The 2020 Census kicks off in a matter of weeks. Census officials say Asian immigrants are “hard-to-count” because many have limited English and distrust government. 

Leo Moon is learning about the census with friends at a city-led workshop in Koreatown. He didn’t fill out the form in 2010, mostly because he didn’t want the government knowing he’s undocumented. But Moon says he’ll take part next year because the census determines how much funding and representation people get.

Income in greater Los Angeles is rising – slightly - according to new American Community Survey numbers released Thursday from the Census Bureau, but greater L.A. still ranks as one of the poorest major metropolitan areas in the nation.

The L.A. area (defined as L.A., Long Beach and Anaheim) had a median household income of $58,869 last year, which is $804 more than the year before, but still $1540 under the 2010 level, during the first full year after the recession.

"These numbers paint a bleak picture for California,” said Marybeth Mattingly, a researcher at Stanford University’s Center on Poverty and Inequality.

Mattingly is particularly troubled by the child poverty rate, which was 25.3 percent in 2013, up from 22.6 percent in 2010.

“In the West, Hispanics have the highest poverty with nearly one in three Hispanic kids poor, and it's even a little higher for blacks” she said.

Nationally, last year was the second straight year the poverty rate stayed flat after four years of going up. Among big metro areas, the L.A. area had the highest poverty rate in the nation, tying Phoenix, Miami, and the Inland Empire. But that’s based upon a national poverty line of $23,550 for a family of four; When you take into account how much it really costs to live here, L.A. fares even worse.

“We find that Los Angeles stands out even more, unfortunately," said Sarah Bohn, a researcher at the Public Policy Institute of California. "Housing costs are really playing a big role in family budgets and being able to make ends meet.”

Bohn says these new numbers suggest we’re going in the right direction, but she wishes we’d move at a faster pace.

More Census Workers To Return To Rural Areas In 9 States To Leave Forms

The Census Bureau says it is continuing the gradual relaunch of limited field operations for the 2020 census next week in nine states where the coronavirus pandemic forced the hand-delivery of paper forms in rural areas to be suspended in mid-March.

On May 13, some local census offices in Florida, Georgia, Kansas, Kentucky, Missouri, North Carolina, Oregon, Pennsylvania and Washington are scheduled to restart that fieldwork, according to an updated schedule the bureau published on its website Friday.

All workers are expected to be trained in CDC guidance in preventing the spread of COVID-19, and besides a new reusable face mask for every 10 days worked and a pair of gloves for each work day, the bureau has ordered 2 ounces of hand sanitizer for each census worker conducting field operations, the bureau tells NPR in an email.

The announcement means more households that receive their mail at post office boxes or drop points are expected to find paper questionnaires left outside their front doors soon. In areas where access to the online census form at my2020census.gov can be spotty, paper forms help ensure that all homes can participate in the once-a-decade head count of every U.S. resident.

The results are used to determine how many congressional seats and Electoral College votes each state gets through 2030. They also guide the redrawing of voting districts and the distribution of an estimated $1.5 trillion a year in federal funding for schools, roads and other public services in local communities.

The Census Bureau also announced on Friday that fingerprinting for newly hired census workers will pick up again next week in and around Philadelphia, Seattle, Portland, Ore., and Pittsburgh. With responses from close to 86 million households bringing the national self-response rate to just over 58% as of Thursday, the federal government is relying on staffing up with enough door knockers to complete the count. They're currently scheduled to make in-person visits to unresponsive homes starting in August.

Last month, Census Bureau officials asked Congress to consider pushing back the legal deadlines for delivering census data used to reapportion House seats and reshape voting maps by four months because of the delays brought on by the coronavirus.

In a letter to U.S. Senate leaders released on Friday, more than a dozen Democratic senators led by Brian Schatz of Hawaii are calling for the next COVID-19 relief package to include more funding and requirements for the Census Bureau "to keep both field workers and the public safe while conducting this constitutionally required enumeration."

Fast Mapping onto Census Blocks. (arXiv:2005.03156v1 [cs.DC])

Pandemic measures such as social distancing and contact tracing can be enhanced by rapidly integrating dynamic location data and demographic data. Projecting billions of longitude and latitude locations onto hundreds of thousands of highly irregular demographic census block polygons is computationally challenging in both research and deployment contexts. This paper describes two approaches labeled "simple" and "fast". The simple approach can be implemented in any scripting language (Matlab/Octave, Python, Julia, R) and is easily integrated and customized to a variety of research goals. This simple approach uses a novel combination of hierarchy, sparse bounding boxes, polygon crossing-number, vectorization, and parallel processing to achieve 100,000,000+ projections per second on 100 servers. The simple approach is compact, does not increase data storage requirements, and is applicable to any country or region. The fast approach exploits the thread, vector, and memory optimizations that are possible using a low-level language (C++) and achieves similar performance on a single server. This paper details these approaches with the goal of enabling the broader community to quickly integrate location and demographic data.
