Dr. Zhang will highlight the main features of the China International Development Cooperation Agency established in April 2018, and China’s trilateral aid cooperation which is a new phenomenon in Chinese foreign aid programs. He will reflect on China’s trilateral aid projects in recent years including the China-US-Timor Leste project on food security. Dr. Frost will then offer comments on the feasibility of such collaborative aid for future projects.
This discussion draws from Dr. Zhang’s latest book, A Cautious New Approach: China’s Growing Trilateral Aid Cooperation, which is available for free download from Australian National University Press. During his time as an Asia Studies fellow at the East-West Center in Washington in 2018, Dr. Zhang also wrote on this topic for the East-West Center’s AsiaPacific Issues and Asia Pacific Bulletin series.

Speaker Biographies
Dr. Denghua Zhang is a research fellow at the Department of Pacific Affairs, Australian National University. His research focuses largely on Chinese foreign policy, foreign aid, and China in the Pacific. Recently, he has published with journals such as The Pacific Review, Third World Quarterly, The Round Table and Asian Journal of Political Science. His book on Chinese foreign aid especially trilateral aid cooperation in Asia-Pacific was recently published by the Australian National University Press (free to download, https://press.anu.edu.au/publications/series/pacific-affairs/cautious-new-approach). He was an Asia Studies Visiting Fellow (ASVF) at the East-West Center in Washington in 2018.
Dr. Ellen L. Frost is a Senior Advisor and Fellow at the East-West Center and a Visiting Distinguished Research Fellow at the National Defense University's Institute of National Strategic Studies. She writes and lectures on Asia-related topics, especially Indo-Pacific political-economic issues and their strategic and security implications. Her most recent book is Asia's New Regionalism. She is also the author of For Richer, For Poorer: The New U.S.-Japan Relationship and Transatlantic Trade: A Strategic Agenda. Dr. Frost previously served in the US government as Counselor to the US Trade Representative (1993–95), Deputy Assistant Secretary of Defense for International Economic and Technology Affairs (1977-81), a career civil servant in the Treasury Department (1974–77), and a legislative assistant in the US Senate (1972–74). During the 1980s she worked for two multinational corporations. From 1996 to 2014 she was a senior fellow and subsequently a visiting fellow at the Institute for International Economics. Dr. Frost is a member of the Council on Foreign Relations, the International Institute of Strategic Studies, and the U.S. Committee of CSCAP (Council on Security Cooperation in Asia Pacific). She received a Ph.D. from the Department of Government at Harvard University, an MA from the Fletcher School of Law and Diplomacy, and a BA from Radcliffe College, Harvard University.
Satu Limaye is Vice President of the East-West Center and the Director of the East-West Center in Washington where he created and now directs the Asia Matters for America initiative and is the founding editor of the Asia Pacific Bulletin. He is also a Senior Advisor at CNA Corp (Center for Naval Analyses) and Senior Fellow on Asia History and Policy at the Foreign Policy Institute at Paul H. Nitze School of International Studies (SAIS). He is a magna cum laude and Phi Beta Kappa graduate of Georgetown University and received his doctorate from Oxford University (Magdalen College) where he was a George C. Marshall Scholar. Recent publications include: “America’s ‘Pacific Principle’ in an Indivisible Pacific Islands Region,” (Asia-Pacific Bulletin); “Despite Stumbles, America’s Engagement with Southeast Runs Deep,” (Global Asia); Raging Waters: China, India, Bangladesh, and Brahmaputra Water Politics (Marine Corps University Press); Russia’s Peripheral Relevance to US-Indo Pacific Relations (Center for the National Interest).

HONOLULU (March 22, 2010) – Honolulu Mayor Mufi Hannemann and four metropolitan leaders from Asia will present a free public forum on the growing global role of cities Tues. March 30 at the East-West Center. The forum, titled “Cities Rising: The International Role of the Metropolis Today,” will start at 5:30 p.m. at the Center’s Hawai‘i Imin International Conference Center (Jefferson Hall, 1777 East-West Road.)
Admission is free and open to the public. Parking will be available on the UH Manoa campus.
This year's fest, themed Connecting Diversities, will also celebrate the East West Center’s 50th anniversary. Students from throughout the Asia Pacific region – many dressed in colorful national attire – will present cultural performances, activities and displays. Highlights of the performance lineup include dances, songs from Bangladesh, USA, China, The Philippines, Indonesia, Taiwan, Nepal, Italy, Iran, Pacific Islands, Timor-Leste, Vietnam, and many more.

HONG KONG (April 23, 2010) – More than 250 journalists and media experts from across the Asia Pacific region and the U.S. will gather in Hong Kong April 25-28 to discuss the latest news and media-industry issues in the region.
Shifting power dynamics and changing economic landscapes. China’s growing impact and Obama’s developing foreign policies. Challenges in security, climate and health . Emerging media models. Journalists today are faced with an astonishing range of new realities to report, and nowhere are these more evident than in the world’s most dynamic region -- the Asia Pacific.
Under an agreement recently signed with the Center, Dr. Fesharaki has pledged to donate his full monthly take home EWC salary, which will exceed the $25,000 necessary to establish a scholarship fund. The Fesharaki Scholarship Fund will be used to fund awards of at least $1,000 each year for one or more students, with a preference for (but not limited to) Iranian students from Iran or elsewhere outside the United States. Awards will be granted based on financial need, leadership experience, educational achievement, and funding availability.
“Pakistan is a Muslim country of 164 million people, and a nuclear power,” said project leader Shabbir Cheema, Director of the East-West Center’s Asia-Pacific Governance and Democracy Initiative. “But a weak Parliament, lack of trust in electoral processes and weak civil society institutions have constrained the deepening and consolidation of democracy in the country.”

Multi-article Journal Cover Story Highlights Economics, Security, and Foreign Affairs in Southeast Asia
WASHINGTON, D.C. (Oct. 27) — The Fall 2009 edition of Global Asia , the East Asia Foundation’s journal on international affairs, has just been released, highlighting the multi-article cover story “In the National Interest: Economics, Security and Foreign Affairs in Southeast Asia.”
An East-West Center 50th Anniversary Event
As part of the East-West Center's 50th anniversary events, the Center's Asia Pacific Center for Journalists and local co-sponsor the University of Hong Kong Journalism and Media Studies Centre have announced plans for the EWC’s the at the East-West Center's second biennial international media conference .
In addition to the mayor’s presentation, there will be Japanese musical entertainment and a special photo exhibit centering on Sadako Sasaki, the young Hiroshima atomic bombing victim who famously folded 1,000 cranes for peace before she died from radiation-induced leukemia.
This 12-day exchange program, co-sponsored by the East-West Center and Nihon Shinbun Kyokai (NSK), sends six to seven Japanese journalists to the United States and an equal number of U.S. journalists to Japan to broaden the journalists’ knowledge of the relationship and challenges faced between the two countries.
As part of the 50 th anniversary celebrations, a series of special events will be held throughout the year, including lectures, publications, and a large international conference in Honolulu during the first week of July, 2010.
To commemorate this milestone, the EWC plans to create a special promotional logo for all EWC materials and activities associated with the Center’s 50 th anniversary.
HONOLULU (Jan. 28, 2009) – The East-West Center and an EWC alumni group have signed the agreement which establishes a new scholarship fund to assist Thai students at the Center. Interest earnings from the Royal Sala Thai Scholarship Fund will help cover travel and living expenses for qualified graduate students from Thailand studying in Hawai‘i on East-West Center grants.
HONOLULU (Oct. 9) – Longtime Washington Post White House correspondent, nationally syndicated columnist and acclaimed Ronald Reagan biographer Lou Cannon will present a free public lecture in Honolulu on Oct. 20 on the current state of turmoil in America’s news media.
Cannon will be delivering his East-West Center address, titled “ Journalism on the Brink? – The Decline of Newspapers, the Rise of the Internet and the Trivialization of Political Coverage,” as the Center’s 2008 George Chaplin Fellow in Distinguished Journalism.
Ten months ago, the Australian Labor Party under Kevin Rudd defeated the decade-long conservative coalition government of John Howard. This November, the U.S. election will bring in a new American president. These political transitions bring a new era to U.S.-Australian relations.
Dr. Morrison will review critical issues, challenges and opportunities in U.S. relations with the Asia-Pacific region as we face an election and new U.S. leadership. Members of the public are welcome to attend.

HONOLULU (Sept. 4) – Jonathan Henick , a 15-year veteran of the State Department’s Foreign Service, has joined the East-West Center for a one-year post as a visiting research fellow and diplomat-in-residence. Henick will be at the Center through the end of July, 2009, at which time he will assume the post of Deputy Chief of Mission at the U.S.Embassy in Dili, Timor-Leste (East Timor).
Mr. Henick most recently served as the Public Affairs Officer at the U.S. Embassy in Baku, Azerbaijan, where he was the embassy spokesperson and was responsible for all cultural, educational, civil-society and English-language programs.
