Poland hails opening of US missile base as sign of its security

The United States opened a new air defense base in northern Poland on Wednesday, an event the European nation's president said showed the country was secure as a member of NATO even as Russia wages war in neighboring Ukraine.  Situated in the town of Redzikowo near the Baltic coast, the base has been in the works since the 2000s.   At a time when Donald Trump's election victory has caused jitters among some NATO members, Warsaw says the continued work on the base by successive U.S. presidents shows Poland's military alliance with Washington remains solid whoever is in the White House.  "The United States... is the guarantor of Poland's security," President Andrzej Duda said.  He said the permanent presence of U.S. troops at the base showed that Poland, a communist state until 1989, was "not in the Russian sphere of influence."  The Kremlin on Wednesday called the base a bid to contain Russia by moving American military infrastructure nearer its borders.  The opening comes amid a nervous reaction among some NATO members to the election of Trump, who has vowed not to defend countries that do not spend enough on defense.   However, Poland says it should have nothing to fear as it is the alliance's biggest spender on defense relative to the size of its economy, and conservative Duda has stressed his warm ties with Trump.  The U.S. base at Redzikowo is part of a broader NATO missile shield, dubbed "Aegis Ashore," which the alliance says can intercept short- to intermediate-range ballistic missiles.  Other key shield elements include a site in Romania, U.S. navy destroyers based in the Spanish port of Rota and an early-warning radar in Kurecik, Turkey.  Moscow had already labeled the base a threat as far back as 2007, when it was still being planned.   NATO says the shield is purely defensive.  Military sources told Reuters the system in Poland can now only be used against missiles fired from the Middle East and the radar would need a change in direction to intercept projectiles from Russia, a complex procedure entailing a change of policy.  Polish Defense Minister Wladyslaw Kosiniak-Kamysz said on Monday the scope of the shield needed to be expanded, which Warsaw would discuss with NATO and the United States.  NATO Secretary General Mark Rutte will meet Duda and Prime Minister Donald Tusk in Warsaw later on Wednesday.

Predicting Suitable Areas for Growing Cassava Using Remote Sensing and Machine Learning Techniques: A Study in Nakhon-Phanom Thailand

Aim/Purpose: Although cassava is one of the crops that can be grown during the dry season in Northeastern Thailand, most farmers in the region do not know whether the crop can grow in their specific areas because the available agriculture planning guideline provides only a generic list of dry-season crops that can be grown in the whole region. The purpose of this research is to develop a predictive model that can be used to predict suitable areas for growing cassava in Northeastern Thailand during the dry season. Background: This paper develops a decision support system that can be used by farmers to assist them determine if cassava can be successfully grown in their specific areas. Methodology: This study uses satellite imagery and data on land characteristics to develop a machine learning model for predicting suitable areas for growing cassava in Thailand’s Nakhon-Phanom province. Contribution: This research contributes to the body of knowledge by developing a novel model for predicting suitable areas for growing cassava. Findings: This study identified elevation and Ferric Acrisols (Af) soil as the two most important features for predicting the best-suited areas for growing cassava in Nakhon-Phanom province, Thailand. The two-class boosted decision tree algorithm performs best when compared with other algorithms. The model achieved an accuracy of .886, and .746 F1-score. Recommendations for Practitioners: Farmers and agricultural extension agents will use the decision support system developed in this study to identify specific areas that are suitable for growing cassava in Nakhon-Phanom province, Thailand Recommendation for Researchers: To improve the predictive accuracy of the model developed in this study, more land and crop characteristics data should be incorporated during model development. The ground truth data for areas growing cassava should also be collected for a longer period to provide a more accurate sample of the areas that are suitable for cassava growing. Impact on Society: The use of machine learning for the development of new farming systems will enable farmers to produce more food throughout the year to feed the world’s growing population. Future Research: Further studies should be carried out to map other suitable areas for growing dry-season crops and to develop decision support systems for those crops.

Mikhail Gorbachev, the first president of the USSR, turned 89 years old on March 2, 2020. Gorbachev is probably the most notorious politician in Russia, and many Russians still have mixed feelings about him. Of course, we all wish him good health to be able to celebrate his 90th anniversary next year. However, as time goes by, he will inevitably become a myth character. When he passes away, he will become the character of the myth about a man, who managed to single-handedly destroy the most powerful empire in history, having accomplished either a heroic feat or a terrible act of betrayal. According to opinion polls, more than 50 percent of Russians share a negative attitude about Gorbachev's role in the history of the USSR. A much smaller amount of Russians - ten percent - are grateful Gorbachev for destroying the Soviet Union that they despised. As many as eight percent of the polled said that they share a neutral attitude towards Mikhail Gorbachev. It was Gorbachev who nailed the USA to the wall It was Gorbachev who reprimanded the West for violating all agreements of his time. It was Gorbachev, who had every right to do so. Not so long ago, Mikhail Gorbachev said: "Crimea is Russia and let someone prove otherwise." Mikhail Gorbachev, General Secretary of the Central Committee of the CPSU in 1985-1991, the first and last president of the USSR, died on Tuesday evening, August 30, 2022. Gorbachev personifies a lot of things for both Russia and other nations of the world: perestroika, glasnost, the withdrawal of troops from Afghanistan, the end of the Cold War, the collapse of the Warsaw Pact Organization, a bloc created as a counterweight to NATO. Facial recognition technique could improve hail forecasts

The same artificial intelligence technique typically used in facial recognition systems could help improve prediction of hailstorms and their severity, according to a new, National Science Foundation-funded study. Instead of zeroing in on the features of an individual face, scientists trained a deep learning model called a convolutional neural network to recognize features of individual storms that affect the formation of hail and how large the hailstones will be, both of which are notoriously difficult to predict. The promising results highlight the importance of taking into account a storm's entire structure, something that's been challenging to do with existing hail-forecasting techniques.
