William A. Herder of Mifflin Township, Ohio, was arrested today on federal tax charges.

The Justice Department announced today that it is opening civil investigations into two state correctional institutions (SCI) in Western Pennsylvania.

Sergio Santiago de Leon Syjuco, aka “Yogi,” 25, of Muntinlupa City, Philippines; Cesar Paolo Inciong Ubaldo, aka “Arvi,” 26, of Paranaque City, Philippines; and Arjyl Revereza, 25, of Manila, Philippines, were charged in criminal complaint unsealed yesterday in the Central District of California with importing defense articles into the United States without a license, in violation of the Arms Export Control Act.

The investigation focused on whether WPD engages in unconstitutional or unlawful policing through the use of excessive force.

Two corrections officers were sentenced to prison today for civil rights and obstruction charges stemming from prisoner abuse that took place at the South Florida Reception Center (SFRC), a state prison in Doral, Fla.

The Department of Justice announced today that it has entered into a settlement that, if approved by the court, will resolve the department’s allegations that the Commonwealth of Massachusetts and the Massachusetts Department of Correction violated Title VII of the Civil Rights Act of 1964 by discriminating against female applicants for entry-level correction officer and correction program officer positions at the Massachusetts Department of Correction.

Steven Kern of Marine City, Mich., was arrested today following his indictment on March 27, 2012, on eight counts of failing to file his individual tax returns and eight counts of filing false corporate tax returns, the Justice Department and Internal Revenue Service (IRS) announced today.

Stephen Thomas of York, Pa., was arrested on charges of attempted tax evasion, the Justice Department and Internal Revenue Service (IRS) announced today. On April 4, 2012, a federal grand jury in the District of Columbia returned an indictment charging Thomas with three counts of attempted evasion of his personal income taxes. The indictment was unsealed following Thomas’s arrest.

Mix, 50, of Katy, Texas, was charged with two counts of obstruction of justice in a criminal complaint filed in the Eastern District of Louisiana and unsealed today.

Former District of Columbia Department of Corrections Officer Victor Bell, 25, pleaded guilty today to a criminal civil rights charge for assaulting an inmate in the District of Columbia Central Detention Facility (D.C. jail).

An indictment filed in the Northern District of Alabama and unsealed today charges Robert E. Taylor Jr., 41, of Warrior, Ala., with conspiring to bribe and bribing a public official in order to protect his interest in an illegal gambling business.

The Department of Justice announced that North Carolina Department of Correction’s Division of Community Corrections Probation Officer Willie James Steele Jr., 47, was indicted yesterday on civil rights charges for violating the constitutional rights of a female probationer that he was supervising by coercing her into sexual acts on two separate occasions.

Former Fort Deposit, Ala., Police Officer Carlos Tyson Bennett was arrested today on charges of stealing money from motorists on Interstate 65 in central Alabama and subsequently trying to conceal his criminal activity, announced the Justice Department.

Andrew James Miller, 23, of Devon, Penn., was arrested this morning on charges contained in a four-count indictment filed in the District of Massachusetts.

Willie Redden, 24, of Albany, Ga., a former member of the Correctional Emergency Response Team (CERT) at Macon State Prison in Oglethorpe, Ga., pleaded guilty today to conspiring with other correctional officers to violate the civil rights of inmates in 2010.

Sylvester Bruce, 44, a former corrections officer with Navajo Nation’s Shiprock Detention Center (SDC) in Shiprock, N.M., pleaded guilty today in federal court on charges related to the sexual abuse of an inmate during the summer and fall of 2010. Specifically, Bruce pleaded guilty to one count of violating the civil rights of the victim when he touched her breasts against her will. Bruce also pleaded guilty to making material false statements to the FBI when he denied taking pictures of inmates inside the cells of the SDC.

John Bryan Villegas, 21, of Kittery, Maine, was arrested yesterday and made his initial appearance today in federal court in New Hampshire.

A Deputy Sheriff for the Starr County, Texas, Sherriff’s Office has been ordered detained by a federal magistrate judge in the Southern District of Texas on charges of conspiracy, federal programs bribery, extortion and drug possession with intent to distribute.

Darren Douglass-Griffin, 35, a former member of the Correctional Emergency Response Team (CERT) at Macon State Prison (MSP) in Oglethorpe, Ga., pleaded guilty to a two-count bill of information charging him with conspiracy to violate the civil rights of inmates and falsification of records in a federal investigation, the Justice Department and the U.S. Attorney for the Middle District of Georgia announced today.

A 16-count indictment was unsealed today in the U.S. District Court for the Western District of Texas against John Raffle, the former senior vice president of strategic business units of ArthroCare and David Applegate, the former senior vice president in charge of ArthroCare’s spine division.

Following a comprehensive investigation, the Justice Department today released its letter of findings determining that the Topeka Correctional Facility (TCF), an all-female facility in Topeka, Kan., under the jurisdiction of the Kansas Department of Corrections (KDOC), fails to protect women prisoners from harm due to sexual abuse and misconduct from correctional staff and other prisoners in violation of their constitutional rights. The Justice Department delivered a letter detailing the findings to Governor Samuel D. Brownback and Secretary of the KDOC Ray Roberts.

Demetrio Juan Gonzales, 40, a former corrections officer at the Bernalillo County Metropolitan Detention Center (MDC) in Albuquerque, N.M., pleaded guilty today to one count of violating the civil rights of an individual in his custody when he struck and choked the victim in the shower room/dress out area of MDC.

The former owners of a durable medical equipment (DME) wholesale company located in Ontario, Calif., were arrested late yesterday at Los Angeles International Airport in connection with a DME fraud scheme that resulted in the submission of over $16.6 million in false claims to Medicare and are expected to appear this afternoon in Los Angeles federal court.

The Justice Department and U.S. Attorney Thomas G. Walker announced today the filing of a complaint in U.S. District Court for the Eastern District of North Carolina against the Warren County, N.C., Board of Education for violating the employment rights of Army Reserve Sergeant Dwayne Coffer under the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA).

Herder of Bellville, Ohio, pleaded guilty yesterday to corruptly endeavoring to obstruct the administration of the tax laws and currency structuring, Assistant Attorney General for the Justice Department’s Tax Division Kathryn Keneally, U.S. Attorney for the Northern District of Ohio Stephen M. Dettelbach and Special Agent in Charge, Internal Revenue Service (IRS) - Criminal Investigation, Cincinnati Field Office, Darryl K. Williams announced. Herder was previously indicted in June of this year.

MoneyGram International Inc. – a global money services business headquartered in Dallas – has agreed to forfeit $100 million and enter into a deferred prosecution agreement (DPA) with the Justice Department in which it admits to criminally aiding and abetting wire fraud and failing to maintain an effective anti-money laundering program, as charged in an information filed today in the Middle District of Pennsylvania.

Gordon Chavez, 35, a probation officer with the New Mexico Corrections Department of Probation and Parole, was arrested today in Albuquerque, N.M., on charges related to the sexual assault of a probationer whom he supervised.

Terrence Yarbrough, a/k/a, “T-Rex,” 37, of Memphis, Tenn., was convicted today in federal court on 10 counts of sex trafficking and one count of conspiracy to commit food stamp fraud, the Justice Department announced today.

Bryan Benson, a former Anderson, Calif., police officer, was arrested today on charges of deprivation of civil rights for sexually assaulting a woman while transporting her to jail and of trying to conceal his criminal conduct, announced the Justice Department.

The former vice president of a construction company doing work in Afghanistan was arrested today on allegations of accepting tens of thousands of dollars in gratuities from subcontractors during his employment in Afghanistan.

Kevin L. Groom Sr, 45, a correctional officer with the Louisiana State Penitentiary in Angola, La., pleaded guilty today before U.S. District Judge James J. Brady for the Middle District of Louisiana for his role in covering up an incident in which correctional officers used excessive force against an inmate. Groom admitted filing a false report and subsequently providing false information to the FBI about the incident. Investigation of the incident is ongoing.

A New Jersey man was arrested today for crimes related to the illegal importation and illegal trafficking of narwhal tusks (whale tusk) and associated money laundering crimes.
