Anusha Manjani, Manager, Counseling Services at Akanksha Foundation, says, "Children are acutely aware of the sudden changes and panic in the environment around them. Younger children can feel confused, uneasy and scared; older children express feelings of anxiety, sadness and helplessness." She added, "The uncertainty and chaos of the pandemic impacts all aspects of children's lives- it is not just a threat to their physical health- but to their learning, their home environment, their interaction with peers, their emotional well-being. Moreover, economic hardships, the overcrowding in homes, the lack of access to resources in low income communities can lead to higher incidence of neglect, violence and abuse- making staying at home itself a risk to some children's safety." In such a time, it is crucial that children have support of their parents and teachers to help them in having a routine and structure to their day. Anusha says, "Parents and teachers can be key caregivers and anchors during this time to support the mental well-being of children- by reassuring them of their safety, creating a space to share feelings and using art, play, fun learning activities to engage with them." Akanksha Foundation has started a helpline number called 'The Listening Space' for all the stakeholders such as students, teachers and parents to express themselves or just discuss about what's happening. While younger children have more questions about whats happening outside, older children are venting out their frustration, their anxiety about their parents etc. Parents and teachers are also coming up with interactive tasks and new ways of learning. Worksheets are sent to the students everyday and once the child solves it and shares it, the teacher reverts with the corrections as well. It is not just academics that are taken care of amid lockdown, things such as maintaining gratitude journals and 'doing a good deed everyday' are also being imbibed in the children to maintain their mental and emotional health. They had been plagued by dysfunctional ATMs since the national lockdown was announced due to the COVID-19 pandemic. But very few transactions were successful, since most residents didn't have their active mobile numbers linked to their Aadhaar cards — which is a must for availing the service. After reading mid-day's April 26 report, India Post sent a team of three postmen to the area on Monday, to provide door-to-door cash withdrawal services — at no extra charge — via their mobile phones. Using their government-authorised mobile phones, these postmen helped residents withdraw money from their bank accounts and handed the cash to them—provided their bank accounts and active mobile phone numbers were linked to their Aadhaar accounts. Although a handful of residents were able to carry out successful transactions, a majority of residents could not avail the service since either their active phone numbers were not linked to their Aadhaar cards or their bank accounts. One postman = 1 micro ATMSpeaking to mid-day, Saranya U, senior superintendent of Post Office of Mumbai North Division (under whose jurisdiction Madh Island falls), said that each of the postmen deployed for this service is equipped with government-approved mobile phones that are pre-loaded with the India Post Payment Bank (IPPB), as well as a biometric scan device that can be connected to the mobile phone. "For us, each postman acts like a micro ATM. Using their mobile phones, each of them could enable people to withdraw up to R50,000 from their bank accounts," she said. This limit was extended from R10,000 to R50,000 in the light of the COVID-19 situation. She explained that a person had to simply run their biometric fingerprint scan through the device connected to the postman's mobile phone (Aadhaar requires thumbprints to cross-confirm). "If a bank account has been linked to the Aadhaar account, then money can be withdrawn from that account. The person's current active mobile number is also required since an OTP will be sent to it. Another step also includes authenticity confirmation from UIDAI," she said. If all these criteria are fulfilled, people can withdraw money from the comfort of their homes. "However, we were able to distribute only R11,000 in total because most people either don't have their Aadhaar or active mobile numbers linked to their bank accounts. We carried out a total of 25 transactions, but only 4 of them were successful," said Saranya, adding that India Post's door-to-door cash withdrawal service is more popular in rural areas. 'It was easy'India Post also reached out to Manisha Suryavanshi, a resident who is disabled with polio in a leg, and was mentioned in the mid-day report. "I was surprised to see them. They ran me through the entire process… and I got the amount instantly in my hands. They were produced before the Dahanu Magistrate court in the afternoon as their police remand expired on Thursday. Magistrate O B Kulkarni sent all the accused to additional police remand of 14 days. They have been charged with attempt to murder for attacking the cops while they were headed to the lynching site. Lawyers headed by advocate Parmanand Ojha appeared before the court on behalf of deceased Chikne Maharaj, 70, Sushil Giri, 35, and driver Nilesh Tilghate, 30. The police had on April 17 apprehended 110 people and arrested 101 of them, and sent them in police remand in connection with the murder of the three men. The nine other accused are juvenile and currently at Bhiwandi juvenile home. "Since the 14-day police remand ended on Thursday, I requested the court not to grant them bail instead send them into judicial custody," said Ojha. Police search for others involved in the lynching at Gadchinchale village. File pic The CID officials requested that the accused be sent to police remand for the murder attempt on cops and obstructing the work of police officials. None of the advocates appeared on behalf of the accused. Advocate Ojha alleged that the trio became victims of a huge conspiracy against them. "There was no rumour before the incident and the priests and the driver were well aware of the internal routes to Gujarat from Mumbai. But their vehicle was turned back at a check post bordering with Dadra and Nagar Haveli," he said. But crucial eye-witness Sonudaji Borsa told mid-day that a rumour of a child lifting gang was doing the rounds of the village. "Two nights before the incident, people gathered at our forest check post and forced me to step out saying a child lifting gang was active in the area. People often used to shout 'chor ayaa, chor ayaa' unnecessarily to trigger panic among villagers who would gather in large numbers," Borsa said. Not the first mob attack Sources said incidents of villagers creating unrest to raise their voice against government officials are very common here. "In December 1998, a mob in Gadchinchale village attacked forest officials and a State Reserve Police Force (SRPF) team acting against timber smugglers. Two men were caught but they screamed for help and a large number of villagers surrounded the forest officials and SRPF personnel," said an officer from Palghar police. The mob assaulted the officials and snatched the rifle of SRPF constable Vikram Valvi. One of the priests killed in the April 16 incident. File pic "Regional forest officer Digambar Manohar Dahibhavkar had registered an FIR against the mob at Kasa police station on December 22, 1998. Four people including Lohu Kanoja, Sonu Pilena, Tulja Pilena and Madu Kanoja were named in the FIR," said the officer. After the case was registered, all the villagers abandoned their homes just like they have done now. "The police later managed to arrest five absconders," said the officer. They also recovered the snatched rifle. "The four accused named in the FIR were arrested on August 9, 2012. Several accused are still at large," said the officer, adding that there have many such incidents that reveal the aggressive nature of Gadchinchale residents who have no fear of the law. "The villagers clearly say 'yaha mehnat karke khana milta hai aur jail me bina mehnat ka' (here, we have to work for food, but in jail it's for free)," said the officer. The 29-year-old constable attached to the Local Arms division of Marol, tested positive on April 21, and later tested negative. He has been admitted to the SevenHills Hospital where his third test will be done. Got himself tested The constable was deployed with 14 police personnel on special duty at Bhagat Singh Nagar, Goregaon west, that comes under the Bangur Nagar police station, during the lockdown. On April 21 when he developed a fever, he got himself tested for COVID-19 but continued to be on duty. On April 24 when he received the report saying he tested positive for COVID-19, he immediately informed Senior Inspector Shobha Pise of Bangur Nagar police station. Pise assured him of help and informed DCP Mohankumar Dahikar of Zone XI. Dahikar spoke to higher officials due to the non-availability of a bed in Guru Nanak hospital and managed to secure him a bed at SevenHills Hospital. Encouraging words The constable's 14 colleagues were put into quarantine and later tested negative. The constable was taken to the hospital in an ambulance by the police and BMC staff. The video shot then shows him encouraging colleagues. "Our senior officers are always with us, they take care of us. We police are the protectors of the public. Don't be afraid if one of us gets hurt while doing such work. Kahi tension gheu naka, me parat yeto dutiver” (Don't worry, I will be back on duty)," he said to colleagues before getting into the ambulance. The video was much appreciated, especially by senior police officers. "Instead of being afraid of this disease, despite knowing that some of his companions have lost their lives due to it, the constable was full of hope. They have given some inputs and we are working on them," said Additional Director General (CID), Atulchandra Kulkarni. "We are yet to find the motive behind the killings of the three people." "Several teams have been formed and we are very close to arresting all the accused who fled to the jungle after lynching the trio," ADG Kulkarni added. The five have been identified as Vansha Lahanu Gorakhna, 50, Sachin Ramesh Dandekar, 20, Prakash Gajanya Gorakhna, 26, Ranjeet Soban Gorakhna, 33 and Lahanya Ramji Bhaver, 60. "If they give information on anything that can be recovered or seized, we will take proper action," Kulkarni added. All five accused are residents of Cholherpada of Gadchinchale village. An enraged mob had killed priests Chikne Maharaj, 70, Sushil Giri, 35 and their driver Nilesh Tilghate, 30 on April 16, thinking they are child-lifters."The five people were nabbed when they were sleeping in the forest," said an officer privy to the investigation. This takes the total number of arrests to 115, including nine minors. Mobile video and CCTV camera footage were examined closely to take grabs of accused. "These grabs were shown to all accused to establish the identities. These are being matched with details retrieved from the dump data of the lynching site," said the officer. The cyber cell is also zeroing down the locations of cellphones found in the dump data. "Most of the cellphones are switched off," said the officer and added that tracing them is taking time as large patches of Gadchinchale village and nearby areas are 'no network zones'. Police sources said 10 robust, young officers from each police station in Palghar district are camping near Kasa police station as the investigators have learnt that nearly 200 absconding villages are hiding in one location in the forest bordering Dadra and Nagar Haveli. According to ground workers, contact tracing has become a task in the slum due to incomplete addresses and wrong contact details. A number of factors have led to the continuous rise in cases in Dharavi. One of them is the difficulty in following social-distancing rules, as it is a densely populated area. But if contact tracing becomes difficult, then it might become another point of concern. On Friday, a team of officials, who visited the slum to trace a suspected COVID-19 patient, had to return without any success because the person could not be found. mid-day's photographer, who was at the spot, found out that it was because of an incomplete address. There have been instances of officials looking for people with minimal information about them. Ground difficulties "This does lead to situations where the person cannot be traced. In this specific case, the address was as vague as that the person lived behind a building in Dharavi. We reached the building and found a person of the same name but not the one we were looking for. There were no house number or road details. Most of the times the method we follow to reach a person is by asking around due to vague location details. Even mobile numbers are not correct sometimes," shared an official. It has also been found that in some cases the numbers given by people are incorrect. The official further said that sometimes it's a task to trace contacts, as the details provided are vague and sometimes even incorrect. 'No such issue' However, G-North ward officer, Kiran Dighavkar denied facing any such problem. He said, "There is no issue in tracing at all. It is not very difficult. Information regarding a person's location can be found out. There can be a rare case like this one but haven't received any complaint stating that it's an issue." "We are also screening senior citizens by checking them with oximeter. We have appealed to about 350 private clinics to remain open and are providing them with PPE for free. If anybody is suspected to be a COVID-19 patient, he/she is sent to institutional quarantine for further tests. Until now more than 1,800 persons have been quarantined and currently 600 are in institutional quarantine. In fact, we hope to makeinstitutional quarantine possible for maximum number of people. Numbers will increase for another week and then we can expect the curve to flatten," added Dighavkar. Central Railway and Western Railway turned the restriction on public's movement to its advantage by fixing the bridges along their respective lines. While CR completed work on Byculla road bridge, National Highway bridge at Kasara and the busy road overbridge at Kopar, WR fixed a bridge crossing the lines at Dharavi and the one in Andheri is near-completion. 26 days to fix Byulla bridgeThe old Byculla road overbridge was patched up with 70 bracket fixtures over the past 26 days at a cost of R13.811 lakh; the complete project was worth R1.13 crore. "Without lockdown, it would have taken more than two months to finish the work," a senior official pointed out. CR fixed the bridge near Umbermali station with the help of National Highway Authority of India (NHAI) in the last four days of April "On Western Railway, work on strengthening the important Dharavi bridge girders was completed during the lockdown. In addition, one span of Andheri pipeline bridge was strengthened," WR's chief spokesperson Ravinder Bhakar said. CR takes NHAI helpAnother important work on CR was to patch up the road overbridge near Umbermali in Kasara, which had been declared dangerous in the IIT-Bombay survey. The bridge was fixed in the last four days of April, taking advantage of the lockdown and with assistance from the National Highway Authority of India (NHAI). The bridge near Umbermali station of Mumbai suburban railway was taken up for repairs following the joint recommendation of the IIT-B and the railways. CR sought the NHAI's assistance since the bridge passes under the Mumbai-Agra National Highway near Shirol village, over the rail lines between Umbermali and Kasara stations. The work involved repair of the slab upgrade, removing and relaying concrete, dismantling of about two metres of parapet wall and recasting it firmly. Work sans disruptionAn official involved in the upgrade said the work was completed in just a few days and involved no train cancellations. "We called 15 labourers from the NHAI and seven from the railways, and all the problems raised in the IIT survey were resolved," he added. Additionally, the dismantling and upgrade work of road overbridge at Kopar has also been taken up in co-ordination with Kalyan-Dombivli Municipal Corporation. Had there been no lockdown, the work would have required a block leading to disruption in services of numerous local and outstation trains. With no clarity from the government, the migrants continue to risk their lives on highways. Hundreds of the migrant workers continue to walk to Uttar Pradesh and even Nagpur. As it is difficult to walk in the scorching heat, most rest during the day and walk at nights on highways. They poured their hearts out to mid-day. A majority of the migrants work as labourers on at under-construction sites in MMR. They said they were leaving Mumbai as they had no access to food and essential items at their workplaces. At least 1,000 men, women and children were seen walking along the Mumbai-Agra highway between the Thane-Kalyan junctions. Most of the migrants will walk over 1,600 km to UP. Pic/Ranjeet Jadhav 'Procedure not explained'Some people expressed anger against the state and Central governments, alleging they were not taking the plight of migrants seriously, and this was happening because the authorities on the local level weren't cooperative. They alleged that local authorities were not explaining relevant procedures. Many have filled forms, taken medical certificates and got these and other papers stamped by the police to board the transport provided but say they are not being clearly told what is next. Kisan Pawar who is heading back to his village near Nagpur with his wife, daughter and son, said they barely have any money left. "Staying in Thane with no job or money will be more burdening. So we started on the 800-km-long journey on foot," said Pawar. At night they rested at Kalyan phata for few hours. Most migrants have been resting or sleeping on the side of the highway. Rajesh Pawar, 28, a resident of Gondia district in Maharashtra worked as a labourer at a construction site in Thane. Since work stopped and he has no money left, he and his wife have started walking with their two-year-old daughter. An emotional Rajesh said, "I pray that such difficult times don't befall anyone. No one really cares about the poor and that's why we have no other option but to walk. We don't even have money to buy tickets and food. We hope to reach our village because the safety of my daughter is very important." 'I would have died anyway'A man with a deformed foot who did not wish to be named, will be walking over 1,600 km to reach his village in UP. "Aise bhi mar jaate kyon ki khaane ke liye kuch nahi hai. Us se behtar hai jahan tak chal saku wahan tak jaun, is umeed se ke ghar pohochunga. Jyada se jyada kya hoga? Mar hi jaunga na chalte chalte? (I would have died anyway because I wasn't getting any food. It's better that I walk as far as I can in the hope that I will reach home. What's the worst that could happen? I'll die, right?)," he said. Suhel Ahmed and Irshad Khan who worked at a construction site in Thane, had approached local authorities to know about the procedure to go back home. But they claimed they weren't given clarity about when they would be allowed to go back, so they left for Uttar Pradesh on foot. 'No co-ordination'Irshad Khan told mid-day, "We waited in Thane all this time because the government had told us it would make arrangements at the right time for migrants to go home. But there seems to be lack of coordination between the Centre and state. For the past two days, we ran from pillar to post getting medical certificates and filling forms but there was no clarity on what next. We have a few hundred rupees and before that too gets over, we want to reach home. God knows when we will reach." The chairperson of an NGO says the government must instill confidence in migrants. Jalpesh Mehta, chairperson, Empower Foundation, said, "Walking on the highway for kilometres is a risky affair and may also see migrants die due to hunger or exertion and not because of COVID-19. We have worked with government authorities and police in Maharashtra and Gujarat to provide food to the migrants and the support on the ground from authorities has been excellent. Vasai police have registered a case against 12 people, including the deputy sarpanch Anand Gharat, under various sections of the Indian Penal Code and arrested one person. The goons, armed with iron rods and bamboo sticks, first started throwing stones at the bungalow of Brijesh Chauhan in Nirmal village, Vasai West. The house's glass windows were shattered and Chauhan's wife, Reema, got injured by little shards of glass. The incident happened after Chauhan registered a Non-Cognisable (NC) complaint against one of the accused a day before the attack. "My husband has been helping migrant workers fill forms online. On May 4 at 8:30 pm, two migrant workers came to my house to get themselves registered online. My husband told them to collect the details of at least 10 people and then one or two can come to submit the details as it also maintains social distancing," said Reema. "But the duo got angry and told my husband that they belong to Kalamb village and their work should be done on priority. They screamed at us and then left, only to return 15 minutes later with Darshan Gharat and 20 other people from Kalamb village. They shouted and abused everyone in our family, including women. My senior citizen father-in-law was also manhandled," she added. "After abusing us, the mob returned to Kalamb village. Around 10 minutes later, they came with deputy sarpanch Anand Gharat, who too abused us. Somehow we managed to send them away," Reema said. Brijesh then registered an NC against the group. "On May 5 at 9 pm, Anand and goons riding triple seat on motorcycles, armed with iron rods, bamboo sticks, etc. came shouting and started pelting stones at my house. I got injured. Neighbours came to our rescue and police also came on the spot just 10 minutes after we called them," she added. Deputy sarpanch fleesAn officer from Vasai police said, "We have registered a case against 12 people and other unidentified people and arrested one person. In all, 12 people, including deputy sarpanch Anand are wanted. We are trying to trace him." Deputy sarpanch Anand Gharat Anand, who is planning to seek anticipatory bail, told mid-day that Brijesh had assaulted a student residing in Kalamb village. "I had gone to resolve the matter but they have registered a case against me. An officer from Vasai police asked me to surrender but I am innocent," said Anand, who is out on bail in a rape and kidnapping case registered against him at Vasai police station last year. ag Coronavirus outbreak: Post rap, BMC won't drag doctors to police By www.mid-day.com Published On :: 7 May 2020 02:00:32 GMT In a latest controversy, the Brihanmumbai Municipal Corporation (BMC) had decided to file a police complaint against doctors who prescribe COVID-19 tests to patients without conducting physical examinations. The officials of L ward had also come up with a complaint format that was supposed to be sent to police stations. However, when doctors slammed the move, the civic body withdrew it on Wednesday. According to the complaint letter issued by L ward, a doctor found to have referred a patient for the COVID-19 test without a physical examination would face an FIR under Section 188 of the IPC (disobeying orders of a public servant) and the Epidemic Diseases Act of 1897. Confirming that such a decision was taken by the civic administration, a senior civic official said, "The COVID-19 task force decided that doctors have to examine the patient physically before prescribing any test. Ward officials will file the complaint with the respective police station if the regulations are not followed and the police will investigate the matter further." However, when contacted, an L ward official said that the decision was taken after a doctor based in New Delhi referred a patient for testing in Mumbai and the complaint form was being used as a scare tactic. "We weren't planning on taking action against doctors. We just wanted to discourage the medical fraternity from referring patients without examining them. The complaint form was shared on some chat groups," added the official. Dr Avinash Bhondwe, president of the Indian Medical Association in Maharashtra said that it is an unjustifiable move since doctors don't have access to PPE kits and they cannot examine a suspected patient without adequate protection. "We are only working with masks and gloves. It is very risky to physically examine a patient and doctors are not able to buy PPE kits either since it's not available, which is why in some cases doctors are consulting patients over phone. However, the BMC cannot take action against doctors and this will be challenged in the court of law," said Dr Bhondwe. He added that even making physical examination mandatory doesn't make sense unless the civic body provides PPE kits to all doctors. "More and more doctors are testing positive every day. If a doctor examines a patient without PPE and if the patient tests positive, then the doctor will be placed in quarantine," he said. Dr Bhondwe added that instead of testing only the symptomatic patients, the government should make arrangements to test everyone. "Health is a constitutional right and everyone should be able to undergo tests," he added. Dr Bhondwe also pointed out that till date none of the circulars issued by the ICMR have mentioned that physical examination is mandatory. He further said that L ward officials later assured him that no FIR would be filed against doctors. When contacted, Dr Gautam Bhansali, consulting physician with Bombay Hospital, said that taking action wasn't the correct approach in such stressful times. "Such decisions are demeaning to doctors who are working so hard. Referring a patient is not a crime and doesn't warrant a punishment. At best, circulars can be issued to create awareness among doctors," he said. Tukaram Kuldip and his friends are walking from Mumbai Central to UP Tukaram Kuldip, a resident of Basti, Uttar Pradesh, started walking from Mumbai Central on Thursday night, and by Friday morning had reached Thane. "We are a group of 30 people going to Basti. We submitted relevant documents at Nagpada police station to board the special trains, but there is no response. We are starving. Nobody knows what we are going through since the past one month. We are given half-cooked rice by the local civic corporation to eat once a day. We just want the government to take us home." This group belongs to Basti, Uttar Pradesh. "Our group members submitted the forms at the concerned police station for the special trains but they got rejected. We don't know why. No one told us anything. We will see if there are any arrangements in Thane, otherwise we will continue walking," Khan said. While the campaign turned out to be successful to an extent with aggregator platforms forced to change their predatory pricing policies, the NRAI decided to put a definitive plan into action to find a way out. The association has now announced plans to launch an alternative discovery and delivery platform, which will come into force by August-September. "We realised that this is the new way of doing business [online aggregators] and we cannot ignore it, so let's make it better for us. With this platform, the customer data will be ours, discounts will be decided by the restaurants, and services will be unbundled. Every individual restaurant that gets the order will own the data; NRAI is not the owner of the data. Existing aggregators had become digital landlords. We are not saying that the app will replace the current players overnight, it's just another choice which will be available," says Anurag Katriar, president of NRAI; CEO and executive director of deGustibus Hospitality Pvt Ltd. The project had been in the works months before COVID-19 hit the industry and all members were of the opinion that a marketplace cannot decide what the buyer and seller should do about the price. The high rate of commission is another concern. Restaurants are also forced to compulsorily buy the full bouquet of services by the platform, for example restaurants cannot use their own delivery fleet despite having one. One of the biggest issues for restaurateurs is that the customer and transaction data is the sole property of the aggregator, something that platforms started utilising to launch and promote their own properties. Gauri Devidayal, restaurateur Members of the F&B industry feel positive about the move. "These aggregators have used every situation to their advantage. Even now these guys are trying to raise the commission at a very high percentage. We are more than happy that the organisation is launching this platform which will help us work on a lower commission and reduce our expenses, especially now," said Ryan Tham, owner, The Good Wife, Koko, Foo. Gauri Devidayal, Co-founder The Table, Magzine Street Kitchen, Iktara, Mei13, Mag St. Bread Co, saod , "The commissions and discounts offered by them were not at all viable for restaurants. This platform will also smoothen the ordering process and remove the need for us to organise a rider when delivering out of our radius." Meanwhile, NRAI has already collaborated with a tech company to work on this platform, and the money for the platform is also being pumped in by the company; Katriar is tightlipped about the name for now. Ryan Tham and Avik Chatterjee Avik Chaterjee, founder, Hoppipola, Episode One, admits that everyone in the industry is in survival mode during lockdown: "Anything that will make us bear lower expenditure will be the best service for us. NRAI is not putting in money in this; this may change in the future. This hasn't been done to spite anyone, it is to protect what's best for our trade and take control of our own business decisions," he says. Smaller restaurants will benefit the most from this as the platform will allow the owners to accept orders as small as R20 and use their salaried employee for delivery. NRAI is also working on two other tech projects, a loyalty programme, and a platform for transactions which might run parallel to the aggregator platform. Sunil Gayaprasad Mishra has demanded that the elections be postponed as the Coronavirus pandemic has grown exponentially in the state. Mishra wrote to the ECI, Raj Bhavan, the state chief secretary (CS) and political parties that demanded polls to facilitate Chief Minister Uddhav Thackeray's election to the upper house. Unless elected to either house of the Assembly by May 27, Thackeray will cease to be the head of the state government. Thackeray petitioned Prime Minister Narendra Modi on April 30 and polls were swiftly announced the next day. The ECI justified the decision citing the need to save Thackeray's chief ministership. Mishra has questioned the 'overnight' developments. 'The episode was fixed' Mishra, an RTI activist and ex-chairman of Nagpur University's Board of Studies of Mass Communication, questioned how will people living in red zones travel to Mumbai to file nomination and reach out to the 288 MLAs who have to vote for the councillors. "I sent the email on May 6 but haven't got a reply yet. How could the CS voluntarily provide information to the ECI? And the information is factually incorrect. See how exponentially the pandemic has grown in Maharashtra. Mumbai alone has over 10,000 cases. And yet the CS told ECI on April 30 that the state would be able to conduct the polls. Why did the governor write to the ECI? Did his predecessor recommend such a thing? Where was the Chief Election Officer who reports to the ECI? It seemed the entire episode was fixed to benefit all parties," Mishra said. 'Will move court' BJP's Ranjitsinh Mohite Patil submits his nomination at the Legislature on Friday "Participating in polls is my constitutional right. But the lockdown does not allow me to be part of the process as the nomination ends on May 11. I couldn't even prepare documents like the election affidavit. So, your notification on May 1 breaches my rights and hence I request you to stall the elections," Mishra wrote to ECI. In another letter, Mishra urged CS Ajoy Mehta to inform ECI of the facts of the COVID-19 pandemic in Maharashtra where almost every district has positive cases. Mid-day has copies of the letters. Mishra said his actions are not influenced by any political party. "I'm not a political worker, but a concerned citizen who wants to expose political fixing. Some influential people have already reached Mumbai, travelling all the way from far-flung places like Nagpur, Nanded, Solapur and Sangli. It seems that the ECI, the governor and ruling and opposition parties want nothing to do with the ordinary citizens," he said, adding that he is also exploring the option of moving the Bombay High Court. BJP fields four, MVA jittery The Bharatiya Janata Party fielded four candidates for the May 21 legislative council polls. Denying nomination to veteran aspirants like Eknath Khadse, it chose former Nagpur Mayor Praveen Datke, Nanded's Dr Ajit Gopchhade, and two turncoats — former MP Ranjitsinh Mohite Patil and Gopichand Padalkar. A former NCP leader, Mohite Patil joined BJP before Lok Sabha polls and Padalkar was BJP's Assembly candidate in Baramati against Ajit Pawar. The BJP has made it clear that it would not settle for anything less than four seats if the polls were to be unopposed as wanted by Chief Minister Uddhav Thackeray. The 29-year-old used a fertiliser sprayer to carry out the sanitisation drive in his village Talegaon Ruhi, which is part of Chandvad tehsil on Sunday last. He said it took around four hours to complete the task. "Me, my family and some friends decided to sanitise the village, which has a population of about 12,000," Bhokanal told PTI from over phone. Nashik is not as aggressively affected by the fast-spreading COVID-19 pandemic, which has ravaged Maharashtra. The region has just over 30 cases and a death toll of 2 in all with the Chandvad tehsil reportng just one case. Bhokanal's village is, however, completely unaffected by the deadly outbreak so far. Overall, the pandemic has claimed 339 lives in India where the number of positive cases has surged past the 10,000 mark. In Maharashtra, the total number of cases have gone past 2,000. Bhokanal was on leave to visit the village when the nationwide lockdown, now extended till May 3, forced him to stay longer than he was supposed to. Making use of the time at hand, he carried out the sanitisation drive with his brother, uncle and a friend to help him out. "Sanitisation of any area is important to keep the virus at bay. For example, when a person visits a doctor's clinic, he might touch the pole or the walls inside that clinic. The seasoned coach, who has been with the Indian team since 2017, is quite optimistic of things improving by the beginning of next month despite the rising COVID-19 cases as well as the number of deaths in the country. "I think the camp will restart next month. If not full strength, then at least the core group," he told PTI. The core group comprises the ones who have already qualified for the Olympics and those who are seen to be strong contenders to make the cut in future qualifiers. Asked what gives him the belief that camps would be good to go if the national lockdown ends on May 3, the Swede said, "That's my hunch. Of course I can be wrong but I think we will be able to restart early next month." "Humans have the ability to adapt to different situations. And I think here, people are facing up to the reality quite well even though it is an unprecedented crisis." Talking of the crisis and its impact on sports, Nieva said things would never be the same again but asserted that people will not give up on live sports either. "In amateur boxing, we are used to fighting in empty halls, so no fan concerns for us," he joked. "But seriously speaking, yes, there will be more restrictions on movement of people, the security is going to be tighter, it won't be that easy to travel. But fans, they are going to rush back at the first opportunity," he predicted. "People don't care. I think they should be more careful but mostly they are not. They will come back easily because they have been confined at homes for too long. "They like to be risky. You can see it even now. Look at Europe and US, people are just refusing to follow the lockdowns, they are flocking bars, restaurants despite strict measures. You think they will stop once all these restrictions are lifted?" Nieva is currently in Patiala's National Institute of Sports, busy delivering lectures in online classes for coaches by the Sports Authority of India. "The technology has to be better for these classes to have more impact but overall, I think it is the future as far as complementing live training is concerned. Obviously, it cannot replace live training," he said of his experience so far. "It can be a bit disconcerting when you are not able to see the 250 odd people who are listening to you but you get used to it," he added. Asked if boxers have been reaching out to him while being at their respective homes during this period, Nieva said, "Sometimes, not often. They call up to tell if they are struggling with the equipment but overall they have adapted well." "It's not an optimum situation and as I said earlier, we have to face up to the reality," he signed off brushing aside any concerns of his own when quizzed about the considerable time he has spent away from his family in Sweden. Metro', believes there will never be an actor like him. "I have done some of my best work in television with Irrfan. The actor was admitted to Sir HN Reliance Foundation Hospital in Mumbai. Rishi Kapoor passed away peacefully at 8:45am in hospital on Thursday. A source told mid-day that he had been admitted around three weeks ago and was in a critical condition for quite some time. Amitabh Bachchan's tweet on Rishi Kapoor, which he later deleted Kapoor, 67, was diagnosed with cancer back in 2018. Sources further stated that Rishi was suffering from complications of cancer treatment. Considering his serious condition, Kapoor was being kept in the ICU and was on the ventilator. When contacted, the hospital authorities were unable to comment. Brother Randhir Kapoor also confirmed the news of Rishi's passing. "He is no more. He has passed away," Randhir told PTI. Randhir had earlier told PTI, "He is in the hospital. He is suffering from cancer and he has some breathing problem, so he has been admitted to the hospital." Rishi Kapoor's last rites to be performed at Chandanwadi Crematorium in Kalbadevi, Mumbai. In 2018, Rishi Kapoor was diagnosed with cancer for the first time, following which the actor was in New York for nearly a year to undergo treatment. He returned to India in September 2019 after recovering. Ever since, he and his family has been cautious about his health and fitness. Neetu Kapoor and the entire family never lost hope and shared positive pictures on social media. In February, Kapoor was hospitalised twice due to his health issues. He was first admitted to a hospital in Delhi where he was attending a family function. At the time, Kapoor had said that he was suffering from an "infection". The son of late legendary actor-filmmaker Raj Kapoor, Rishi Kapoor was born on September 4, 1952, in Chembur, Mumbai. The veteran actor had his big breakthrough in Bollywood with the 1973 film Bobby opposite Dimple Kapadia. He was the leading man in a number of popular films like Khel Khel Mein, Rafoo Chakkar, Do Premee and many more.
