BISHKEK, 8 July 2016 – As part of the first phase of the two-day military Command-Staff Exercise ‘Barrier 2016’, representatives of the State Border Service (SBS), local authorities and civil society of Osh region focused on border security and management problems during a roundtable discussion and video-conference supported by the OSCE Centre in Bishkek.

The discussions, held at the SBS headquarters, aimed to promote co-operation between the military, law enforcement agencies and civil society and improve the existing mechanisms of co-ordination. Participants were able to directly ask border management-related questions to the deputies of Jogorku Kenesh (the parliament), government officials and SBS representatives.

Head of the SBS Colonel Abdikarim Alimbaev detailed the complex measures taken by the Service to strengthen the Kyrgyz-Uzbek and Kyrgyz-Tajik border areas, such as improving the infrastructure of border units and setting additional border barriers and posts. “Through improved relations with neighbouring countries, the strengthening of border security and management will ensure the sovereignty and territorial integrity of the State and in this way safeguard peace and stability in the specific border areas and in the broader Central Asian region,” he said.

Daniele Rumolo, acting Head of the OSCE Centre in Bishkek highlighted the crucial significance of border security for Kyrgyzstan: “Effective counter-efforts to the current challenges remain the most relevant strategic priority for continuous co-operation and also an important aspect of OSCE activities in the framework of transnational threats. The OSCE Centre in Bishkek greatly values its engagement and interaction with the Kyrgyz Government and the SBS, and expresses its readiness to further develop the co-operation in this field.”

Vice Prime-Minister on border issues Jenish Razakov stressed the importance of co-operation between security and law enforcement agencies and local governments, stating that in their absence it would be impossible to resolve border crises. He also noted that in the past two years such joint exercises to enhance the combat readiness of units have demonstrated positive results.

On 8 July, following the roundtable discussion and video-conference in Bishkek, the practical phase of the ‘Barrier 2016’ simulation exercise took place in Osh with the participation of the Special Forces Unit, the SBS, Ministry of Emergency Situations, and the Armed Forces of the Kyrgyz Republic.

The Command-Staff Exercise ‘Barrier 2016’ was held jointly by the SBS and the OSCE Centre in Bishkek as part of the Centre’s project to enhance the ability of the Kyrgyz Government to engage in regional co-operation on border security and management.

In July 2024, the Biden-Harris administration made a significant move to bolster the United States’ energy security by purchasing 4.65 million barrels of crude oil for the Strategic Petroleum Reserve (SPR). This acquisition is part of a broader effort to replenish the SPR, which had been significantly drawn down in response to the global energy crisis triggered by the Russian invasion of Ukraine in 2022. The U.S. Department of Energy (DOE) confirmed that this latest purchase brings the total amount of crude oil secured for the SPR to over 40 million barrels since the administration began its replenishment efforts. The DOE has been able to procure this oil at an average price of $77 per barrel, which is nearly $20 less per barrel than the average sales price during the emergency releases in 2022. This light of Orthodoxy in North America was born in Austro-Hungary in 1854, to poor Carpatho-Russian parents. His father was a priest in the Eastern-rite Roman Catholic church and, following in his father's footsteps, he was ordained in 1878. In 1889 he was appointed to serve as pastor to a Uniate parish in Minneapolis, Minnesota. Prompted partly by the strong hostility of the American Roman Catholic hierarchy at that time to Eastern-rite practices, he convened a meeting of about ten Eastern-rite priests in Wilkes-Barre Pennsylvania, where the divinely-led decision was made to seek to return to the Orthodox faith. Fr Alexis contacted Bishop Vladimir of the Russian church in San Francisco, who, in 1891, received Fr Alexis and 361 of his parishioners back into the faith of their ancestors.   From that time forward, Fr Alexis worked tirelessly, at great personal sacrifice, to proclaim the truths of the Orthodox faith, especially to those still attached to its mimic, Byzantine Catholicism. For long periods of time he received little or no salary and (despite claims that he had embraced Orthodoxy to enrich himself) worked in a bakery to support himself. Through his work, thousands of Christians in North America were led into the fullness of the Orthodox Faith during his lifetime.   St Alexis reposed in 1909. He was officially glorified in 1994. Aim/Purpose: The aim and purpose of this study is to understand why there is a dearth of faculty of color ascending to senior levels of leadership in higher education institutions, and to identify strategies to increase the representation of faculty of color in university senior administrative positions. Background: There is a lack of faculty of color in senior level academic administrative position in the United States. Although there is clear evidence that faculty of color have not been promoted to senior level positions at the same rate as their White colleagues, besides racism there has been little evidence regarding the cause of such disparities. This is becoming an issue of increased importance as the student bodies of most U.S. higher educational institutions are becoming increasingly more inclusive of people of various racial and ethnic backgrounds. Methodology: Qualitative interviews were used Contribution: This study adds to the research and information made previously available regarding the status of non-White higher educational members in the U.S. by contributing insights from faculty of color who have encountered and are currently encountering forms of discrimination within various institutions. These additions include personal experiences and suggestions regarding the barriers to diversification and implications of the lack of diversity at higher educational institutions. Given the few diverse administrative or executive leaders in service today in higher education, these personal insights provide seldom-heard perspectives for both scholars and practitioners in the field of higher education. Findings: Limited diversity among faculty at higher educational institutions correlates with persistent underrepresentation and difficulty in finding candidates for leadership positions who are diverse, highly experienced, and highly ranked. This lack of diversity among leaders has negative implications like reduced access to mentorship, scholarship, and other promotional and networking opportunities for other faculty of color. While it is true that representation of faculty of color at certain U.S. colleges and programs has shown slight improvements in the last decade, nationwide statistics still demonstrate the persistence of this issue. Participants perceived that the White boys club found to some extent in nearly all higher educational institutions, consistently offers greater recognition, attention, and support for those who most resemble the norm and creates an adverse environment for minorities. However, in these findings and interviews, certain solutions for breaking through such barriers are revealed, suggesting progress is possible and gaining momentum at institutions nationwide. Recommendations for Practitioners: To recruit and sustain diverse members of the academic community, institutions should prioritize policies and procedures which allocate a fair share of responsibilities between faculty members and ensure equity in all forms of compensation. In addition, institutional leaders should foster a climate of mutual respect and understanding between members of the educational community to increase confidence of people of color and allow for fresh perspectives and creativity to flourish. Where policies for diversification exist but are not being applied, leaders have the responsibility to enforce and set the example for other members of the organization. Assimilation of diverse members occurs when leaders create an inclusive environment for various cultures and advocate for social and promotional opportunities for all members of the organization. Recommendations for Researchers: Significant research remains on understanding barriers to the preparation of faculty of color for leadership in higher education. While this research has provided first-hand qualitative perspectives from faculties of color, additional quantitative study is necessary to understand what significant differences in underrepresentation exist by race and ethnicity. Further research is also needed on the compound effects of race and gender due to the historic underrepresentation of women in leadership positions. At the institutional and departmental level, the study validates the need to look at both the implicit and explicit enforcement of policies regarding diversity in the workplace. Future Research: Higher education researchers may extend the findings of this study to explore how faculty of color have ascended to specific leadership roles within the academy such as department chair, academic dean, provost, and president.

Aim/Purpose: The objective of this study is to summarize the challenges of Agile Requirements Engineering (Agile RE) in the public sector in republican and constitutional monarchy nations. Additionally, it offers recommendations to address these challenges. Background: Failure of IT projects in the public sector results in financial losses for the state and loss of public trust, often attributed to issues in requirements engineering such as prioritization of user needs and excessive scope of requirements. IT projects can have a higher success rate with Agile RE, but there are also drawbacks. Therefore, this study holds significance by presenting a thorough framework designed to pinpoint and overcome the challenges associated with Agile RE to increase the success rate of IT projects. Methodology: This study employs a Systematic Literature Review (SLR) protocol in the field of software engineering or related domains, which consists of three main phases: planning the review, conducting the review with a snowballing approach, and reporting the review. Furthermore, the authors perform open coding to categorize challenges based on the Agile methodologies adoption factor model and axial coding to map potential solutions. Contribution: The authors assert that this research enriches the existing literature on Agile RE, specifically within the public sector context, by mapping out challenges and possible solutions that contribute to creating a foundation for future studies to conduct a more in-depth analysis of Agile adoption in the public sector. Furthermore, it compares the barriers of Agile RE in the public sector with the general context, leading to the discovery of new theories specifically for this field. Findings: Most challenges related to Agile RE in the public sector are found in the people and process aspects. Project and organizational-related are subsequent aspects. Therefore, handling people and processes proficiently is imperative within Agile RE to prevent project failure. Recommendations for Practitioners: Our findings offer a comprehensive view of Agile RE in the public sector in republican and constitutional monarchy nations. This study maps the challenges encountered by the public sector and provides potential solutions. The authors encourage practitioners to consider our findings as a foundation for adopting Agile methodology in the public sector. Furthermore, this study can assist practitioners in identifying existing barriers related to Agile RE, pinpointing elements that contribute to overcoming those challenges, and developing strategies based on the specific needs of the organizations. Recommendation for Researchers: Researchers have the potential to expand the scope of this study by conducting research in other countries, especially African countries, as this study has not yet encompassed this geographic region. Additionally, they can strengthen the evidence linking Agile RE challenges to the risk of Agile project failure by performing empirical validation in a specific country. Impact on Society: This research conducts a comprehensive exploration of Agile RE within the public sector, serving as a foundation for the successful adoption of Agile methodology by overcoming obstacles related to Agile RE. This study highlights the importance of managing people, processes, projects, and organizational elements to increase the success of Agile adoption in the public sector. Future Research: In the future, researchers should work towards resolving the limitations identified in this study. This study has not provided a clear prioritization of challenges and solutions according to their significance. Therefore, future researchers can perform a Fuzzy Analytical Hierarchical Process (F-AHP) to prioritize the proposed solutions.

Aim/Purpose: Our research focuses on a unique group a students, who study CS: ultra-orthodox Jewish men. Their previous education is based mostly on studying Talmud and hence they lacked a conventional high-school education. Our research goal was to examine whether their prior education is merely a barrier to their CS studies or whether it can be recruited to leverage academic learning. Background: This work is in line with the growing interest in extending the diversity of students studying computer science (CS). Methodology: We employed a mixed-methods approach. We compared the scores in CS courses of two groups of students who started their studies in the same college in 2015: 58 ultraorthodox men and 139 men with a conventional background of Israeli K-12 schooling. We also traced the solution processes of ultraorthodox men in tasks involving Logic, in which their group scored significantly better than the other group. Contribution: The main contribution of this work lies in challenging the idea that the knowledge of unique cultures is merely a barrier and in illustrating the importance of further mapping such knowledge. Findings: The ultraorthodox group’s grades in the courses never fell below the grades of the other group for the duration of the five semesters. Due to their intensive Talmud studies (which embeds Logic), we hypothesized they would have leverage in subjects relating to Logic; however this hypothesis was refuted. Nevertheless, we found that the ultraorthodox students tended to recruit conceptual knowledge rather than merely recalling a procedure to solve the task, as novices often do. Recommendations for Practitioners: We concluded that these students’ unique knowledge should not be viewed merely as a barrier. Rather, it can and should be considered in terms of what and how it can anchor and leverage learning; this could facilitate the education of this unique population. Impact on Society: This conclusion has an important implication, given the growing interest in diversifying higher education and CS in particular, to include representatives of groups in society that come from different, unique cultures. Future Research: Students’ unique previous knowledge can and should be mapped, not only to foresee weaknesses that are an outcome of “fragile knowledge” , but also in terms of possible strengths, knowledge, values, and practices that can be used to anchor and expand the new knowledge.

KYIV: Russia escalated its attacks on Kyiv early Wednesday, launching waves of drones and missiles in its first combined aerial assault on the capital in more than 70 days, authorities said.

The broadside came as Washington and Seoul echoed warnings from Ukraine that North Korean troops had begun “engaging in combat operations” alongside Russian forces on the border between the warring countries.

A security source in Kyiv meanwhile told AFP that Ukraine was behind the assassination of a high-ranking Russian naval officer in a car bombing on the annexed Crimean peninsula.

Ukraine’s air force said its units had downed four missiles and 37 drones launched by Russia over eight regions of Ukraine overnight and into Wednesday morning.

“It is important that our forces have the means to defend the country from Russian terror,“ President Volodymyr Zelensky said in response to the attack.

Ukraine has for months been appealing to its Western allies to provide more air-defence systems to fend off Russian attacks on cities and critical infrastructure.

The large-scale bombardment comes at a critical moment on the battlefield. Russian forces are advancing in the east and concerns are growing over future aid for Ukraine after US Donald Trump’s victory in presidential elections.

Explosions in Kyiv, residents shelter

AFP journalists heard explosions ring out over Kyiv and saw dozens of residents seeking shelter in an underground metro station in the centre of the capital.

Kyiv officials said one man was wounded by falling debris from a downed drone in the suburb of Brovary, while emergency services distributed images of firefighters battling flames at one impact site.

A separate drone attack in the Ukrainian-controlled southern region of Kherson, which the Kremlin claims is part of Russia, killed a 52-year-old woman, the regional head said.

Multiple air raid sirens rang out early Wednesday as authorities said missiles were closing in on Kyiv, which was home to nearly three million people before Russia invaded in February 2022.

“As missiles were approaching Kyiv, the enemy simultaneously launched a ballistic missile attack on the capital. The enemy attack ended with another drone strike,“ city authorities said.

The attack is the latest in an uptick in escalating strikes on Ukrainian cities, mainly in the south of the war-battered country.

A Russian strike this week on Kryvyi Rig, Zelensky’s hometown, killed a 32-year-old mother and her three children.

The Kremlin has repeatedly denied its forces target civilians in Ukraine, a claim its spokesman repeated Wednesday in response to a question over whether Russian forces were working to minimise civilian casualties.

“Russian forces treat the civilian population with great care,“ Kremlin spokesman Dmitry Peskov told reporters, adding that Russia would continue its attacks.

Last week, Moscow and Kyiv launched record overnight drone attacks on each other.

Russian ground forces have been making rapid advances in Ukraine’s eastern Donetsk region, which the Kremlin claims is part of Russia.

On Wednesday, the Russian defence ministry said its troops had wrested control of the village of Rivnopil, where an estimated 98 people lived before the invasion.

As the Kremlin’s forces advance westwards, Kyiv has warned that Russia has amassed a force of 50,000 troops -- including North Korean soldiers -- to push out Ukrainian forces from the Russian border region of Kursk.

In Brussels, US Secretary of State Antony Blinken on Wednesday warned about the deployment of North Korean troops alongside Russian forces fighting on the Ukrainian border.

Blinken said he discussed with NATO chief Mark Rutte the fact that North Korean forces had been “injected into the battle, and now, quite literally, in combat which demands and will get a firm response.”

South Korea’s spy agency said North Korean soldiers were “engaging in combat” in Kursk, hours after US officials confirmed Pyongyang’s troops were actively fighting for Moscow against Ukraine.

Separately,a source in the Security Service of Ukraine said the agency had orchestrated a car bomb attack in the city of Sevastopol that killed a senior naval officer in the Black Sea Fleet.

The killing of Valery Trankovsky, which was confirmed by Moscow, is the latest in a string of targeted attacks on Russian military officers and pro-Kremlin public figures in occupied Ukrainian territory and within Russia.
