• As we know, Portland's attempts to construct and carry out good environmental policies has been hampered by our current city council (who, again, was bought and paid for by local business interests ????). However, that could very well change with a more progressive, people-oriented council, and a significant number of current candidates are promising to change this narrative if they are elected to office on Tuesday. • A suspect has been arrested in the Halloween shooting at a Vancouver mall which left one person dead and two injured. Vancouver resident Travis L. Ward was taken into custody by police and members of the city's SWAT team after receiving tips from Facebook users. The shooting was allegedly a targeted attack, and the suspect—who was reportedly dressed in black and wearing a clown mask—is scheduled to appear in court today.

When Skye Baskin died, it was initially portrayed as a failure of the Oregon State Hospital. New records reviewed by OPB indicate serious failures in the Douglas County Jail preceded his death.

• One of Oregon's conservation greats, Bob Sallinger, has died suddenly at the age of 57. Known for leading such longtime environmental groups as Willamette Riverkeeper and Bird Conservation Oregon (BCO), Sallinger was a beloved figure who, according to the board of BCO, "was a pioneer in highlighting the importance of preserving and restoring wildlife habitat in urban areas, and a key player in efforts to conserve iconic Oregon landscapes, including the Elliott Forest, Malheur National Wildlife Refuge, and the Klamath Basin." He will be missed.

A Portland City Council discussion that could've ended a collaborative agreement, without a backup plan in place, has been scrapped a day after the election. The move would've cost the city more than $40M. by Courtney Vaughn

Update: Nov. 6- This story has been updated to note that this week's Council discussion has been canceled.

A day after an election showing Portland City Commissioners Mingus Mapps and Rene Gonzalez losing their bids for mayor, a plan to revisit an intergovernmental agreement on homelessness between the city and Multnomah County has been canceled. 

An agenda item scheduled for Thursday, Nov. 7 to consider terminating the homeless services agreement was pulled from the agenda Wednesday afternoon, just 26 hours before it was slated to be considered by Council.

The proposal, which came from Commissioners Mapps, Gonzalez, and Dan Ryan, was a divisive move that could've upended the city's collaboration with the county on the most pressing issue impacting the region.

In a joint statement Wednesday, Gonzalez, Ryan and Mapps said pulling the plug on their plans "will allow space for the new City Council, Mayor, and County Commissioners to renegotiate the Homelessness Response Services Intergovernmental Agreement if they choose."

"The Commissioners remain steadfast in their conviction that the City of Portland, Multnomah County, and Metro can build a better system to address homeless services and pave a better path forward," the statement reads.

Three weeks ago, while presiding over a Council meeting in Mayor Ted Wheeler’s absence, Commissioner Gonzalez directed the city attorney to draft up a contract termination ordinance that would dissolve the intergovernmental agreement (IGA) dictating homelessness response and collaboration. He got a nod of support from Mapps and Ryan. 

The trio then introduced a proposal to formally end the contract between the governing agencies, citing “insufficient progress” to meet key milestones and deadlines. A contract termination proposal on Thursday’s agenda suggests the current arrangement lacks the right framework and governance structures to tackle the homelessness crisis “with the urgency, collaboration, and effectiveness required.”

Gonzalez, Ryan, and Mapps pitched the proposal as an orderly wind-down to make way for an improved agreement. But one day after an election showing Gonzalez and Mapps losing their bids for mayor, the proposal was abandoned.

The proposal drew swift backlash from the mayor and Multnomah County Chair Jessica Vega Pederson. Following Portland’s Oct. 16 Council meeting, Vega Pederson issued a statement admonishing Gonzalez, Ryan, and Mapps. 

The majority of City Council says they don't want to work with the County to end homelessness.

Last Friday, when the item officially appeared on a Council agenda, she spoke out again.

“The City Council deciding to end this agreement after just a few months is a short-sighted decision that will harm our community’s future,” Vega Pederson wrote November 1 in a lengthy explanatory statement released by the county. “We don’t need more talking–this community cannot afford it. That will not lead to better outcomes or fewer people on the street, and I do not believe it is a good use of taxpayer resources when we have a collaborative plan we are already putting into action. No single government can [solve] this issue alone. The County is taking action on homelessness every day and that work is best when we work in partnership.”

Vega Pederson previously called the move a “political stunt” by Gonzalez, Ryan, and Mapps just before the election. If the Council voted to end the contract, it wouldn't take effect for 90 days, when a new City Council is in place. 

Margaux Weeke, communications director for Commissioner Ryan, says the commissioner isn't opposed to working with the county under a modified arrangement, but it needs to be substantially different.

“Dan Ryan knows the players. He knows the game," Weeke says. "And he wants to expand the amount of seats at the table and pave a better path forward for homeless services."

The current IGA, which was just renewed in July, essentially lays out a division of labor, funding, and responsibilities between the city and the county with regard to homeless services and shelters. It also identifies goals and milestones for reducing the number of unsheltered people in the county. 

Vega Pederson said the county now spends all of its homeless services funds, and more, while providing clear data and public dashboards. She also noted the homelessness response plan lays out 120 action items, each assigned to a responsible party.

The county has issued data on spending and progress summaries.

If city estimates are accurate, ending the agreement would place a significant financial burden on the city as it heads into a tight fiscal year. Portland and Multnomah County currently share financial responsibility for the region’s homelessness response. 

The city would no longer have to send $32 million in general fund money to Multnomah County, but it would take on more than $40 million in costs to permanently manage the Safe Rest Villages and Temporary Alternative Shelter Sites. 

The roughly $40 million expense doesn’t include costs for wraparound services that the county currently provides at the shelter sites. The city doesn’t know how much it would cost to provide those services, and there is no alternative plan in place for maintaining services and shelter beds if the contract goes away.

Welcome Home Coalition, a nonprofit focused on affordable housing and universal access to housing, warned the termination proposal was dangerous.

“They are presenting this action without a clearly articulated new plan of how the city will serve people experiencing homelessness,” an email sent from the coalition reads. “Backing out of the Intergovernmental Agreement without an understanding of how this would impact service provision will have rippling consequences that will no doubt result in more harm to those in the most need of services.”

In a joint letter released last week, the three commissioners explained their decision to introduce the agenda item, saying the city needs to see a different way of managing services.

“As Portland City Commissioners with years of experience with the Joint Office of Homeless Services, we are resolute that we can no longer afford to maintain the status quo,” the joint letter states. “We are also united in our repeated calls for accountability, efficiency, and improved governance to enhance our homeless services. …And despite our repeated requests for clear and useful data, operational alignment for short-term shelters, and a shared vision for the homeless services system, we have faced significant challenges in implementing these necessary changes.”

Ending the IGA would further deteriorate an already strained relationship between the city and county. Mayor Wheeler previously said the working relationship between both governments had improved over the past year, but recent IGA renewals have been met with reluctance from Mapps, Ryan, and Gonzalez.

Russell Humphreys and others to be one of their greatest achievements in arguing for a 6,000 year old Earth. The structure of Ni3V2O8 was studied using X-ray diffraction at temperatures of 299 and 1323 K. No phase transition at high temperature is observed. The variation in V—O bond length is small as compared with the Ni—O bond due to its high rigidity.

Nickel orthovanadate is a promising material with potential applications in energy storage and photocatalytic devices. The crystal structure of Ni3V2O8 at 299 (3) K and 1323 (8) K was studied using X-ray powder diffraction. The sample was a single-phase orthorhombic kagome-staircase-Ni3(VO4)2-type structure (space group Cmca) at both temperatures. The phase purity and morphology was studied using energy-dispersive X-ray spectroscopy and scanning electron microscopy. The refined unit-cell parameters at 299 (3) K are a = 5.93384 (4) Å, b = 11.38318 (7) Å and c = 8.23818 (5) Å, and at 1323 (8) K are a = 6.02077 (7) Å, b = 11.48838 (7) Å and c = 8.32611 (9) Å. The obtained results indicate thermal expansion anisotropy, with a largest expansivity along a. Variations in Ni—O and V—O bonds with temperature are observed. The variation in the Ni—O bond is about one order higher in magnitude than that of the V—O bond, signifying the high rigidity of V—O bonds. The unit-cell size variations with rising effective ionic volume of the divalent A ion in the A3B2O8 family [A = Ni, Mg, Zn, Co, Mn (experimental data) and also A = Cu, Cd (theoretical data), B = V or As] are analyzed. Based on experimental and theoretical data, trends within the family are observed and the unit-cell size for reported solid solution of nickel (87%) and copper (13%) mixture in (Ni1–xCux)3V2O8 are predicted. Predictions are also provided for some hypothetical A3B2O8 ternary compound and solid solutions.

A new square-planar palladium complex salt hydrate, (C9H12NO)2[PdCl4]·0.5H2O, has been characterized. The asymmetric unit of the complex salt comprises two [PdCl4]2− dianions, four 2-hy­droxy-2,3-di­hydro-1H-inden-1-aminium cations, each derived from (1R,2S)-(+)-1-amino­indan-2-ol, and one water mol­ecule of crystallization. In the crystal, a two-dimensional layer parallel to (001) features a number of O—H⋯O, N—H⋯O, O—H⋯Cl and N—H⋯Cl hydrogen bonds.

In the title salt, (C8H20N)8[Mo10O34], the [Mo10O34]8− polyanion is located about an inversion centre and can be considered as a β-type octa­molybdate anion to which two additional MoO4 tetra­hedra are linked via common corners. The [Mo10O34]8− polyanions are packed in rows extending parallel to [001] and are connected to the di­butyl­ammonium counter-cations through N—H⋯O hydrogen-bonding inter­actions.

The title compound, (C2H10N2)2[(C10H12N2O8)(MoO3)2]·4H2O, which crystallizes in the monoclinic C2/c space group, was obtained by mixing molybdenum oxide, ethyl­enedi­amine and ethyl­enedi­amine­tetra­acetic acid (H4edta) in a 2:4:1 ratio. The complex anion contains two MoO3 units bridged by an edta4− anion. The midpoint of the central C—C bond of the edta4− anion is located on a crystallographic inversion centre. The independent Mo atom is tridentately coordin­ated by a nitro­gen atom and two carboxyl­ate groups of the edta4− ligand, together with the three oxo ligands, producing a distorted octa­hedral coordination environment. In the three-dimensional supra­molecular crystal structure, the dinuclear anions, the organo­ammonium counter-ions and the solvent water mol­ecules are linked by N—H⋯Ow, N—H⋯Oedta and O—H⋯O hydrogen bonds.

The title compound dipotassium gadolinium(III) phosphate(V) molybdate(VI), K2Gd(PO4)(MoO4), was synthesized from a high-temperature melt starting from GdF3 as a source of gadolinium. Its structure is isotypic with other MI2MIII(MVIO4)(PO4) compounds, where MI = Na, K or Cs, and MIII = rare-earth cation, MVI = Mo or W. The three-dimensional framework is built up from [Gd(PO4)(MoO4)] anionic sheets, which are organized by adhesion of [GdPO4] layers and [MoO4] tetra­hedra stacked above and below these layers. The inter­stitial space is occupied by K cations having eightfold oxygen coordination. The polyhedron of GdO8 was estimated to be a triangular dodeca­hedron by the continuous shape measurement method.

The title compound, (C4H12N)[V(C12H8N4O2)O2]·H2O, was synthesized via aerial oxidation on refluxing picolinohydrazide with ethyl picolinate followed by addition of VIVO(acac)2 and di­ethyl­amine in methanol. It crystallizes in the triclinic crystal system in space group Poverline{1}. In the complex anion, the dioxidovanadium(V) moiety exhibits a distorted square-pyramidal geometry. In the crystal, extensive hydrogen bonding links the water mol­ecule to two complex anions and one di­ethyl­ammonium ion. One of the CH2 groups in the di­ethyl­amine is disordered over two sets of sites in a 0.7:0.3 ratio.

The structure of polymeric catena-poly[2-amino­benzimidazolium [[dioxidovanadium(V)]-μ-oxido]], {(C7H8N3)2[V2O6]}n, has monoclinic symmetry. The title compound is of inter­est with respect to anti­cancer activity. In the crystal structure, infinite linear zigzag vanadate (V2O6)2− chains, constructed from corner-sharing VO4 tetra­hedra and that run parallel to the a axis, are present. Two different protonated 2-amino­benzimidazole mol­ecules are located between the (V2O6)2– chains and form classical N—H⋯O hydrogen bonds with the vanadate oxygen atoms, which contribute to the cohesion of the structure.

In crystallographic texture analysis, ensuring that sample directions are preserved from experiment to the resulting orientation distribution is crucial to obtain physical meaning from diffraction data. This work details a procedure to ensure instrument and sample coordinates are consistent when analyzing diffraction data with a Rietveld refinement using the texture analysis software MAUD. A quartz crystal is measured on the HIPPO diffractometer at Los Alamos National Laboratory for this purpose. The methods described here can be applied to any diffraction instrument measuring orientation distributions in polycrystalline materials.

Roth MKM analyst Darren Aftahi, in a research report published on November 5, 2024, maintained a Buy rating on Terawulf Inc. (WULF:NASDAQ) with a price target of US$7.50. The report follows TeraWulf's October production update and insights into its HPC capacity expansion plans.

Aftahi highlighted the company's HPC capacity development, stating, "WULF gained better insight into its supply chain for delivering ~72.5MW of HPC capacity by 2Q25, with the potential to generate ~US$90M in annualized revenue with US$60M+ in profit (exit run rate). Its 2.5MW concept building is now complete, and its 20MW facility is on schedule for 1Q25."

Regarding October's production metrics, the analyst noted, "WULF mined 150 BTC in October, up 7% m/m on a comparable basis to only Lake Mariner in September (140 BTC). The ending hash rate is now 8.1 EH/s (vs. 10) from the removal of Nautilus." He added that "machine efficiency is now 22 J/TH vs. the prior combined rate of ~24.6 J/TH."

The analyst observed operational improvements, commenting, "Avg. operating hash rate was ~6.8 or ~84%, slightly ahead of prior months (although reported in aggregate). Part of this is being driven by the accelerated replacement of older miners at Lake Mariner."

The report noted that upon reinstallation of damaged miners at Lake Mariner, the hash rate would increase to approximately 8.7 EH/s, though power cost per BTC increased about 5% month over month.

Roth MKM's valuation methodology is based on an EBITDA multiple approach. Aftahi explained, "We apply a ~24x multiple to our projected FY25 adj. EBITDA of ~US$120M to arrive at our price target of US$7.50."

The analyst outlined several risk factors, including Bitcoin price volatility, regulatory changes, unproven new business segments, capital requirements, weather impacts, competition, power contracts, and reliance on third-party suppliers.

In conclusion, Roth MKM's maintenance of their Buy rating and US$7.50 price target reflects confidence in TeraWulf's operational execution and growth potential in both Bitcoin mining and HPC capacity. The share price at the time of the report of US$5.98 represents a potential return of approximately 25.4% to the analyst's target price.

California on Thursday scheduled a Sept. 14 recall election that could drive Democratic Gov. Gavin Newsom from office, the result of a political uprising largely driven by angst over state coronavirus orders that shuttered schools and businesses and upended life for millions of Californians.

H.C. Wainwright & Co. analysts Andrew S. Fein, Matthew Caufield, Dr. Andres Y. Maldonado, and Dr. Ananda Ghosh, in a research report published on October 23, 2024, maintained a Buy rating on DBV Technologies SA (DBVT:NASDAQ) while raising their price target to US$7.00 from US$5.00. The report follows DBV's announcement of regulatory clarity regarding the path forward for its Viaskin Peanut patch.

The analysts highlighted the significance of the FDA agreement, stating, "DBV Technologies has reached an agreement with the FDA regarding the regulatory pathway for the Viaskin Peanut patch in toddlers aged one to three, under the Accelerated Approval pathway."

Regarding the company's development timeline, the analysts noted, "The Biologics License Application (BLA) submission for Viaskin Peanut in this age group is expected to be supported by positive efficacy and safety data from DBV's completed EPITOPE Phase 3 study, as well as additional safety data from the upcoming six-month COMFORT Toddlers supplemental safety study, which is expected to begin in 2Q25."

The report emphasized the strength of DBV's regulatory position, stating, "The FDA has stated that DBV has already satisfied two of the three criteria: the product treats a serious condition, and the product candidate provides a meaningful advantage over available therapies."

The analysts also highlighted progress in Europe, noting, "The EMA confirmed that the successfully completed EPITOPE Phase 3 efficacy and safety trial in the one to three-year-old population, along with positive results from the VITESSE study in the four to seven-year-old population, and a new safety study using the modified circular patch in one to three-year-olds, could support an MAA for the one to seven-year-old indication with the modified patch."

The analysts' valuation methodology for DBV Technologies is based on a composite approach. They explained, "Our US$7 price target is based on an equally weighted composite of: (a) US$5.10/share, as a 20x multiple of taxed and diluted FY34 GAAP EPS of US$5.13 discounted back to FY24 at 35%; and (b) an NPV of US$8.52/share with a 13% discount rate and 1% growth rate."

The report included commercial projections, with the analysts stating, "We continue to model initial approval in 2027, with projected initial sales of US$17.5M, growing to US$1,182.8M by 2034."

The analysts also outlined several risk factors, including potential clinical study failures, regulatory approval challenges, and market size uncertainties.

In conclusion, H.C. Wainwright & Co.'s increased price target to US$7 reflects growing confidence in DBV Technologies' regulatory pathway for the Viaskin Peanut patch. The share price at the time of the report of US$0.70 represents a potential return of approximately 900% to the analysts' target price, highlighting the significant upside potential if the company successfully navigates the regulatory process and commercializes its product.
