Abstract:
In the general signal$+$noise (allowing non-normal, non-independent observations) model, we construct an empirical Bayes posterior which we then use for uncertainty quantification for the unknown, possibly sparse, signal. We introduce a novel excessive bias restriction (EBR) condition, which gives rise to a new slicing of the entire space that is suitable for uncertainty quantification. Under EBR and some mild exchangeable exponential moment condition on the noise, we establish the local (oracle) optimality of the proposed confidence ball. Without EBR, we propose another confidence ball of full coverage, but its radius contains an additional $sigma n^{1/4}$-term. In passing, we also get the local optimal results for estimation , posterior contraction problems, and the problem of weak recovery of sparsity structure . Adaptive minimax results (also for the estimation and posterior contraction problems) over various sparsity classes follow from our local results.

Abstract:
In the United States, county-level estimates of crop yield, production, and acreage published by the United States Department of Agriculture’s National Agricultural Statistics Service (USDA NASS) play an important role in determining the value of payments allotted to farmers and ranchers enrolled in several federal programs. Given the importance of these official county-level crop estimates, NASS continually strives to improve its crops county estimates program in terms of accuracy, reliability and coverage. In 2015, NASS engaged a panel of experts convened under the auspices of the National Academies of Sciences, Engineering, and Medicine Committee on National Statistics (CNSTAT) for guidance on implementing models that may synthesize multiple sources of information into a single estimate, provide defensible measures of uncertainty, and potentially increase the number of publishable county estimates. The final report titled Improving Crop Estimates by Integrating Multiple Data Sources was released in 2017. This paper discusses several needs and requirements for NASS county-level crop estimates that were illuminated during the activities of the CNSTAT panel. A motivating example of planted acreage estimation in Illinois illustrates several challenges that NASS faces as it considers adopting any explicit model for official crops county estimates.

Workshop on Internet Safety for kids with special needs

The Computer Emergency Response Team of Mauritius (CERT-MU), a division of the National Computer Board operating under the aegis of the Ministry of Technology, Communication & Innovation organised a half day workshop with the title “Internet Safety for kids with special needs” on Wednesday, 19th February 2020 at Quartier Militaire State Secondary School (Girls). The workshop was organized in collaboration with the Ministry of Education and Human Resources, Tertiary Education and Scientific Research. The objective of the workshop was to showcase existing online dangers and, at the same time, promote the responsible use of the Internet amongst kids with special needs. A presentation was delivered by the Computer Emergency Response Team of Mauritius with focus on the responsible use of the internet and underlying dangers such as Online Predators, Sexting, Sextortion and Cyberbullying. Some 20 Special Education Needs (SEN)  schools were present.
