How airlines at LAX handled the airport shooting last week

Business Update with Mark Lacter

Police say TSA agent Gerardo Hernandez was shot and killed last Friday at the base of the escalators of LAX Terminal 3, and not at the checkpoint gates.  Paul Ciancia is accused of killing Hernandez and wounding several others.  Ciancia remains hospitalized in critical condition.

Steve Julian: Business analyst Mark Lacter, how did the airlines respond to shooting and its aftermath?

Mark Lacter: Generally pretty well, Steve, considering that the airport was effectively closed for several hours on Friday, and most of Terminal 3 was out of commission until Saturday afternoon.  You know, there's always this precarious balance in operating airlines and airports, even in the best of circumstances.  Just so many flights coming in and going out, and so many thousands people using the facility at any given time - and it really doesn't take much to upset the balance.  So, when you have something horrific take place and you see all those travelers stranded outside the terminals, the ripple effects are enormous - not just at LAX but all over the country.

Julian: More than a thousand flights were either canceled or delayed on Friday.

Lacter: And, there was a further complication because the airlines flying out of Terminal 3 are not the legacy carriers like United, American, and Delta that have all kinds of resources, but smaller operations with less flexibility.  It's not like there's an empty aircraft just sitting in a hangar waiting to take passengers wherever they want to go.  Actually, the airlines have gotten better at arranging re-bookings when there's a snowstorm or some other emergency that gives them advance warning.  But obviously, there was no advance warning last Friday, so the carriers needed to improvise in handling passengers whose flights were cancelled.

Julian: What did they do?

Lacter: One step was waiving the fees normally charged to re-book flights (and that's gotten to be a pretty penny).  Another was waiving the difference in the price of the original ticket and the re-booked ticket.  But, the policies varied according to the airline, and we heard about travelers not receiving hotel or food vouchers, or having to buy a brand new ticket on another airline if they wanted to avoid the wait - and that can be expensive.  Which raises another issue: planes tend to be completely full these days because airlines have been cutting back on the number of flights.  And that can be a problem if you're taking a route that doesn't have too many flights in the first place.  So, it gets really complicated.

Julian: Why do you think we haven't we heard more horror stories from passengers?

Lacter: Well, look at the cities that the airlines in Terminal 3 fly to - New York, San Francisco, Seattle, Dallas.  They're all served by several other carriers.  L.A. to New York, in particular, is one of the busiest routes in the world, which means that it's also one of the most competitive.  So, even if your flight was cancelled, there's a good chance you'd be able to find space by Saturday (which is normally a slower day for air travel).  This is a big reason, in general, why people like LAX.

Julian: Why don't other local airports handle more of the load?

Lacter: You might remember a few years ago local officials were promoting something called "regionalization" - the idea was that as LAX maxed out on the number of passengers it was allowed to handle each year, then other airports would make up the difference - places like Ontario, Bob Hope in Burbank, and John Wayne in Orange County.

Julian: Right, and they talked about easing traffic congestion by spreading around the flights.

Lacter: Well, regionalization never happened because, first of all, passenger levels at L.A. International didn't come close to maxing out.  But, more importantly, because the airlines decided that using LAX was more efficient for everything from handling baggage to arranging international connections.  So, through the first nine months of the year, passenger traffic at LAX is up 4.2 percent from a year earlier, while at Ontario traffic was down 9.3 percent.  And, we've seen that John Wayne, Bob Hope, and Long Beach are all struggling.  Of course, the challenge at a busy place like LAX is making it as safe as possible, and that will no doubt become a priority in the weeks ahead.

Bringing security home: More needs to be done to combat violence against women and girls, say participants of OSCE conference in Vienna

VIENNA, 22 July 2016 - Violence against women and girls is one of the most serious and pervasive human rights violations. More needs to be done to eliminate this problem so that women can participate without barriers in all spheres of life, said participants of a high-level OSCE conference today in Vienna.

The conference, organized by the OSCE Gender Section and Germany’s 2016 OSCE Chairmanship, brought together representatives of governments of OSCE participating States, international organizations and civil society to discuss the progress, and to exchange good practices and lessons learned in the efforts to end violence against women..

“One in three women worldwide has experienced physical and/or sexual violence in their lifetime, perpetrated by intimate partners, family members, acquaintances and strangers,” said OSCE Secretary General Lamberto Zannier, opening the conference. “While we should take note of past and current achievements and activities, we need to now translate our commitments into concrete action”.

 Ambassador Zannier referred to the 2004 OSCE Action Plan on the Promotion of Gender Equality and OSCE Ministerial Council Decisions of 2005 and 2014, which called on participating States to address gender-based violence through legislation, supporting victims’ access to justice, education of relevant institutions and ensuring that women and girls receive special consideration in terms of protection and assistance.

Baroness Joyce Anelay, the UK’s Minister of State at the Foreign and Commonwealth Office and Department for International Development was one of the prominent speakers of the event.

"The OSCE Action Plan on the Promotion of Gender Equality is clear that this agenda is essential to achieving comprehensive security across the OSCE region. We all have a responsibility to promote women's empowerment and their full political, social and economic participation," she said.

Baroness Anelay is also UK Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict. Earlier this week she addressed representatives of OSCE participating States and Partners for Co-operation at meetings of the Forum for Security Co-operation and the Permanent Council on the need to promote the role of women in conflict prevention and resolution.

Ambassador Eberhard Pohl, Chair of the OSCE Permanent Council and representing Germany’s OSCE Chairmanship, said: “The protection of women and girls needs our special attention. Violence against women is not only a traumatizing experience for individuals; it has an adverse impact on the stability of societies as a whole. As the OSCE Chairmanship we call for the joint political will in the OSCE to speed up combating violence against women. It is a violation of human rights and all OSCE participating States have committed to ensuring human rights for all its inhabitants equally.”

Govt facilitating girls to excel in education, sports: CM

PESHAWAR: Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Wednesday said his government is committed to providing maximum opportunities to girls to excel in education and sports.

He said that perseverance was key to success in life and that striving forward with determination and high spirits ultimately led to success.

He was speaking at the concluding ceremony of All Pakistan Inter-Boards Girls Cricket and Tennis Championship held at the Board of Intermediate and Secondary Education, Peshawar, according to a statement issued from the chief minister’s secretariat on Wednesday.

The competitions commenced on Nov 9, featuring teams from KP and various other educational boards from across the country.

Mr Gandapur welcomed the participants from other provinces and emphasised the importance of organising sports alongside academic activities.

“The purpose of holding such events is to polish the skills of our youth, and get them prepared for practical life ahead,” the statement quoted Mr Gandapur as saying. “Challenges are part of the journey to success and should be faced head-on,” he added.

“A person becomes great when he dreams big,” he said while quoting PTI founder Imran Khan, adding that one must set ambitious goals and move forward with courage.

The chief minister congratulated the Lahore Board’s cricket team on its victory, and affirmed the importance of investing in youth.

Mr Gandapur also announced cash prizes of Rs50,000 for each participating team.

He also distributed trophies and shields among the players.

In tennis, the Lahore Board secured the first position followed by Mardan, while Peshawar Board and Punjab Board of Technical Education, Lahore, shared the third position.

Similarly, the Lahore Board clinched the first position in the cricket tournament, while Peshawar remained the runner-up.

The chief minister also inaugurated a newly-constructed gymnasium at the Peshawar BISE, which has been established at a cost of Rs160 million. The facility includes boxing, karate, taekwondo, wrestling rings, a table tennis court and a fitness gym.

Airlines ground Bali flights after volcano erupts

Airlines cancelled flights to and from the Indonesian resort island of Bali on Wednesday, leaving travellers stranded after a nearby volcano catapulted an ash tower miles into the sky.

At least 16 international routes were affected after Mount Lewotobi Laki-Laki on Flores island spewed a nine-kilometre tower a day earlier, the general manager of Bali’s international airport said in a statement.

Flights from Singapore, Hong Kong, Qatar, India, Australia, Malaysia, China’s Pudong and South Korea’s Incheon were all either delayed or grounded, Ahmad Syaugi Shahab said Wednesday.

Animal clinic worker Samsudin, 52, from Indonesia’s main island was transiting in Bali to Malaysia and forced to spend the night at the airport.

“I’m sleeping here rather than going back to Java. It is far,” he told AFP.

“I’m waiting here, until tomorrow,” he added, saying he bought a new flight after his AirAsia ticket was refunded.

Australia’s Jetstar, Qantas and Virgin Australia all grounded flights, while Malaysia Airlines, AirAsia, India’s IndiGo and Singapore’s Scoot also listed flights as cancelled on Wednesday, an AFP journalist at Bali’s airport said.

“Volcanic ash poses a significant threat to safe operations of the aircraft in the vicinity of volcanic clouds,” said AirAsia as it announced several cancellations.

Hong Kong’s Cathay Pacific also listed its flights as cancelled, rescheduling routes to and from Bali until Thursday.

Multiple eruptions from the 1,703-metre twin-peaked volcano in recent weeks have killed nine people, with 31 injured and more than 11,000 evacuated, Indonesia’s disaster mitigation agency said on Tuesday.

Eruptions can pose serious risks to flights, disgorging fine ash that can damage jet engines and scour a plane’s windscreen to the point of invisibility.

The island’s tourism head called for calm after the cancellations, saying the island was “very safe” because the volcano is far away.

“Bali’s tourism activity is still running normally,” Tjok Bagus Pemayun said in a statement on Wednesday.

But airlines said the situation was too dangerous to keep their planes in the sky.

Jetstar said all flights to and from Bali would be halted until noon on Thursday as it was “currently not safe to operate flights”.

Malaysia Airlines said it had cancelled six flights on Wednesday in a statement on its website, while Scoot said it scrapped two flights and rescheduled four more.

The airlines said they would monitor the volcano’s status and provide updates.

Singapore Airlines was still listing its flights as running on Wednesday.

‘Refunds, rescheduling, re-routing’

Bali airport’s Shahab said 26 domestic and 64 international flights had been affected by recent eruptions as of Wednesday afternoon.

“Due to this natural event impacting flight operations, airlines are offering affected passengers the options of refunds, rescheduling, or re-routing,” he added in a statement.

But some said they were set to be stranded for days, with little help forthcoming.

“There’s nobody helping us, nobody is providing us accommodation or food, we are kind of stranded,” said IT consultant Arsh Khurana, 39, from Delhi whose Air India flight was rescheduled to Saturday.

“There is nothing from Air India, there is absolutely no support,” he told AFP, adding that he and his wife were set to lose money as the airline’s travel insurance did not cover disruptions caused by volcanic eruptions.

Local media reported thousands of passengers were affected but Balinese officials gave no estimate.

Bali’s international airport operator PT Angkasa Pura Indonesia said on Wednesday it had conducted tests in its airspace and no volcanic ash was detected, saying the airport was “operating as normal”.

But the airport in the tourist hotspot of Labuan Bajo on Flores island was shuttered on Wednesday until 8pm local time (1200 GMT) because of the volcanic ash from Lewotobi, according to the airport’s Instagram.

Lewotobi erupted again from midnight Wednesday until early morning, and a large ash column could be seen pouring from its crater, an AFP journalist nearby said.

Laki-Laki, which means “man” in Indonesian, is twinned with a calmer volcano named after the Indonesian word for “woman”.

The island’s economy is heavily reliant on tourism but Indonesia is one of the most disaster-prone nations on Earth, straddling the Pacific Ring of Fire where tectonic plates collide.

DENPASAR, Indonesia — Several international airlines cancelled flights to and from Indonesia's resort island of Bali on Wednesday (Nov 13), after further eruptions of a volcano that has spewed ash clouds as high as 10km and forced thousands to evacuate. Jetstar and Qantas said they had stopped flights to Bali on Wednesday for safety reasons because of volcanic ash, while plane tracking website Flightradar24 showed flights to the island by AirAsia and Virgin were also cancelled. Bali is Indonesia's top tourist hotspot and is a popular destination for Australian visitors. The first eruption of the Mount Lewotobi Laki-laki on Nov 3 in the East Nusa Tenggara province, about 800 km from Bali, killed at least nine people. It has since erupted repeatedly, including multiple times on Tuesday. From Nov 4 to Nov 12, 80 flights in Bali were cancelled, including from Singapore, Hong Kong, and several Australian cities, said Ahmad Syaugi Shahab, general manager of Bali's Ngurah Rai airport. Indonesia has close to 130 active volcanoes and sits on the Pacific "Ring of Fire", an area of high seismic activity atop various tectonic plates.
