However, it poses a risk of extreme flooding as well as water scarcity for people. “Following days of extremely heavy rains in July 2008, a severe flood hit the Dniester River area with devastating consequences for thousands of households and infrastructure in both Ukraine and Moldova,” says Viktoriya Boyko, Head of the Hydrological Forecasts Department of the Ukrainian Hydro-meteorological Centre.“It led to human casualties and huge economic damage in both countries. Those measures had high financial and environmental costs, and could lead to catastrophe in case of failure. Today, new ecosystem-based approaches can mitigate floods by spreading water away from populated areas, and by slowing the flood’s volume and speed. “Ecosystem-based approaches to mitigating the risks of floods and water deficits have huge untapped potential for application in the Dniester river basin,” says Alexei Andreev, Head of the BIOTICA Ecological Society. “There is a clear need to learn more about their use,” [node id="246446" preset="medium" align="right" description="Channel Zastoyniy after it was cleaned from silt and vegetation in April 2016. (Lower Dniester National Nature Park/Nikolay Stepanok)"] OSCE engagement In spring 2016, the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) with the support of the OSCE Project Co-ordinator in Ukraine, and funding from the Austrian Development Cooperation, the European Union’s Instrument for Stability and the Government of Switzerland, conducted a pilot restoration project of a small watercourse connecting the Dniester floodplain and the main course of the Dniester delta in the Lower Dniester National Nature Park. Leonid Kalashnyk, OCEEA Environmental Programme Officer, says that the restoration included clearing silt and vegetation from the Zastoyniy Channel, forming islets for birds and other animals along the channel. “We created a small shallow reservoir, and moved three cables that had crossed the channel and obstructed the water flow.” Vladimir Gubanov, the park’s deputy science director, says that the restoration has certainly had a positive impact on biodiversity conservation including fish resources, flood mitigation and fire risk reduction. “Results will be further monitored and used for restoration activities in the Dniester delta.” [node id="246451" preset="medium" align="right" description="A Great White Pelican flock flying above the Zastoyniy channel. This will contribute to the joint efforts undertaken by Moldova and Ukraine, including environmental NGOs from each country, to address the risks of flooding and drought in the Dniester Basin,” says Andreev. Gubanov says that the improvement of fish nurseries in Ukraine increases fish populations in Moldova and supports animal migration within both countries. “Our experience within the project could be applied in the Moldovan part of the Lower Dniester. We are ready to share the know-how.” “The project’s long-term effects aim at increasing trans-boundary co-operation by sharing knowledge and expertise among regional and international stakeholders in the Lower Dniester area, notes Kalashnyk. “The pilot project in the Lower Dniester Delta is an important step towards restoring the ecosystem thereby reducing the risk of catastrophic flooding. Prevention is key.” “During Soviet times we tried to control nature, rather than mitigate the effects of this natural phenomenon on people,” says Gubanov. “Now, we are working on correcting these mistakes and we seem to be on the right path.” These flood mitigation activities are part of a multi-year effort under the Environment and Security Initiative (ENVSEC), which has also included facilitating the signing of the Dniester Basin bilateral Treaty, developing and endorsing a trans-boundary Strategic Framework of Adaptation to Climate Change in the Dniester River Basin, and implementing a range of monitoring and flood mitigation measures in the basin. When a dam collapsed in September, flooding the state capital and surrounding farmland, many people ran out of options. Now they queue for handouts in camps for those displaced by fighting between extremist Boko Haram rebels and the military. When those run out, they seek work on local farms where they risk being killed or raped by local bandits. "I can't even cry anymore. I'm too tired," said Indo Usman, who tried to start again in the state capital Maiduguri, rearing animals for the two annual Muslim holy days, after years of repeatedly fleeing rebel attacks in rural Borno. The flood washed that all away, driving her, her husband and their six children to a bare room at Gubio, an unfinished housing project about 96 km northwest of Maiduguri that has become a displacement camp. Torrential rains and floods in 29 of Nigeria's 36 states this year have destroyed more than 1.5 million hectares of cropland, affecting more than 9 million people, according to the Food and Agriculture Organization of the United Nations. Climate change is a factor, as is Nigeria's poorly maintained or non-existent infrastructure as well as vulnerabilities caused by the weakening Naira currency and the scrapping of a government fuel subsidy. The cost of staples like rice and beans has doubled, tripled or even quadrupled in a year, depending on location — an unmanageable shock for millions of poor families. Mass kidnappings for ransom in the northwest and conflict between farmers and pastoralists in the central belt, traditionally the nation's bread basket, have also disrupted agriculture and squeezed food supplies. 'Hungriest of the hungry' Roughly 40% of Nigeria's more than 200 million people live below the international poverty line of $2.15 per person per day, the World Bank estimates. Already, 25 million people live in acute food and nutrition insecurity - putting their lives or livelihoods in immediate danger, according to a joint analysis by the government and U.N. agencies. That number is expected to rise to 33 million by next June-August. "The food crisis in Nigeria is immense because what we are seeing is a crisis within a crisis within a crisis," said Trust Mlambo, head of program for the northeast at the World Food Program, in an interview with Reuters in Maiduguri. With international donors focused on emergencies in Gaza, Ukraine and Sudan, Mlambo said there was not enough funding to fully meet Nigeria's growing need for food aid. "We are really prioritizing the hungriest of the hungry," he said. In Borno, the Alau dam, upriver from Maiduguri, gave way on Sept. 9, four days after state officials had told the public it was secure. Local residents and engineers had been warning that it was under strain. Hundreds of people were killed in the resulting flood, according to aid workers who did not wish to be identified for fear of offending the state government. A spokesperson for the state government did not respond to requests for comment. Zainab Abubakar, a self-employed tailor in the city who lived in relative comfort with her husband and six children in a house with a refrigerator, was awoken at midnight by water rushing into her bedroom. They ran for their lives while the flood destroyed their house and carried everything away, including her sewing machine. Now, they are sheltering at Gubio and collecting rice from aid agencies in a plastic bucket. "There is no alternative," she said. In Banki, on Nigeria's border with Cameroon about 133 km southeast of Maiduguri, Mariam Hassan lost crops of maize, pepper and then okra in repeated flooding of her subsistence farm this year, leaving her with nothing to eat or sell. "I beg the neighbors or relatives to give me food, not even for me but for my children, for us to survive," said Hassan, who has eight children. "The situation has turned me into a beggar." The torrential downpours come just 15 days after a storm system triggered catastrophic flooding, killing at least 223 people and devastating the province of Valencia. Once again, the affected area is under orange alert for heavy rainfall. In Valencia, dozens of municipalities have cancelled classes. While the meteorological agency does not predict Valencia will get the worst of this storm, sewage systems are still full of mud from the last floods, which could complicate drainage. This time, the areas under red alert are around the Malaga and Tarragona regions. In Malaga, around 3,000 people have been evacuated from their homes on the banks of the Guadalhorce River. The same area also experienced flooding two weeks ago. Residents of the province of Malaga received cell phone alerts on Tuesday night, warning of an “extreme risk of rainfall” and advising them to avoid travel. Schools will not open on Wednesday across all of Malaga and the Granada coast. Meanwhile, some roads are being blocked, schools are closing, and rail lines are being cancelled in Tarragona, in the south of Catalonia. The preventative measures on Wednesday stand in contrast to the lack of an early warning in Valencia two weeks ago. There, despite being on red alert for rainfall, residents were generally not advised to stay home or seek higher ground until the flooding had already reached catastrophic levels. Both storm systems were caused by a weather phenomenon known as a Dana in Spain or a “cut-off low.” These occur when low-pressure areas get cut off from the westerly winds of the jet stream. Since they are isolated from the jet stream, they can move slowly and erratically, releasing huge amounts of rain over small areas. This storm system began affecting Spain on Tuesday and is expected to last until at least Friday, according to Spain’s meteorological agency. Speaking at COP29 on Tuesday, Spanish Prime Minister Pedro Sanchez linked the intensity of these weather events to climate change. “Climate change kills,” he said, urging more action to reduce greenhouse gases to prevent future natural disasters. Last week, hundreds of residents of a Valencia suburb particularly badly hit by last week’s deadly floods protested during a visit by Spanish King Felipe and Prime Minister Sanchez, with some throwing mud at them. Chanting “Murderers, murderers!” they vented pent-up anger over what has been widely perceived by local residents as tardy alerts from the authorities about the dangers of the storm and flooding in the Valencia region, and then a late response by the emergency services when disaster struck. “It was known and nobody did anything to avoid it,” a young man told the king, who insisted on staying on to talk to the people despite the turmoil, while the prime minister had withdrawn. In 2022, Pakistan witnessed the worst floods in its history, which claimed 1,700 lives, destroyed homes and livestock, washed away swathes of agricultural land, affected 33 million people, and incurred losses worth $30 billion, according to government estimates. “The Government of Japan has approved a grant amounting to JPY 2.831 billion (US$ 18.5 million) for a Grant-in-Aid project titled ‘Flood Management Enhancement in the Indus Basin’ to the Government of Pakistan through Japan International Cooperation Agency (JICA),” a statement from the Ministry of Economic Affairs said on Wednesday. “The project aims to improve the accuracy of flood forecasts and flood control functions, accumulate basic data that contribute to disaster risk reduction measures, and reduce the risk of loss to humans and the economy, including infrastructure.” The three embankments constructed under the project grant will protect local communities from potential human and economic losses including infrastructure. The data from the water and rain metres, managed by the Federal Flood Commission and Water and Power Development Authority, will be shared with various agencies to help predict and manage potential floods. “The scope of the project is to develop a hydrological and hydraulic observation network besides rehabilitating the river structures damaged by the 2022 floods in the Indus River and its tributaries,” the statement added. Economic Affairs Secretary Dr Kazim Niaz and Ambassador of Japan to Pakistan Wada Mitsuhiro signed the agreement in Islamabad today. Ambassador Wada, while speaking at the signing ceremony, expressed the hope that the project would provide reassurance to the people of Pakistan regarding possible future floods. “Japan remains committed to providing assistance that will directly benefit vulnerable people of Pakistan,” the envoy said. In Oct, Pakistan and Japan had finalised an agreement for the procurement and installation of 45 telemetry stations and five automatic weather stations for improved flood forecasting and weather monitoring systems. flood Schools shut as flood-hit Spain braces for more torrential rain By thesun.my Published On :: Wed, 13 Nov 2024 01:02:32 GMT MADRID: Schools in flood-hit towns in eastern Spain will be closed on Wednesday as the region braces for more torrential rains, officials said.National weather office AEMET on Tuesday placed parts of Valencia as well as Catalonia in the northeast and Andalusia in the south and the Balearic Islands on orange alert -- the second highest level -- for strong or torrential rains until Thursday.The alert comes two weeks after an exceptional Mediterranean storm caused Spain's deadliest floods in decades.The October 29 storm killed 223 people, the bulk of them in the Valencia region, according to the latest official tally.Dozens of town halls in Valencia, including Chiva, one of the worst-hit sites, suspended classes and closed public gyms because of the threats of more heavy rain.“In response to the information provided by the emergency services, school and sports activities will be SUSPENDED from tomorrow until further notice,“ Chiva town hall wrote on X.A military vehicle drove through towns in Valencia using a megaphone to warn of the expected storms and urge people not to make “unnecessary trips,“ images broadcast on Spanish public television TVE showed,While the amount of rain that is forecast to fall in Valencia is less than what fell two weeks ago, local officials warned sewage systems are clogged with mud and could struggle to cope with significant precipitation making more flooding possible.Outrage at the authorities for their perceived mismanagement before and after the floods triggered mass protests on Saturday, the largest in Valencia city which drew 130,000 people.Classes were also suspended on Wednesday in parts of southern Catalonia as well as some towns and cities in Andalusia, inclusing Malaga.
