February 13, 2015 Back to back storms in as little as two weeks dropped record amounts of snow on New England. The capacity of the MBTA’s equipment was put to the test, but the system buckled under the weight of the weather. In the face of widespread train delays and mounting criticism, MBTA General Manager Beverly Scott responded with a fiery press conference that’s not likely to be forgotten anytime soon. Wil Wheaton and other Star Trek alumni perform in 'War of the Worlds' benefit

There are still a couple dozen tickets left for one of the most interestingly-cast performances of H.G. Wells, Orson Welles and Howard Koch's "War of the Worlds." On Saturday, Jan. 17,  generations of Star Trek actors will take on the world's most famous radio show.

The cast — directed by Jim Fall — features: René Auberjonois (“Star Trek: Deep Space Nine”), Michael Dorn (“Star Trek: TNG”), Dean Haglund (“The X-Files”), Walter Koenig ("Star Trek"), Linda Park ("Star Trek: Enterprise"), Jason Ritter (“The Event”), Tim Russ (“Star Trek: Voyager”), Armin Shimerman (“Star Trek: Deep Space Nine”) and Wil Wheaton, playing... Orson Welles.

The performance is a fundraiser for Sci-Fest LA, the new annual science fiction play festival, so tickets aren't cheap — but they're scarce, and this looks like a memorable night.

KPCC and "Off-Ramp" celebrated the 75th anniversary of the broadcast last year by distributing the original 1938 performance, and a new documentary, internationally... introduced by George Takei, another original Trek actor you might have heard of.

La presentación del sistema por satélite ha ido mejorando
gradualmente. Las últimas estimaciones de intensidad subjetiva de
TAFB y SAB son T-2.0/30 kt. Basado en las estimaciones subjetivas de
Dvorak y la mejora en la estructura convectiva observada en las
imágenes de satélite, el sistema se actualiza a una depresión
tropical. Esto se ve respaldado por los datos del scatterómetro del
Indian Oceansat, que muestra una circulación bien definida. La
intensidad se establece en 30 kt según las estimaciones de Dvorak.

La Depresión Tropical Diecinueve se ha estado moviendo más rápido,
justo al sur del oeste, o 265/14 kt, aunque hoy debería comenzar a
disminuir la velocidad. Una cresta de nivel medio centrada al norte
de la depresión sobre el Estrecho de Florida debe mantenerla en

A las 700 AM EST (1200 UTC), el centro de la Depresión Tropical
Diecinueve se localizó cerca de la latitud de 15.9 Norte, longitud
82.2 Oeste. La depresión se está moviendo hacia el oeste cerca de 15
mph (24 km/h). Este movimiento debe continuar hasta hoy, llevando el
sistema a través del Mar Caribe occidental. Se espera que la
depresión se detenga y serpentee cerca de la costa norte de Honduras

Andrew Cormack (2007)

Andrew Cormack joined JANET(UK) as Head of JANET-CERT in March 1999. In January 2002 he took up the new post of Chief Security Advisor, concentrating on the awareness, policy, legal and regulatory aspects of computer and network security. Andrew is active in promoting co-operation between organisations working on computer security in the UK and Europe. He is a partner with TERENA in the TRANSITS project to deliver training for Computer Security Incident Response Teams in Europe and, in cooperation with FIRST, the rest of the world. He is a member of TERENA's Technical Committee and of the Permanent Stakeholders Group of the European Network and Information Security Agency (ENISA). A new report presents lessons learned from 18 case studies across Africa and South Asia that have developed and delivered weather and climate information and related advisory services for smallholder farmers, demonstrating that scaling up these services for millions of farmers is possible today. Malgré la forte croissance au cours des dernières années, les dépenses de R&D agricole de la RDC sont encore en deçà des niveaux requises pour subvenir aux besoins du pays. Le ratio dépenses/PIB agricole est parmi les plus bas en Afrique.

Les effectifs de chercheurs agricoles connaissent également une croissance rapide depuis quelques années, notamment à l’INERA et au CRAA. Cette croissance est due à l’augmentation des chercheurs de niveau licence/ BSc ou master/MSc.

En RDC, les femmes ne représentent que 9 % de l’effectif total des chercheurs travaillant dans la R&D agricole : elles sont donc gravement sous-représentées, d’autant plus que la main-d’oeuvre agricole du pays est caractérisée par une prédominance féminine.

Background

The Organization for Security and Co-operation in Europe (OSCE) is an international non-profit organization with its Secretariat in Vienna, Austria; detailed information about the work of the OSCE and its presence is available at www.osce.org

Risk Management at the OSCE

The Department of Management and Finance (DMF) provides services in the area of finance, budget, information and communication technology, procurement and assets management, as well as in maintaining the system of internal control and a supporting risk-based approach to management decision-making that facilitates achieving OSCE´s objectives. This is achieved through proactive identification, evaluation and control of major, security and operational risks across the OSCE.

In 2008, the OSCE implemented a web-based Enterprise Risk Management software that supports the collection of risks across the OSCE and reporting on them.

At present, the OSCE is satisfied with the current software solution but interested to learn about alternative products, their technical capabilities, and related pricing information.

Requirements

In view of the above, the OSCE is interested to receive feedback from the market on the following requirements:

1. Product name;
2. Service options - cloud based vs. on premises;
3. Functional capabilities including:
• Multiple browser;
• Enable the OSCE to manage risk in a structured way and assist with embedding the ownership, management, review and reporting of risks to stakeholders;
• Provide full mapping of risks, controls, ownership, risk status, control status;
• Access real-time interactive dashboards and reporting tools allowing to get to the data that is needed promptly for further analysis and/or decision-making;
• Customize reports and their format;
• Customize naming of the fields to be consistent with the OSCE naming convention;
• Operate two sets of naming for the fields to allow for differing terminology for security and operational risks;
• Create drop-down lists with standardized sets of risks and controls;
• Register cross-cutting risks;
• Possibility to include audit recommendations, tracking, compliance and other business functions.  Possibility to cross-link the data (e.g. audit recommendations to the new controls proposed).
4. Technical requirements;
5. Data migration from existing platform to a new solution;
4. Availability of technical support function and related cost. If initial support is provided for free, please specify the timeframe;
5. Possibility of data exchange (integration) with Oracle ERP;
6. Demo access;
7. Success stories (e.g., implementation and usage in the international organizations and agencies e.g., UN, World Bank, etc.;
8. Pricing and licensing information.

The feedback on the above requirements is required by the OSCE to evaluate the quality of current system and support the decision making process toward new system.

Interested Vendors wishing to participate in the pre-qualification process are requested to submit relevant pre-qualification documentation by email to Yury Golovkov at yury.golovkov@osce.org by 28 August 2016 22:00HRS CET.

All responses will be rated against the mandatory requirements and pre-qualification criteria. At the end of the evaluation process, Vendor will be notified where its response rated as acceptable or not.

OSCE Project Co-ordinator in Ukraine supports gender mainstreaming in judicial reform

Equal access to justice for women and men was the focus of an OSCE-supported forum on 9 June 2016 in Kyiv, which brought together over 80 representatives of the national justice system, legislative and executive authorities, the Ombudsman Office, regional and international organizations and NGOs.

The OSCE Project Co-ordinator in Ukraine organized the forum jointly with USAID’s Fair Justice project and the National Judicial Institute of Canada.

The participants discussed common barriers to access of women and men to justice, such as discriminatory laws, social and cultural patterns, gender bias in the justice system and lack of financial and other resources, and outlined the measures needed to gather gender- disaggregated statistical data in the judiciary. They also exchanged experiences and presented good practices for promoting equal access of women and men to justice and enhancing networking and partnerships among judiciary and civil society, and developed recommendations for improving gender mainstreaming in judicial reform.

During the forum, the OSCE Project Co-ordinator presented its new publication ‘Gender in Justice’, which provides recommendations for judges and lawyers on the implementation of gender equality in their work. The publication is based on the findings of a survey conducted among 400 judges and lawyers designed to uncover existing behavioural prejudices in their professional environment.

The event was organized as part of the OSCE Project Co-ordinator’s project on  safeguarding human rights through courts, implemented with financial support from the Government of Canada.

OSCE Centre in Bishkek supports summer school on topical issues of police reform

BISHKEK, 29 July 2016 – Some 30 police officers of different ranks from seven regions of Kyrgyzstan are taking part in a summer school training programme, which closes tomorrow in Issyk-Kul, on the topical issues of police reform, conducted by the Kyrgyz Association of Women Police and the Interior Ministry, with the support of the OSCE Centre in Bishkek.  

The training course, which began on 18 July 2016, aimed at enhancing the knowledge of the police on the regulatory and legal changes enacted as part of the police reform. The participants will also improve their capacity in the field of human rights and gender equality.

As part of the ‘Police reform measures’ adopted by the Kyrgyz Government in 2013, basic provisions such as the framework for comprehensive evaluation of police activities and mechanisms for the interaction between police and civil society institutions were developed with the support of OSCE experts and approved by the Government in 2015. These provisions create a legal basis for the openness and accessibility of the police, as well as co-ordination of actions by police and civil society in ensuring public safety and preventing crime.

"One of the main objectives of the police reform is to build the capacity of the police by enhancing their knowledge on the regulatory and legal changes in order to achieve sustainable results,” said Pavel Khalashnyuk, acting Head of the OSCE Centre’s Police Matters Programme. “The OSCE Centre in Bishkek is ready to provide extensive support to such training courses."

Kaana Aidarkul, Head of the Kyrgyz Association of Women Police, said: “Our Association played the main role in the development of the police reform regulatory framework. With the support of the OSCE Centre, members of our Association train police officers to apply these provisions, as well as to enhance their communicative and professional competences with respect to human rights and gender equality."

The summer school was organized as part of the OSCE Centre’s police reform project.

Albania justice reform adoption welcome, says OSCE Presence in Albania

TIRANA, 22 July 2016 – The OSCE Presence in Albania welcomes the Assembly’s adoption today of the set of constitutional amendments aimed at reforming the justice sector. We commend the Assembly for this fundamental achievement, which was supported tangibly by many international experts and diplomats.

It is an important milestone, paving the way for the implementation of a meaningful justice reform. The amendments adopted today must now be cascaded down through the primary and secondary legislation, the procedures and policies of the entire judicial system. Reform is not genuine until it is felt by Albanian citizens in their daily lives, across the country.

The manner in which the reform package is implemented is essential for the sustainability and the success of the reform process. Sustainability and success also depend on a change in attitudes: establishing a culture of responsibility and accountability, countering impunity and consolidating respect for the rule of law at all levels of society. 

The OSCE Presence has been a committed contributor and partner of the reform process so far and stands ready to continue its active support at all levels.

Representatives from Turkmenistan discuss media reforms during OSCE-organized study visit to Latvia

RIGA, 22 June 2016 – Media development and reform were in focus of an OSCE-organized study visit to Latvia that concluded today for six representatives of Turkmenistan’s print and broadcast media and the Mejlis (Parliament).

Organized in close co-operation with Latvian Foreign Ministry, the three-day visit familiarized the delegation from Turkmenistan with Latvia’s experiences in implementing media reforms and enhancing national legislation in line with international standards and requirements of the modern media environment.

“Media development and reform should be underpinned by the reforms of the relevant national legislation that serves to promote the freedom of the media and freedom of expression,” said Adam Walendzik, Project Co-ordinator at the OSCE Centre in Ashgabat.

“In the last several years, Turkmenistan has been undertaking successive steps to reform its media legislation and we believe that this visit will facilitate the exchange of practical experiences of implementing media legislation and developing free media.”

The delegation from Turkmenistan had meetings with high-level representatives of the Latvian Parliament’s European Affairs Committee and Human Rights and Public Affairs Committee, Foreign and Culture Ministries, the National Electronic Mass Media Council, and the Latvian State Radio and Television Centre.

Meetings with representatives from the national news agency LETA, the News Service of the Latvian Public |Service Television, the Internet portal Delfi and newspaper Latvijas Avize familiarised participants with the practical aspects and experiences of the Latvian media’s activities.

The delegation members included a member of the Mejlis of Turkmenistan, representatives from newspapers Neytralniy Turkmenistan and Turkmenistan, TV channels Altyn Asyr and Turkmenistan, as well as the State Information Agency of Turkmenistan (TDH).
