Is Knowledge Management (Finally) Extractive? – Fuller’s Argument Revisited in the Age of AI

Aim/Purpose: The rise of modern artificial intelligence (AI), in particular, machine learning (ML), has provided new opportunities and directions for knowledge management (KM). A central question for the future of KM is whether it will be dominated by an automation strategy that replaces knowledge work or whether it will support a knowledge-enablement strategy that enhances knowledge work and uplifts knowledge workers. This paper addresses this question by re-examining and updating a critical argument against KM by the sociologist of science Steve Fuller (2002), who held that KM was extractive and exploitative from its origins. Background: This paper re-examines Fuller’s argument in light of current developments in artificial intelligence and knowledge management technologies. It reviews Fuller’s arguments in its original context wherein expert systems and knowledge engineering were influential paradigms in KM, and it then considers how the arguments put forward are given new life in light of current developments in AI and efforts to incorporate AI in the KM technical stack. The paper shows that conceptions of tacit knowledge play a key role in answering the question of whether an automating or enabling strategy will dominate. It shows that a better understanding of tacit knowledge, as reflected in more recent literature, supports an enabling vision. Methodology: The paper uses a conceptual analysis methodology grounded in epistemology and knowledge studies. It reviews a set of historically important works in the field of knowledge management and identifies and analyzes their core concepts and conceptual structure. Contribution: The paper shows that KM has had a faulty conception of tacit knowledge from its origins and that this conception lends credibility to an extractive vision supportive of replacement automation strategies. The paper then shows that recent scholarship on tacit knowledge and related forms of reasoning, in particular, abduction, provide a more theoretically robust conception of tacit knowledge that supports the centrality of human knowledge and knowledge workers against replacement automation strategies. The paper provides new insights into tacit knowledge and human reasoning vis-à-vis knowledge work. It lays the foundation for KM as a field with an independent, ethically defensible approach to technology-based business strategies that can leverage AI without becoming a merely supporting field for AI. Findings: Fuller’s argument is forceful when updated with examples from current AI technologies such as deep learning (DL) (e.g., image recognition algorithms) and large language models (LLMs) such as ChatGPT. Fuller’s view that KM presupposed a specific epistemology in which knowledge can be extracted into embodied (computerized) but disembedded (decontextualized) information applies to current forms of AI, such as machine learning, as much as it does to expert systems. Fuller’s concept of expertise is narrower than necessary for the context of KM but can be expanded to other forms of knowledge work. His account of the social dynamics of expertise as professionalism can be expanded as well and fits more plausibly in corporate contexts. The concept of tacit knowledge that has dominated the KM literature from its origins is overly simplistic and outdated. As such, it supports an extractive view of KM. More recent scholarship on tacit knowledge shows it is a complex and variegated concept. In particular, current work on tacit knowledge is developing a more theoretically robust and detailed conception of human knowledge that shows its centrality in organizations as a driver of innovation and higher-order thinking. These new understandings of tacit knowledge support a non-extractive, human enabling view of KM in relation to AI. Recommendations for Practitioners: Practitioners can use the findings of the paper to consider ways to implement KM technologies in ways that do not neglect the importance of tacit knowledge in automation projects (which neglect often leads to failure). They should also consider how to enhance and fully leverage tacit knowledge through AI technologies and augment human knowledge. Recommendation for Researchers: Researchers can use these findings as a conceptual framework in research concerning the impact of AI on knowledge work. In particular, the distinction between replacement and enabling technologies, and the analysis of tacit knowledge as a structural concept, can be used to categorize and analyze AI technologies relative to KM research objectives. Impact on Society: The potential of AI on employment in the knowledge economy is a major issue in the ethics of AI literature and is widely recognized in the popular press as one of the pressing societal risks created by AI and specific types such as generative AI. This paper shows that KM, as a field of research and practice, does not need to and should not add to the risks created by automation-replacement strategies. Rather, KM has the conceptual resources to pursue a (human) knowledge enablement approach that can stand as a viable alternative to the automation-replacement vision. Future Research: The findings of the paper suggest a number of research trajectories. They include: Further study of tacit knowledge and its underlying cognitive mechanisms and structures in relation to knowledge work and KM objectives. Research into different types of knowledge work and knowledge processes and the role that tacit and explicit knowledge play. Research into the relation between KM and automation in terms of KM’s history and current technical developments. Research into how AI arguments knowledge works and how KM can provide an enabling framework.

BHL-Europe is finally officially live

On March 18 2013 the BHL-Europe portal has gone officially live. The Biodiversity heritage library for Europe project began in 2009 and joins noteworthy European museum and botanical gardens, including some in the USA as well. The primary goal of the project was to create an indexed archival system for digitized scientific literature, and free access to this literature via a multifunctional portal (www.bhl-europe.eu).
The portal makes available 6,149 books containing one million pages from 92 content providers at the moment, but this is just the initial offering. New material is added every day, and the growth is projected to increase over time. The BHL-Europe portal (and other international sources) is linked to the Biodiversity Library Exhibition  platform, which publishes selected literature in the form of interesting themes, information and an attractive design. Thanks to the specific presentation of literature and interesting scientific items, the platform has significant educational potential.

"The Cubesat 3U format satellite was created by Russian private company Avant Space and is intended to test elements of the service platform,” the state corporation said. After the launch of the Gagarinets, the upper stage continued its work.

USA wants to finally kill Russia's Nord Stream 2 gas project

The US will expand sanctions against the Nord Stream 2 gas pipeline project. The sanctions will now affect companies that provide services or funding to install equipment on board the vessels that take part in the project. Such a move may permanently halt the construction of the pipeline. The news to expand the sanctions was reported on the website of the US Department of State. Similar restrictions are to be imposed on the participants of the Turkish Stream and other similar projects.The Nord Stream-2 gas pipeline provides for the construction of two sections of the gas pipeline system with a total capacity of 55 billion cubic meters of gas per year from the coast of Russia to Germany along the bottom of the Baltic Sea. Originally, the construction of the pipeline system was supposed to be completed in 2019. However, the work on the project was suspended after US Congress passed a package of sanctions against the participants of the project. The USA remains opposed to the project, claiming that it makes Europe overly dependent on Russian natural gas and increases political pressure on Ukraine, which transits natural gas further to Europe. Kiev and several countries of the European Union share the same position. "Russia uses its energy export pipelines to create national and regional dependencies on Russian energy supplies, leveraging these dependencies to expand its political, economic, and military influence, weaken European security, and undermine U.S. national security and foreign policy interests. These pipelines also reduce European energy diversification, and hence weaken European energy security," the US State Department said in a statement. Russia, Germany, Austria and a number of other countries, whose companies are involved in the construction, insist that this is nothing but a business project.In late 2019, the United States imposed sanctions on Nord Stream-2, having demanded the companies involved in the construction should immediately stop their works on the project. Allseas, a Swiss company, pulled out of the project almost at once.Representatives of Russia's natural gas monopoly, Gazprom, stated that they would be able to complete the construction of Nord Stream-2 independently. For the time being, one needs to finish the construction of the section that is 100 kilometres long. On October 17, German Foreign Minister Heiko Maas said in an interview with RND that the project would be completed.

X-Men franchise's Deadpool finally gets his own movie in 2016

If you like fourth-wall breaking, second-person addresses like the above, you may be in the target audience for the long-in-development "Deadpool," which Twentieth Century Fox announced Thursday that it was finally moving ahead with, according to the Hollywood Reporter. The studio announced a Feb. 12, 2016 release date for the film with Tim Miller set to direct the character who's served as both friend and foe to the X-Men.

The so-called "Merc with a Mouth" is a mercenary character created in the early '90s by artist Rob Liefeld, with Liefeld being an outspoken champion for the character. The character was part of the same Weapon X program that created Wolverine, with a similar healing factor power, but with a horribly scarred face he covers with a mask. He's also been played as crazy, which manifests itself as the character often knowing he's in a comic book and talking directly to the reader.

Ryan Reynolds has long been tied to the project, including playing a version of the character in the much-hated "X-Men Origins: Wolverine," but no deal has been made yet, according to the Reporter.

This follows footage leaking over the summer of a "Deadpool" test with Reynolds voicing the character in a CGI clip. Reynolds said in an interview in the Niagara Falls Review earlier this month that that it's unfortunate the footage leaked, "but who cares," because the positive response to the clip had helped push the film forward after being stuck in development hell.

"The movie has been in a state of limbo for a while. There was such an overpowering reaction to the footage, you sort of feel like, 'Oh, so we weren't crazy for our reasons for loving this character, for loving this role.' It's interesting to see the power of the Internet. It's awe-inspiring, actually," Reynolds told the Review. "And it's neat that Twitter and Facebook and Instagram can move mountains when used in the right way."

There'd also been debate about whether a movie would stay true to the character's outrageous attitude mixed with violence and go for an R rating, or whether it would go for a wider audience by staying at PG-13. Deadpool creator Liefeld has argued that the film would work just fine without restricting its audience with an R.

Liefeld told the Daily Superhero in a previous interview that the footage for the test was filmed three years ago, using motion capture over footage of Reynolds. He also talked up Miller as a director, noting that he directed the pre-credits scene for "Thor: The Dark World."

"Fox had released a relatively small budget for Tim to present his vision of the script written by Rhett Reese and Paul Wernick," Liefeld said. "The digital costume over Ryan Reynold's motion capture (Mo-Cap) performance was an approach they wanted to explore and they had a relatively small window to create this short so they opted to 'test' the look of a digital Deadpool costume over Ryan. I'm quite pleased at how it turned out, especially considering Baraka-Deadpool from Wolverine Origins."

Liefeld was referring to the transformation of Deadpool in "X-Men Origins: Wolverine" to a mouthless, pointy-limbed character in the film, which many fans argued took away what they loved most about Deadpool: His sense of humor. Liefeld also said he'd seen even more impressive sequences than the one that made its way online.

It's unclear whether this will tie in with the other X-Men films, but with the studio's recent attempt to tie together the "First Class" franchise with the older X-Men films in "Days of Future Past" and the character's long history of involvement with the X-Men and other related teams, it seems like a likely move.
