The Justice Department announced today that former jail trustee Willie James Caruthers pleaded guilty yesterday to acting with several others, including law enforcement officials, to assault an inmate inside of the Wilcox County, Ga., Jail on July 23, 2009.

The Justice Department announced today that Senior U.S. District Judge Malcolm J. Howard sentenced former Sergeant Danny Ray Duncan, of the Columbus County Detention Center in Whiteville, N.C., and inmate Terry McMillian on charges relating to the assault of another inmate. Duncan, 63, received 20 months in prison followed by two years supervised release. McMillian, 26, received 46 months in prison followed by three years supervised release.

A federal jury today convicted Charles Cannon, 26, Michael McLaughlin, 41, and Brian Kerstetter, 32, of a federal hate crime charge related to a racially motivated assault of a 29-year-old African-American man.

"This month is an invitation. It’s an invitation for us to stand together and confront the enormity of sexual violence; to re-dedicate ourselves to bringing justice to victims and their families; to break the silence and to redouble our efforts to hold perpetrators of sexual assault accountable," said Acting Associate Attorney General West.

"Over the past couple of years OVW has made a concerted effort to prioritize sexual violence by providing grants to address the gap in services and resources for victims and survivors of rape and sexual violence," said Acting Director Hanson.

The Department of Justice today announced a series of investigations stemming from allegations of sexual assault and sexual harassment at the University of Montana and in the greater Missoula, Mont., community. These investigations will seek to determine whether gender discrimination affected the prevention, investigation and prosecution of sexual assaults and sexual harassment in Missoula.

Two members of the Aryan Brotherhood of Texas (ABT) have been sentenced to federal prison for their role in an aggravated assault that took place in Tomball, Texas, in September 2008.

The Department of Justice announced that Jerrod Porter Lane, 26, a former detention officer at the Muskogee, Okla., County Jail (MCJ), pleaded guilty today in federal court to charges related to his assault of an inmate at MCJ and his subsequent attempts to cover up the assault. Lane pleaded guilty to use of excessive force, violating the civil rights of an inmate, falsifying records and making false statements to the FBI.

Acting Associate Attorney General Tony West today joined U.S. Attorney Michael W. Cotter and Vice-Chairman of the Crow Nation Calvin Coolidge Jefferson to announce a multi-agency collaboration with tribal governments to establish sexual assault response teams (SARTs) in the six Montana reservations under federal jurisdiction.

"We hope that establishing SART teams on every Montana reservation will bring healing and justice to victims of sexual violence – the kind of help that will also strengthen the faith and confidence that native women have in their criminal justice system," said Acting Associate Attorney General West.

Michael Makalou, 41, a former State Department employee, was sentenced today to 12 months in prison for assaulting his wife with a dangerous weapon with intent to do bodily harm, announced Assistant Attorney General Lanny A. Breuer of the Justice Department’s Criminal Division and U.S. Attorney for the Eastern District of Virginia Neil H. MacBride.

Willie Redden, 24, of Albany, Ga., a former member of the Correctional Emergency Response Team (CERT) at Macon State Prison in Oglethorpe, Ga., pleaded guilty today to conspiring with other correctional officers to violate the civil rights of inmates in 2010.

Phillip Oliver, 46, an inmate at the Muskogee County Jail (MCJ) was sentenced today in U.S. District Court in Muskogee, Okla., to one year and a day followed by one year of supervised release for one count of conspiracy related to the orchestrated beating of a fellow inmate at the behest of a jailer on duty.

Kerstetter was sentenced to 77 months in prison followed by three years of supervised release. Cannon was sentenced to 37 months in prison followed by three years of supervised release. And McLaughlin was sentenced to 30 months in prison followed by three years of supervised release.

U.S. Customs and Border Protection (CBP) Officer Paulo Morales, 47, of Miami, pleaded guilty today in U.S. District Court in Miami to three civil rights offenses for sexually groping three women in his custody.

The Justice Department announced today that former Wilcox County, Ga., Jailer Casey Owens pleaded guilty to a misprision of a felony in connection with an incident in which several people, including law enforcement officials, assaulted three inmates inside of the Wilcox County Jail in Abbeville, Ga.

The Department of Justice and the Allentown, Pa., School District today filed a proposed consent decree addressing multiple complaints of sexual assault of students at Central Elementary School. The comprehensive consent decree resolves allegations that six- and seven-year-old students were sexually assaulted by another student in the boys’ bathrooms at Central Elementary School during the 2003–2004 school year.

Former Milwaukee Police Officer Ladmarald Cates was sentenced today by U.S. District Judge J.P. Stadtmueller to 24 years in prison.

Darren Douglass-Griffin, 35, a former member of the Correctional Emergency Response Team (CERT) at Macon State Prison (MSP) in Oglethorpe, Ga., pleaded guilty to a two-count bill of information charging him with conspiracy to violate the civil rights of inmates and falsification of records in a federal investigation, the Justice Department and the U.S. Attorney for the Middle District of Georgia announced today.

The Justice and Interior Departments this week launched a new training seminar for tribal and federal law enforcement on investigating and prosecuting sexual assault cases on tribal lands.

A jury in Cleveland today convicted 16 people, all residents of Ohio, of federal hate crimes arising out of a series of religiously-motivated assaults on practitioners of the Amish religion, the Justice Department announced.

Paulo Morales, 48, of Miami, was sentenced today by U.S. District Judge Robin S. Rosenbaum to 33 months in prison along with one year supervised release, the Justice Department announced. In July, Morales, a former Customs and Border Protection (CBP) officer, pleaded guilty to three misdemeanor counts of deprivation of rights under color of law.

The Justice Department announced today that former Bryan County, Okla., Sheriff’s Office Lieutenant Kevin Bennett Holt, 48, from Achille, Okla., was sentenced to 18 months in the custody of the Federal Bureau of Prisons, followed by 24 months of supervised release, for using a Taser to assault a detainee inside of the Bryan County Jail in Durant, Okla., in violation of the victim’s civil rights.

Former chief of the Omega, Ga., Police Department, Walter Young, 54, was sentenced today for physically abusing a man in his custody, the Justice Department announced.

Sylvester Bruce, 45, a former corrections officer with Navajo Nation’s Shiprock Detention Center (SDC) in Shiprock, N.M., was sentenced today in federal court on charges related to the sexual abuse of an inmate during the summer and fall of 2010. In July 2012, Bruce pleaded guilty to one count of violating the victim’s civil rights when he touched her breasts against her will. Bruce also pleaded guilty to making material false statements to the FBI when he denied taking pictures of inmates inside the cells of the SDC.

The Justice Department and U.S. Attorney for the Middle District of Georgia Michael J. Moore announced today that Stacy Bloodsworth, the former sheriff of Wilcox County, Ga., pleaded guilty to assaulting an inmate inside the Wilcox County jail and subsequently conspiring to cover up the assault. Bloodsworth’s son, Austin Bloodsworth, also pleaded guilty to conspiring to cover up the same assault. Three other defendants had previously pleaded guilty to civil rights and obstruction of justice crimes in connection with the July 23, 2009, assault.

R. Dale Frazier, 57, of Flora Vista, N.M., pleaded guilty today in U.S. District Court in Albuquerque, N.M., to a federal civil rights charge in connection with the unlawful assault and beating of Dovovan Tanner with a flashlight.

Emmett McKenzie, 31, from Montezuma, Ga., formerly a sergeant at Macon State Prison in Oglethorpe, Ga., pleaded guilty to conspiring with other correctional officers to violate the civil rights of an inmate in 2010, the Justice Department Announced today. McKenzie, who most recently served as a lieutenant at Dooly State Prison in Unadilla, Ga., is the third officer to plead guilty in the course of the ongoing federal investigation.

John Hall, 27, an inmate at the Federal Correctional Institution in Seagoville, Texas, pleaded guilty today in federal court to violating the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act stemming from his assault of a fellow inmate, who he believed to be gay, the Department of Justice announced. Hall assaulted his fellow inmate with a dangerous weapon, causing bodily injury to the victim on Dec. 20, 2011.

Gordon Chavez, 35, a probation officer with the New Mexico Corrections Department of Probation and Parole, was arrested today in Albuquerque, N.M., on charges related to the sexual assault of a probationer whom he supervised.

Bryan Benson, a former Anderson, Calif., police officer, was arrested today on charges of deprivation of civil rights for sexually assaulting a woman while transporting her to jail and of trying to conceal his criminal conduct, announced the Justice Department.

A New Jersey woman was sentenced today to serve 30 years in prison for producing child pornography through the sexual exploitation of a 5-year-old girl on more than one occasion and streaming footage of a sexual assault over the Internet.

A federal grand jury in Albuquerque, N.M., has indicted Gordon Chavez, 35, a probation officer with the New Mexico Corrections Department on charges related to the sexual assault of a probationer whom he supervised. The New Mexico Corrections Department placed Chavez on administrative leave following his arrest on Dec. 4, 2012.

Sixteen people were sentenced to prison today for hate crimes arising out of a series of religiously-motivated assaults on practitioners of the Amish religion.

Dustin Norris, a former correctional officer at the Roxbury Correctional Institution (RCI) in Hagerstown, Md., pleaded guilty to conspiring with other RCI officers to assault an inmate at the state prison on March 9, 2008.

Two separate indictments charging a total of nine current or former officers at Roxbury Correctional Institution were unsealed today, in relation to two assaults of an inmate, and subsequent obstruction of justice.

Philip Mayo, a former correctional officer at the Roxbury Correctional Institution (RCI) in Hagerstown, Md., pleaded guilty to conspiring with other RCI officers to assault an inmate at the state prison during the 11 p.m. to 7 a.m. (midnight) shift on March 8-9, 2008.

A third indictment, this time charging two former officers at Roxbury Correctional Institution, was returned today, in relation to assaults of an inmate, identified as K.D., and subsequent obstruction of justice.

Kenny McLaughlin, 35, a corrections officer at the Stone County Regional Facility in Stone County, Miss., pleaded guilty today in federal court to ordering the beating of an inmate at the detention facility.

The Department of Justice today announced that a federal grand jury sitting in Seattle has indicted Jamie Larson, 49, on a federal hate crime charge relating to a racially-motivated assault of a 50-year-old Sikh man.

Walter Scott Steele, a former correctional officer at Roxbury Correctional Institution (RCI), and Lanny Harris, a former correction sergeant at RCI in Hagerstown, Md., pleaded guilty today in relation to assaults against an inmate on March 9, 2008.

Deputy Warden James Hinton and seven former members of the Correctional Emergency Response Team at Macon State Prison in Oglethorpe, Ga., were charged with federal civil rights, conspiracy or obstruction offenses arising out of incidents in which inmates were allegedly assaulted by officers in order to punish the inmates for prior misconduct.

Jason Glenn Thomas, 34, a former sergeant with the city of Tuscaloosa, Ala., Police Department, pleaded guilty today to a criminal civil rights charge for using his authority as a law enforcement officer to sexually assault a woman.

Attorney General Eric Holder today announced a revised version of the National Protocol for Sexual Assault Medical Forensic Examinations (SAFE Protocol, 2d.) The SAFE Protocol is a voluntary best practices guide to conducting sexual assault medical forensic examinations protocols.

Brandon Shane Mundy, a former police officer of numerous law enforcement agencies, the most recent being the Town Creek, Ala., Police Department, pleaded guilty today to violating the civil rights of a man during the course of an arrest.

Today, the Justice Department announced that former Sheriff of Wilcox County, Ga., Stacy Bloodsworth was sentenced to 10 years in prison for assaulting an inmate inside the Wilcox County Jail and for conspiring to cover up the assault.
