As Traffic Crash Fatalities Rise, Portland Auditor’s Office Recommends Changes to Vision Zero Program

PBOT leaders say they’ve already addressed many of the auditor’s recommendations. They also say the scale of Portland’s traffic violence crisis is too big for just one bureau to address. by Taylor Griggs

The Portland Bureau of Transportation (PBOT) adopted its Vision Zero Action Plan in December 2016, with the goal of eliminating traffic crash deaths and injuries in the city. But in recent years, Portland has seen its highest numbers of traffic injuries and fatalities in decades. Pedestrians have faced a heightened risk of traffic violence in recent years, and parts of Portland with higher low-income populations and communities of color are also disproportionately impacted. 

The daylight between PBOT’s stated Vision Zero goals and the increase in recent traffic crash deaths prompted scrutiny from the Portland Auditor’s Office. A new report from the Auditor’s Office, released Wednesday, says PBOT “partially completed” safety projects identified in its Vision Zero plan, but notes the bureau doesn’t adequately evaluate the outcomes of the safety projects it completes. 

The Auditor’s Office recommends PBOT create a plan to evaluate its projects “to determine which get the desired outcomes and where Vision Zero efforts are most needed.” The office also asks the bureau to install promised speed cameras to help with traffic safety enforcement and recommends PBOT “revisit its equity methodology to ensure it accounts for smaller scale improvements that could have positive equity impacts.” 

“These efforts to collect data, analyze, evaluate, and carefully track which safety projects have the most desired outcomes could help move toward Vision Zero’s goal of zero fatal and serious injury traffic crashes,” the audit report states. 

The audit report highlights concerns about the Vision Zero program that many transportation and safe streets activists have raised for years—though the Auditor’s Office didn’t issue as harsh an indictment of PBOT as some critics may want. Earlier this year, when PBOT leaders presented their 2023 Vision Zero report to City Council, some Portland advocates didn’t mince words about their thoughts on the city’s implementation of the program. 

“There is no question that Portland's Vision Zero Program has been an abject failure,” Sarah Risser, a local transportation safety activist, wrote in public testimony to City Council in April. “Given its abysmal track record, it is reasonable to conclude that it will continue to be a failure.”

The Portland Auditor’s Office didn’t mark PBOT’s Vision Zero plan as a failure in its report, and PBOT leaders ultimately agreed with its recommendations, some of which the bureau says it has already implemented on its own. 

PBOT, too, acknowledges that larger structural changes are needed to save lives on the streets. Bureau leaders say they will continue working on their Vision Zero plans, but they hope the city government transition will break down silos and encourage more involvement in solving the problem of traffic violence on Portland’s streets. 

Auditor’s Office Suggests More Evaluation, Qualitative Data Collection Methods 

The year PBOT adopted the Vision Zero plan, 42 people died in traffic crashes on Portland’s streets. In 2019, when the bureau updated the plan to emphasize transportation system safety and focus more on actions within PBOT’s control, 48 people were the victims of traffic violence. In the last three years, more than 60 people have died in traffic crashes in Portland each year, with 69 fatalities in 2023. 

When PBOT leaders presented the 2023 Vision Zero report to City Council earlier this year, they acknowledged the rise in traffic fatalities since the program was adopted. But they said the program is successful in areas PBOT has been able to invest in, and said the bureau’s budget woes have curtailed its progress. The audit report suggests PBOT could get more out of the projects it does complete by improving its evaluation processes, which have historically been lacking. 

“Without systemic evaluation of safety outcomes, the Bureau is missing the opportunity to create more alignment between the work they do on safety projects and the overall goal of Vision Zero,” the report states. “A more systematic approach would allow trends to be identified and analyzed to better understand the outcomes of completed projects, and which may need to be altered or dropped. As traffic deaths continue to increase it is vital that the Bureau consistently evaluate completed safety projects so they can see which are working best at shifting the trend towards the intended goal of zero traffic deaths and serious injuries.” 

The second major recommendation the audit report suggests is that PBOT “do more to enforce speed limits” by following through on its promise to install more speed cameras throughout the city. Despite research showing the effectiveness of enforcement cameras as a way to reduce speeds and increase traffic safety—without involving the police—PBOT has been slow to install them. The bureau has blamed its camera vendor for the lag in speed camera implementation, but says it now has 37 cameras in operation or construction, and current contracted cameras will be online early next year. (By March 2023, PBOT had only installed nine cameras in the prior eight years.) 

The report also states despite PBOT’s attempt to prioritize and fund safety projects equitably—based on both crash data and neighborhood demographics—it may be missing “smaller safety projects with possible equitable outcomes” if they aren’t located on high-crash corridors. The Auditor’s Office recommends PBOT use more qualitative data to determine the projects it carries out. 

In response to the auditor’s recommendations, Public Works Service Area Deputy City Administrator Priya Dhanapal and PBOT Director Millicent Williams said while they “largely agree with the recommendations in the audit,” it’s a bit outdated. Last year, PBOT issued a Vision Zero Action Plan update for 2024 and 2025, which addresses many of the issues outlined in the audit report. 

“Our current Vision Zero Action Plan includes priorities directly tied to evaluation, delivery of the camera program and speed management as well as equity objectives,” Dhanapal and Williams wrote. “The audit was conducted on work and commitments outlined 3-5 years ago and work that took place during the peak of the COVID-19 pandemic.” 

Dhanapal and Williams also said PBOT needs help from other city bureaus to solve the crisis of traffic violence. 

“Eliminating traffic deaths and serious injuries in Portland is possible [and] PBOT can lead the way,” Dhanapal and Williams wrote in a letter responding to the auditor’s report. “However, Portland will not reach Vision Zero with street design alone…. A societal commitment to meet basic human needs and implement strategies to change current conditions are necessary to reach many of our shared goals, including Vision Zero. These changes require leadership, investment, and commitment from partners beyond PBOT.”

PBOT leaders say they hope that collaboration and commitment will be easier due to the upcoming changes in Portland’s government. 

“Eliminating traffic deaths and serious injuries is a City commitment and goal, but as a City we have focused the discussion on what PBOT does to change streets,” Dhanapal and Williams wrote. “We believe the City transition provides an opportunity to reengage City bureaus in Portland’s Vision Zero commitment and integrate the Safe System approach to traffic safety as a comprehensive prevention strategy to save lives.”

4 ways to follow the Dodgers other than on cable TV

Do you want to track the Dodgers as the new season gets underway, but either don't have cable or are at work during the game? Maybe you want to keep an eye on the boys in blue but have an office job that gives you checks in black and white, and you want to keep your bleeding red for your favorite team from sending your bank account into the red as well. Or maybe you just aren’t going to have access to a TV at the time. Here are four ways to check the Dodgers out this season.

1. Track what’s happening with MLB.com’s free Gameday service

Want to see what’s going on as if the Dodgers game was a video game? You have to pay if you want to watch video (with alternate angles!) or listen to audio with Major League Baseball's MLB.tv service — but you can watch virtual avatars simulating the game with MLB Gameday for free. Just visit MLB.com/scores, then click on the Gameday button beneath the game you want to follow. Or, you can keep it more old school by tracking scores on the scores page — alongside video highlights.

2. Follow what’s going on on Twitter

Want to keep an eye on things but don’t want to stare at a streaming video feed? You can follow what’s happening with Twitter. The Dodgers themselves tweet highlights and results at @Dodgers, plus you can do a search for “Dodgers” or track what’s happening on various popular hashtags, including #Dodgers#ThinkBlue and #ITFDB (It’s Time For Dodgers Baseball).

3. Listen to the radio, over the air or online

The official Dodgers radio broadcaster in L.A. is AM 570 L.A. Sports. As noted above, you can also pay to listen to audio from MLB.tv — but the service isn't available for local, "in-market" games, which are blacked out as part of their contracts with local broadcasters. The Dodgers broadcasts are also available in Spanish on 1020 AM KTNQ.

4. Stream ESPN on your computer, phone or tablet

ESPN lets you watch the opening day game and others throughout the season online... well, some of you, at least. Due to various cable company deals and other red tape, you have to already be a cable subscriber — sorry, cord cutters — but most major cable company subscribers can log in and stream the Dodgers online, or using ESPN's mobile apps available on iOS and Android. That also means you can find a friend who has cable, and team up with them to watch online — or just hang out at their place for the foreseeable future.

Many other Dodgers games throughout the season will be on SportsNet L.A., but you have to subscribe to Charter Spectrum, Time Warner, or Bright House in the L.A. area to get this channel. How Trader Joe's is handling the Affordable Care Act

Sign ups for the Affordable Care Act start in a week, and the program is leading to changes in the way employers handle health coverage.

Steve Julian: Business analyst Mark Lacter, what's the most noticeable adjustment?

Mark Lacter: Steve, once you get beyond the squabbling over efforts to defund the new law, what's happening is quite remarkable: businesses are finding new ways to administer and pay for coverage - and some would say it's long overdue.  One interesting example: the grocery chain Trader Joe's, which is based in Monrovia, employs over 20,000 people, and shells out millions of dollars a year in helping provide its people with health insurance.  Well, Trader Joe's has decided to end coverage for part-timers working fewer than 30 hours a week - under the new law businesses are not obligated to provide benefits to employees who work less than that amount.  However, the company is giving those people $500 to go towards the purchase of premiums at the new public exchanges.  And that, along with the tax credits available, could make the new arrangement cost about the same or even cheaper than the current health care package.

Julian: How did TJ's explain this to its employees?

Lacter: The company cited the example of an employee with one child who makes $18 an hour and works 25 hours a week.  Under the old system, she pays $166 a month for coverage; under the new system, she can get a nearly identical plan for $70 a month.  Now, there are cases in which workers will end up paying more - usually it involves having a family member who makes more money, but who doesn't have access to coverage (good example would be an independent contractor or freelancer).  By the way, other companies - including the drug store chain Walgreen's - are also moving part-timers to the public market, and offering some sort of a subsidy.

Julian: I imagine not all companies are being as conscientious...

Lacter: No.  We've seen a number of corporations cut worker hours and not offer a supplemental payment.  Steve, it's worth remembering that administering health insurance is something that businesses fell into quite by accident 60 years or so ago - premiums cost next to nothing at the time, and it was seen as way of attracting workers without having to jack up wages.  The arrangement became more attractive over the years because of certain tax benefits.  But, it's far from ideal - workers move from job to job more often than they used to, and not all businesses are capable of handling the extra costs, especially small businesses.

Julian: Doesn't L.A. have a higher percentage of uninsured than elsewhere?

Lacter: Considerably higher - the Census Bureau show that 21 percent did not have coverage in 2012, which is higher than the overall national number.  Now, there are a bunch of reasons for this: L.A. has a large percentage of households that simply can't afford health insurance or don't have access to government programs, among them undocumented immigrants.  You also have big numbers of people who are self-employed and don't get covered - we're talking about freelancers or consultants of some sort.

Julian: …Or, they work for small businesses whose owners either can't afford, or don't want to provide coverage…

Lacter: That's right - the new law only requires businesses with more than 50 full-time workers to offer health insurance, and a lot of small businesses don't meet that threshold.  The Census Bureau says that in the L.A. area, one in four people with jobs do not have health insurance - and, by the way, there's been a drop-off both in the percentage of businesses in California that offer coverage.

Julian: Sounds dire.  Who picks up the cost?

Lacter: Well, we all do in one way or another - and that, of course, is the problem.  What the Affordable Care Act offers is a start in getting some of the uninsured onto the rolls.  Clearly, it's an imperfect solution that will require all sorts of adjustments, and even though everyone and their uncle seems to have formed a definitive opinion about the new law, it's going to be years before there's any real sense of how it's going.  And, let's remember, signing up for these programs is not some political act.  It's just a way for people to get health insurance for themselves and their families.

Lacter: Covered California website doing better than federal one

The state's online registration for Covered California has been up for a couple of weeks, and reaction has been mixed.

Steve Julian: Business analyst, Mark Lacter, what's your take on how well Californians are getting into the Affordable Care Act?

Mark Lacter: It's hard to get a good read, Steve, because it's hard to measure the success of what is really a new marketplace.  If you're basing it on the number of unique visitors coming to the Covered California website, well, then the program clearly has attracted lots of interest - they had almost a million visitors during the first week of eligibility.  But, maybe a better measure would be the number of people whose applications actually have been received by the insurance companies that are going to handle the claims.  If that's your measuring stick, then the numbers have been far smaller so far.  Now, it's worth pointing out that California - and particularly L.A. County - have a higher percentage of households without insurance than other parts of the nation, and so you'd expect there to be lots of interest.

Julian: So the question, then, is how many folks turn into actual policyholders paying actual premiums each month.

Lacter: The truth is nobody knows, which is why state officials want to sign up as many people as possible in the early going when the program is getting so much attention.  This is especially true for younger and healthier people who are needed to help offset the cost of caring for older and sicker people.

Julian: And, that's also why any computer glitch can be such a headache...

Lacter: That's right.  Covered California did run into problems in the early going, but everybody agrees that things are going much better than the federal website, which is the default site used by folks in states that don't have their own program to oversee the health care laws.  That federal site has been an utter disaster.  So, by comparison, California is ahead of the game.

Julian: It's a work in progress, even here.

Lacter: Very much so.  The California website still doesn't have a way for enrollees to find out which doctors and hospitals are included in each health plan.  And, that's a big deal because  insurance companies are limiting the options available as a way of keeping premiums low.  So, it's possible that the doctor you had been using for your individual insurance plan will not be on the list of doctors that can be used for one of the cheaper plans.  Of course, for someone who doesn't have any health coverage, none of that is likely to matter.

Julian: And then, there's the continued threat of a U.S. default...

Lacter: You know, Steve, this is like watching the beginning of a bad traffic accident in slow motion - and we're all pretty helpless to do anything about it.  And, so are the financial markets, which are moving back and forth not based on what's going on with the economy or with any industry, but on the latest press conference out of Washington.  One thing we do know is that if the nation does go into quote-unquote default - and we're not even sure what that might mean - but if Wall Street and somehow declares this a major crisis, it's going to be bad.

Julian: Who gets hit?

Lacter: It'll impact anyone who has a retirement account, any business wanting to borrow money, and potentially it's going to impact the budgeting of the state.  You know, one of the things we were reminded of during the Great Recession was how reliant California has been on higher-income individuals who make a lot of their money through the stock market and other investments.  So, when those folks do well - as they have been over the last year - the state coffers will do well.  And when they don't, as was the case in 2008 and 2009, the state takes a huge hit because there's not enough tax dollars coming in.  Gov. Brown and others have tried to lessen the reliance on those top tiers - so far without success.

Julian: And the state's budget situation is so much better than it was a year or two ago.

Lacter: That's the real pity.  And, even if the House and Senate reach a temporary agreement on the debt ceiling, it's just a matter of weeks or months before another deadline crops up - and more uncertainty for the financial markets.  I guess Chick Hearn would have called this nervous time.

How airlines at LAX handled the airport shooting last week

Business Update with Mark Lacter

Police say TSA agent Gerardo Hernandez was shot and killed last Friday at the base of the escalators of LAX Terminal 3, and not at the checkpoint gates.  Paul Ciancia is accused of killing Hernandez and wounding several others.  Ciancia remains hospitalized in critical condition.

Steve Julian: Business analyst Mark Lacter, how did the airlines respond to shooting and its aftermath?

Mark Lacter: Generally pretty well, Steve, considering that the airport was effectively closed for several hours on Friday, and most of Terminal 3 was out of commission until Saturday afternoon.  You know, there's always this precarious balance in operating airlines and airports, even in the best of circumstances.  Just so many flights coming in and going out, and so many thousands people using the facility at any given time - and it really doesn't take much to upset the balance.  So, when you have something horrific take place and you see all those travelers stranded outside the terminals, the ripple effects are enormous - not just at LAX but all over the country.

Julian: More than a thousand flights were either canceled or delayed on Friday.

Lacter: And, there was a further complication because the airlines flying out of Terminal 3 are not the legacy carriers like United, American, and Delta that have all kinds of resources, but smaller operations with less flexibility.  It's not like there's an empty aircraft just sitting in a hangar waiting to take passengers wherever they want to go.  Actually, the airlines have gotten better at arranging re-bookings when there's a snowstorm or some other emergency that gives them advance warning.  But obviously, there was no advance warning last Friday, so the carriers needed to improvise in handling passengers whose flights were cancelled.

Julian: What did they do?

Lacter: One step was waiving the fees normally charged to re-book flights (and that's gotten to be a pretty penny).  Another was waiving the difference in the price of the original ticket and the re-booked ticket.  But, the policies varied according to the airline, and we heard about travelers not receiving hotel or food vouchers, or having to buy a brand new ticket on another airline if they wanted to avoid the wait - and that can be expensive.  Which raises another issue: planes tend to be completely full these days because airlines have been cutting back on the number of flights.  And that can be a problem if you're taking a route that doesn't have too many flights in the first place.  So, it gets really complicated.

Julian: Why do you think we haven't we heard more horror stories from passengers?

Lacter: Well, look at the cities that the airlines in Terminal 3 fly to - New York, San Francisco, Seattle, Dallas.  They're all served by several other carriers.  L.A. to New York, in particular, is one of the busiest routes in the world, which means that it's also one of the most competitive.  So, even if your flight was cancelled, there's a good chance you'd be able to find space by Saturday (which is normally a slower day for air travel).  This is a big reason, in general, why people like LAX.

Julian: Why don't other local airports handle more of the load?

Lacter: You might remember a few years ago local officials were promoting something called "regionalization" - the idea was that as LAX maxed out on the number of passengers it was allowed to handle each year, then other airports would make up the difference - places like Ontario, Bob Hope in Burbank, and John Wayne in Orange County.

Julian: Right, and they talked about easing traffic congestion by spreading around the flights.

Lacter: Well, regionalization never happened because, first of all, passenger levels at L.A. International didn't come close to maxing out.  But, more importantly, because the airlines decided that using LAX was more efficient for everything from handling baggage to arranging international connections.  So, through the first nine months of the year, passenger traffic at LAX is up 4.2 percent from a year earlier, while at Ontario traffic was down 9.3 percent.  And, we've seen that John Wayne, Bob Hope, and Long Beach are all struggling.  Of course, the challenge at a busy place like LAX is making it as safe as possible, and that will no doubt become a priority in the weeks ahead.

The Huntington unveils big changes, but not too big

For years, I’d feared the worst. Behind that intrusive belt of chain link and green canvas fence, with all the hidden noise of power digging machines, smashing jackhammers and growling tractors going on behind it, and heaps of dirt piled high, I dreaded that something terrible was going on in the dark, hidden heart of our dear old Huntington.

We were promised a new visitor center, a new store, a new cafe and restaurant. I imagined the Disney-fied worst: Henry Huntington’s Roller Coaster Red Car Ride; Pinky’s Pinkberry Parlor. The Blue Boy Fashion Center. Maybe even a giant Rem Koolhaas-LACMA style amoeba of purple reinforced concrete sprawling all over the lawns between the library and the old gallery.

My fears were groundless. The $68 million (not much more than the Getty paid for its new Manet) 52,000 square foot Education and Visitor Center addition is in perfect harmony with the early 20th Century original library and art gallery, perhaps more so than some previous increments, such as the nearby and blankly imposing Munger Research Center. 

The addition is named after outgoing Huntington chief Steven S. Koblik, who engineered much of the funding and planning for the facility. He’s got something to be proud of in his retirement: a new garden-centered segment of new facilities that founder, pioneer transit tycoon Henry Huntington, would probably have enthused over.

With its mighty $400 million endowment and the muscular fundraising power that enticed squillionaire Charlie Munger to donate hugely to this project (not to mention that research center), the venerable Huntington institution could have easily erected something expensively and grandiloquently modern.  

But its directorate and patrons seem to understand an important fact about the place: Most visitors don’t go there to be dazzled. We go there to be enthralled, even comforted by the century-old institution’s enduring and deeply reassuring ambiance that we are privileged to inhabit during our visits to its galleries of great art, its acreage of exquisite gardens and Arcadian vistas.

The Huntington possesses what designer Sheryl Barton, who co-created the new landscaping with the Huntington’s Jim Folsom, spoke of at the opening press conference as “the choreography of experience.”

That experience includes the new California-Mediterranean groves and gardens and the low-lying new structure that includes an expanded store, new classrooms, courts, cafes and an auditorium. With its simple, Tuscan-columned loggias and red-tiled roofs (and, oh, yes, even that showy glass dome on the Rose Hills Foundation Garden Court), it all effortlessly blends into the traditional whole.

Although the Huntington doesn’t seem to be planning on a new influx of visitors, it’s hard to see this new, more user-friendly front office isn’t going to attract more people to its San Marino location than the current 600,000 per year.

Particularly considering how regional museum attendance in general has boomed over recent decades. Will this abate the quiet private experience many of us Huntington fans have shared and treasured over the years?

Is it, by chance, Helena Bonham Carter’s birthday? This begged me to take it out of the closet this morning, a frock very much a la Bonham Carter mode. [We all do know that her husband, Tim Burton, is from Burbank, right?]
 
The dress is from Stefanel – anyone know of Stefanel? An Italian company that’s done especially knockout knits. I don’t know that it has any shops here in the U.S. but I hazarded into Stefanel in Europe and liked the attitude, as well as the silhouettes, and this one in particular.
 
The sweater-ribbed knit band at the bottom puts an edge on the frou-frou of the skirt, as do the big hardware snaps on the bodice.  [That word, froufrou, or frou-frou, meaning fussy or embellished, or covered with "furbelows." "Furbelows"  is one of my favorite fashion words.
 
"Froufrou" dates to France in about 1870, when women’s clothes were exactly that. Sarah Bernhardt, one of my style icons, starred in a play entitled “Frou-Frou.”   

Of course Bernhardt gets to die ravishingly and at length in the play – she had more ways of expiring than James Bond’s villains ever dreamed up – and even though she only performed in French, American audiences ate it up when she toured here. Bernhardt said she could always recoup her fortunes in the United States, and “Frou Frou” helped her to do just that.
 
This dress, with the taffeta bubble skirt, reminded me of the style worn by Tom Wolfe’s New York society matrons in “The Bonfire of the Vanities.” It’s the magnificently seminal social novel about race and wealth in 1980s New York. Wolfe he called the women “social X-rays” for the bony gauntness they cultivated. If you have not read it, you really must. It lays the groundwork for the lifestyles of the Wall Street rich and notorious of today, and is one of my favorite novels.
 
The Lucite heel on the ankle boots – "Perspex," as the British call it – gives the effect of floating, ballerina-like, across the floor – an effect I will never achieve in real life, so must rely on footwear to give me a semblance of it.

I coveted the Lucite-wedge shoes that Maison Margiela sold briefly at H&M, but didn’t have the stamina to wake up at dawn and line up at 6 a.m. back when they went on sale, so these shoes gave me a bit of the same look, along with a full night’s sleep.

Thanks to Nutella, the world needs more hazelnuts

Nutella, that sinfully indulgent chocolate-hazelnut spread, turns 50 this year, and it's come a long way, baby.

There's even a "Nutella bar" in midtown Manhattan, right off Fifth Avenue, tucked inside a grand temple of Italian food called Eataly. There's another Nutella bar at Eataly in Chicago. Here, you can order Nutella on bread, Nutella on a croissant, Nutella on crepes.

"We create a simple place," explains Dino Borri, Eataly's "brand ambassador," a man so charming that he should be an ambassador for the whole Italian country. "Simple ingredients, few ingredients. With Nutella, supertasty, supersimple. When you are simple, the people love!"

Nutella was the product of hard times. During World War II, an Italian chocolate-maker named Ferrero couldn't get enough cocoa, so he mixed in some ground hazelnuts instead. Then he made a soft and creamy version.

"It was one of the greatest inventions of the last century!" says Borri.

It's a bold claim, but greatness, you have to admit, is a matter of taste. In any case, Nutella conquered Italy and, eventually, the world.

The recipe for world domination, it turns out, isn't too complicated: Sugar, cocoa, palm oil and hazelnuts. Three of those ingredients are easy to get. Sugar, cocoa and palm oil are produced in huge quantities.Hazelnuts, though, which some people call filberts, are a different matter. Most of them come from a narrow strip of land along the coast of the Black Sea in Turkey.

Karim Azzaoui, vice president for sales and marketing at BALSU USA, which supplies hazelnuts to the U.S., says the hazelnut trees grow on steep slopes that rise from the Black Sea coast. The farms are small; grandparents and children help to harvest the nuts, usually by hand. "It's a very traditional way of life," Azzaoui says. "The Turkish family farmers are extremely proud of the hazelnut crop, as it has been part of their family history for centuries. Farmers have been growing hazelnuts here for 2,000 years."

Nutella is now making this traditional crop extremely trendy.

Ferrero, the Nutella-maker, now a giant company based in Alba, Italy, uses about a quarter of the world's hazelnut supply — more than 100,000 tons every year.

That's pushed up hazelnut prices. And this year, after a late frost in Turkey that froze the hazelnut blossoms and cut the country's hazelnut production in half, prices spiked even further. They're up an additional 60 percent this year.

Because they're so valuable, more people want to grow them. Farmers are growing hazelnuts in Chile and Australia. America's hazelnut orchards in Oregon are expanding.

And now, one can even find a few hazelnuts in the Northeastern United States, where they've never been successfully grown before. They're standing in a Rutgers University research farm, an oasis of orchards tucked in between highways, just outside New Brunswick, N.J.

"All the green leafy things you see here are hazelnut trees. But in the beginning, they all used to die from disease," says Thomas Molnar, a Rutgers plant scientist who is in charge of this effort.

The disease, called Eastern Filbert Blight, is caused by a fungus. Some relatives of the commercial hazelnut, native to North America, can withstand the fungus. But the European hazelnut, the kind that fetches high prices, cannot. When the fungus attacks, it ruptures the bark around each branch, and the tree dies.

About 10 years ago, though, a plant breeder at Rutgers named C. Reed Funk embarked on a quest for hazelnut trees that could survive Eastern Filbert Blight. Similar efforts have been underway at Oregon State University, because Eastern Filbert Blight has made its way to Oregon as well, threatening the orchards there.

"I personally went and made seed collections in Eastern Europe, Russia, Poland, Ukraine," says Molnar. "I collected thousands of seeds. We grew them as we normally would, and I'd say that 98 percent of them died."

The other 2 percent, though, did not. They carried genes that allowed them to survive the blight. Molnar cross-pollinated these blight-resistant trees with other hazelnut trees, from Oregon, that produce lots of high-quality nuts. He collected the offspring of that mating, looking for individual trees with the ideal genetic combination: blight resistance and big yields.

Molnar shows me a few candidate trees. They're thriving, and producing lots of nuts. Molnar and his colleagues now are conducting field trials of these trees in 10 locations around the Eastern U.S. and Canada to see whether they yield enough nuts to be commercially successful.

Molnar is optimistic. His efforts have even caught the attention of Ferrero, the Nutella-maker. "They've come here several times," Molnar says. "They've told me, if we can meet their quality specifications, they'd be interested in buying all the hazelnuts that we can produce."

If you just want to get one of these trees and grow hazelnuts in your backyard, though, Molnar does have a warning. "I haven't seen any other food that drives squirrels more crazy than hazelnuts," he says. Squirrels will do almost anything to get their greedy little paws on the nuts before you do.

So your hazelnuts may need a guard dog — one that likes to chase squirrels.

How to Change Your iPhone's DNS Servers

Just like in Mac OS X, you can change the DNS servers on your iPhone. This can significantly speed up Safari and other iPhone apps that use the Internet. For a general introduction to DNS, and to learn why you would want to change the DNS servers on your iPhone, see How to Change Your Mac's DNS Servers.

Before we start, you should know a couple things about how iOS handles DNS. First, these instructions only work for Wi-Fi connections - iOS does not allow you to change the DNS servers when connected to cellular networks. Also, the changes are network specific, so you'll need to change the DNS servers every time you connect to a new wireless network. The good news is that iOS remembers the settings, so you won't have to do anything the second time you connect to a network.

Here's how to change your iPhone's DNS servers:

  1. From the iPhone's home screen, tap Settings.

  2. Tap Wi-Fi. The screen shown below appears. The available wireless networks in range of your iPhone appear, as shown below.

  3. Find your wireless network in the list, and then click the arrow. The screen shown below appears.

  4. Tap the DNS field.

  5. Delete the current DNS servers, and enter the new DNS servers. (If you enter more than one DNS server, be sure sure to separate the servers with commas.)
    • To use OpenDNS, enter 208.67.222.222 and 208.67.220.220
    • To use Google DNS, enter 8.8.8.8 and 8.8.4.4
  6. Test your new DNS servers to make sure they're working.

That's it! You've updated your iPhone's DNS servers!

A new report presents lessons learned from 18 case studies across Africa and South Asia that have developed and delivered weather and climate information and related advisory services for smallholder farmers, demonstrating that scaling up these services for millions of farmers is possible today. This infographic highlights what kind of information is being provided to farmers, and how it expands the range of management options available.
