Evidence on the role played by investment in global value chains (GVCs) can assist policy work on GVCs, trade, investment and development. Drawing on new and improved measures of trade and investment, these country notes provide relevant statistical information from OECD databases on trade, investment, the activities of multinational enterprises and global value chains.

G20 Leaders are firmly committed to open trade and investment and to resisting protectionism in all its forms. This report advances a “green investment policy framework” taking infrastructure investment as a starting point and looking only at climate change mitigation and adaptation. It highlights the significant opportunities and many challenges that exist today in both developed and developing countries to transition to low-carbon, climate-resilient (LCR) development through investment in both renovated and in new infrastructure.

This paper addresses several broad issues for governments aiming to encourage private sector investment in low-carbon climate resilient (LCR) infrastructure, in both developed and developing world contexts.

The paper argues that interest rates are at extremely low levels to support banks, and the search for yield has pushed the liquidity driven speculative bubble from real estate, derivatives and structured products markets into the corporate debt market. The OECD hosted a workshop on green investment banks on 20 May 2015. It built upon discussions of green banks at the OECD Green Investment Financing Fora (May 2015 and June 2014) and continued international dialogue on the experiences of green banks. This OECD-UNEP COP21 session will explore whether the governance of institutional investments, including in particular any applicable fiduciary standards, adequately considers climate change-related risks and green finance opportunities, and whether guidelines may be needed in this area to support investment decision-making.
