Road bridge collapses on railway tracks in Crimea

A road bridge collapsed between the villages of Izumrudnoye and Maslovo in Crimea, two people were hurt. According to the Russian Emergencies Ministry, the bridge collapse occurred over railway tracks, all services are working on the scene. At the time of the accident, a car and an eighteen-wheeler were traveling across the bridge. It is believed that the bridge could not withstand the weight of the truck and collapsed.

Off-Ramp animation expert Charles Solomon reviews "The Complete Far Side: 1980-1994" by Gary Larson.

It’s hard to believe the last panel of Gary Larson’s wildly popular comic strip “The Far Side” ran 20 years ago: January 1, 1995. The comics page of the LA Times (and many other papers) still feels empty without it.

During its 14-year run, "The Far Side" brought a new style of humor to newspaper comics that was weird, outré and hilarious. The strip became an international phenomenon, appearing in over 1,900 newspapers worldwide. Larson won both the National Cartoonists' Society Reuben Award for Outstanding Cartoonist of the Year and the Best Syndicated Panel Award. An exhibit of original artwork from the strip broke attendance records at natural history museums in San Francisco, Denver and here in L.A. Fans bought tens of millions of "Far Side" books and calendars.

Much of the humor in “The Far Side” derived from Larson's seemingly effortless juxtaposition of the mundane and bizarre. When a bug-housewife declares "I'm leaving you, Charles...and I'm taking the grubs with me," it's the utter normalcy of the scene that makes it so funny. Mrs. Bug wears cats eye glasses, while Mr. Bug reads his newspaper in an easy chair with a doily on the back.

Or, a mummy sits an office waiting room reading a magazine while a secretary says into the intercom, “Mr. Bailey? There’s a gentlemen here who claims an ancestor of your once defiled his crypt, and now you’re the last remaining Bailey and … oh, something about a curse. Should I send him in?”

"The Complete Far Side" contains every strip ever syndicated: more than 4,000 panels. It should probably come with a warning label, "Caution: reading this book may result in hyperventilation from uncontrollable laughter." Except for a few references to Leona Helmsley or other now-forgotten figures, Larson’s humor remains as offbeat and funny as it was when the strips were first printed.

Andrews and McMeel initially released this collection in 2003 in two hardbound volumes that weighed close to 10 pounds apiece. You needed a sturdy table to read them. The three volumes in the paperback re-issue weigh in around three pounds and can be held comfortably in the lap for a while.

Because “The Far Side” ended two decades ago, many people under 30 don’t know it. The reprinted collection offers geezers (35 or older) a chance to give a present that should delight to that impossible-to-shop-for son, daughter, niece or nephew. How often does an older adult get a chance to appear cool at Christmas or Hanuka? 

And if that ingrate kid doesn’t appreciate it, "The Complete Far Side" also makes an excellent self-indulgence.

Charles Solomon lends his animatio expertise to Off-Ramp and Filmweek on Airtalk, and has just been awarded the Annie's (The International Animated Film Society) June Foray Award, "for his significant and benevolent or charitable impact on the art and industry of animation." Congratulations, Charles!

"XRISM – A New Window into the X-ray Universe"

At 23:42 UTC on September 6th, 2023, the X-ray Imaging and Spectroscopy Mission (XRISM) lifted off from Tanegashima Space Center in Japan, ushering in a new era of high-energy astrophysics. XRISM, an international JAXA/NASA collaboration including participation from ESA, is an advanced X-ray observatory capable of carrying out a science program that will address some of the most important questions in astrophysics in the 2020s. XRISM is essentially a rebuild of the Hitomi (Astro-H) spacecraft that was lost due to an operational mishap early in the mission in 2016. Resolve, the primary instrument on XRISM, is a high-resolution, non-dispersive X-ray spectrometer operating between 0.3-12 keV, providing high-resolution (~5 eV) spectroscopic capabilities in this critical energy band with a response peaking around the ubiquitous 6.4 keV Fe K-alpha line. A wide-field imager, Xtend, will offer simultaneous coverage over nearly a 40’ square field of view, with ~1’ spatial resolution. XRISM will study all manner of astrophysical objects, including galaxies and clusters, AGN, X-ray binaries, supernova remnants, transient phenomena, stars, and the interstellar medium. In this talk, I will highlight some of the scientific topics that XRISM will address, in addition to providing a general status update on the mission. I will discuss the synergies between high-resolution X-ray spectroscopy and observations at other wavelengths, including optical, radio, and IR, and summarize the General Observer program, where funding is available for observers based at U.S. institutions.

AICPA and Wall Street Blockchain Alliance Announce Collaboration

Associations Plan Joint Effort to Advance Blockchain Technology for Accounting Profession

NEW YORK (Oct. 23, 2017) – The American Institute of CPAs (AICPA) and Wall Street Blockchain Alliance (WSBA), a leading nonprofit trade association promoting the comprehensive adoption of blockchain technology across global markets, today announced plans to work together to define the impact of blockchain technology for the accounting profession and advance the interests of both the public and profession in this area.

As part of this collaboration, the AICPA – through its technology arm, CPA.com – will administer the WSBA’s working group on tax and accounting, a focal point for advocacy and education on blockchain adoption within the profession. Other existing WSBA working groups include research and innovation, legal, and technology and product. The working group model is designed to provide a forum for experts to share information, guide advocacy and technical efforts and create broader educational opportunities—such as webcasts, roundtables and other content—to address issues arising from the adoption of blockchain, distributed ledgers and smart contract technologies.

“The accounting profession is built on confirmation and verification, and that’s what blockchain is all about,” said AICPA President and CEO Barry C. Melancon, CPA, CGMA. “This technology can have a profound impact on accounting and finance going forward, and it’s important we make sure that its adoption proceeds in a way that’s in the best interest of the public and our financial markets. Our working relationship with the WSBA, combined with our expanded global reach through the Association of International Certified Professional Accountants, will help further that goal.”

The collaboration was announced at the fall meeting of the AICPA’s governing Council in San Antonio, Tex.

“The WSBA is very pleased to be collaborating with the AICPA and CPA.com to guide the evolution of the global accounting profession in a future with blockchain technology,” said Ron Quaranta, chairman of the WSBA. “We look forward to working together to advance the world of accountancy and its use of blockchain, as accountants become integral participants in the adoption of this innovative technology for global markets.”

As a first step in collaboration, the AICPA will be part of an accounting-related panel at the WSBA’s Blockchain for Wall Street education day on Nov. 14, 2017.

“Blockchain is one of several innovations that are reshaping the accounting profession,” said Erik Asgeirsson, president and CEO of CPA.com, one of the participants in the upcoming panel. “Our role with the WSBA working group is to guide and speed the use of blockchain technology as it applies to the core areas of an accounting practice.”

One year course in border security and management for senior leadership starts at the OSCE Border Management Staff College in Dushanbe

DUSHANBE, 8 June 2016 – A one-year learning course on Border Security and Management for Senior Leadership (BSMSL) was launched with an introductory meeting that took place in Dushanbe from 6-8 June.

The course was designed and developed by the OSCE Border Management Staff College and the Geneva Centre for the Democratic Control of Armed Forces (DCAF), and aims to enhance the knowledge, competencies and leadership potential of mid- to senior-level professionals working in the area of border security and management.

Twenty-four participants from Afghanistan, Bosnia and Herzegovina, Georgia, Jordan, Lithuania, Moldova, Poland, Portugal, Tajikistan, Tunisia and Ukraine will participate in the course, providing a comprehensive insight into the contemporary security environment, leadership and management competencies as well as mechanisms to prevent and combat existing and emerging security threats and challenges.

The course programme is divided in three modules that involve participants in fact-finding, analyzing, decision-making, and management activities. Its format provides an opportunity to draw from various international best practices and expertise, putting emphasis on co-operation between operational and academic approaches and encouraging peer-learning.

Each module is presented through a variety of training and learning methods, including e-learning, face-to-face study, follow-on discussions and follow-up activities, group exercises, and study visits.

“Borders exist to unite people and not to divide them. This course is one of the college’s long-term initiatives aiming to promote and implement the concept of open but secure borders. With the knowledge obtained here participants will not only be able to enhance their professional skills but also be capable to develop and provide analysis and recommendations to improve capacities and the situation at borders,” said Ambassador Marcel Pesko, Director of the OSCE Conflict Prevention Centre, while addressing the BSMSL participants.

Andrus Oovel, Head of the DCAF Border Security Programme added: “This course is a combination of social, political and security science, covering a wide range of academic disciplines on global governance and security, humanities, law, criminal justice and studies which include leadership and management for strategic and operational planning in managing migration, border security, and trade facilitation.”

Old Colleage - Terrible News, Pass Along (CW: bad stuff inside)

A couple of weeks ago, my old colleague (lets call her M) passed away tragically, and turns out all signs point to spousal abuse and eventual tragedy. We weren't super close, but I was her first manager, and over the years, we ended up working together a lot, with her even managing me at times. She was a pretty big deal in our company eventually. I know that some of my other current and ex colleagues knew her. They may not know about the situation, I am conflicted about letting people know and also pushing for our company to address it. My company was pretty small, 200 people, which was as close as you could get to a company with people distributed across the country. We got bought by a huge company and M left a year or two into the acquisition. My company is still a formal entity in the new large company. Many but not all of these people live in the same area that M resided. Circumstances of the situation, which are rich attractive white people means that this is already BIG NEWS (like local tv, and local paper) in the city but outside city have not likely reached.

I'm not sure why exactly I have the urge or the urge not to pass on the information. My non-urge is if you didn't interact with this person on a daily basis after you left, your life would be same if you didn't hear it. On the other hand, if you do find out and nobody told you would feel out of the loop and a weird sensation fo not knowing. Also there's something about me maybe processing this grief. But rather not put it on others. It feels like gossip almost too?
