Trust me – you’re going to be seeing a lot of these between now and Halloween.

I went to “The Lone Ranger” premiere last month, and outside the theater, Disneyland began selling a version of the Tonto headdress dreamed up by Johnny Depp and his folks for his role in the film, which I found to be a rollicking, ironic version of the classic action adventure with some very sober scenes evoking Native Americans’ tragic history.

The inspiration, Depp says, was artist Kirby Sattler’s interpretive 2006 painting “I Am Crow.”

Depp himself has claimed Native American ancestry, and the bird atop his bean plays a substantial if silent role in the proceedings. It is an interpretive painting, as I said, not a literal rendering of any tribal makeup. In the Sattler painting, the bird is flying above the figure’s head, not perched on it.

But the movie’s invested in storytelling, not the fine points of accuracy. If it had been, it wouldn’t have made the historical solecisms of relocating both Monument Valley and the transcontinental railroad to … Texas.

Abstract: Engineering textbooks have problems, and those problems have problems. While they may be complex and time-consuming, textbook problems are “tidy” in that they are well-defined, closed-ended, and decontextualized. In contrast, the practice of engineering is “messy.” The design process is ill-defined, modeling and analysis are open-ended, and the engineered systems affect and are affected by society in positive and negative ways. In this talk I frame the messiness of engineering as an important part of the conversation about DEI in engineering. By exposing students to the messiness of engineering throughout their undergraduate education, instructors can better prepare students for their careers; help students to reflect upon their views and biases; and present engineering as socially constructed, instead of inherently upholding a white supremacist culture. I will then present the SHUTTLE Lab’s design-based research approach to putting some of this messiness back into engineering science courses. Specifically, I will describe our work addressing the messiness of mathematical modeling. We are focused on the professional skill of engineering judgment, and are simultaneously creating open-ended modeling problems, studying emerging engineering modeling judgment, and training faculty to notice and respond to their students’ displays of engineering judgment.

Bio: Aaron W. Johnson is an Assistant Professor of Aerospace Engineering and a Core Faculty member in Engineering Education Research at the University of Michigan. His design-based research focuses on how to re-contextualize engineering science engineering courses to better reflect and prepare students for the reality of ill-defined, sociotechnical engineering practice. Aaron holds a B.S. in Aerospace Engineering from Michigan and a Ph.D. in Aeronautics and Astronautics from the Massachusetts Institute of Technology, and was an instructor in Aerospace Engineering Sciences at the University of Colorado Boulder. Outside of work, Aaron enjoys collecting LEGO NASA sets, camping, and playing disc golf.

TASHKENT, 5 November 2015 – Addressing and preventing human trafficking in the hospitality and tourism sector is the topic of a two-day OSCE-supported training course, launched today in Tashkent, for 25 representatives from Uzbekistan’s tourism infrastructure, airlines, airport services and police.

The course, organized by the OSCE Project Co-ordinator in Uzbekistan and the National Inter-agency Commission on Counteracting Human Trafficking, aims to contribute to preventing human trafficking through awareness raising and developing the anti-trafficking codes of conduct for personnel.

The OSCE Project Co-ordinator in Uzbekistan Gyorgy Szabo said the training course would help representatives from private businesses develop corporate responsibility for preventing human trafficking in the tourism infrastructure.  

Astrid Winkler, representative of the ECPAT International (End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes), said that “It is important that all stakeholders, including the tourism business, understand what human trafficking is and take a stance against it. Business can do a lot in terms of prevention.”

The training course is part of the OSCE Project Co-ordinator’s project to assist Uzbekistan in combating the trafficking in human beings.

Addressing the OSCE Permanent Council in Vienna on 2 June 2016, OSCE High Commissioner on National Minorities Astrid Thors described country engagement and highlighted the disturbing increase in hate speech.

The statement covered the High Commissioner’s activities since her last statement to the Permanent Council in November 2015. During this period Thors visited Kyrgyzstan, Serbia, Ukraine, Bosnia and Herzegovina, Georgia, Croatia, Hungary, Slovakia and Moldova.

The High Commissioner expressed concern about the increase in hate speech targeting national minorities. Thors called for renewed efforts to tackle hate speech in order to prevent tensions and to promote integration with respect for diversity.

Thors also informed the Permanent Council about the work her institution is doing together with researchers to identify best practices that highlight the bridge building potential of national minorities in diverse societies.

ASHGABAT, 4 May 2016 – Best practices in regulating online media and broadcasting were the focus of an OSCE-supported master class for some 25 representatives of state agencies, parliament, mass media and academia that ended in Ashgabat today.

The two-day event addressed international standards, mechanisms and principles of regulation and self-regulation of online media, as well as models of broadcasting regulation and approaches to broadcasting licensing. Participants were representatives of the Mejlis (parliament), the State Committee for Television, Radio and Cinematography of Turkmenistan, the Supreme Court, the Ministries of Communications and Justice and representatives from educational and research institutions, national broadcast, print and online media.

“While taking many forms such as provisions in national legislation, administrative directives or technical instructions, regulation may also serve different goals, including public interest, market needs or technical efficiency,” said Ivo Petrov, Head of the OSCE Centre in Ashgabat.

“Our event today is held in a new format of a master class, and we organized it to engage participants in an active discussion on concrete practical examples and recommendations on applying efficient mechanisms of regulating online media and broadcasting to promote a free and pluralistic mass media.”

International experts also provided insights on the legal aspects of media and advertising activities as well as media policy in the context of media regulation. The practical part of the master class included case studies on models of regulating the broadcasting sphere and covering large sports competitions.

The televising and broadcasting of global performances and sports events formed a special focus of discussions in light of the 2017 Asian Indoor and Martial Arts Games which will be hosted by Turkmenistan. Participants exchanged views on the organization of newsrooms and press services for large-scale sports events as well as the access of journalists and rules of accreditation for international sports events.

mexico city — Legislators from Mexico's ruling party reelected the head of the National Human Rights Commission on Wednesday despite widespread opposition and her failure to call out the government for abuses.  The reelection of Rosario Piedra Ibarra in a party-line Senate vote appeared to be another example of the ruling Morena party's attempts to weaken independent oversight bodies. Morena has proposed eliminating a host of other oversight, transparency and freedom-of-information agencies, claiming they cost too much to run.  Mexico's civic and nonprofit rights groups have been almost unanimous in their criticism of Piedra's reelection.  "This is an undeserved prize for a career marked by inaction, the loss of independence and the weakening of the institution," the Miguel Agustin Pro Juarez human rights center wrote on social media.  Piedra is a committed supporter of former President Andres Manuel Lopez Obrador, who left office on September 30. She once affirmed that none of the deaths caused by the armed forces under his administration were illegal or unjustified, and she shared the former president's delight in attacking and criticizing other independent human rights groups.  Commission issues few recommendations Since her first election in 2019, Piedra has done little to investigate allegations of massacres or extrajudicial killings by soldiers and members of the militarized National Guard, to whom Lopez Obrador gave sweeping powers.  Despite receiving over 1,800 citizen complaints against the armed forces between 2020 and 2023, her commission issued only 39 recommendations, and most of the few military cases her commission did follow up on involved abuses committed under previous administrations.  The rights commission has the power to make non-binding recommendations to government agencies. If they do not agree to follow the recommendations, they are at least required by law to explain why.  Piedra has almost exclusively focused the commission's work on issuing recommendations in cases where people have not received proper health care at government-run hospitals. Those recommendations accomplish little, because they don't address the underlying problem of underfunded, poorly equipped hospitals forced to handle too many patients.  At times Piedra acted as if human rights violations no longer existed under Lopez Obrador. In 2019, she expressed disbelief when asked about the killing of journalists, despite the fact that almost a dozen were killed in Lopez Obrador's first year in office.  "Are they killing journalists?" she said with an expression of disbelief.  'Her actions appear to support impunity ' Piedra comes from a well-known activist family: Her mother founded one of Mexico's first groups to demand answers for families whose relatives had been abducted and disappeared by the government in the 1960s and '70s. But even her mother's group, the Eureka Committee, did not support Piedra's reelection.  "Her actions appear to support impunity for the perpetrators of governmental terrorism, and the government's line of obedience and forgetting" rights abuses, the committee wrote in a statement.  Piedra broke with two important traditions: she was a member of the ruling party up until she was elected to her first term in 2019. The job has usually gone to nonpartisan human rights experts.  And she has openly endorsed and supported government policies and actions. Previous heads of the commission had a more critical relationship with the government.  Piedra also failed to make the final cut for candidates for the post this year in a congressional examination of their qualifications, but was put on the ballot anyway.  That's important because similar evaluation committees will decide who gets on the ballot in judicial reforms that make federal judges stand for election next year. Activists worry that the same kind of favoritism will come into play in the election of judges.  "This decision comes after a selection process in which she (Piedra) wasn't found to be the most qualified," a coalition of rights groups said in a statement. "That reveals the political, partisan considerations that put her onto the ballot."  She also apparently falsified a letter of recommendation; a bishop and human rights activist said a letter she presented to support her reelection had not been signed by him.  Piedra will serve under new President Claudia Sheinbaum, another devoted follower of Lopez Obrador, who took office October 1. On Sheinbaum's first day in office, the army killed six migrants near the Guatemalan border; 10 days later, soldiers and National Guard killed three bystanders in the northern border city of Nuevo Laredo while chasing suspects.  Sheinbaum's third week in office was capped by the killing of a crusading Catholic priest who had been threatened by gangs, and a lopsided encounter in northern Sinaloa state in which soldiers killed 19 drug cartel suspects, but suffered not a scratch themselves. That awakened memories of past human rights abuses, like a 2014 incident in which soldiers killed about a dozen cartel suspects after they had surrendered.  The purportedly leftist government has been quick to criticize human rights groups and activists who expose abuses.  In June, an outspoken volunteer advocate for missing people found an apparent body dumping ground with human remains in Mexico City, embarrassing ruling party officials who had done little to look for such clandestine grave sites. City prosecutors lashed out at her, claiming "the chain of custody" of the evidence had been manipulated, which could lead to charges.

Aim/Purpose: The purpose of this paper is to examine the key research foci, methodologies, and theoretical perspectives adopted by researchers when studying E-government accessibility for persons with disabilities (PWDs), particularly in developing countries. The study aims to develop a conceptual framework for designing accessible E-government for PWDs in developing countries. Background: Studies on E-government accessibility for persons with disabilities in developing countries have been minimal. The few studies conducted until now have failed to integrate PWDs, a population already marginalized, into the digital society. Accessibility has been identified by researchers as a major hindrance to PWDs participating in E-government. It is imperative therefore to examine the manner in which researchers investigate and acquire knowledge about this phenomenon. Methodology : The study synthesizes literature from top IS journals following a systematic literature review approach. The data synthesis focuses on identifying key concepts relating to E-government accessibility for PWDs. Contribution: The study contributes to the field of E-government, with a focus on how E-government services can be made accessible to PWDs. The study calls on researchers to reflect on their epistemological and ontological paradigms when examining accessibility of E-government services in developing countries. Findings: The findings show that most researchers focus on the evaluation of E-government websites and predominantly adopt quantitative methods. The study also reveals that the use of technological determinism as a theoretical lens is high among researchers. Recommendations for Practitioners : The study recommends that E-government web developers and policy makers involve PWDs from design to evaluation in the development of E-government applications. Recommendation for Researchers: The study advocates the need to conduct studies on E-government accessibility by employing more qualitative and mixed approaches to gain in-depth and better understanding of the phenomenon. Impact on Society : This study creates greater awareness and points out inadequacies that society needs to address to make E-government more inclusive of and participatory for PWDs. Future Research: Further empirical work is required in order to refine the relevance and applicability of various constructs in EADM so as to arrive at a framework for addressing E-government accessibility for PWDs in developing countries.

Aim/Purpose: The digital divide and educational inequalities remain a significant societal problem in the United States, and elsewhere, impacting low income, first-generation, and minority learners. Accordingly, institutions of higher education are challenged to meet the needs of students with varying levels of technological readiness with deficiencies in information and digital literacy shown to be a hindrance to student success. This paper documents the efforts of a mid-Atlantic minority-serving institution as it seeks to assess, and address, the digital and information literacy skills of underserved students Background: A number of years ago, a historically Black university in Maryland developed an institutional commitment to the digital and information literacy of their students. These efforts have included adoption of an international certification exam used as a placement test for incoming freshmen; creation of a Center for Student Technology Certification and Training; course redesign, pre and post testing in computer applications courses; and a student perception survey. Methodology: A multi-methodological approach was applied in this study which relied on survey results, pre and post testing of students enrolled in introductory and intermediate computer applications courses, and scores from five years of placement testing. Student pre and post test scores were compared in order to examine degree of change, and post test scores were also assessed against five years of scores from the same test used as a placement for incoming freshmen. Finally, a student perception and satisfaction survey was administered to all students enrolled in the courses under consideration. The survey included a combination of dichotomous, Likert-scaled, and ranking questions and was administered electronically. The data was subsequently exported to Microsoft Excel and SPSS where descriptive statistical analyses were conducted. Contribution: This study provides research on a population (first-generation minority college students) that is expanding in numbers in higher education and that the literature reports as being under-prepared for academic success. Unfortunately, there is a paucity of current studies examining the information and technological readiness of students specifically enrolled at minority serving institutions. As such, this paper is timely and relevant and helps to extend our discourse on the digital divide and technological readiness as it impacts higher education. The students included in this study are representative of those enrolled in Historically Black Colleges or Universities (HBCUs) in the United States, giving this paper broad implications across the country. Internationally, most countries have populations of first-generation college students from under-served populations for whom a lack of digital readiness is an also an issue therefore giving this study a global relevance. Findings: The digital divide is a serious concern for higher education, especially as schools seek to increasingly reach out to underserved populations. In particular, the results of this study show that students attending a minority serving institution do not come to college with the technology skills needed for academic success. Pre and post testing of students, as well as responses to survey questions, have proven the efficacy of computer applications courses at building the technology skills of students. These courses are viewed overwhelmingly positive by students with respondents reporting that they are a necessary part of the college experience that benefits them academically and professionally. Use of an online simulated learning and assessment system with immediate automated feedback and remediation was also found to be particularly effective at building the computer and information literacy skills of students. The total sample size for this study was over 2,800 individuals as data from 2690 IC3 tests administered over a five year period were considered, as well as 160 completed surveys, and pre and post testing of 103 students. Recommendations for Practitioners: Institutions of higher education should invest in a thorough examination of the information and technology literacy skills, needs, and perceptions of students both coming into the institution as well as following course completion. Recommendation for Researchers: This research should be expanded to more minority serving institutions across the United States as well as abroad. This particular research protocol is easily replicated and can be duplicated at both minority and majority serving institutions enabling greater comparisons across groups. Impact on Society: The results of this research help to shed light on a problem that desperately needs to be addressed by institutions of higher education, which is the realities of the digital divide and the under preparedness of entering college students in particular those who are from low income, first generation, and minority groups Future Research: A detailed quantitative survey study is being conducted that seeks to examine the technology uses, backgrounds, needs, interests, career goals, and professional expectations with respect to a range of currently relevant technologies.
