pickle that packs a punch with its tangy and spicy flavours soaked in by soft pork bits. We feel sorted for lunch as we mop it up with aloo parathas, happy to have discovered our go-to option when we're craving comfort food. John tells us she's in the process of trying bacon butter and bacon salt. When refrigerated, these items last for upto a month.

A meal in a box may sound convenient, but not terribly appetising. Those were the thoughts running through our minds as we decided to check out The Bowl Box, a recently opened takeaway in Mahim. And we're glad we were proved wrong!

The Bowl Box dishes out an extensive menu with Asian, Indian, Italian and even Mediterranean meal boxes. In addition, they have options for 8-inch pizzas, rolls, appetisers, the kids' menu, stuffed pav, salad bowls, tandoori cuisine, and a separate one-bowl meal section too.

We placed the order and were promised delivery in 45 minutes. But it took an hour. In their defence, we had ordered a total of seven items. Strangely, we couldn't try out dishes from the kids' menu, as we were informed that those dishes need a day's notice to be made.


Asian Meal Box

The food came packaged in sleek black containers with see-through lids. A label printed with The Bowl Box's name and logo also bore the name of the dish, and had tick boxes to help you instantly tell the difference between vegetarian and non-vegetarian items.

We started with one of the quirkier offerings: the 8-inch Mumbai Pav Bhaji Pizza (Rs 225 not inclusive of taxes). Fusion can go terribly wrong ; an Indian street food stall and a ristorante didn't seem to go well together in our heads.

But the pav bhaji came with a chatpata flavour, while the cheese spread out lavishly on top tickled the palate. Surprisingly, the spicy and cheesy flavours complemented each other perfectly.

Next came an Asian meal box - Basil and Burnt Garlic Rice, with Thai Curry and Chicken Fry (Rs 300). The Thai curry didn't taste very Thai, reminding us a bit instead of the Chinese Schezwan sauce. The Chicken Fry was crunchy and flavoured with spices. The meal also came with a salad - strips of carrots and cucumber - and a generous chunk of brownie with a drizzle of chocolate sauce. The brownie was rich and moist, and the perfect way to end the meal (box).

Then came the Italiano meal box - veggies in a creamy basil sauce, with garlic bread and tossed potatoes (Rs 300). On the menu, this meal, too, is advertised with a salad and dessert. But it came without either, or even the garlic bread. The dish itself was filling, though, thanks to the sinful white sauce and a generous portion of vegetables.

The one-bowl meal of Chilli Chicken Rice (Rs 250) lived up to its name and had bite, making it perfect for a palate that craves spices. There was a generous amount of rice; we only wish that there had been a few more chicken pieces.

From the stuffed pav section, we opted for Kheema Mutter (Rs 250), which made it to our list of favourites (along with the pizza). It came packaged with crunchy fryums on top. The pav was overflowing with kheema-mutter, which was mildly spiced and yet tangy, and the portion was big enough to make this a meal in itself.

While we tried the appetisers at the time of delivery (so we'd know what they tasted like hot and fresh), saving them for later in the day, they tasted just as good when re-heated in their microwave-friendly containers.

The tangy Barbecue Chicken Wings (Rs 225) was sweet and spicy thanks to the homemade barbecue sauce with honey. The Veggie Manchurian Style (Rs 200) had greens doused in spices, though it would have been better had they mentioned in the menu that this dish is dry.

But in spite of the few lapses, overall, The Bowl Box offers delicious treats at reasonable rates. And we'll be sure to give it another shot.

Mumbai Food: Complete traditional Malayali meal decoded

A banana leaf heaving with a mound of rice, fragrant curries, coconut-flecked gravies - the Onasadhya is the highlight of Onam, the 10-day summer harvest festival celebrated by Malayalis across the world.

Since we're no experts on the subject, we sought out someone who was. And who better to tell us what goes into the onasadhya than someone who has been making it for years? Belapur resident Bina Menon was more than happy to decode the components of the sadhya for us.

"To begin with, the banana leaf is always placed with its narrow side facing the left. While serving, vegetables in thick gravies are placed on the top right-hand side. The centre is reserved for rice and its accompaniments, and the least used items, like the pickle and chips, go on the left," she explains.

Preparing a traditional onasadhya is a time-consuming task. To make the process a more efficient one, families use a system akin to a potluck. "Women from different households cook one dish each, and then come together to serve the meal to guests," says Menon.

OLAN/STEW
Either of the two is served, depending on the family's preference. While both olan and stew have a coconut milk base, olan stars ash gourd and red beans. Stew, meanwhile, could contain a mix of vegetables including onions and potatoes. Spices such as cinnamon and cardamom are used in southern Kerala to give it a distinct aroma.

INJI THAYIR
This item has yoghurt flavoured with ginger, green chilli, and curry leaves. The belief is that having this is akin to having 104 dishes, making it an essential part of the sadhya

PACHADI
A mild, cooling side dish that can be made with a variety of fruits and veggies. Try it with vellarikka (Madras cucumber), or, for a sweet-and-sour flavour, with pineapple.

ERISSERY
Pumpkin and pulses make their way into this side dish, which is prepared using ground coconut paste, and seasoned with roasted coconut.

THORAN
Made with a vegetable of your choice - usually cabbage or beans - this dry dish makes heavy use of grated coconut.

AVIAL
A dish featuring long strips of ash gourd, beans, raw banana, drumstick, yam and other vegetables.

KAALAN
This curd-and-coconut-based dish usually features a tuber like yam. The gravy is thick, and tangier than avial.

KARI
The top left-hand corner is reserved for pickles and chutneys. Featured here are the vadukapuli naranga kari (made using a variety of large lemons), kadumanga kari (using tiny, raw mangoes) and puli inji (tamarind and ginger chutney).

SHARKARA UPPERI, KAAYA VARUTHATH, CHENA/CHAKKA UPPERI, AND PAPPADAM
This section of the banana leaf stars all the crunchy items. There is the familiar kaaya varuthath (banana chips), as well as chips made of either chena (yam) or chakka (jackfruit). Sharkara upperi, meanwhile, is nothing but jaggery-coated banana chips. And, of course, no meal is complete without some light-as-air pappadam (papad).

PARIPPU, SAMBHAR, RASAM AND MORU
These three are served in order, course by course. The parippu (lentils) is served first, with a dollop of ghee on the side, followed by the sambhar. The soup-like, tamarind-flavoured rasam is poured next, and the cooling moru (buttermilk) comes last, to help you wash down the meal.

PRADHAMAN
This is a traditional term for payasam. Two types are served as part of the sadhya - paal ada (above), and pazham (below). The former is made with rice and milk, while the latter - prepared with jaggery, coconut milk and banana - is more decadent.

Top 5 healthy modaks you can try in Mumbai during Ganeshotsav

Malai modak, chocolate modak, mawa modak, Ganpati Bappa's feast is incomplete without a plate of modaks. And, so is ours during Ganesh festival! But, this Ganeshotsav, ditch the calorie laden modaks and try their healthy alternatives. We bet the modaks taste yummy and are perfect sweets to indulge in during the festival in Mumbai. What more do you need when you have more 'goodness' on a platter?

1. Oats modak: Made with jaggery instead of sugar, Oats modak is an all time favourite healthy Indian dessert to savour during Ganesh festival. Crush the oats to give a fine texture to the dessert. Keep a frying pan in low flame and put jaggery on to it. Once the jaggery melts, add coconut oil, crushed coconut, powdered oats and assorted crushed dry fruits. Make a fine mixture and keep it aside to cool down. Once the mixture cools down, place it in a modak mould, press hard and take it out gently. Place it on a plate, garnish with pistachio and your nutritious oats modak is ready to be served.

2. Figs and dates modak: Soak dates and figs in hot water for some time. Once it turns soft, drain the water and grind it to make a fine paste. Take a handful of almonds and cashews and ground it into a fine powder. Heat a pan, add ghee, dates and figs mixture and powdered nuts gradually. Cook it for a while and place it aside to call down. Put the mixture in a modak mould, press it, and take out from the mould once the shape is formed.

3. Chana Dal ka Modak: Consumption of legumes in any form is good for health. Boil chana dal in a pressure cooker, drain out excess water and mash the dal to make a smooth paste. Add jaggery and ¼ water to a pan. Keep the pan in low flame and stir the jaggery until it melts. Add chana dal and 1/3 cup of grated coconut to the jaggery syrup. Mix everything and cook on a low flame until a thick mixture is formed. Let it cool down before you start shaping it in the form of modak. Fill the mould with the mixture for healthy and delicious chana dal modak.

Ukadiche Modak

4. Ukadiche Modak: Also known as steamed modak, this is one of the popular and nutritious versions of modak available in the market. The sweet dumplings are made from rice flour. Add rice flour in a pan of boiling water. Mix well, knead into a soft dough and keep it aside to cool down. Heat ghee and add coconut, jaggery and poppy seeds to it. Make a thick mixture and let it cool for a while. Make rice balls, stuff the centre of the balls with the mixture and put them in a modak mould. Moisten the modaks with little water and place them in a steamer. Steam for around 10 minutes and serve warm.

5. Dark chocolate modak: Heat dark chocolate and milk in a pan until it turns into a smooth mixture. Add crushed digestive biscuit crumbs to make the modak more nutritious and knead to form a soft dough. Once the paste cools down, put it in a modak mould and serve. Garnish it with finely chopped nuts.

None of these modaks is made of sugar and is therefore perfect for those on a diet plan or those who are looking out for healthy alternatives of the traditional dessert. Yet, these are delicious in taste and are ideal to indulge during the festival. The recipes are simply too. So, why not give it a try at home?

Food: South Mumbai restaurant Zaffran to get a global makeover

The floods have receded and the sun is shining brightly overhead. Sweat beads trickle down our brow as our taxi manoeuvres past bikers, trucks and pedestrians who seem to give two hoots about the incessant honking. Our journey ends outside Sitaram Building, where, in the past, many of us have stumbled in and out of Zaffran in the wee hours, looking to feed our hungry selves after a night of partying.

The restaurant was the brainchild of two friends, Chetan Sethi and Munib Birya, who met at Sophia College during their hotel management course in 1996. At 23, they pooled in finances to open a Mughlai restaurant at Crawford Market in 2003. "It was not even considered close to the hip neighbourhoods like Colaba," laughs Sethi, who mans the kitchen.

On the plus side, rent was low and the duo realised that there would be no dearth of clients, with shoppers, traders and office-goers thronging the area every day. "There were only Irani and Udupi restaurants in the neighbourhood back then," reminisces 38-year-old Sethi , confessing that they were initially met with resistance. "Even friends weren't ready to come to Crawford Market. Then, people started ordering in. We always believed that people will go anywhere for good food," Birya says, finishing the thought.

Fourteen years later, they are ready to launch version 2.0 of Zaffran, paving the way for Ustaadi, which will serve global fare, in addition to Indian cuisine. Spread across 7,000 sq ft with separate smoking and non-smoking sections, it also houses a kids' play area, with toys, a jungle gym and cartoon films on offer. At the table, the little ones will be served in colourful, kid-friendly plates, and a special Chhote Ustaad menu is also in the pipeline.

"We transitioned without shutting the restaurant. Zaffran has been a flag-bearer of wholesome Mughlai and North Indian cuisine; now, we are ready to offer more," explains Birya, who handles the front office and operations.

Old gives way to new
Climbing up two flights of wooden stairs, we walk into the familiar underground den-like space, with walls that mute the noise of the market outside and create a cosy cocoon. Warm yellow light from rustic bronze chandeliers sets the mood, highlighting select walls that have a story to tell. "While we believe in the mastery of art, we are celebrating 'ustaadi' across fields like photography, music and fashion. One section celebrates the mastery of writing with books adorning the walls," says Birya.


Balinese Spiced Banana Leaf Basa

Warning: the menu is vast, divided into five sections -- All-Day Breakfast and Pizza, Indian, Asian, Cosmopolitan, and Desserts. We begin our meal with Pulled Raan Bao (R375), Butter Chicken Bao (R325) and Balinese Spiced Banana Leaf Basa (R395). The Pulled Raan Bao is spicy, cushioned between a sweet bao that takes the sting out of the chilli. The Butter Chicken version is milder and flavourful.

We unwrap the basa to find it swimming in a coconut curry spiced with Balinese yellow chilli. The steamed fish is creamy, and melts in the mouth. Skilfully executed, the dish is simple, authentic flavours. We also recommend a new entrant in the Indian section, the South Indian-style Mutton Pepper Kulcha (R165), which comes oozing with butter and is garnished with rocket leaves that give it a crunchy finish. We wash this down with a Kacha Keri Margarita (R175).


Belgian Chocolate Roll

For the main course, there is Indonesian Nasi Goreng (R395), which comes with prawn skewers in a green sauce, prawn chips and an egg. Made using jasmine rice, it's a well-balanced dish with the flavours and textures of garlic, ginger, chillies and soy. We savour the slightly fiery aftertaste it leaves on our lips.

The Saffron Mushroom and Asparagus Risotto (R375) is creamy, and the al dente Arborio rice, earthy fungi and sharp saffron make it a delightful combination. We end the meal with a Belgian Chocolate Roll (R195), a gooey chocolate cake that comes covered in a nutty caramel-cracker coating. It immediately brings to mind Cooper's Fudge from Lonavala.

Although flaunting a new menu, Ustaadi retains Zaffran's thought of offering filling, value-for-money fusion and authentic dishes. "No small plate ever fed a customer," laughs Sethi, confessing that they are looking at taking the brand overseas.

It has been an eventful ride, the duo agrees. Hailing from a five-star hotel background where they had duties chalked out, their biggest challenge was venturing out on their own. But they learned on the job, and managed to create a cult following among young diners. Before signing off, they share an anecdote. "Sometimes, guests would walk in, and on noticing there was a wait, they walked up to us, claiming to know 'Munib' or 'Chetan' personally, and demanding to meet them. They didn't realise they were speaking to exactly Munib and Chetan."
