Since 2005, the city has also been the venue for Angkor Photo Festival & Workshops (APFW), a non-profit cultural association founded by noted names in photography from across the world - including members of Magnum Photos - to nurture Asia's photographic community by providing an affordable and self-sustainable platform for professional training.

Over the years, emerging photographers from India, Bangladesh, Pakistan, Iran, Indonesia, Japan and Cambodia among other Asian countries have attended tuition-free professional workshops, worked on a photo story inspired by their surroundings and showcased their project at the end of the festival. The APFW alumni community is a thriving one, where collaborations and creative exchange is common. Photographers from Mumbai, too, have participated in the festival, and to introduce emerging lensmen from the city to its upcoming edition in December, APFW alumni will conduct an interactive session this Saturday. The session, being held in Mumbai for the first time, is part the Angkor Hangover series of events organised across Asia.

"The mentors are people whose work I admire. And when a group of 30 individuals with eclectic practices and realities specific to their countries come to learn from them, they also learn from each other," says freelance photographer and filmmaker Aishwarya Arumbakkam, who participated in the festival in 2016 and is one of the organisers of the Mumbai session. Multimedia projections by photographers from the 2016 batch are also a part of the evening.

While applications are shortlisted on the basis of merit, freelance photographer and alumna Karen Dias explains that to keep the programme accessible and inclusive, there is no upper age limit for applicants. Fellow alumnus of the 2009 batch, Zishaan Akbar Latif, recalls, "As a budding photographer, you are terrified of showing your work, but you realise that others are in the same boat, too. Being in that quaint part of the world at a workshop that's different from its uptight counterparts helps you loosen up," he shares.

APFW organising committee member Andrea Fernandes, who has been associated with the festival for five years, sums up its nature, "This event is initiated by alumni and this is the direction we want the festival to go in - where every person associated can have a space to speak about their work and collaborations."

1. Remove the flowers from the box and wrap the bouquet

2. Fill a vase 2/3rd with room-temperature water.

3. Empty the entire sachet of Interflora flower food that's provided and stir to mix.

4. Trim 1 to two inches of the stems at an angle using scissors or a sharp knife.

5. Place the bouquet into a vase, Tweak the arrangement as needed and watch your flowers perk up before your eyes!

How to change water in your flower arrangement:

1. Water wisely: Since flowers continue to drink water after they've been cut, it's important to keep fresh flowers in water always. Exposing the stem to air, even briefly, can cause the water-absorbing cells to shrivel which can shorten the life of your flowers.

2. Cut stems: Trim the flower stems at an angle before inserting in water. Cutting the stems at an angle prevents them from sitting flat at the bottom of the vase which can block the absorption of water. Re-trim the stems once every few days.

3. Prune daily: Look out for dead or loose leaves that may be submerged in water and remove them. Leaving them will cause bacterial rot which can shorten the life of your bouquet.

4. Avoid heat and drafts: Place your flowers in an area that's protected from excessive heat such as heat-generating appliances like heaters or ovens and direct sunlight

5. Important information: For those with allergies or sensitivities to flower fragrance, the best non-fragrant options are tropical flowers such as orchids, anthurium, birds of paradise or other tropical varieties

6. Unwrap the plastic/paper wrapping as soon as possible.

8. Keep your vase filled with water! All flower and foliage stems should be submerged. Flowers stay fresher, longer when they can get a drink!

9. If your flowers came in a basket or other container with foam, add fresh water every day.

10. Immediately remove dead or wilting leaves and stems from fresh flower arrangements.

11. Watch your water. When it gets cloudy it's time to change it out.

How to change the water in your flower arrangement

1. First remove any dead or dying flowers from the arrangement.

2. After carefully removing the good flowers, clean the vase thoroughly with soapy water to remove any bacteria that could cause the fresh flowers to deteriorate even quicker. Be sure to rinse thoroughly.

3. Replace the water and mix in the flower preservative provided by your florist, according to the instructions on the packet.

4. For best results, cut stems with a sharp knife at an angle about one to two inches from the bottom. This allows them to better absorb water. Do not use scissors to cut your flowers because they can crush the stems and prevent water absorption.

5. Place loose stems or wrapped bouquets of fresh flowers in your water mixture as soon as possible.

An auto driver has been arrested by the Mumbai police for looting a senior citizen in Chembur last month. According to the police, the arrested accused has been identified as Subedar Bind, 34. An officer said that on March 23, 72-year-old Kalawati Pednekar was looted by Bind and a friend. Pednekar told the police that on that day she had visited Chembur Gymkhana to attend a wedding.

However, owing to her advanced age, she had become tired and left the reception around 9pm. Outside, she found Bind's auto and got in. On the way to Pednekar's residence in Kalina, the driver stopped his auto near Kurla, where his friend, whose name is not known, got into the auto. Bind told Pednekar that the friend wanted to be dropped off at Kalina.

On the way, he stopped the auto and told Pednekar that because he had some work, the friend would drop her home. Bind's friend drove the auto for a few kilometers when he stopped the auto and told her that the fuel was over and hence he could not drive any further. Pednekar paid him and took another auto home. Once she reached home, she found all her valuables missing from her bag.

She approached the Chembur police and lodged an FIR against the auto driver. An officer said, "We scanned CCTV footage and spotted the accused. On April 26, we arrested him from Uttar Pradesh. We are looking for the other accused." During investigation, the police came to know that Bind had arrived in Mumbai one month ago and had been driving the auto of one of his friends.

A day before voting in the fourth and final phase for 48 seats in Maharashtra today, statistics available with the Election Commission of India (ECI) showed that the worth of drugs, alcohol, precious metals etc. seized here over the past 32 days, was Rs 156.52 crore. The total worth of seizures of such items across the country, is Rs 3,244.59 crore.

As per ECI data about the seizures (from March 26 to April 28), the worth of precious metals (gold, silver etc), Rs 70.12 crore, was the highest in Maharashtra. This was followed by cash worth Rs 52.91 crore. Liquor worth Rs 25.64 crore was also seized. Drugs worth Rs 7.33 crore and freebies worth R9 crore were also seized.

Mumbai specific data
As per a press release issued by the chief electoral officer, Maharashtra, cash worth Rs 18.14 crore was seized from Mumbai city alone and 15 cases related to the violation of the Model Code of Conduct were filed. As per ECI data, from the time the Code of Conduct came into place till date, there have been seizures worth Rs 3,244.59 crore across the country. Of these, the total cash seized was Rs 781.82 crore, the liquor seized was worth R245.738 crore, and the drugs seized were worth Rs 1,193.81 crore. The worth of the precious metals seized was Rs 970.953 crore and the worth of freebies etc seized was Rs 52.26s 7 crore.

Liquor sales spike this month
Liquor sales have increased in the past 25 days by 10% in Thane district. Last year this month, 19,62,000 litres of liquor was sold in Thane district, and this year this month 20,06,000 litres of liquor has been sold so far. According to an Excise Department official, despite the severe summer, people are consuming whisky, while compared to last year, the sale of beer has reduced.

Earlier this month mid-day had reported that the Thane Election Commission and ED have sent notices to wine shop owners regarding maintaining proper sale records, to avoid cancellation of licences. "We have told them that we will compare sales of this period during last year and take action if they have increased drastically," said an ED official.
The ED and EC have been extra vigilant due to illegal sales during elections.

ED official Y Rathod, said, "Owners usually keep their shops open for longer hours during elections and sell liquor illegally. We have extra teams this time and have followed with strict checking. Due to this the transportation of liquor reduced during the elections. Also wine shop owners have kept their records clear this time."

A missing platform stands between Mumbaikars and the restored tram the Brihanmumbai Municipal Corporation (BMC) had promised to set up for display at Bhatia Baug, by the first week of April. While the tram coach is nearly ready, the tender for construction of the platform, which will serve as its base, didn't receive an adequate response, and a second tender cannot be floated until after the Lok Sabha elections in the city.

The BMC floated a tender last month to appoint a contractor who will construct a 3 feet tall platform. The tram, as well as part of tracks, will be installed on top of it. The overall of cost of restoration of the tram and construction of the platform is estimated to be R28 lakh. "We received a response from a single bidder so we have to float another tender. However, since the model code of conduct is in place, we will have to wait for the elections to get over," said Kiran Dighavkar, assistant municipal commissioner of A ward. He added that they will float the tender next week and it will remain open for a period of eight days.

Based on the plan, the BMC is considering letting people enter the tram under certain conditions. Before the final setup, however, the BMC will need the approval of the heritage committee. Unlike most projects that are approved based on documents, for this project, the committee members will have to inspect the tram. On April 24, A ward officials wrote to the heritage committee asking them to inspect the tram and give their approval for the project. Dighavkar added that the tram will be brought to a godown in Cuffe Parade from Rabale sometime this week.

Over the past couple of months, the tram was restored in a workshop in Rabale using the parts of another tram that was functional in Kolkata between 1874 and 1907. Once the tram has been assembled at Bhatia Baug, the BMC is planning to set up lighting in the area to attract visitors. Civic officials are also planning to install LED screens inside the tram which will display information about the history of trams in Mumbai from the horse drawn ones till the electrical ones which were taken off the road around 50 years ago.

The Juhu police have arrested a 37-year-old man for allegedly flashing and making vulgar gestures at women and college students while riding his bike between Juhu and Khar. According to the police, he has been identified as Nitin Bharadwaj, a resident of Malad.

Requesting anonymity, a police officer said, "Bharadwaj used to target women and students near malls, gyms and other public areas along the Santacruz-Juhu-Khar stretch. To avoid being seen in CCTV footages, he would wear helmets all the time."

Speaking to mid-day, Pandharinath Wavhal, senior PI of Juhu police station said, "We have been receiving several complaints about the same type of offence. A team was formed under the supervision of Deputy Commissioner of Police (DCP) Paramjit Singh Dahiya, and after working on the case for 90 days, we finally caught hold of the accused."
Police sources said that Bharadwaj was an estate agent and he runs a family jewellery business. Till now, a total of seven cases have been registered against him, of which the Juhu police have five.

A police officer said, "A team of 15 police personnel headed by two senior officers was formed. In the course of the investigation, police checked more than 300 vehicles and 100 CCTV cameras. It was getting all the more difficult for them as the accused used to change his number plates whenever he travelled between Malad and Juhu."

Meanwhile, the cops were working on the details of the accused provided by the victims, and this, apart from human intelligence, helped them nab the culprit. Speaking to mid-day, Dahiya said, "The accused has been arrested under relevant sections of the IPC and POCSO Act. We are checking whether he has any criminal records in other police stations. After being produced in court, he was sent to police custody till April 30."

As Mumbaikars set out to vote in the Phase 4 of Lok Sabha elections 2019 a glitch in the EVM machine led to delay in voting at a polling booth in Malad west.

Voting was yet to begin at booth number 162 of Malad West, Daulat school in Mumbai when this report was being filed. A technical glitch was detected in the EVM machine that led to the delay.

A total of 422 polling stations have been declared critical which include 65 from the suburbs of Mumbai and 357 from the Island city. 

The instructions given by the Election Commission said that the booths that polled more than 75 per cent votes in the last elections or where the same candidate got 75 per cent votes have been marked as critical. Law and order situation has also been kept in mind. 

Meanwhile, veteran actress Shubha Khote, BJP MP Paresh Rawal and his wife Swaroop Sampat have already cast their vote.

In yet another constituency, voting got delayed at booth no 19 in Sion Koliwada in Pratikshanagar as the EVM machine was not working. The voting process got delayed by an hour by the time the glitch was fixed. 

However, a senior official who spoke to mid-day said, "No polling station has been found to be sensitive even after a detailed study, but even the critical ones will be monitored closely by us. The live webcasting will be continuously monitored by the EC-appointed observers."

A dog with pro-BJP stickers on its body was detained along with his master in north Maharashtra's Nandurbar town where polling for the Lok Sabha elections took place Monday.

Eknath Motiram Chaudhary (65), a resident of Navnathnagar area, was spotted with his dog near Andhare hospital Monday afternoon. The dog's body was found covered with stickers bearing the BJP's symbol and the message "Modi Lao, Desh Bachao" (Vote for Modi and save the country), a local police official said.

As the polling was underway, police had received a complaint about the dog and his master who were roaming around the town, he said.

A case was registered against Choudhary under section 171 (A) of the IPC for violation of election rules which prohibit campaigning on polling day. The police have asked the municipal corporation to take custody of the dog, the official added.

In the Fort area in South Mumbai, which falls under Mumbai South Parliamentary constituency, police personnel of Mata Ramabai Ambedkar Marg police station were seen assisting senior citizens to their polling booths.

There may be a relevant message lying at the heart of Junglee's story, but the wafer-thin plot renders director Chuck Russell incapable of translating it into a thought-provoking film. Poor execution and bad acting makes this Vidyut Jammwal-starrer a mere comedic watch.

This wildlife adventure revolves around Raj (Jammwal), a vet working in Mumbai. He shows his extraordinary Kalaripayattu skills by taking on a bunch of goons who are torturing a stray dog. While his relationship with his father may be strained, the two harbour a shared passion - their love for elephants. Raj's trip to the elephant sanctuary owned by his father turns all the more interesting when he meets female mahout Shankara (Pooja Sawant) and a journalist-animal rights activist (debutante Asha Bhat). However, our mighty hero has little time for romance - trouble looms large over him as he has to protect the elephants from poachers (led by Atul Kulkarni) who trade their ivory tusks for moolah. How Raj saves the pachyderms from the hunters forms the crux of the story.

Russell appears to be well-acquainted with the strengths and weaknesses of his protagonist. So, you have a script that has little plot and more frills. You will be sold at the good ol' hand pummeling, as Jammwal spices up the desi maar dhaar with mixed martial arts. As for the rest of the cast, Kulkarni's poker-faced bad guy act is something one doesn't expect from a seasoned actor. Sawant is convincing while Bhat as the babe in the jungle is completely wasted. Akshay Oberoi as the forest ranger and Makrand Deshpande are sincere.

On the upside, Mark Irwin's cinematography keeps you hooked to the screen. He captures every moment in the lush jungles with sincerity. But that doesn't save the film from sinking. With a runtime of 115 minutes, this thriller feels longer than it should. You will miss the deft direction that Russell displayed in his previous outings, The Mask and The Scorpion King.

The fight against Coronavirus is a constantly evolving one and is mainly reactive at the present moment in many contexts.

The BEST authorities are putting into place a plan which reduces the number of conductors in the few big, reds plying the city.

This is because, as a report stated in this newspaper, a few from the BEST workforce have contracted the Coronavirus. They are now going to run buses, some being already operational in this manner, with a driver and no conductor. The commuters will have to pay at the end of the journey.

It is important that the few passengers we see in buses today, follow rules whether there is a conductor or not. Maintain social distance in the bus, even if there is no conductor to enforce this.

Adults must know that the distancing is mandated for their safety and the security of their family too, so one surely does not and should not need somebody literally telling them to observe social distancing.

Ride in the bus wearing a mask, and do not slip it off your face or hang it around the neck during the journey. Do get on at the proper stop and follow correct etiquette even while alighting. Do pay the correct fare for the journey you took.

We must recognise that this is special, though necessary, service for workers and those providing essential services, thus necessitating commuting during these times.

The report also cited a BEST Kamghar Sanghatna official opposed to keeping conductors out, saying this was a ruse to start one-man operations amid Coronavirus.

Dialogue must ensure that there is transparency and talks within the Undertaking which is facing so many challenges — Coronavirus or not. May all do the BEST for Mumbai.

The Brihanmumbai Municipal Corporation (BMC) on Monday claimed that around 75 per cent of the nursing homes in the city have restarted services, after its warning of cancelling their licences if they did not do so, on Saturday. The municipal commissioner has ordered the cancellation of licences of the remaining 25 per cent nursing homes. Action will also be taken against private clinics who continue to remain shut, under the Epidemic Diseases Act, 1897.

Warning issues
The associations of doctors, nursing homes have expressed fear to work during the COVID-19 pandemic without proper safety kits and strict guidelines. The BMC has several times offered to provide safety kits but most private clinics and nursing homes remain closed due to fear of transmission of COVID-19. On Saturday, the BMC warned nursing homes and clinics to restart immediately and refer patients who have symptoms of COVID-19 to its centres. On Monday, the BMC claimed that out of 1,416 nursing homes, 1,068 have restarted their service. "Out of 99 dialysis centres, 89 are working," said an officer with the health department of the BMC.

According to the press note issued by the civic corporation, the municipal commissioner has ordered the health department to start the process of cancelling licences of the 348 nursing homes which haven't started services yet.

Mayor Kishori Pednekar visited Nair hospital to meet the nurses

Kishori Pednekar, mayor of Mumbai and a former nurse, donned on a nurse's uniform and visited the COVID-19-only Nair hospital on Monday morning. She was there to encourage nurses. The mayor will visit Sion hospital on Tuesday to communicate with nurses. Pednekar followed social distancing norms during her visit. "I was a nurse by profession and am aware of their challenges. I am getting many calls from nurses and their parents who expressed fear. This is a challenging time and we all should fight the pandemic," said Pednekar.

COVID-19 has now reached the doorstep of the state government, with four Mantralaya staff members testing positive for it. The state health department officials confirmed 27 deaths in Maharashtra, which was the highest number reported in a single day and the state's count of cases climbed to 8,590.

Civic officials said that of the four Mantralaya staffers, three tested positive on Sunday while one was confirmed on Monday. "They were on duty and include a sweeper and a driver. Contact tracing is underway and we will test the high-risk contacts," said a civic official. The official added that a portion of Mantralaya may be cordoned off if necessary. Guardian Minister Aslam Shaikh said that the staffers were taken to Kasturba Hospital for testing.

Four more ward boys of the TB Hospital in Sewri tested positive on Sunday taking the total count of infected staff members to 14. "One of the ward boys had directly gone to Kasturba Hospital and was admitted with symptoms. He has been shifted to the ENT Hospital. Two others are Thane residents and had sore throats," said Dr Lalitkumar Anande, medical superintendent of the TB Hospital, adding that two of the ward boys have been kept in isolation at the staff quarters.

No new cases in Mahim, Dadar
The number of cases in Dharavi continued to rise with 13 new cases reported on Monday. Majority of the new patients were senior citizens taking the total count in the area to 288. Civic officials said that no new cases were reported from Dadar and Mahim for three consecutive days and while 17 patients were discharged from Dadar, nine were discharged from Mahim on Monday.

The cumulative cases in Mumbai city are 5,776 while the total cumulative deaths here are 219. State health officials said that there were 522 new cases in Maharashtra, of which 369 were from Mumbai. Of the 27 deaths, 15 were from Mumbai, six in Amravati, four in Pune and one each in Jalgaon and Aurangabad. Among the deceased patients, 22 suffered from other ailments including diabetes and hypertension.

A 36-year-old man was arrested for beating his 70-year-old father in Bhandup to death after an argument on Sunday night. According to the police, the man, identified as Sachin Gorivle was having an argument about his employment with the deceased, Krishna, The Times of India reported.

Sachin did odd jobs for a living and was at home since the lockdown due to coronavirus outbreak in March. When Krishna argued with Sachin about his job, the latter attacked the former in a fit of rage. His mother and sister were in a different room when the incident happened.

Krishna was rushed to a hospital where he succumbed to his injuries.

A nine-months pregnant woman was turned away from hospitals in Bandra for not having the COVID-19 reports with her. According to her family, 24-year-old Misbah Shaikh was experiencing cramps on Sunday night after which they visited the Holy Family Hospital where she had registered for delivery. The family members alleged that they were made to wait at the hospital for six hours while requesting to admit her, but the staff did not budge, The Times of India reported.

Shaikh said that she had already paid the hospital the deposit for her delivery and was in touch with a gynaecologist for the past four months. She also alleged that the hospital did not tell her to do the test during their previous visits. The family visited the hospital at 9 am on Monday after Shaikh felt cramps, but the staff did not allow them to enter the hospital without the COVID-19 test report. While Shaikh waited in the car and her family in the hospital, at 3 pm, a doctor at the emergency section agreed to see her and prescribed her a COVID-19 test.

The family then went to Bhabha Hospital to get the test done but the staff there asked her to get admitted, which they did not agree upon. "The cramps have reduced but haven't gone. My due date for delivery is close," Shaikh was quoted as saying by the newspaper. The family then took an appointment at a lab Andheri to take the test on Tuesday.

As the newspaper was not able to contact the authorities at the Holy Family Hospital, a staffer at the gynaecology ward was quoted as saying that pregnant women nearing their delivery due date are asked to get admitted here two days in prior. "We carry out a Covid-19 test and if she comes negative, we go ahead with the delivery. If the woman is positive, we refer her to another hospital. We also ask one attendant accompanying the woman to take the test," the staffer was quoted as saying.

The 73-year-old mother and wife of a police constable have tested positive for COVID-19 in neighbouring Navi Mumbai, an official said on Tuesday. The constable, who is attached to the Mumbai police, had tested positive for the infection earlier, while swab reports of his elderly mother and wife came out positive on Monday, public relations officer of the Navi Mumbai Municipal Corporation Mahendra Konde said.

In another development, a 42-year-old heart patient, who died while being shifted to a hospital in Navi Mumbai, tested positive for coronavirus post death, the official said. A 57-year-old medical personnel of a civic hospital in Mumbai has contracted the infection, and at least 12 civic workers, who came in contact with her, were quarantined, a release from the Palghar district administration stated.

As per reports, the number of positive cases in Palghar stood at 146, of which 10 patients have succumbed to the infection. Meanwhile, as many as 41 new COVID-19 cases were reported in Maharashtra''s Thane district, taking the tally to 728 in the region and toll to 21, after two more died on Monday, an official from the district administration said.

With 41 patients, Mumbra town has recorded the highest number of cases in the district.

After 15 cases of Coronavirus among its workforce, including one death, the BEST Undertaking, that is currently the city's lifeline, has begun daily temperature checks of employees at entry points of all bus depots.

BEST officials said that of the 15 cases, two have been categorised under 'occupational exposure' — that is, the virus was probably caught by the patients at work. In the rest of the cases, employees came to work after already being exposed to the virus elsewhere. For example, one of the infected employees was residing in a Containment Zone and the one who died had visited his native place and had been hospitalised.

"Eventually, a picture goes out that the 15 BEST employees got Coronavirus while at work. The fact that they came to work after already having been exposed to the virus elsewhere is ignored and this aspect of occupational exposure goes unnoticed. Of the 15, seven are bus conductors, four are drivers, two are electricity department employees and two are from the transport engineering department," a BEST spokesperson said.

"Temperature guns have been provided at bus depot entry points and the body temperature of all employees is being checked when they enter the premises for work. Only after due recordings, employees are allowed to proceed to work," another senior official said.

The BEST also redrew its plans and omitted conductors from several buses after cases of employees contracting the virus at work surfaced and trade unions alleged poor standards of protection for the staff.

"We had been warning since day one. The BEST has woken up after 35 days, now that employees are testing positive. Still, better late than never," said BEST Kamgar Sanghatna general secretary Jagnayaran Kahar. The union had organised a 'Demand Day' on April 21 seeking safety for BEST workers.

Conductor beats COVID-19
A BEST conductor of Goregaon depot, who has a history of asthma, and a resident of Mira Road, was admitted at Tambe hospital as a COVID-19 positive case since April 13. On Tuesday, he was discharged from the hospital.

Made to sign undertaking: BEST Power staff

BEST Power employees said that they have been forced to sign an undertaking that says they have not come in contact with Coronavirus patients and that no one in their family is positive. A BEST spokesperson said that the undertaking was necessitated because, in 13 of the 15 positive cases, the virus was probably caught by the workers elsewhere. The spokesperson added that the understanding is required to maintain a database.

Mumbai on Tuesday reported the highest death toll due to COVID-19 in a single day. There was a significant increase in the number of cases in Aurangabad and Malegaon. State health officials recorded 729 new cases in Maharashtra and 31 deaths, taking the state's total to 400 deaths. Apart from 25 deaths in Mumbai, four were recorded in Jalgaon and two in Pune. Maharashtra now has 9,318 postive cases.

393 new cases in city
Civic officials said a total of 25 deaths were reported in the city on Tuesday. Of these, five died between April 23-25, and 17 of them were suffering from other ailments. According to the civic body, 393 new infections were confirmed in the city on Tuesday. The patients are admitted in isolation wards and are undergoing treatment.

After a dip in the number of cases, the COVID-19 count rose in G North ward with 42 new cases in Dharavi, five in Mahim and four in Dadar. Four deaths were also reported in Dharavi. Civic officials said two of the patients who died — a 60-year-old man and a 60-year -old woman — had tested positive earlier and died at Sion Hospital while undergoing treatment.

Total 18 deaths in Dharavi so far
Two other patients — a 48-year old man from Kasarwadi and a 55-year-old man from Social Nagar in Dharavi — were confirmed to have contracted the deadly respiratory disease and died at KEM Hospital on Tuesday. As of now, a total of 330 positive cases and 18 deaths have been reported from Dharavi.

Civic officials said that seven of the infected people are residents of 90 feet road, while four others are from Mukund Nagar, and majority of them were aged below 60 years. In Mahim, a 35-year-old female resident of the police colony tested positive and the total number of cases in the area has jumped to 30. In Dadar, two 44 -year-old male residents of the municipal quarters and a 47-year-old woman from the police colony have tested positive.

On Monday, four staffers from the Mantralaya had tested positive. After tracing their contacts, civic officials said that they identified around 25 high-risk contacts and all of them have been tested. Their test results, however, are still awaited. Meanwhile, one COVID-19 patient with severe symptoms was given plasma therapy that will help the patient fight the infection.

In efforts to provide assistance to the medical fraternity in fighting the battle against the deadly Coronavirus pandemic, Western Railway has come up with various ingenious equipment, including high-quality PPEs, steel beds for patients, isolation coaches, reusable masks, sanitizers, etc.

Continuing with their efforts, Western Railway's Lower Parel Workshop has now manufactured a booth to collect the swab sample of COVID-19 infected patients. This booth enables doctors and medicos to take the sample/swab without exposing themselves to the affected patient.

According to Ravinder Bhakar - Chief Public Relations Officer of Western Railway, a request to make a kiosk with the concept of distance sample collection had come from Western Railway's Jagjivan Ram Hospital, which is a nominated 172-bed Coronavirus hospital. The work was done on war footing mode right from arranging the material, fabrication, and furnishing and was completed within 6 hours. The design has been developed by two teams of workshop engineers (Carriage Repair and Basic Training Centre), who manufactured this booth with the available material in the workshop.

The booth is very sturdy and robust & completely sealed from the front three sides, to ensure that the frontline medical staff is totally isolated from the patient. The structure of the booth consists of a strong fabricated structure of MS square tubes, covered externally with plywood on all sides, and a rear door. The upper half portion of the front side has been covered with a 6 mm transparent acrylic sheet. All material used for repair of coaches has been used in this fabrication. The front side transparent acrylic sheet has been provided with two holes on which rubber hand gloves have been permanently fitted. The team worked against the clock to make the Sample Collection Booth as fast as they can and on April 28, 2020, the newly manufactured booth has been delivered to Jagjivan Ram Hospital at Mumbai Central.

Although it is a coach repair workshop, in this time of crisis, it has contributed in making many other materials helpful for our frontline warriors, working day in and out in hospitals beside our employees. The manufacturer team was led by Shri Arun Kumar Singh - Dy. Chief Mechanical Engineer of the Workshop, and consisted of his technical experts Shri Prashant Deshmukh, Shri Satish Samrut, Shri Arvind Javadia, Shri Sanjai Bhavsar, Shri Manoj Yadav, Shri Mahesh Bhatia, Shri Pradeep Tamboli, Shri Natrajan and along with 10 other members in the team contributed in this effort.

Western Railway salutes the commitment and dedication of its employees who are constantly working to fight this ongoing battle with the deadly Coronavirus Pandemic despite putting their lives at risk.

The city unit of the Young Mens’ Christian Association (YMCA) has offered its well-furnished International Guest House of 75 Rooms to house their Doctors, Health Care Professionals and Asymptomatic patients. In addition, we have provided masks, gloves and medical equipment to the Nair and Kasturba Hospitals’ for the medical professionals working on the frontlines.

In the first phase of the relief operations, we have been able to cater to 20,000 persons (4000 packets) by providing them with dry rations and groceries. Cooked food to the slum dwellers, daily wage earners, migrant workers, street beggars, rag pickers and construction workers has crossed 1,00,000 (One Lakh) threshold.

A special mention here is of our volunteer team ably led by our regular ‘Dhobiwala’ (Laundry Man) who have earned the sobriquet, ‘Scooter Saviors’ has enabled us to reach the unreached pockets from CST to Colaba Market right up to the slums at Cuffe Parade.

The victims have now become saviors. Thanks to the ladies who are housed at YMCA Sharan, a shelter for destitute women run with the help of BMC have reached out to the unreached in the slums at Sakinaka.

Our counselors trained at the Counseling Institute at Navi Mumbai are available on call daily for those who are in distress, stress and undergoing anxiety symptoms during this lock-down period.

Historically Helpful
The Bombay YMCA since its inception in 1875 has always risen to the occasion whenever calamities have struck the city.

Beginning with Relief operations during World War I & II, the Army barracks were maintained by the YMCA and the Army Officers used the YMCA at Colaba for its operations. Over the past 145 years our experience gained in the 3 R’s - Rescue, Relief and Rehabilitation has grown exponentially.

During the earthquake at the Latur and Osmanabad districts in 1993, Bombay YMCA led in the relief and later rehabilitation of two villages of over 200 families including the construction of the primary school and the community centre. We were recently recognized for our efforts by the then Chief Minister, Shri. Sharad Pawar.

When the communal riots broke out in the early 90s the YMCA was called in as Peacemakers between the communities in Agripada and Mumbai Central. The Army used the premises of the Procter YMCA at Agripada as their base for their operation. In addition, Bombay YMCA constructed close to 50 tenements at Ramabai Nagar, Ghatkopar in collaboration with a major newspaper group.

Each time the city was submerged due to the deluge and came to a standstill, the YMCA opened its centres/Branches providing shelter and food for the stranded.

During the terrorist attack of 26/11, the YMCA was home to many Mumbaikars and foreign nationals at various YMCA centres spread across the city.

Using a short clip from one of the popular web series, Mumbai Police proved why the city that never sleeps is the safest city in the world. Posing an indirect question to netizens as to which is the safest city across the globe, the clip from the web series gives a picture-perfect answer.

In the four seconds video clip, actors Sayani Gupta and Prateik Babbar can be seen sitting on a yacht and enjoying quiet time while sailing in the Arabian Sea amid the backdrop of the Gateway of India and the Taj Mahal Palace. It is during the conversation that the two can be seen talking about Mumbai (then Bombay).

While sharing the scene from the web series, Mumbai Police tweeted: When asked to choose the safest city. "I would choose Bombay over any other city in the world, any day," says Sayani. To which Prateik nods in agreement. Mumbai Police also came up with their own hashtags that read: #ShotsOfSafetyPlease #MumbaiFirst #SafetyFirst #aayamumbaipolice.

Since the time it was shared on Instagram with their 75,000 followers, the video has garnered over 60,000 views and counting. The video touched the hearts of thousands of Mumbaikars who heaped praises on the Mumbai Police for their selfless service to the city amid the COVID-19 crisis.

One user wrote, "We are proud of you all for the sacrifices you and your families are doing to enforce the lockdown," while another user said that Bombay is safest and coolest city in India. A third user commented, "Bombay over anyplace...anyone...anything. Home ! Another user lauded Mumbai Police for keeping the city safe at all times. The user said, Hands down Mumbai. Almost two weeks since the lynching of the three men from Mumbai in Palghar, no fresh arrests have been made in the case, as the tribals involved in the crime continue to give the police the slip. The investigating team says a few of them are hiding in the hills and pelt stones at the police whenever they inch closer to them.

Some others, the police say, have taken shelter in the houses of relatives in Jawhar forest division, while some have crossed the border to hide in Dadra and Nagar Haveli.

While the police continue to hunt for the culprits, many of them are a demotivated lot, as three more personnel were suspended for 'dereliction of duty' in the lynching case. Some of them claim police personnel were also beaten up by the mob and are being suspended and transferred for no fault of theirs.

Police on the hunt for the tribals

Fled with food and family
After lynching the trio – Chikne Maharaj, 70, Sushil Giri, 35, and their cab driver Nilesh Tilghate, 30 - on the night of April 16, and before the police crackdown next morning, almost all the inhabitants of Gadchinchale village and nearby hamlets took off with food and family members including kids, said Sonudaji Borsa, a watchman at the forest post and a witness to the barbaric incident.

Helped by other villagers?
Police sources have not ruled out the possibility that residents of other hamlets in the forest supply food and other essentials to the tribals in the night, when the police team scales down the hills. Police sources told mid-day that they have received inputs that a few of the tribals have taken shelter at distant relatives' houses in Jawhar forest division and some went to Dadra and Nagar Haveli.

"The villagers are aware of the geography of the jungle and hilly regions of Palghar and Dahanu. On April 17, most of them managed to run towards the dense forest and climb the hills. Chances are very high that they have crossed the area bordering Dadra and Nagar Haveli as they know the internal jungle routes," said a police officer.

The investigating team under the supervision of Atulchandra Kulkarni, Additional Director General of Police (CID), Maharashtra Police has also retrieved the dumb data (mobile locations etc) of the lynching site to track those who were present at the spot either to instigate the mob, or kill the trio, or out of curiosity. Till now the Palghar police have arrested 110 people including nine juveniles in connection with the mob lynching. A total of three FIRs have been registered at Kasa police station and the complainants are API Anandrao Kale, PSI Sudhir Katare and SDPO Bhagwat Sonawane of Jawhar division.

At least 19 arrests across border
The fourth FIR was registered at Khanvel police station after the reinforcement coming from Talasari via Dadra and Nagar Haveli was stopped by a mob of 250 people and the Additional SP was attacked. The superintendent of police of Dadra and Nagar Haveli, Sharad Darade told mid-day that 19 accused have been arrested under sections of IPC, Disaster Management Act and Prevention of Damage to Public Property Act. "All are residents of Chisda in Khanvel," said Darade, who added that the matter is being investigated considering all the angles including the Maoist link.

Tribals were jobless
The tribals work in the brick factories in Bhiwandi. "The tribals go to Bhiwandi with their wives and children to work there. They remain there for four months and return in June and work for the cultivation of paddy. But due to the lockdown, all the workers in these factories were sent back home in March. Had there been no lockdown, all the people would have been working in the brick factories in Bhiwandi," said a retired police officer.

Three more policemen suspended

Three more policemen have been suspended for 'dereliction of duty' in connection with the mob lynching.

They include Assistant Sub-Inspector Ravindra Salunkhe and Head Constables Santosh Mukane and Naresh Dodi.

"Salunkhe, who is set to retire next year, is the policeman seen in the video with Chikne Maharaj. Those commenting and making decisions based on the video must know that he (Salunkhe) too was beaten and threatened by the mob on April 16," said a Palghar police officer.

"It is really discouraging that the policemen are being suspended and transferred for no fault of theirs. Transfers and suspensions are very easy for senior police officers. But show us the courage to tackle a frenzied mob of 2,500 with a handful of policemen," challenged a policeman.

Earlier PSI Katare and API Kale were suspended and 35 policemen attached to Kasa police station were transferred.

In a significant development, Maharashtra Governor Bhagat Singh Koshyari has urged the Election Commission to declare polls to the nine vacant seats in the state Legislative Council "at the earliest". These seats have been lying vacant since April 24 and filling up the same would end the current political uncertainty in the state, said an official.

In a letter to the EC, Koshyari said that the Centre has announced many relaxation measures regarding the lockdown enforcement in the country, and accordingly, the elections for the MLC seats can be held with certain guidelines.

"Since the Chief Minister Uddhav Thackeray is not a member of either house of the state Legislature, he needs to get elected to the Council before May 27," the Governor pointed out. The EC had postponed the election process for these nine seats in view of the Coronavirus crisis and the ongoing lockdown.

Political circles pointed out that with this development, the requests of the Maha Vikas Aghadi (MVA) government to nominate Thackeray in one of the two MLC seats from his quota has virtually been rejected by the Governor. 

Since the past nearly a month, leaders of the Shiv Sena, Nationalist Congress Party and Congress have been repeatedly appealing to the Governor to name Thackeray for one of his quota seats to avert a constitutional crisis in the state.

On Monday, Thackeray spoke with Union Home Minister Amit Shah, and on Tuesday he called up Prime Minister Narendra Modi, reportedly on the same issue. After passing two resolutions to the effect, almost the entire state cabinet led by Deputy Chief Minister Ajit Pawar had called on the Governor this week and urged him to do the needful.

Besides, several Sena leaders and ministers have also met the Koshyari with a similar request, and the NCP-Congress have issued statements to the effect.  A Congress leader said that with the Governor now throwing the ball in the EC's court, the political situation would be clear only after May 3, when the national lockdown is slated to end.

Not a member of either house of legislature, Thackeray was sworn-in as CM on November 28, 2019, and now must become a MLC, failing which there could be constitutional deadlock, according to official sources.

THE city's congested areas continue to see a rapid increase in the number of Containment Zones (CZ) as a result of positive cases in such areas across wards. Out of the total 1,391 CZs in the city, 779 (56 per cent) are in high density areas.

While the southern part of the city — Worli, Dharavi and Byculla has been the centre of COVID-19 cases, in the past 10 days, the northern and eastern part of the city have also seen CZs rise. The Kurla-Chembur belt in Eastern suburbs and the Jogeshwari-Andheri belt in western suburbs, together have nearly 25 per cent of the city's CZs. Out of the 1,391 active CZs, these two together have 322. Byculla too has seen a significant rise.

In the L ward, comprising Kurla and Chembur, CZs increased from 58 to 176 in the past 10 days, with 140 being in congested areas. Most parts of the ward are slum pockets. Assistant Commissioner Manish Valanju was unavailable for comment.

K West ward, comprising Jogeshwari to Vileparle West, has 146 active CZs, of which 92 are in congested areas like slums and gaonthans. The local ward officer said that the number is high because of the sealing of small pockets and not whole areas. "We are closing access to smaller areas instead of closing large chunks. It helps manage essential services. Hence the numbers are high," said Vishwas Mote, assistant commissioner of the K West ward. He added that the most number of CZs are in congested areas like Gilbert Hill, Behram Baug, Gillette Nagar, Anand Nagar and Versova Koliwada.

E ward, that comprises Byculla, has over 100 CZs, of which 37 are in congested areas. Dharavi (G North), Parel-Worli (G South) and Santacruz E to Bandra E (H East) also have a high number of CZs.

The above six wards have 721 CZs, of which 430 are in congested areas. "The increased cases in congested areas is the outcome of the targeted approach for identification of COVID-19 suspects and testing," said a senior BMC officer. The officer added that the strategy includes proactive contact-tracing, containing pockets, house-to-house surveys of contained pockets, fever camps and identifying suspected cases.

Suresh Kakani, additional municipal commissioner, said, There is a personal, social and economical angle to containment zones. If we can quarantine high-risk contacts from these zones and people follow basic hygiene and social distancing, the lockdown can be eased to some extent. It will also benefit society at large and will even be helpful for the economy. There are secondary industries in congested areas which provide raw material or services to mainstream industries. If the number of positive patients comes down in places like Dharavi, it will surely help the economy of the entire city."

After an engineer in the G north ward tested positive for COVID-19, water supply to residents of Dadar-Mahim is likely to be disrupted for a while. The entire team in charge of repairing the water pipeline has been quarantined.

The engineers and workers of G north ward offices were on essential duty of ensuring water supply, but one of them tested positive for COVID-19 late Tuesday night.

"He was on duty of repairing the water pipeline in Dharavi. In all likelihood, that is how he contracted the virus," one of the employees said.

Soon after the engineer tested positive, the BMC health department quarantined the entire team on April 29, Wednesday, to avoid further transmission. The repair work will restart only after the team gets the all-clear, which will take a while.

Mumbai Police shared a heartbreaking and inspiring video of one of the officers who was tested positive for coronavirus,  going away for his treatment, with a promise of winning the battle against the pandemic and joining back on duty soon.

The 15-seconds video was enough to make Twitter users emotional and they heaped praises for the cop for being courageous despite testing positive for the virus. The police department said in the caption while sharing the video, "Our 29 year old frontline warrior, who tested positive for Coronavirus, just summarised what we’ve been meaning to tell you all along."

The video shows the officer bidding adieu to his colleagues and getting into an ambulance that was waiting to take him to the hospital.

At a time the police have lost three staffers to COVID-19, a constable whose courage and enthusiasm for duty despite testing positive for it, as seen in a video that has gone viral; is proving to be a source of encouragement for the force. The 29-year-old constable attached to the Local Arms division of Marol, tested positive on April 21, and later tested negative. He has been admitted to the SevenHills Hospital where his third test will be done.    

Got himself tested

The constable was deployed with 14 police personnel on special duty at Bhagat Singh Nagar, Goregaon west, that comes under the Bangur Nagar police station, during the lockdown. On April 21 when he developed a fever, he got himself tested for COVID-19 but continued to be on duty. On April 24 when he received the report saying he tested positive for COVID-19, he immediately informed Senior Inspector Shobha Pise of Bangur Nagar police station.

Pise assured him of help and informed DCP Mohankumar Dahikar of Zone XI. Dahikar spoke to higher officials due to the non-availability of a bed in Guru Nanak hospital and managed to secure him a bed at SevenHills Hospital.

Encouraging words

The constable's 14 colleagues were put into quarantine and later tested negative. The constable was taken to the hospital in an ambulance by the police and BMC staff. The video shot then shows him encouraging colleagues. "Our senior officers are always with us, they take care of us. We police are the protectors of the public. Don't be afraid if one of us gets hurt while doing such work. Kahi tension gheu naka, me parat yeto dutiver” (Don't worry, I will be back on duty)," he said to colleagues before getting into the ambulance. The video was much appreciated, especially by senior police officers.

"Instead of being afraid of this disease, despite knowing that some of his companions have lost their lives due to it, the constable was full of hope. His courage cheered his comrades," said a police officer from Bangur Nagar police station.

It took the BMC a full week to quarantine over two dozen high-risk patients, including the family of a Govandi resident who was posthumously found to have COVID-19. Right after the woman's death on Sunday, six neighbours got themselves tested at a fever camp and four returned positive over the next few days.

The woman, 55, was admitted at Rajawadi Hospital on April 24 and died on Sunday. A local social group identified 21 people as her high-risk contacts with symptoms.

While protocol states that family members and high-risk contacts should be tested and quarantined immediately, around 25 people were isolated at Vishnu Nagar in Mahul village only on Friday.

Of the six that visited the Mankhurd fever camp on Monday, one tested positive on Wednesday and was quarantined, two on Thursday. One positive diabetic patient is still at home as they require heightened care at a hospital.

Shankar Patil, president of the Govandi-based social group Rahul Seva Mandal, who highlighted the case in an email to CM Uddhav Thackeray on April 29, said, "The woman already had hypertension and diabetes. Later, her relatives, some family members and neighbours started showing symptoms. All live in Lumbini Baug in Panchsheel chawl so it is impossible to practise social distancing. They also use common toilets."

A neighbour whose husband has tested positive

The mandal had conducted its survey in the chawl on Saturday. Shankar said, "Had they not decided to get themselves tested, it would have been impossible to contain the spread."

'BMC's efforts taking time'

A neighbour — whose husband is one of the positive patients — went to the fever camp on Friday. She has a fever of almost 103°C. "We did not know that the woman had COVID-19. My husband, cousins and other family members took care of her as she already had diabetes," she said.

"After her death, BMC visited the chawl to take the names of high-risk contacts and said they will visit again the next day but no one came. All 21 people should have been quarantined immediately."

"We usually go out to buy vegetables and if we are positive, we don't want to spread the disease. Most of the people who tested positive were showing mild symptoms. They don't have too high a fever or difficulty breathing," she said. "I understand if the government doesn't test or quarantine neighbours, but at least test those who live in the same house. BMC is doing its work — but it is slow. We cannot directly blame them."

'Testing symptomatic cases'

M East ward Assistant Commissioner Sudhanshu Dwivedi said efforts was doubled at the fever camp in KC International School on Friday. When asked about the lack of testing of high-risk contacts, he said, "The ICMR guidelines say only symptomatic cases need to be tested. Earlier, we had set up a fever camp in a one-km radius of the chawl. It was in Govandi but in surrounding areas such as Deonar, Lotus Colony, etc. We also barricaded the chawl on Saturday, a day after the deceased woman was taken to Rajawadi."

"We also sent out Community Health Volunteers to check on residents' health. They told residents that if anyone is feeling symptomatic, they should visit the nearest fever camp and contact them. The whole process takes five to seven days." He added: "The six people found positive had gone to a BMC fever camp but in a different area. We test only symptomatic patients."

Nine police constables of Wadala police station have been found to be tested positive for Coronavirus. These police constables were deployed at checkpoints in the area and have been delivering food to the poor in the slums for the past one and half months.

As much as seven areas in Wadala fall in the red zone which is home for a large number of migrant labourers. Thus, the Wadala police were providing food to the migrant laborers and the poor in there. Keeping this in mind, 29 policemen tested for Coronavirus on Monday, out of which nine police constables were found to be positive and were admitted to the hospital for treatment.

According to the information received from the police, none of the nine policemen showed any symptoms. As of Wednesday, a total of 98 policemen have been found to be infected with the virus.

A senior Mumbai Police officer told mid-day, "We are taking care of the health of every policeman. Our team is also going to the red zone, so as a precaution, we had tested the policemen on duty there."

"With nine policemen being tested positive, the entire Wadala police station has been sanitised. We are taking care of the policemen as well as their families,"  he added.

Port Zone DCP Rashmi Karandikar told mid-day, "All the policemen tested positive have been admitted to Guru Nanak Hospital and are undergoing treatment."

A 55-year-old man who was one of the 101 people arrested in connection with the Palghar mob-lynching incident has been tested positive for COVID-19. Sources said that 43 others involved in the case would have to be tested for the virus.

It is to be noted that all the 101 people who were arrested on April 17, were produced before a court on Thursday to seek their custody in another case regarding the lynching of three men including Chikne Maharaj, Sushil Giri and their cab driver Nilesh Tilghate in Palghar.

Sources have told mid-day that the person was tested negative on April 28 but 'he developed symptoms of coronavirus and was tested again'.

"The 55-year-old man was kept in lock-up with 20 others arrested in the case at Wada police station. The samples of all accused and police officials are being collected. They will be quarantined," said a senior police officer at Palghar, adding that the officers who have interrogated the person will also be quarantined.

As a student-practitioner of visual arts and a short filmmaker, Sumeet Patil, 30, was always fascinated by pareidolia, the tendency and professional habit to see human faces in inanimate objects. Not that he made a living out of the practice, but it recurred as a theme when he pursued tree photography, or when he spent after hours around his BDD chawl residence or even when he made music out of unconventional objects outside the studio space. He saw thought-provoking human faces in rusted locks, discarded TV sets, bloomed flowers and broken belts. Little did he realise that this preoccupation would be one of the key themes of his posters designed to dissuade people from venturing out during the Coronavirus pandemic outbreak. Patil is one of 700 artists currently sculpting innovative visual messages persuading people to stay at home in Maharashtra.

Patil hasn't been at his home in Naigaon for over one-and-a-half months. He is in scenic Kudal in Konkan—not as a fun-seeking tourist, but a Mumbaikar unable to circle back because of the statewide lockdown. He had come to Kudal for a recce to finalise shoot locations for his upcoming feature film that looks at a blind girl's journey. The full-length feature stems from a 22-minute short, which he had shot in Kudal. In fact, he was walking through possible shoot locations along with the visually challenged protagonist Shabnam Ansari. But, just as he wrapped up the recce, the Janata Curfew was imposed on March 22. Soon followed the nationwide lockdown. Patil, along with his camera and laptop, became a long-standing guest in Kudal. His hosts—percussionist Vivek Kudalkar and singer-paramedic expert Trupti Damle Kudalkar—have extended their mango-cashew laden wadi to Patil, Ansari and the crew, who are now executing multiple awareness initiatives during the extended lockdown. Patil has, in fact, featured Ansari and four other visually challenged artistes (situated in different cities) in a video which underscores the willingness of blind artistes (who depend much on human touch) to embrace social isolation as the need of the moment. Kudal offers restricted mobility for Patil, after due precautions laid down by the local police.

At this point, pareidolia has become a bit of a default setting for Patil. "When one is away from home, the mind starts journeying through objects, which are in your consciousness; they come to life in the form of a thought," says Patil whose 200-odd posters concentrate on the dynamic of objects wedded to or associated with a spot. For instance, shoes that went out every day, now have a still-life; pants that saw the outdoors, are now locked in a shelf; a belt that accessorised a formal uniform, now wonders about its utility in a house where men wander in pyjamas.

He is a JJ School alumnus and a fellow mate of CM Uddhav Thackeray. Patil's Kudal existence doesn't come in the way of the morning exchange over the posters. "I appreciate Ramnathkar's time, efforts and wisdom. People are currently in a frustrated mood; any poster can create a negative impact, especially when 'stay at home' is not something they want to hear," observes Patil who feels pareidolia in a sense minimises the risk of angered public reactions. It evokes laughter more than indignation. Patil has also focused on other themes that drive home the importance of not venturing out. For instance, he shows how home-based celebrations are the need of the hour, be it in the case of festivals—from Easter and Hanuman Jayanti to Ramzan and Akshay Tritiya—or commemorative occasions such as Babasaheb Ambedkar's birth anniversary, Maharashtra Day or Earth Day. It is the thought that counts, not the geographic location of
the celebration.

Patil's posters, often black and white, also dwell on service givers like nurses, policemen, sweepers and traffic police whose duty hours deserve respect from those staying at home. His poster on the relevance of Sankashti Chaturthi touched chords across Maharashtra. Over the image of Lord Ganesh, he superimposed the policeman on duty who is at supreme risk. "Whether at Kudal or Worli or Mahabaleshwar, it's the average guard in uniform whose care and public service touches our lives. People loved the equation between Lord Ganpati and the police on duty," says Patil, a Bal Shree awardee. Patil's affinity for the policeman is natural. His father is a police inspector with the Bhuleshwar police station. He has seen the daily grind of policemen families since childhood, and has witnessed life in the chawls where isolation is a foreign word; what he has not seen is a sealed neighbourhood. His parents and brother currently await his arrival in a tense pandemic environment. "They are at least assured that I am safe in a Konkan village where the infection hasn't spread; and that I can operate on my laptop to create images that contribute to the statewide 'stay-at-home' messaging," Patil says.

Patil has also kept busy with a cap-making initiative. Just as he realised that his stay in Kudal was going to be extraordinarily long, his mind started thinking of the May-June heat that Mumbai city will have to face post lockdown. "Being in a sylvan green Kudal, I was getting increasingly reminded of the heat Mumbaikars and others will have to encounter. So, I started making caps out of old newspapers." Patil started free origami workshops for school going children of the Ambedkar Nagar vicinity in Kudal. Workshops have flexible timings, but viable targets. He introduces variations through the use of earth colours and also moulds made out of dried leaves and fruits, which are available in abundance in the Kudalkar residence. Children are encouraged to stamp natural elements on the paper caps, be it a mango leaf or cashew insides or a dried twig. "I want to carry at least 2,000 caps for Mumbai, which will be a symbolic bond between Kudal's children and Mumbai's working class," says Patil.

Mask disposal is one area, Patil feels that needs advanced public awareness. During his stay in Kudal, he has started an awareness video campaign on ways to discard masks because the junked masks are creating hygiene issues across Maharashtra. "I feel the Coronavirus outbreak should give us long-term takeaways. We can't be littering our surroundings. This is also the right time to attack the Indian habit of spitting. As artists, we are trying to weave as many themes as possible into the Coronavirus bouquet," he adds.

Patil also conducts regular cap-making workshops for local villagers at the home of his hosts, Vivek Kudalkar and singer-paramedic expert Trupti Damle Kudalkar. He hopes the newspaper caps will help Mumbaikars battle the heat

Unlike Mumbai, Kudal has a pace of its own. Patil feels the pandemic has taught him to adapt to a new routine cycle, a slower rhythm, a more reflective ecology-conscious take on the goings on. In a recent visit to the Savita Ashram (a charitable trust sheltering 100-odd visually and mentally challenged), he realised how handicapped the children and adults bound to a remote location were where ration stocks are acutely short. Had it not been for the Kudal stay, the Mumbaikar wouldn't have possibly met the inmates in the far-off care centre. Patil inhabits new homes when his own is unreachable.

A 55-year-old man, who was arrested in the Palghar mob lynching case, has tested positive. Highly placed sources in Palghar police told mid-day that four days ago the same accused was tested negative for the virus. The accused was kept in a lockup at Wada police station with 21 other prisoners, who have been quarantined at a hotel. The hotel is being guarded by Palghar police now.

The accused is one among the 110 people who were arrested on April 17 by Palghar police in connection with the mob lynching of three men including two priests Chikne Maharaj (75), Sushil Giri (35) and their cab driver Nilesh Tilghate (30). "His fresh swab sample tested positive and the report was handed over to Palghar police on Friday. All the senior police officers swung into action as the news of him testing positive reached them," said a police officer.

"Since we don't have a district hospital here, we shifted him to Palghar Gramin hospital which is a COVID-19 hospital now," said a health officer at Palghar district.
Besides 21 prisoners, there are 25 others who came in contact with him, and they have been identified. These officers had served them food inside the lock-up, two others are doctors from Wada Gramin hospital. In all, 46 people who came in his contact have been traced and their swabs have been collected and sent for testing. All these 46 people have been quarantined at a hotel in Wada," said the health officer.

As per protocol, all the police personnel at Wada police station were relocated and the entire premises, police vehicles, etc., are being disinfected for two consecutive days.

Sub Divisional Officer, Wada, Archana Kadam, said, "The cops have shared details of those who came in his contact after April 17. We have identified a few, and they are being tested."

A day after the number of deaths dropped, Mumbai's death toll rose to 27 deaths on Saturday, the highest number recorded in a single day. The city's count of new cases was also high, as slum areas like Dharavi recorded 89 new cases in a single day.

Maharashtra reported 36 deaths on Saturday and 27 of them occurred in Mumbai, three in Pune, three in Amravati and one each in Vasai-Virar and Aurangabad. State health officials said that in addition to the 27 COVID-19 related deaths in Mumbai, a resident of West Bengal also died in the city. Civic officials said that 20 of those patients were suffering from other ailments including hypertension and diabetes and 15 of the patients were in the age group of 40-59 years.

Civic officials stated that 89 new cases were reported in Dharavi on Saturday and 38 new cases on Friday which took the total count of cases in the area up to 496. Among other areas, Kumbharwada continued to be a hot spot with 16 new cases in two days while Kunchikurve Nagar had 10 new cases. Apart from Dharavi, 17 new cases were reported in Mahim over the past two days which included two patients from the fisherman colony, and 13 new cases in Dadar.

Civic officials of G South ward, which had the highest number of cases, reported that 30 new cases were confirmed on Saturday. "The situation is better at the Worli Koliwada and Jijamata Nagar. However, there are a number of cases emerging from the BDD chawl and Prem Nagar," said Sharad Ughade, assistant municipal commissioner of G South ward. When asked if the restrictions at Worli Koliwada that has been sealed for several weeks will be relaxed, Ughade added that they will take a decision next week.

Two engineers in the maintenance department of Nair Hospital also tested positive. Dr Mohan Joshi, who is in-charge of Nair Hospital, confirmed the news and said, "These engineers did not come in contact with any COVID patients, they caught the infection from the areas where they live."

State health officials said that Maharashtra reported 790 new cases and of them, 547 of them were from Mumbai, and the city now has 8,359 cases. In areas across the state, 121 patients were discharged after a full recovery. Till date, Maharashtra has had 12,296 confirmed cases and 521 deaths.

Coronavirus has brought everyone down to their knees, especially those who are suffering with ailments such as diabetes.

COVID-19 had mad eits way in the BEST department but the discharge of three conducters proved to be a silver lining, especially for the one who had diabetes.

The conductor was discharged from the hospital on Saturday morning, according to a report in The Times of India.

The conductor was admitted to the hospital on April 18 and even though his condition was deteriorating, he battled against all odds and recovered withing 2 weeks.

BEST cheif medical officer, Dr Anil Kumar Singhal said, "We are happy about our Corona survivor who was discharged with a negative report and sound health, and expect more recoveries in coming days."

Six more BEST staff detected positive for Coronavirus on Saturday, taking the total number from 29 to 35.

With the death of one more employee this weekend, the toll of BEST employees succumbing to COVID-19 is two, while four have recovered and have been discharged.

Sources said that an employee from the transport engineering department of Backbay bus depot died at KEM Hospital.

"The employee had reported to work and has been listed on duty until April 21, after which he fell ill. This clearly shows he laid his life working for the BEST Undertaking. His next of kin should be offered a job in the BEST and his family should be given an amount of R1 crore out of medical insurance," Shashank Sharad Rao, general secretary of the BEST Workers' Union said.

A BEST spokesperson confirmed the development and said the employee was suffering from high blood pressure and had been absent from work since April 22. He tested positive for Coronavirus on May 1 and died on May 3.

The first employee BEST lost to Coronavirus was a foreman working for the electric supply branch. He tested positive for Coronavirus on April 2. Since March 16, he had been admitted to a private hospital and had kidney-related ailments. He resumed work at Wadala depot on March 20 after and worked till March 22, after which he died.

On the other hand, there have been success stories too. A BEST spokesperson said a BEST bus conductor, who was diabetic, was admitted with COVID-19 since April 18. He recovered and was recently discharged. Another employee residing at the Parel staff quarters has also recovered. In addition, BEST has seen no positive cases since May 1.

7 am: It's a pleasant way to drift out of bed to the sounds of sparrows, mynas, coppersmith barbets and even the cacophony of crows. Strains from MS Subbulaxmi's voice and tunes of Rabindra Sangeet add a melodious lilt to these waking up hours.

9 pm: Sounds from the idiot box emerge. Opening credits, ad breaks; this is interspersed by the frenetic clanging of bartans in the kitchen and the odd head-spinning wail of a child. By now, the mobile phone-addicted species also surfaces, making WFH calls in full volume. Yes, we know you work for some Jap investment bank and they are suckers for deadlines; well, so are Indian companies. Cool off, dude.

10 am: More TV noise, of the epic kinds. It seems like deja vu from the 1980s when DD was our sole screen saviour. The morning ensemble of avian artistes departs; making way for the next lot. Some feathered folk, like the crows and mynas, and a few squirrels are permanent occupants of the badam tree and the palms that are prime locations for their activities. By now, maali kaka has surfaced and so the garden hose is also in full flow.

11 am to 12 noon: The churning of mixer-grinders, pressure cooker whistles going into a tizzy and whatnot take over. There's some chit-chat with fussy kids by the box-grilled 'balconies'. Cicadas take over our central garden with their sonnet-like symphony. In sync with the sound of the hose, it's quite a summery jugalbandi.

12.30 pm: "Ushaaaaaa! Jaldi neeche aa jao; van tees minute mein aane waala hai" With that one ear-shattering battle cry by a hustler-type aunty, she's managed to bring down half the population from their homes as they begin to scramble for a 'circle' [it's assumed a whole new meaning since geometry class] in the endless queue that worms through the inner square of the society. All of this is, of course, to wait for that harbinger of joy – the veggie-fruit truck.

Till 3 pm: "Tumne toh dye lagaya hai, Shalu? Godrej ka hai ki mehndiwala colour?"; "Suna…woh Colony wala Singh uncle off ho gaya; Kwo-vid tha ya heart fail?"; "Butter se he chalana padega; ghee-vee bandh. Good faar health?" With such gems floating around, the birdcalls take a backseat. Nilkamal chairs are arranged for 'sinior log' in the queue, and chai for all as they wait for their turn to reach Everest. A mini jam session ensues for the socially-depraved inmates.

4 pm (approximately; on another day): Meena aunty has managed to arrange for a farsan dealer to set up temporary shop inside the society; it's a mini stampede, as packets of all kinds of snacks, from pani puri, khakra and chaklis to chivda sell like hot cakes. Hottest selling item? Khari biscuits.

6 pm: It's surprisingly quiet. Wait. Our resident stray doggies — Romeo, Juliet and son, Cocoa — start barking wildly. The Bandar Lok is back. Yes, the simians do their version of The Swing Thing in the green, wooded environs; the cable wires and pipes attached to each wing also offer easy access from to the next, having a blast each time they spot a loose clothesline to tug at something. "Dekho mummy, monkey khel raha hai," and similar such squeals make for evening entertainment.

7 pm onwards: Some of the tween-teen brigade sneaks out of their homes to coax their pals for a game of cards or other board games. There's relief in their loud laughter, of meeting up to giggle over a meme on their phone or a heady new track that's topping charts. They revel in the momentary bliss until one of their parents calls them back home.

8 pm onwards: The telly sounds get louder — by now news channels vie for high-decibel bragging rights over the Balaji soap reruns and Hindi masala flicks. The show will go on, and the sounds rarely cease.

People living with domestic abuse will be able to access safe spaces at a pharmaceutical chain in the United Kingdom.

Those needing help can ask staff at the counter to use the consultation room, where they will be able to contact services for help and abuse, a UK report said, adding that it was a desperate situation.

This is an extraordinarily difficult time and isolation does give more power to the abuser.

The Jerusalem Post has a special report stating that at least four persons have been murdered and an four more have committed suicide because of domestic violence.

In India, the National Commission for Women (NCW) reported that it received 315 domestic violence complaints in April alone, amid the lockdown.

This is a record high, one that we can certainly not be proud of and in this pandemic, it is increased as abuser and victim are in lockdown together with all escape avenues cut off.

Let us become more robust in our tackling of domestic violence now, and even post this phase, whenever that may be. First, we must identify domestic violence for what it is.

This means recognising verbal violence too — just because there are no physical scars, it does not mean there is no violence.

Then, remove the stigma from this kind of violence. Men can be victims too, they should not be shamed or disbelieved if they do complain.

Give the victims a lifeline and escape route, call out the abuser and make punishments harsh in accordance with the crime.

We often see domestic violence being brushed-off as a small, internal family matter. It is not. It can be deceptive because it happens behind closed doors and can be deadly.

Eight residents of Panchsheel chawl in Govandi — who were classified as high-risk patients after they came in contact with a deceased 55-year-old woman, whose death was posthumously ruled as due to COVID-19 tested positive on Sunday evening.

These high-risk patients had been kept at a quarantine facility in Mahul over the weekend and after their results came, they were shifted to an isloation centre in Shivaji Nagar. "The reports came in yesterday (Sunday) at 6 pm while we were still in Mahul," one of the eight people who have tested positive said.

"All of us were classified as high-risk patients. We will have to stay here for the next 14 days. This place is much better than the quarantine facility in Mahul. There we would only get vada pav to eat and the place had water issues. The doctors here asked us what our symptoms, but not many of us have a fever. We have been allotted rooms here and two people can stay in one room," the patient added.

Days after nine constables from the Wadala police station tested positive for COVID-19, another 12 policemen of the JJ Marg Police Station have been found to be infected of the virus. As many as 48 cops, who came in contact with these 12 policemen, have been quarantined. Even a DCP of Mumbai Police has also been found tested positive for the pandemic.

The 12 infected cops include six police officers and six constables. According to the information received from the police, the infected policemen were deployed at checkpoints in the area within their jurisdiction. They have been admitted for treatment in hospitals near their homes. The treatment of these policemen is also being monitored by senior officers.

According to information from sources, the DCP who was tested positive for COVID-19 did not show any symptoms of the virus. He is currently undergoing treatment. The area the DCP is in charge of has containment zones that have been declared as red zones.

The number of COVID-19 cases has witnessed a sharp rise in Navi Mumbai Municipal Corporation (NMMC) area. On Tuesday, the corporation area recorded 47 cases – the biggest single-day spike in numbers so far.

Of the 47 new cases found on Tuesday, 22 patients are either essential workers or belong to a family of one. What is more worrisome is that a total of 207 new cases have been discovered in the last seven days, taking the total toll to 395 in NMMC along with seven deaths.

Navi Mumbai municipal officials said the two major contributors responsible for the explosion of Coronavirus cases are — firstly the employees working in essential services who travel to Mumbai daily and secondly, the APMC vendors and merchants.

"There are some APMC vendors and merchants who reside in Mumbai. We had asked them to arrange accommodation in Navi Mumbai so they don't contract the virus. However, despite our several announcements, they haven't followed our orders. So, if this trend continues we will take stern actions against them," an NMMC official said.
Moreover, the doubling rate of the cases in Navi Mumbai has drastically come down from 11 days to six days.

To curb the infection, NMMC has already set a time limit for buying vegetables and groceries of 9 am to 5 pm. Also, considering the rising numbers, NMMC has refused permission to open liquor shops under its jurisdiction.

The state's count of COVID-19 cases crossed 15,500 on Tuesday and 635 of the cases were reported in Mumbai. Addressing issues faced by dialysis patients who are not getting access to healthcare, the civic body directed dialysis centres in the city to not refuse patients or insist on COVID-19 tests.

While existing norms dictate that only symptomatic patients can be tested, the regulations exclude pregnant women, dialysis patients, those seeking IVF or having a scheduled surgery since many private hospitals have made it mandatory for all patients to get themselves tested. Civic officials said that directives have been issued to all dialysis centres not to insist on COVID-19 testing for patients who require dialysis.

"They can advise COVID-19 testing for suspected symptomatic patients or to those who are close contacts of COVID-19 patients. They should follow all precautions while giving the service. The dialysis should not be delayed for want of test results," said an official.

The civic body has also issued notices to all private nursing homes, hospitals and medical practitioners to reopen and provide medical help while adhering to the COVID-19 guidelines. Apart from private doctors, migrant labourers will now also be able to get their medical certificate from municipal dispensaries and peripheral hospitals.

The count of cases in Dharavi continued to rise with 33 new cases, taking the total to 665. Nine cases were reported from 90 Feet Road and five from Indiranagar. Civic officials said more than 83,500 people have been screened, of which 2,380 were placed in quarantine centres. Nine other cases were reported from Mahim and two from Dadar. In L ward (includes areas like Kurla), the total count crossed 600 and on Tuesday, 26 new cases were reported. Civic officials said that the cases were largely from dense slum pockets in areas like LBS Road and Narayan Nagar.

State health officials said there were 984 new cases in the state and the tally now stands at 15,525 cases. There were 34 deaths reported in Maharashtra, of which 26 were recorded in Mumbai, six in Pune and one each in Aurangabad and Kolhapur.

Mumbai now has 9,945 cases and 387 deaths while the state's death toll stands at 617. Civic officials said that out of the 26 deaths reported on Tuesday, six of them occurred between May 1 and 2 and 22 of the patients were suffering from other ailments. Two of the patients who died were below the age of 40 years while 13 patients were in the age group of 40-60 years.

The nationwide lockdown imposed by the government due to the coronavirus outbreak has improved the air quality of some cities in the country. Days after a picture of the Dhauladhar Range in Himachal Pradesh being visible from Jalandhar in Punjab created a buzz, another similar picture has been doing rounds on the internet recently.

Residents of Singhwahini village in Sitamarhi district woke up to a stunning view of the Himalayan Range from their houses. The picture that went viral was posted by Twitter user Ritu Jaiswal, the Mukhya of Singhwahini Gram Panchayat who claimed that the picture was of Mount Everest, the highest peak in the world in Nepal, which was visible from the village.

In the caption, Jaiswal said that she saw Mount Everest from the rooftop of her home in the village for the first time, even though the other ranges in Nepal are usually visible in clear weather.

She tweeted in Hindi, saying that Mount Everest is visible from the roofs of the houses in Singhwahini village in Sitamarhi district, adding that nature was balancing itself, and she attributed the improvement in air quality due to the lockdown.

When Jaiswal was questioned by a user about how she could be certain that the peak seen in the picture was of Mount Everest, she said that her husband could see the peak from the village when he was a child back in the 1980’s. She went on to explain that highest snowy peak of the Himalayas can only be seen and Everest is in the north east of our village and this pic is of the north east (sic)," she said in the comment.

With the COVID-19 death toll among BEST workers reaching three and positive cases touching 50, BEST's decision to form 'crack teams' with heads of departments monitoring staff seems to be working well.

The BEST Undertaking is currently the lifeline of the city and has been transporting essential workers.

BEST officials said the Rapid Action Teams involve various heads of departments who act swiftly when a positive case is found.

"The crack teams seem to be working well. One such team got a call on Tuesday night about an employee at Bandra bus depot. He is a resident of Dharavi and was not feeling unwell. His wife called up to say that he was feeling breathless too. We did not have time to lose and the entire team got into action. The biggest challenge was to find a bed for him as all major hospitals in the city are under pressure.

"We called up all public and private hospitals and finally could arrange a bed at Bandra's Bhabha Hospital within a few hours. This is where teamwork helps and isolated efforts would have taken more time and caused further delay," BEST's Chief Medical Officer Dr Anilkumar Singal said.

Singal said that the undertaking has been following all norms and protocols as a result of which, cases are limited even as the lifeline continues to operate.

A BEST spokesperson added that on the bright side, four more workers have recovered and have been discharged. This takes the total number of recoveries to 11.
