"The challenges facing law enforcement in tribal communities are enormous. The basic level of police protection that most Americans take for granted simply does not exist in many parts of Indian Country. We have a duty to change that."

Former New York State Supreme Court Justice Thomas J. Spargo was sentenced today by U.S. District Judge Gary Sharpe in Albany, N.Y. to 27 months in prison followed by two years of supervised release for attempted extortion and bribery, Assistant Attorney General Lanny A. Breuer of the Criminal Division and Special Agent in Charge John F. Pikus of the FBI’s Albany office announced.

"We need this Civil Rights Museum so that we remember our history, however painful it may be," said Assistant Attorney General Perez.

You are about to become our newest citizens. Hailing from 24 different countries, each of you represents a different culture, a different language, a different way of dress. But you will each now be American.

The settlement, which will require legislative and judicial approval to become effective, is fair to the plaintiffs, is responsible for the United States, and provides a path forward for the future.

"I also am personally committed to the restoration and transformation of the Civil Rights Division, as is the Attorney General, whose support of the Division has been unwavering and complete," said Assistant Attorney General Perez.

"Through our efforts and our partnerships with other Federal agencies and State partners, we will continue to ramp up fair lending enforcement to ensure that all Americans have equal access to credit," said Assistant Attorney General Thomas E. Perez.

"The progress made in 20 years is remarkable. But our anniversary celebration must be marked by turning our attention to the next 20 years so that we can continue to create a nation where every individual has access to equal opportunity and equal justice," said Assistant Attorney General Thomas E. Perez

"For the Department of Justice, turning the promise of the Olmstead decision into a reality for individuals with disabilities across the nation has become a major component of ADA enforcement," said Assistant Attorney General Thomas E. Perez.

"As we emerge from this recession, it is critical that we not only look for ways to hold those who discriminated in the past accountable. We must also find ways to repair some of the damage done to families and to communities. We must use the power of the law to encourage innovative strategies for rebuilding, and be sure that decades of investment have not been permanently lost," said Assistant Attorney General Perez.

"In the two decades since its enactment, the ADA has revolutionized the way society thinks about individuals with disabilities, and it has transformed the way that people with disabilities live in communities," said Assistant Attorney General Perez.

'RLUIPA was a response by bipartisan members of Congress to what they saw as a threat to one of our most fundamental freedoms," said Assistant Attorney General Perez.

Leading up to next week’s election, the Department has devoted significant time and resources in recent months to enforce the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and the Military and Overseas Voter Empowerment (MOVE) Act of 2009, in order to ensure that all military and overseas voters can access their right to vote and have their votes counted in the upcoming election.

"Human trafficking is a grave affront to human rights and to our nation’s core values, and there can be no higher calling in our commitment to vindicating the individual rights of all people than eradicating this form of modern-day slavery," said Assistant Attorney General Perez.

"Attorney General Eric Holder, backed by this strong commitment from President Obama, has made Tribal justice and safety a top priority for the Justice Department," said Assistant Attorney General Perez.

Marsha Parenteau of Dublin, Ohio, has been sentenced for conspiring to commit money laundering, the Justice Department and Internal Revenue Service (IRS) announced.

"The importance of this process can not be overstated – our system of government relies upon giving everyone an equal voice – and the decennial redistricting process ensures integrity in our system."

"The MOVE Act’s enactment in 2009 was the most important advancement in the area of military and overseas voter law in more than 20 years," said Assistant Attorney General Perez.

"The Justice Department opened its investigation of the New Orleans Police Department last year with a single mission: to work with all stakeholders to build a world class police force," said Assistant Attorney General Perez.

"With each new wave of intolerance, our nation has responded – passing new civil rights laws, striking down old laws that sanctioned discrimination, and eventually recognizing the value of diverse communities and embracing those previously shunned," said Assistant Attorney General Perez.

"Our goal with this investigation – as with all of our police pattern and practice investigations – is simple: to ensure that the community has an effective, accountable police department that controls crime, ensures respect for the Constitution, and earns the trust of the public it is charged with protecting."

"President Obama and Attorney General Holder recognize that civil rights enforcement is about protecting individual rights and helping entire communities," said Assistant Attorney General Perez.

"the Civil Rights Division, along with the U.S. Attorney’s Office, conducted a preliminary inquiry and concluded that it would be necessary and appropriate to begin a formal civil pattern or practice investigation," said Assistant Attorney General Perez.

"It is an honor to be able to help carry forward the legacy of the heroes of our nation’s struggle for civil rights," said Assistant Attorney General Perez.

"The Civil Rights Division enforces several laws designed to protect the rights of members of the military – so that their brave and selfless service doesn’t put them at risk of losing their jobs at home; so that they don’t have to forfeit their right to vote; so that they can be assured they and their families in the consumer context will not be penalized for their courageous decision to serve our nation."

"Today’s agreement will bring Delaware into compliance with the ADA and the Olmstead decision by building a comprehensive, community-based mental health system," said Assistant Attorney General Perez.

"In anticipation of this year’s reauthorization of the Violence Against Women Act (VAWA), the Department has been engaging in comprehensive discussions, including formal consultations with Indian tribes, about how best to protect the safety of Native women."

"Regrettably, as we have seen here in New Mexico and across the nation, the need for aggressive enforcement remains," said Assistant Attorney General Perez.

"Based on our preliminary review, we have decided to expand our investigation to also focus on allegations that the Lancaster and Palmdale stations of the LASD are engaged in a pattern or practice of discrimination on the basis of race or national origin," said Assistant Attorney General Perez.

"As outlined in our findings report, we found reasonable cause to believe that PRPD engages in a pattern and practice of unconstitutional and/or unlawful conduct in three areas," said Assistant Attorney General Perez.

"It is a great honor to go to my job every day and work with the dedicated career attorneys and professionals in the Division to protect and defend the rights guaranteed by some of our nation’s most cherished laws," said Assistant Attorney General Perez.

"Although this case remains unsolved, and Tom’s killer remains unknown, our resolve to uncover the truth – and to help Tom’s family, friends, colleagues, and neighbors find the answers and the closure that they deserve – has never been stronger," said Attorney General Holder.

"It is critical to continue our dialogue about how we can ensure a level playing field for all who are seeking economic opportunity and a fair chance at the American Dream," said Assistant Attorney General Perez.

"We believe that enacting the SAVE Act will strengthen tribal jurisdiction over crimes of domestic violence, tribal protection orders, and Federal assault prosecutions," said Associate Attorney General Perrelli.

"The Department is forging ahead, trying not only to uphold the United States’ trust responsibility to American Indian tribes, but also to ensure that every Native American man, woman and child can thrive in a tribal community that is just as safe as any other community in our great nation," said Associate Attorney General Perrelli.

"Today, I met with the Mayor, Acting Police Chief and City Manager to notify them of our civil investigation into allegations involving the use of excessive deadly force by officers with the City of Miami Police Department," said Assitant Attorney General Perez.

"Since the beginning of their tenure, President Obama and Attorney General Holder have repeatedly made clear their commitment to robust civil rights enforcement that is vigorous, fair, and evenhanded," said Assistant Attorney General Perez.

"As outlined in our findings letter, we found reasonable cause to believe that MCSO engages in a pattern or practice of violating the Constitution and laws of the United States in 3 areas," said Assistant Attorney General Perez.

"Our attorneys, investigators and experts conducted extensive interviews with command staff and rank-and-file officers; participated in ride-alongs with officers; and reviewed thousands of pages of documents," said Assistant Attorney General Perez.

"At the core of the allegations in the complaint is a simple story: If you were African-American or Hispanic and you went to Countrywide for a loan, and you were qualified, you likely paid more simply because of the color of your skin. You likely paid more than a similarly-qualified white borrower if you were African-American or Hispanic and received your loan from a Countrywide loan officer, or from Countrywide’s mortgage brokers," said Assistant Attorney General Perez.

Police officers are supposed to protect and serve, and the indictment alleges that the officers abused their power, and then added insult to injury by intimidating witnesses and creating a climate of fear.

"We expand opportunities in a wide range of areas, and today's agreement provides opportunity that will transform the Commonwealth of Virginia's system for delivering services to individuals with developmental disabilities, including intellectual disabilities, and improve the lives of thousands of Virginians with developmental disabilities," said Assistant Attorney General Perez.

"Whether ensuring that our military voters and civilians serving overseas have the right to register and vote absentee, ensuring individuals are not denied the franchise because of their race or the language they speak, or ensuring that covered states are following federal requirements for providing opportunities to register to vote at designated offices and administering voter lists, our work to protect voting rights is among our most important," said Assistant Attorney General Perez.

"The federal-state agreement contains provisions to ensure that our servicemembers receive the full protection of current law, as well as substantial new benefits," said Assistant Attorney General Perez.

"The consent decree is a comprehensive blueprint for sustainable reform that will enhance the district’s policies, training and other efforts to ensure that every student in the district is free from sex-based harassment," said Assistant Attorney General Perez.

"As the 2011 enforcement record illustrates, the Division’s Fair Lending Unit uses every possible tool to address the range of abuses seen in the market, in both mortgage and non-mortgage lending," said Assistant Attorney General Perez.

"Today is an important day in the journey for justice for the family of James Craig Anderson, and other African American victims of senseless, racially motivated violence in Jackson. Earlier today, the Department of Justice secured guilty pleas from three of the individuals responsible for the brutal, racially motivated murder of James Anderson," said Assistant Attorney General Perez.

"It is an unfortunate reality that unlawful discrimination in voting persists, just as it does in the workplace, in schools, and in so many other parts of our lives," said Assistant Attorney General Perez.
