September 11th Victim Compensa¬tion Fund (VCF) Special Master Sheila L. Birnbaum today announced that the fund is officially open for claimants.

The Justice Department has filed a lawsuit against the owners of Yorkshire Apartments, Thackeray Ledges and Wales Ridge Apartments in Massillon, Ohio, for discriminating on the basis of race and familial status when renting their apartments in violation of the Fair Housing Act.

The Justice Department announced today that the Civil Rights Division will monitor elections on Nov. 8, 2011, in Alameda County, Calif.; Springfield, Mass.; Humphreys, Leflore, Panola and Wilkinson Counties, Miss.; Lorain County, Ohio; and Jasper, Texas.

The Justice Department announced today the filing of a complaint against the city of Pittsfield, Mass., for violating the rights of a U.S. Navy Reservist under the Uniformed Services Employment and Reemployment Rights Act of 1994.

"We believe that enacting the SAVE Act will strengthen tribal jurisdiction over crimes of domestic violence, tribal protection orders, and Federal assault prosecutions," said Associate Attorney General Perrelli.

"The Department is forging ahead, trying not only to uphold the United States’ trust responsibility to American Indian tribes, but also to ensure that every Native American man, woman and child can thrive in a tribal community that is just as safe as any other community in our great nation," said Associate Attorney General Perrelli.

A former Pittsfield man was sentenced late yesterday in federal court for his role in a series of frauds and attempts to avoid paying taxes, as well as lying to federal authorities and financial institutions about his illegal activities.

"Today, I met with the Mayor, Acting Police Chief and City Manager to notify them of our civil investigation into allegations involving the use of excessive deadly force by officers with the City of Miami Police Department," said Assitant Attorney General Perez.

A former Massachusetts scientist and businessman was sentenced today by U.S. District Judge Rya W. Zobel in Boston to one year and one day in federal prison for executing a fraud scheme involving a multi-million dollar federal research grant.

"Since the beginning of their tenure, President Obama and Attorney General Holder have repeatedly made clear their commitment to robust civil rights enforcement that is vigorous, fair, and evenhanded," said Assistant Attorney General Perez.

Patrick W. Boyd, 44, of Gainesville, Fla., was sentenced by U.S. District Judge Matthew F. Kennelly of the Northern District of Illinois.

Ilios Shipping Company S.A., pleaded guilty in federal court in New Orleans for violating the Act to Prevent Pollution from Ships (APPS) and obstruction of justice, announced Assistant Attorney General Ignacia S. Moreno and U.S. Attorney Jim Letten.

"As outlined in our findings letter, we found reasonable cause to believe that MCSO engages in a pattern or practice of violating the Constitution and laws of the United States in 3 areas," said Assistant Attorney General Perez.

"Our attorneys, investigators and experts conducted extensive interviews with command staff and rank-and-file officers; participated in ride-alongs with officers; and reviewed thousands of pages of documents," said Assistant Attorney General Perez.

The Justice Department announced today that the city of Brockton, Mass., promoted U.S. Army Reservist Brian Benvie on Dec. 16, 2011, to the position of lieutenant in the city’s police department.

"At the core of the allegations in the complaint is a simple story: If you were African-American or Hispanic and you went to Countrywide for a loan, and you were qualified, you likely paid more simply because of the color of your skin. You likely paid more than a similarly-qualified white borrower if you were African-American or Hispanic and received your loan from a Countrywide loan officer, or from Countrywide’s mortgage brokers," said Assistant Attorney General Perez.

Michael Jacques, 27, was sentenced in Boston by U.S. District Judge Michael A. Ponsor to 166 months in prison, followed by four years of supervised release.

Robert Rosenbeck, 49, was sentenced by U.S. District Judge Denise J. Casper in Boston.

Thomas Gleason, 24, was sentenced today in federal court for his role in the arson of the predominately African-American Macedonia Church of God in Christ just hours after the election of President Barack Obama.

Rudolf L. Cheung, 57, a resident of Massachusetts, pleaded guilty today in federal court in the District of Columba to conspiracy to violate the Arms Export Control Act in connection with the unlawful export of 55 military antennae from the United States to Singapore and Hong Kong.

Police officers are supposed to protect and serve, and the indictment alleges that the officers abused their power, and then added insult to injury by intimidating witnesses and creating a climate of fear.

A jury convicted Attleboro, Mass., licensed stockbroker, insurance agent and financial advisor Kevin P. Mahoney today on tax and contempt of court charges, the Justice Department and Internal Revenue Service (IRS) announced.

"We expand opportunities in a wide range of areas, and today's agreement provides opportunity that will transform the Commonwealth of Virginia's system for delivering services to individuals with developmental disabilities, including intellectual disabilities, and improve the lives of thousands of Virginians with developmental disabilities," said Assistant Attorney General Perez.

A federal jury today convicted Alex Campbell, 45, a northwest Chicago suburban massage parlor owner, of various federal crimes including sex-trafficking, forced labor, harboring illegal aliens, confiscating passports to further forced labor and extortion involving four foreign women whom he mentally and physically abused while forcing them to work for him between July 2008 and January 2010.

"Whether ensuring that our military voters and civilians serving overseas have the right to register and vote absentee, ensuring individuals are not denied the franchise because of their race or the language they speak, or ensuring that covered states are following federal requirements for providing opportunities to register to vote at designated offices and administering voter lists, our work to protect voting rights is among our most important," said Assistant Attorney General Perez.

The Department of Justice announced today that it has entered into a settlement that, if approved by the court, will resolve the department’s allegations that the Commonwealth of Massachusetts and the Massachusetts Department of Correction violated Title VII of the Civil Rights Act of 1964 by discriminating against female applicants for entry-level correction officer and correction program officer positions at the Massachusetts Department of Correction.

"The federal-state agreement contains provisions to ensure that our servicemembers receive the full protection of current law, as well as substantial new benefits," said Assistant Attorney General Perez.

Joseph Tierney, 24, of Wellesley, Mass., was sentenced by U.S. District Judge Virginia A. Phillips.

Umar Farouk Abdulmutallab, the so-called “underwear bomber,” was sentenced today to life in prison as a result of his guilty plea to all eight counts of a federal indictment charging him for his role in the attempted Christmas Day 2009 bombing of Northwest Airlines flight 253.

"The consent decree is a comprehensive blueprint for sustainable reform that will enhance the district’s policies, training and other efforts to ensure that every student in the district is free from sex-based harassment," said Assistant Attorney General Perez.

"As the 2011 enforcement record illustrates, the Division’s Fair Lending Unit uses every possible tool to address the range of abuses seen in the market, in both mortgage and non-mortgage lending," said Assistant Attorney General Perez.

"Today is an important day in the journey for justice for the family of James Craig Anderson, and other African American victims of senseless, racially motivated violence in Jackson. Earlier today, the Department of Justice secured guilty pleas from three of the individuals responsible for the brutal, racially motivated murder of James Anderson," said Assistant Attorney General Perez.

A federal jury in Worcester, Mass., convicted William Scott Dion and Catherine Floyd, both of Sanbornville, N.H., and Charles Adams of Norwood, Mass., for conspiracies to defraud the United States through the promotion and use of multiple tax fraud schemes, the Justice Department and the Internal Revenue Service (IRS) announced today.

"It is an unfortunate reality that unlawful discrimination in voting persists, just as it does in the workplace, in schools, and in so many other parts of our lives," said Assistant Attorney General Perez.

The Justice Department announced today that it has reached a settlement with the city of Pittsfield, Mass., to resolve allegations that the city violated the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) by failing to promote a navy reservist and Pittsfield firefighter, and by retaliating against him after he invoked his rights.

Kevin P. Mahoney of Attleboro, Mass., was sentenced today to 60 months in prison, following trial convictions on corruptly endeavoring to obstruct the administration of the Internal Revenue laws, filing false tax returns with the Internal Revenue Service (IRS) and criminal contempt of court, the Justice Department and the IRS announced. U.S. District Judge Joseph L. Tauro presided over the trial and imposed the sentence. A Boston jury convicted licensed stockbroker, insurance agent and financial advisor Mahoney on Jan. 25, 2012. Mahoney was charged with one count of corruptly endeavoring to obstruct the administration of the Internal Revenue laws, eight counts of contempt of court and eight counts of filing false tax returns. He was convicted on all counts. Judge Tauro also ordered Mahoney to pay $367,000 in restitution to the IRS. Mahoney was remanded to prison immediately following the sentencing hearing.

"The racial disparities in the treatment of African-American children raise serious constitutional concerns under the equal protection clause," said Assistant Attorney General Perez.

"The purpose of the investigation is to determine whether the University and the law enforcement agencies acted promptly, adequately, and fairly to protect the safety of women and whether the university, the police, and the county attorney have comprehensive and integrated systems in place to do so," said Assistant Attorney General Perez.

Pharmacia Corporation and Bayer CropScience Inc. have agreed to pay $4.25 million to federal and state natural resource trustees to resolve claims for natural resource damages connected with the Industri-plex Superfund site located in Woburn, Mass.

"Today, the Department of Justice did something it has done only once before in the 18-year history of our civil police reform work; we filed a contested lawsuit to stop discriminatory and unconstitutional law enforcement practices," said Assistant Attorney General Perez.

Chris Allen Oake, 61, of Acton, Mass., was sentenced by U.S. District Judge Nathaniel M. Gorton in Boston.

"Today’s settlement with SunTrust builds on an unprecedented period of fair lending enforcement by the department. Since the establishment of the Fair lending Unit, thanks to the committed career professionals in the Division, we have brought record numbers of enforcement actions," said Assistant Attorney General Perez.

"In the Civil Rights Division, we still see every single day barriers facing individuals with disabilities that stand in the way of allowing all people to maximize the contribution they can make to society," said Assistant Attorney General Perez.

"The benefits of Plyler are felt by all of us, wherever we or our ancestors were born. Three decades after Plyler, immigrant students have made and continue to make vast and deep contributions to America’s cultural, civic, and economic landscape," said Assistant Attorney General Perez.

"The Department’s Olmstead enforcement activities are dynamic and ongoing," said Assistant Attorney General Perez.

Khalid Ali-M Aldawsari, 22, a citizen of Saudi Arabia and resident of Lubbock, Texas, was convicted by a federal jury today on an indictment charging one count of attempted use of a weapon of mass destruction in connection with his purchase of chemicals and equipment necessary to make an improvised explosive device (IED) and his research of potential U.S. targets, including persons and infrastructure.

"At the core of the complaint is a simple story. If you were African-American or Latino, you were more likely to be placed in a subprime loan or pay more for your mortgage loan, even though you were qualified and deserved better treatment. This is a case about real people-African American and Latino- who suffered real harm as a result of Wells Fargo’s discriminatory lending practices," said Assistant Attorney General Perez.
