In EIFS, water resistive barriers are a layer between the EIFS substrate and the EIFS insulation. They are most commonly used in EIFS with drainage wall assemblies. They are an additional layer within the wall cladding system and present some unique issues that are worth knowing about. Here are some of the issues.

In the May column “Keep it Dry,” I talked about issues to be dealt with when using EIFS that incorporate a water resistive barrier. WRBs are most often used in the increasingly common EIFS with drainage. Most of the discussion in that article was about various design aspects.

California's unemployment rate continued its decline in December, ending the year at 7 percent, according to figures released Friday by the state Employment Development Department.

But in Compton, Willowbrook and the Florence-Graham section of Los Angeles County, it remains about double that, data show.

“You might have work this week. But next week, you won’t have work,” said James Hicks, 36, 0f Compton. He's worked in warehouses through staffing agencies, but said the jobs have always been temporary.

Statewide, California has added jobs at a faster rate than the United States for three straight years, according to Robert Kleinhenz, Chief Economist with the Los Angeles County Economic Development Corporation. He pointed out the statewide unemployment rate is now where it was June 2008. 

"All in all, with the recession now five years back in our rearview mirror, we’re finally at the point where we can say that we have shrugged off quite a bit of the pain that occurred back during those times," Kleinhenz said.

The Los Angeles County metro area saw a net gain of almost 71,000 jobs in 2014.  The County's overall unemployment rate has fallen to 7.9 percent from 9.2 percent a year ago.

But Compton's unemployment rate was 13 percent in December.

“I’d rather have a  full-time type of gig, working 40 hours a week, but right now, even if you get 25 hours, it’s a blessing,” said Hicks, the warehouse worker in Compton.

On Thursday, he interviewed to be a guard with a security firm, but was told there weren’t any positions available. He had another security guard job six months ago that he thought might become full time and permanent. 

"It was going all right for about two to three months, until they cut my hours and days," Hicks said. 

Walter Flores lives in La Mirada but currently works as an account executive in the Compton office of Workforce Solutions. He was unemployed for about eight months last year after a car accident.

"Losing what you love to do is a tough one, but I'm back," he said. "2015 is going to be a great year."

Flores said most major warehouse and logistics companies prefer to hire temporary workers through industrial staffing firms like the one where he's working because their needs are sporadic.  

But he said it's still a potential opportunity.

"It doesn't matter that it's a temporary position, as long as you put your foot in the door, and then you let the employer know how much value you are for the company," Flores said.  

Hicks, who's earned a GED, wants to find a program to study physical therapy. But first, he’d like to find a job. 

He said you can't judge Compton’s residents by its unemployment rate.

"Some of us out here who [are] looking for jobs, but sometimes it’s the luck of the draw," he said. "It’s kind of scarce out there.”

Even as California loses manufacturing jobs, a program run by the Los Angeles County Economic Development Corporation has fought to save some. 

When a company is considering relocating to take advantage of lower costs or an easier business climate, the LAEDC’s business assistance program steps in.  

It did so in the well-publicized case of Huy Fung Foods last year.  

When the city of Irwindale filed a lawsuit against the Sriracha sauce-maker because of bad smells, politicians from other states - most notably Texas - began to circle, offering the company a new home.  

Fighting against those suitors is a  familiar dance for the nonprofit Los Angeles County Economic Development Corporation. Many states and municipalities have similar agencies, whose job it is to try to attract and keep employers.

In the Sriracha case, the LAEDC prepared an economic impact analysis, met with the company and the South Coast Air Quality Management District and negotiated a compromise that kept the hot sauce manufacturer here, according to Carrie Rogers, Vice President of Business Assistance and Development with LAEDC.

"We all love Sriracha," she said, adding that she was happy to keep the "180 jobs and really to thwart the efforts of Governor Perry from Texas to try to lure our company away to their state."

The LAEDC estimates its business assistance program has played a role in keeping or luring 200,000 jobs since 1996, when it was formed. It's being recognized by the County Board of Supervisors for those efforts today.

But plenty of jobs still leave.

In a study published in July, the LAEDC said between 1990 and 2012, California lost about 40 percent of its manufacturing jobs – 842,180. 

"We compete internationally so a lot of our competitors have gone to Mexico," said Jeff Hynes, CEO of Covina-based Composites Horizons Incorporated, which makes ceramic structures for jet engines. "A week doesn’t go by that I don’t get a call from an economic development corp out of Texas or the South."

He scored a big contract recently and needed to expand fast to begin fulfilling orders. 

"Los Angeles  - in our particular industry - has a very good supplier base with materials and equipment," he said "but certainly facility costs are lower in other areas of the state and country."  

He said the LAEDC helped him get the permits quickly to buy and modify another building on its street and they decided to stay put. 

Composites Horizons currently employs 200 people but plans to add 50 employees this year and another 50 next year, he said. 

Rogers, of the LAEDC, said that may not seem like much, but it's important to support businesses like this one.

"When you take a step back and think about it, here’s a company that’s growing when many businesses aren’t," she said. "We know there are suppliers that feed into Composites Horizons. So when they get millions of dollars worth of contracts, we know that many more companies and employees around the county will be employed doing work directly for this company."

California public health officials are dipping into state and federal stockpiles to equip up to 10,000 farmworkers with masks, gloves, goggles, and other safety gear as the state confirms at least 21 human cases of bird flu as of early November. It’s the latest reminder of the state’s struggle to remain prepared amid multibillion-dollar deficits.

Officials said they began distributing more than 2 million pieces of personal protective equipment in late May, four months before the first human case was confirmed in the state. They said they began ramping up coordination with local health officials in April after bird flu was first detected in cattle in the U.S. Bird flu has now been confirmed at more than 270 dairies in central California, and traces were recently detected at a wastewater sampling site in Los Angeles County. Bird flu was also recently detected in a flock of commercial turkeys in Sacramento County.

California is putting a number of lessons from the covid-19 pandemic to use, such as coordinating emergency response with local health officials and tracking infectious diseases through wastewater surveillance, as the state tries to limit the spread of bird flu to humans. It’s striving to maintain an adequate emergency stockpile to withstand the first wave of any new public health disaster without hemorrhaging the state budget.

“We are far better prepared to respond to a pandemic than we were in 2020,” said Amy Palmer, a spokesperson for the Governor’s Office of Emergency Services.

For instance, before the coronavirus struck in 2020, the state’s emergency supplies stockpile was barely big enough to crowd two basketball courts.

By the time California ramped up its pandemic response, it had enough personal protective equipment and other disaster supplies to fill 52 football fields. California spent $15.6 billion on direct pandemic response during the covid crisis years, much of it provided by the federal government.

Today, the stockpile fits into about 12½ football fields, though it can seesaw from month to month.

According to the state, the current stockpile includes 101 million face masks, 26 million more than the 90-day supply recommended by the state’s pandemic preparedness guideline.

That includes 88 million N95 masks, more than the emergency services agency said was needed last year. The high-efficiency masks are considered crucial to protect against airborne viruses such as covid-19.

Although the state is building up its stockpile, Palmer could not say if the additional masks are related to fears of bird flu, only that planners are always working “to keep pace with the current risk environment.”

The state’s goal, Palmer said, is to have “an initial supply during emergencies to allow us the time to secure resources,” whether through the federal government or by buying more.

There is no indication of spread between humans in the recent California bird flu cases, and health officials say public risk remains low. Human transmission of bird flu is among several worst-case scenarios for a new pandemic, alongside the possibility of a resurgent mutant coronavirus; wider international spread of mpox, Marburg virus, or Ebola; or an entirely new virus for which there initially is no immunity or vaccine.

Yet, health officials nationwide have struggled to track bird flu transmission. And California has a history of swinging back and forth on preparedness.

Republican Gov. Arnold Schwarzenegger ordered an increase in California’s pandemic preparedness in 2006 in response to an earlier threat from bird flu. That included three mobile hospitals that could immediately be deployed during disasters.

Gov. Jerry Brown, a Democrat, ended the program in 2011 as state finances went bust. By the time covid struck, the state released 21 million N95 masks, some so old they were past their expiration date.

Now hospitals are required to maintain their own three-month supply of masks, gowns, and other personal protective equipment under a state law passed in 2020. California’s aerosol transmissible disease standard also uniquely requires hospitals and other high-risk workplaces to follow precautions such as using negative pressure isolation rooms and the highest level of protective equipment until more is known about a new pathogen.

“It is difficult to overstate the level of unpreparedness exhibited by hospitals both in and outside of California in dealing with the 2020 outbreak of COVID-19,” according to a legislative analysis. “Harrowing images of nurses walking the corridors of hospitals in makeshift masks and garbage bags became commonplace.”

California Hospital Association spokesperson Jan Emerson-Shea said hospitals “continuously prepare to respond to all types of disasters, including outbreaks of transmissible viruses.”

In addition, Palmer said California has five mobile hospitals acquired from the federal government, though they got little use during the pandemic. She said they have to be maintained, such as making sure pulse oximeters have working batteries.

But, once again, the current deficit has the state trying to strike a balance.

While lawmakers rejected most of Democratic Gov. Gavin Newsom’s $300 million proposed cut to public health funding, the state slashed funding for its stockpile of personal protective equipment by one-third a year ago after it determined that no additional covid-related purchases were necessary, according to the Department of Finance. California eliminated funding this year for eight 53-foot-long trailers that would have moved stockpiled items between warehouses. It’s also cutting nearly $40 million over the next four years from its $175 million disaster stockpile budget.

The state’s preparedness wasn’t good enough for Californians Against Pandemics, which gathered more than 1 million signatures to put a ballot measure before voters in November. The measure would have increased taxes on people with incomes over $5 million and used that money for pandemic prevention and response.

But that effort collapsed after one of its key financial supporters, former cryptocurrency executive Sam Bankman-Fried, was convicted of defrauding customers and investors. In exchange for initiative backers dropping the measure, state officials agreed to broaden the scope of the California Initiative to Advance Precision Medicine, which was created in 2015 to focus on developing new medicines and therapies, to include technologies for preventing another pandemic.

“By harnessing the power of precision medicine, California is moving to the forefront of pandemic preparedness and prevention,” Newsom said at the time.

Rodger Butler, a spokesperson for the state Health and Human Services Agency, said it’s unclear if the precision medicine initiative will receive additional funding.

Bacon, Francis, Lord Verulam, and Viscount St. Alban's, philosopher and statesman, was the youngest son of Sir Nicholas Bacon, Lord Keeper, by his second wife, a daughter of Sir Anthony Cooke, whose sister married William Cecil, Lord Burghley, the great minister of Queen Elizabeth. He was born at York House in the Strand on Jan. 22, 1561, and in his 13th year was sent with his elder brother Anthony to Trinity College, Cambridge. Here he first met the Queen, who was impressed by his precocious intellect, and was accustomed to call him "the young Lord Keeper." Here also he became dissatisfied with the Aristotelian philosophy as being unfruitful and leading only to resultless disputation. -- In 1576 he entered Gray's Inn, and in the same year joined the embassy of Sir Amyas Paulet to France, where he remained until 1579. The death of his father in that year, before he had completed an intended provision for him, gave an adverse turn to his fortunes, and rendered it necessary that he should decide upon a profession. He accordingly returned to Gray's Inn, and, after an unsuccessful attempt to induce Burghley to give him a post at court, and thus enable him to devote himself to a life of learning, he gave himself seriously to the study of law, and was called to the Bar in 1582. He did not, however, desert philosophy, and published a Latin tract, Temporis Partus Maximus (the Greatest Birth of Time), the first rough draft of his own system. -- Two years later, in 1584, he entered the House of Commons as member for Melcombe, sitting subsequently for Taunton (1586), Liverpool (1589), Middlesex (1593), and Southampton (1597). In the Parliament of 1586 he took a prominent part in urging the execution of Mary Queen of Scots. About this time he seems again to have approached his powerful uncle, the result of which may possibly be traced in his rapid progress at the Bar, and in his receiving, in 1589, the reversion to the Clerkship of the Star Chamber, a valuable appointment, into the enjoyment of which, however, he did not enter until 1608. -- About 1591 he formed a friendship with the Earl of Essex, from whom he received many tokens of kindness ill requited. In 1593 the offices of Attorney-general, and subsequently of Solicitor-general became vacant, and Essex used his influence on Bacon's behalf, but unsuccessfully, the former being given to Coke, the famous lawyer. These disappointments may have been owing to a speech made by Bacon on a question of subsidies. By 1601 Essex had lost the Queen's favour, and had raised his rebellion, and Bacon was one of those appointed to investigate the charges against him, and examine witnesess, in connection with which he showed an ungrateful and indecent eagerness in pressing the case against his former friend and benefactor, who was executed on Feb. 25, 1601. This act Bacon endeavoured to justify in A Declaration of the Practices and Treasons, etc., of...the Earl of Essex, etc. His circumstances had for some time been bad, and he had been arrested for debt: he had, however, received a gift of a fine of £1200 on one of Essex's accomplices. -- The accession of James VI in 1603 gave a favourable turn to his fortunes: he was knighted, and endeavoured to set himself right with the new powers by writing his Apologie (defence) of his proceedings in the case of Essex, who had favoured the succession of James. In the first Parliament of the new king he sat for St. Alban's, and was appointed a Commissioner for Union with Scotland. In 1605 he published The Advancement of Learning, dedicated, with fulsome flattery, to the king. The following year he married Alice Barnham, the daughter of a London merchant, and in 1607 he was made Solicitor-General, and wrote Cogita et Visa, a first sketch of the Novum Organum, followed in 1609 by The Wisdom of the Ancients. -- Meanwhile (in 1608), he had entered upon the Clerkship of the Star Chamber, and was in the enjoyment of a large income; but old debts and present extravagance kept him embarrassed, and he endeavoured to obtain further promotion and wealth by supporting the king in his arbitrary policy. In 1613 he became Attorney-General, and in this capacity prosecuted Somerset in 1616. The year 1618 saw him Lord Keeper, and the next Lord Chancellor and Baron Verulam, a title which, in 1621, he exchanged for that of Viscount St. Albans. Meanwhile he had written the New Atlantis, a political romance, and in 1620 he presented to the king the Novum Organum, on which he had been engaged for 30 years, and which ultimately formed the main part of the Instauratio Magna. -- In his great office Bacon showed a failure of character in striking contrast with the majesty of his intellect. He was corrupt alike politically and judicially, and now the hour of retribution arrived. In 1621 a Parliamentary Committee on the administration of the law charged him with corruption under 23 counts; and so clear was the evidence that he made no attempt at defence. To the lords, who sent a committee to inquire whether the confession was really his, he replied, "My lords, it is my act, my hand, and my heart; I beseech your lordships to be merciful to a broken reed." He was sentenced to a fine of £40,000, remitted by the king, to be committed to the Tower during the king's pleasure (which was that he should be released in a few days), and to be incapable of holding office or sitting in parliament. He narrowly escaped being deprived of his titles. -- Thenceforth he devoted himself to study and writing. In 1622 appeared his History of Henry VII, and the 3rd part of the Instauratio; in 1623, History of Life and Death, the De Augmentis Scientarum, a Latin translation of the Advancement, and in 1625 the 3rd edition of the Essays, now 58 in number. He also published Apophthegms, and a translation of some of the Psalms. -- His life was now approaching its close. In March, 1626, he came to London, and shortly after, when driving on a snowy day, the idea struck him of making an experiment as to the antiseptic properties of snow, in consequence of which he caught a chill, which ended in his death on 9th April 1626. He left debts to the amount of £22,000. At the time of his death he was engaged upon Sylva Sylvarum. -- The intellect of Bacon was one of the most powerful and searching ever possessed by man, and his developments of the inductive philosophy revolutionised the future thought of the human race.
