An OCR Free Method for Word Spotting in Printed Documents: the Evaluation of Different Feature Sets

An OCR free word spotting method is developed and evaluated under a strong experimental protocol. Different feature sets are evaluated under the same experimental conditions. In addition, a tuning process in the document segmentation step is proposed which provides a significant reduction in terms of processing time. For this purpose, a complete OCR-free method for word spotting in printed documents was implemented, and a document database containing document images and their corresponding ground truth text files was created. A strong experimental protocol based on 800 document images allows us to compare the results of the three feature sets used to represent the word image.

Towards a set of guidelines for software development in start-ups

Software start-ups generally use development practices that are adapted to their agile and innovative environment. However, these practices, although consolidated, may not be the best ones for a specific context. This paper aims to present a set of guidelines for software development in start-ups. It also aims to show the results of three studies to validate and refine the proposed guidelines: a confirmatory survey, a focus group, and an expert panel. The participants were actors from both the industry and the academia. The results revealed that the guidelines obtained a positive perception from the participants of both contexts. Based on their approval, we can infer that those guidelines can increase the quality of products generated by start-ups and the chances of success for these organisations. Besides, the need for some improvements has been identified, and they will be implemented in the next version of the guidelines.

Intangible assets and the productivity slowdown

Over recent decades, advanced economies have been characterised by reduced rates of productivity. In this article, we advance the hypothesis that one of the potential causes of this trend might be the new knowledge capitalisation practices. Capitalisation of intangible assets is justified by the limited exhaustibility of knowledge, which implies its slow obsolescence, and hence, having the potential of being capitalised to reflect its prolonged period of contribution to productivity. However, the capitalisation of an increasing proportion of the assets that initially were accounted for as labour or intermediate inputs is having a direct effect on increasing capital and theoretical output and reducing total factor productivity (TFP). Our empirical analysis based on US-listed firms shows that the capitalisation of knowledge strongly reduces both the levels of TFP, and because of its fast increase in the last two decades, its rates of growth.

The relationship between 'creative slack' as an intangible asset and the innovative capabilities of the firm

The notion of creative slack purposefully refers to the notion of organisational slack proposed by Penrose (1959), who suggested that managers in organisations always have some stock of unused resources that inevitably accumulate when developing projects and are the primary factors determining the growth and innovation of the firm. In this contribution, we aim at adding a new dimension to the notion of organisational slack. Our view is that in many innovative organisations the slack of unused ideas is essentially a creative one, which is accumulated in diverse communities through multiple projects. This creative slack is a key intangible asset and a source of knowledge creation and innovation. To explain how organisations may benefit from exploiting the creative slack accumulated by communities, we rely on the analysis of two case studies, that of the Hydro-Québec Research Institute (IREQ), and of Ubisoft Montreal.

The role of pre-formation intangible assets in the endowment of science-based university spin-offs

Science-based university spin-offs face considerable technology and market uncertainty over extended periods of time, increasing the challenges of commercialisation. Scientist-entrepreneurs can play formative roles in commercialising lab-based scientific inventions through the formation of well-endowed university spin-offs. Through case study analysis of three science-based university spin-offs within a biotechnology innovation ecosystem, we unpack the impact of <i>pre-formation</i> intangible assets of academic scientists (research excellence, patenting, and international networks) and their entrepreneurial capabilities on spin-off performance. We find evidence that the pre-formation entrepreneurial capabilities of academic scientists can endow science-based university spin-offs by leveraging the scientists' pre-formation intangible assets. A theory-driven model depicting the role of pre-formation intangible assets and entrepreneurial capabilities in endowing science-based university spin-offs is developed. Recommendations are provided for scholars, practitioners, and policymakers to more effectively commercialise high potential inventions in the university lab through the development and deployment of pre-formation intangible assets and entrepreneurial capabilities.

An MCDM approach to compare different concepts of SMED to reduce the setup time in concrete products manufacturing: a case study

In the construction sector, moulding machines are crucial in producing concrete products, yet changing their mould can pose challenges for some businesses. This paper presents a case study aimed at reducing the setup time of HESS RH 600 moulding machine. Four alternatives are proposed and evaluated to achieve this goal. The first alternative involves converting internal to external activities, while the subsequent alternatives aim to improve the basic solution. These include building a canopy near the machine (alternative 2), installing an air reservoir (alternative 3), and a comprehensive approach involving building the canopy, installing the air reservoir, and adding a new forklift to facilitate the machine setup process (alternative 4). The analytic hierarchy process (AHP) heuristic method is used to select the best alternative solution based on prespecified criteria. It is found that the application of the single-minute exchange of die (SMED) solution without any further improvement is the most favourable.

Using Office Simulation Software in Teaching Computer Literacy Using Three Sets of Teaching/Learning Activities

The most common course delivery model is based on teacher (knowledge provider) - student (knowledge receiver) relationship. The most visible symptom of this situation is over-reliance on textbook’s tutorials. This traditional model of delivery reduces teacher flexibility, causes lack of interest among students, and often makes classes boring. Especially this is visible when teaching Computer Literacy courses. Instead, authors of this paper suggest a new active model which is based on MS Office simulation. The proposed model was discussed within the framework of three activities: guided software simulation, instructor-led activities, and self-directed learning activities. The model proposed in the paper of active teaching based on software simulation was proven as more effective than traditional.

Framing the Innovation Mindset

Aim/Purpose: To build the skills of innovation, we must first establish a framework for the belief system that surrounds effective innovation practice. In building any belief system, sometimes outdated beliefs need to be replaced with better, more carefully researched ideas. One such belief, discovered in our research and elsewhere, is that creativity is innate and that great ideas arise through chance or happenstance. Background: One belief regarding innovation and creativity, discovered in our research and elsewhere, is the belief that creativity is innate. History has repeatedly shown this to be untrue, yet people still believe it. We have found within our research another belief is that innovation happens through random, unstructured processes -- that great ideas arise through chance or happenstance. However, participants also believed that innovation is a skill. If someone believes innovation is a skill but also believes innovation is innate, random, and unstructured, this disconnect presents obstacles for the training and development of innovation skills. Methodology: This research is based on a combination of background research and direct survey of innovators, educators, scientists, and engineers, in addition to the general public. The survey is used to illuminate the nature of significant beliefs related to creativity and innovation practice Contribution: We examine the myths and truths behind creativity as well as the false beliefs behind innovation as we present a closed model for innovation and the key framing elements needed to build a successful, trainable, developable system that is the innovation mindset. And like any skill, creativity and innovation can be taught and learned using tools and processes that can be followed, tracked, and documented. If innovation is a skill, creativity should not re-quire magic or the production of ideas out of thin air. Findings This paper identifies the historic nature of creativity as well as the general strategies used by innovators in implementing innovation practices and pro-poses a framework that supports the effective development of the innovation mindset. Recommendations for Practitioners: Apply the framework and encourage ideation and innovation participants to appreciate that they can learn to be creative and innovative. Start as early as possible in the education process, as all of these skills can be instructed at early ages. Recommendations for Researchers: Continue to gather survey data to support a refined understanding of the motivations behind the disconnect between innovation as a methodical skill and the beliefs in the use of random ideation techniques. Impact on Society: Transforming the understanding of creativity and innovation from one of mythical belief to one of methodical skill application will dramatically alter the lifelong impact of knowledge gained in support of global economic and environmental challenges. Future Research: A continuation of the recommended research paths and collaboration with other creativity researchers leading to improved methods for dissuading mythical beliefs toward formalized, systematic ideation and innovation practices.

Does Usability Matter? An Analysis of the Impact of Usability on Technology Acceptance in ERP Settings

Though the field of management information systems, as a sector and a discipline, is the inventor of many guidelines and models, it appears to be a slow runner on practical implications of interface usability. This usability can influence end users’ attitude and behavior to use IT. The purpose of this paper was to examine the interface usability of a popular Enterprise Resource Planning (ERP) software system, SAP, and to identify related issues and implications to the Technology Acceptance Model (TAM). A survey was conducted of 112 SAP ERP users from an organization in the heavy metal industry in Bangladesh. The partial least squares technique was used to analyze the survey data. The survey findings empirically confirmed that interface usability has a significant impact on users’ perceptions of usefulness and ease of use which ultimately affects attitudes and intention to use the ERP software. The research model extends the TAM by incorporating three criteria of interface usability. It is the first known study to investigate usability criteria as an extension of TAM.

A Multicluster Approach to Selecting Initial Sets for Clustering of Categorical Data

Aim/Purpose: This article proposes a methodology for selecting the initial sets for clustering categorical data. The main idea is to combine all the different values of every single criterion or attribute, to form the first proposal of the so-called multiclusters, obtaining in this way the maximum number of clusters for the whole dataset. The multiclusters thus obtained, are themselves clustered in a second step, according to the desired final number of clusters. Background: Popular cluster methods for categorical data, such as the well-known K-Modes, usually select the initial sets by means of some random process. This fact introduces some randomness in the final results of the algorithms. We explore a different application of the clustering methodology for categorical data that overcomes the instability problems and ultimately provides a greater clustering efficiency. Methodology: For assessing the performance of the proposed algorithm and its comparison with K-Modes, we apply both of them to categorical databases where the response variable is known but not used in the analysis. In our examples, that response variable can be identified to the real clusters or classes to which the observations belong. With every data set, we perform a two-step analysis. In the first step we perform the clustering analysis on data where the response variable (the real clusters) has been omitted, and in the second step we use that omitted information to check the efficiency of the clustering algorithm (by comparing the real clusters to those given by the algorithm). Contribution: Simplicity, efficiency and stability are the main advantages of the multicluster method. Findings: The experimental results attained with real databases show that the multicluster algorithm has greater precision and a better grouping effect than the classical K-modes algorithm. Recommendations for Practitioners: The method can be useful for those researchers working with small and medium size datasets, allowing them to detect the underlying structure of the data in an intuitive and reasonable way. Recommendation for Researchers: The proposed algorithm is slower than K-Modes, since it devotes a lot of time to the calculation of the initial combinations of attributes. The reduction of the computing time is therefore an important research topic. Future Research: We are concerned with the scalability of the algorithm to large and complex data sets, as well as the application to mixed data sets with both quantitative and qualitative attributes.

Modelling End Users’ Continuance Intention to Use Information Systems in Academic Settings: Expectation-Confirmation and Stress Perspective

Aim/Purpose: The main aim of this study is to identify the factors that influence the continuance intention of use of innovative systems by non-academic employees of a private university and associated academic institutions in Bangladesh. Background: The targeted academic institutions have introduced many new online services aimed at improving students’ access to information and services, including a new online library, ERP or online forum, and the jobs-tracking system (JTS). This research is focused only on the JTS for two reasons. First, it is one of the most crucial systems for the Daffodil Family, as it enables efficient working across many institutes spread across the country and abroad. Second, it is employed in a wide variety of organisational institutes, not just the university. This study aims to discover negative factors that lead to a decrease in users’ intentions to continue using the system. The ultimate goal is to improve the motivation among administrative staff to use technology-related innovation by reducing or eliminating the problems. Methodology: G* power analysis was employed to determine the expected sample size. A questionnaire survey was conducted of 211 users of a new job tracking system from a private university in Bangladesh, to collect data for testing the suggested research model. The data was analysed using the structural equation technique, which is a powerful multivariate analysis mechanism. Contribution: This research contributes to the body of literature and helps better understand users’ continuance intention in the post-implementation phase of the JTS. It complements the micro-level examinations of continuance intention of using IT, by building on our understanding of the phenomenon at the individual level. Specifically, this study examines the role of technostress where organisations invest in IT to make their users more comfortable with innovative and new technologies like the JTS. Findings: This research develops a theoretical advancement of the expectation-confirmation theory, with implications for IT managers and senior management dealing with IT-related behaviour. All proposed hypotheses were supported. Specifically, the predictors of exhaustion – work overload, work–life balance, and role ambiguity – are significant. The core factors for satisfaction, perceived usefulness, and confirmation, are also found to be significant. Finally, satisfaction and exhaustion significantly influence continuance intention, in both positive and negative ways. Recommendations for Practitioners: This study gives an idea about some of the difficulties that people face when implementing new and innovative IT, particularly in academia in Bangladesh. It offers insights into strategies the management may want to follow when implementing new technology like the JTS. This study suggests strategies to increase satisfaction and reduce technostress among new users to enhance organisational support for change. Recommendation for Researchers: Methodologically, the study provides researchers about the technique that reduces the threat of the common method bias. First, it created a psychological separation between criterion and predictor variables. Second, the threat of common method variance was actively controlled by modelling a latent method factor and by using marker variables that researchers can use in their work. This study complements the micro-level examinations of continuance intention of using IT by building on our understanding of the phenomenon at the individual level. Researchers can extend this model by integrating other theories. Impact on Society: The findings of the study indicate that work overload, work–life conflict, and role ambiguity create tiredness, leading to lower user satisfaction with the system. Perceived usefulness and confirmation have an increasingly similar effect on users’ satisfaction with the system and their subsequent continuance intention. These findings tell university administrators what measures they should take to improve continuance intention of using innovative technology. Future Research: Future studies could conceptualise a five-factor personality model from the personal perspective of users. This model can also be extended by including the dimensions of absorptive capacity, i.e., the dynamic capabilities of users. Absorptive capacity of understanding, assimilating, and applying might influence the user’s perception of usefulness and confirmation of using JTS.

A Smart Agricultural Knowledge Management Framework to Support Emergent Farmers in Developmental Settings

Aim/Purpose: This research aims to develop a smart agricultural knowledge management framework to empower emergent farmers and extension officers (advisors to farmers) in developing countries as part of a smart farming lab (SFL). The framework utilizes knowledge objects (KOs) to capture information and knowledge of different forms, including indigenous knowledge. It builds upon a foundation of established agricultural knowledge management (AKM) models and serves as the cornerstone for an envisioned SFL. This framework facilitates optimal decision support by fostering linkages between these KOs and relevant organizations, knowledge holders, and knowledge seekers within the SFL environment. Background: Emergent farmers and extension officers encounter numerous obstacles in their knowledge operations and decision-making. This includes limited access to agricultural information and difficulties in applying it effectively. Many lack reliable sources of support, and even when information is available, understanding and applying it to specific situations can be challenging. Additionally, extension offices struggle with operational decisions and knowledge management due to agricultural organizations operating isolated in silos, hindering their access to necessary knowledge. This research introduces an SFL with a proposed AKM process model aimed at transforming emergent farmers into smart, innovative entities by addressing these challenges. Methodology: This study is presented as a theory-concept paper and utilizes a literature review to evaluate and synthesize three distinct AKM models using several approaches. The results of the analysis are used to design a new AKM process model. Contribution: This research culminates in a new AKM process framework that incorporates the strengths of various existing AKM models and supports emergent farmers and extension officers to become smart, innovative entities. One main difference between the three models analyzed, and the one proposed in this research, is the deployment and use of knowledge assets in the form of KOs. The proposed framework also incorporates metadata and annotations to enhance knowledge discoverability and enable AI-powered applications to leverage captured knowledge effectively. In practical terms, it contributes by further motivating the use of KOs to enable the transfer and the capturing of organizational knowledge. Findings: A model for an SFL that incorporates the proposed agricultural knowledge management framework is presented. This model is part of a larger knowledge factory (KF). It includes feedback loops, KOs, and mechanisms to facilitate intelligent decision-making. The significance of fostering interconnected communities is emphasized through the creation of linkages. These communities consist of knowledge seekers and bearers, with information disseminated through social media and other communication integration platforms. Recommendations for Practitioners: Practitioners and other scholars should consider implementing the proposed AKM process model as part of a larger SFL to support emergent farmers and extension officers in making operational decisions and applying knowledge management strategies. Recommendation for Researchers: The AKM process model is only presented in conceptual form. Therefore, researchers can practically test and assess the new framework in an agricultural setting. They can also further explore the potential of social media integration platforms to connect knowledge seekers with knowledge holders. Impact on Society: The proposed AKM process model has the potential to support emergent farmers and extension officers in becoming smart, innovative entities, leading to improved agricultural practices and potentially contributing to food security. Future Research: This paper discusses the AKM process model in an agrarian setting, but it can also be applied in other domains, such as education and the healthcare sector. Future research can evaluate the model’s effectiveness and explore and further investigate the semantic web and social media integration.

Ethical pitfalls of technologies enabling disruption and fostering cyber ethical mindset in management curriculum

There is a need to emphasise and educate future business leaders on emerging technologies' disruptive and transformative impact on business processes. Allen (2020) suggests the need for a digital mindset and tech literacy in business management education. In our study, we define cyber literacy and cyber ethical mindset emphasising the importance of informing future leaders in business schools about the ethical dilemmas arising while using these emerging technologies. Additionally, we highlight various ethical pitfalls of using technologies enabling disruption (TED). The Impact of e-Skills on the Settlement of Iranian Refugees in Australia

Aim/Purpose: The research investigates the impact of Information and Communication Technologies (ICT) on Iranian refugees’ settlement in Australia. Background: The study identifies the issues of settlement, such as language, cultural and social differences. Methodology: The Multi-Sited Ethnography (MSE), which is a qualitative methodology, has been used with a thematic analysis drawing on a series of semi-structured interviews with two groups of participants (51 Iranian refugees and 55 people with a role in assisting refugees). Contribution: The research findings may enable the creation of a model for use by the Aus-tralian Government with Iranian refugees. Findings: The findings show the vital role ICT play in refugees’ ongoing day-to-day life towards settlement. Recommendations for Practitioners: The results from this paper could be generalised to other groups of refugees in Australia and also could be used for Iranian refugees in other countries. Recommendation for Researchers: Researchers may use a similar study for refugees of different backgrounds in Australia and around the world. Impact on Society: ICT may assist refugees to become less isolated, less marginalized and part of mainstream society. Future Research: Future research could look into the digital divide between refugees in Australia and main stream Australians.

Introducing a Mindset Intervention to Improve Student Success

Aim/Purpose: The purpose of this paper is to introduce, describe, and document the methods involved in the preparation of a mindset intervention built into a freshmen development course, and established after years of longitudinal research, that is designed to have a positive impact on the outlook, achievement, and persistence of first generation and under-prepared students. Background: A number of studies conducted in the past fifteen years have concluded that grit, the persistence and perseverance to achieve goals, and growth mindset, the belief that skills and intelligence can be developed, are positive predictors of achievement; however, little focus has been placed on the implications at institutions purposed to educate minorities, first generation college students, and learners from diminished socio-economic backgrounds. Methodology: A series of models were created, custom self-assessment scales designed, and a lesson plan prepared purposed to deliver a mindset intervention to edify students about and change perceptions of grit, locus of control/self-efficacy, growth mindset, and goal setting. The mindset intervention, as presented in this paper, was delivered as part of a pilot implementation to students enrolled in a freshmen professional development course at a Mid-Atlantic HBCU in the Fall of 2019. Contribution: This qualitative paper documents an ongoing initiative while providing a workable template for the design and delivery of a mindset intervention that is believed will be highly effective with first generation and socio-economically disadvantaged learners. It represents the third paper in a five paper series. Findings: Prior research conducted by the authors shed light on the need to explore non-cognitive factors that may affect student performance such as grit, mindset, engagement, self-efficacy, and goal setting. The authors postulate that a carefully crafted mindset intervention delivered to freshmen students from traditionally underserved populations attending a minority serving institution in the mid-atlantic region of the United States will yield positive outcomes in terms of student success. Recommendations for Practitioners: As part of a commitment to positive student outcomes, faculty and administrators in higher education must be constantly exploring factors that may, or may not, impact student success. Recommendation for Researchers: Research is needed that explores elements that may help to contribute to the success of under prepared college students, in particular those who are from low income, first generation, and minority groups Impact on Society: Since, mindset interventions have been shown to be particularly effective with underserved students, it stands to reason that they should be adopted widely, and be effective at delivering positive outcomes, at HBCUs Future Research: The authors have introduced the mindset intervention with freshmen business students enrolled in a required professional development course. Results of the self-assessments and reflection questions are being collected and coded. Additionally, students are being administered a survey designed to measure the perceived efficacy of the initiative.

Aim/Purpose: As traditional Knowledge Management (KM) struggles to support the personal needs of knowledge workers in a new era of accelerating information abundance, we examine the shortcomings and put forward alternative scenarios and architectures for developing a novel Personal KM System (PKMS). Background: While prior publications focused on the complementing features compared to conventional dynamic KM models, our emphasis shifts to instantiating a flourishing PKMS community supported by a Digital Platform Ecosystem. Methodology: Design science research focusing on conceptual analysis and prototyping. Contribution: The PKMS concept advances the understanding of how digital platform communities may serve members with highly diverse skills and ambitions better to gainfully utilize the platform’s resources and generative potential in their personal and local settings. Findings: We demonstrate how the needs to tackle attention-consuming rising entropy and to benefit from generative innovation potentials can be addressed. Future Research: As this article has iteratively co-evolved with the preparing of a PKMS implementation, business, and roll-out plan, the prototype’s testing, completion, and subsequent migration to a viable system is of primary concern.

Aim/Purpose: The aim of the present paper is to present a Noise Decision (ND) scale. First, it reports the development and validation of the instrument aimed at examining organizational factors that have an influence on decision-making and the level of noise. Second, it validates this rating scale by testing its discriminant and convergent validity with other measures to assess decision-making qualities. Background: According to the literature, the concept of noise is the unwanted variability present in judgments. The notion of noise concerns the systematic influence to which individuals are exposed in their environment. The literature in the field has found that noise reduction improves the perception of work performance. Methodology: The first study involves the development of a scale (composed of 36 items) consisting of semi-structured interviews, item development, and principal component analysis. The second study involves validation and convergent validity of this scale. In the first study, there were 43 employees from three medium-sized Italian multinationals. For the second study, a sample of 867 subjects was analysed. Contribution: This paper introduces the first scale aimed at assessing noise within individuals and, in the organizational context, within employees and employers. Findings: Results show that the estimated internal reliability for each of the ND subscales and also the correlations between the subscales were relatively low, suggesting that ND correctly measures the analyzed components. Furthermore, the validation of the psychometric qualities of the ND allowed for the assertion that the influence of noise is present in the decision-making process within the context of work environments, validating the initial hypotheses. Recommendation for Researchers: This paper aims to improve theory and research on decision-making; for example, by providing a possible implementation for scales for evaluating decision-making skills. Furthermore, detecting and limiting noise with a systematic method could improve both the quality of decisions and the quality of thought processes. Future Research: Given the measurement of ND, the study can be a starting point for future research on this topic. Since there is no literature about this construct, it would be necessary to spend more time researching, so that the topic becomes clearer. System noise has been tested by some researchers with a “noise audit,” which means giving the same problem to different people and measuring the differences in their responses. Repeating this kind of audit in conjunction with the ND in a specific work environment could be helpful to detect but also measure the influence of noise.

Ready, AIM, acquire: Impression offsetting and acquisitions

Drawing on expectancy violation theory, we explore the effects of anticipatory impression management in the context of acquisitions. We introduce impression offsetting, an anticipatory impression management technique organizational leaders employ when they expect a focal event will negatively violate the expectations of external stakeholders. Accordingly, in these situations, organizational leaders will announce the focal event contemporaneously with positive, but unrelated information. We predict impression offsetting will generally occur in the context of acquisitions, but also more frequently for specific acquiring firms and acquisitions that are more likely to lead to an expectancy violation. We also posit that offsetting will effectively inhibit observers' perceptions of events as negative expectancy violations by positively influencing shareholder reactions to acquisition announcements. Consistent with our hypotheses, in a sample of publicly traded acquisition targets, we find evidence for impression offsetting, in which characteristics of both acquirers and their announced acquisitions predict its frequency of use. We also find evidence that impression offsetting is efficacious; on average, it reduces the negative market reaction to acquisition announcements by over 40 percent, which translates into approximately $246 million in market capitalization.

Magnification and Correction of the Acolyte Effect: Initial Benefits and Ex Post Settling up in NFL Coaching Careers

What are the long-term consequences of initially beneficial high-reputation workplace ties? Under uncertainty, acolytes (i.e., subordinates with work connections to high-reputation industry leaders) are likely to benefit in terms of signaling fitness for promotion in the external job market. Analysis of promotion outcomes of coaches in the NFL over 31 years showed that the acolyte effect was reduced for individuals for whom uncertainty was the least (acolytes with considerable industry experience or high centrality in the co-worker industry network). There was no support for either a knowledge-transfer or an intrinsic quality explanation for why acolytes initially gained advantage. Rather, the evidence supported the idea that ties to high-reputation leaders were somewhat randomly distributed so that acolytes faced ex post settling up consequences after their promotions: fewer further promotions or lateral moves, more demotions. Thus, acolytes initially benefited from a loose-linkage between their unobservable quality and signals offered by their industry-leader ties, but they also suffered as the unreliability of social network signals became evident. The results suggest that a competitive job market may exhibit self-correction over time. We offer countervailing theory and evidence to the prevailing view that high-reputation third-party endorsements perpetuate a rich-get-richer social structure resistant to performance outcomes.

Trump says he will nominate Fox News host Pete Hegseth for defense secretary

WASHINGTON: U.S. President-elect Donald Trump said on Tuesday he has picked Fox News Channel host Pete Hegseth to be secretary of defense, tapping an outsider who has railed against diversity in the military.

“Pete is tough, smart and a true believer in America First,“ Trump said in a statement. “With Pete at the helm, America’s enemies are on notice - Our Military will be Great Again, and America will Never Back Down.”

Hegseth is an Army National Guard veteran and according to his website served in Afghanistan, Iraq, and Guantanamo Bay, Cuba.

Hegseth has said he left the Army in 2021 after being deemed an extremist by an Army that didn't want him anymore.

“The feeling was mutual -- I didn’t want this Army anymore either,“ Hegseth said in his book “The War on Warriors: Behind the Betrayal of the Men Who Keep Us Free.”

There is already anxiety in the Pentagon that Trump aims to root out military officers and career civil servants he perceives to be disloyal.

Culture war issues could be one trigger for firings. Trump was asked by Fox News in June whether he would fire generals described as “woke,“ a term for those focused on racial and social justice but which is used by conservatives to disparage progressive policies.

“At a basic level, do we really want only the woke ‘diverse’ recruits that the Biden administration is curating to be the ones with the guns and the guidons?” Hegseth wrote in “The War on Warriors,“ which was published in June.

“We want those diverse recruits -- pumped full of vaccines and even more poisonous ideologies -- to be sharing a basic training bunk with sane Americans,“ he said.

Trump's former U.S. generals and defense secretaries are among his fiercest critics, with some declaring him unfit for office. Angered, Trump has suggested that his former chairman of the Joint Chiefs of Staff, Mark Milley, could be executed for treason.
