Emigration is a significant and growing phenomenon for Cambodia. Between 2000 and 2015, the number of Cambodians abroad increased by about 160%, from around half a million to 1.2 million people. In a new report, the OECD says that France should modernise and strengthen the co-ordination of labour immigration in order to attract foreign talent and align itself more closely with the needs of the labour market.

This unique Forum, co-organised by the OECD, IOM and UNDESA, will also create synergies between all stakeholders and perspectives, with representatives from 'origin', ‘transit’ and 'host' countries of migrants.

This report documents the increase in labor migration in Asia and looks at how finance and technology can aid its positive impact on home countries. As diasporas increase, governments have reached out to citizens abroad to provide them with financial instruments. Remittance channels have long been consolidated, but financial technology is changing the ways in which migrants remit—reducing fees and opening opportunities for new actors.

This edition of Migration Policy Debates brings key lessons learnt from the joint EASO-OECD conference “From panic to planning: unpacking the policy toolbox to anticipate migration trends” (Paris, June 2016) and presents lessons for improving information systems to reinforce the preparedness of reception and management systems.

EML4-ALK is an oncogenic fusion present in ~5% non-small cell lung cancers. However, alternative breakpoints in the EML4 gene lead to distinct variants with different patient outcomes. Here, we show in cell models that EML4-ALK variant 3 (V3), which is linked to accelerated metastatic spread, causes microtubule stabilization, formation of extended cytoplasmic protrusions and increased cell migration. It also recruits the NEK9 and NEK7 kinase to microtubules via the N-terminal EML4 microtubule-binding region. Overexpression of wild-type EML4 as well as constitutive activation of NEK9 also perturb cell morphology and accelerate migration in a microtubule-dependent manner that requires the downstream kinase NEK7 but not ALK activity. Strikingly, elevated NEK9 expression is associated with reduced progression-free survival in EML4-ALK patients. Hence, we propose that EML4-ALK V3 promotes microtubule stabilization through NEK9 and NEK7 leading to increased cell migration. This represents a novel actionable pathway that could drive metastatic disease progression in EML4-ALK lung cancer.

Glucocorticoids (GCs) act through the glucocorticoid receptor (GR) to regulate immunity, energy metabolism, and tissue repair. Upon ligand binding, activated GR mediates cellular effects by regulating gene expression, but some GR effects can occur rapidly without new transcription. We show GCs rapidly inhibit cell migration, in response to both GR agonist and antagonist ligand binding. The inhibitory effect on migration is prevented by GR knockdown with siRNA, confirming GR specificity, but not by actinomycin D treatment, suggesting a non-transcriptional mechanism. We identified a rapid onset increase in microtubule polymerisation following glucocorticoid treatment, identifying cytoskeletal stabilisation as the likely mechanism of action. HDAC6 overexpression, but not knockdown of αTAT1, rescued the GC effect, implicating HDAC6 as the GR effector. Consistent with this hypothesis, ligand-dependent cytoplasmic interaction between GR and HDAC6 was demonstrated by quantitative imaging. Taken together, we propose that activated GR inhibits HDAC6 function and thereby increases the stability of the microtubule network to reduce cell motility. We therefore report a novel, non-transcriptional mechanism whereby GCs impair cell motility through inhibition of HDAC6 and rapid reorganization of the cell architecture.

Immigration benefits the U.S. economy overall and has little negative effect on the income and job opportunities of most native-born Americans, says a new report by a panel of the National Research Council.

A new report from the National Academies of Sciences, Engineering, and Medicine provides a comprehensive assessment of economic and demographic trends of U.S. immigration over the past 20 years, its impact on the labor market and wages of native-born workers, and its fiscal impact at the national, state, and local levels.

In President Trump’s address to Congress, he cited a National Academies report on the economic consequences of immigration.

While extreme environmental events — such as floods and tsunamis — may trigger migrations, the underlying drivers of migration are far more complex and diverse, says new research. The research reviewed the available evidence on population movements associated with extreme weather events and found that people could find themselves ‘trapped’ and vulnerable, whether they stayed at their homes or moved to new locations.

Human migration as a result of climate change is now a reality. People across Africa, Asia and Latin America are moving in response to unpredictable rainfall patterns. The governments of Bangladesh, Papua New Guinea and small island states, such as the Solomon Islands, have already had to resettle people because of rising seas. A recent policy brief, published by the Institute for Environment and Human Security of the United Nations University, examines this issue and makes recommendations for policy.

The migration, displacement and relocation of people needs to be properly addressed in climate change adaptation plans, says a UN report. Among the report’s recommendations, National Adaptation Plans (NAPs) should ensure that communities affected by climate change-induced hazards, such as flooding and drought, become more resilient. Migration can also be seen as an adaptation strategy in itself.

A recent report presents a series of recommendations for how the EU could address the complex issue of climate change induced migration. There is now sufficient evidence to show that environment-related migration is occurring, and the time is right to put recommendations into practice, the report’s authors argue.

Environmental changes in the future, such as an increase in floods, land degradation and drought could result in changes in migration patterns in Europe, researchers write in a recent analysis. It is difficult to predict these exact migration patterns, however, as they are determined by a complex interplay of economic, political and social factors with environmental change, as well as adaptive capacity.

Links between environmental changes and migration are extremely complex. This Thematic Issue presents key pieces of research examining the causes of environmental migration and identifying policy options for Europe in dealing with forced and voluntary relocations. The sources also examine the current state of human rights for environmental migrants and how much evidence currently exists for action at local and regional levels.

A framework on the effects of environmental change on human migration has been developed by researchers. It makes clear that environmental change can influence migration directly but also indirectly through impacts on economic, social and political factors. The framework can be used to guide further research, evaluate policy options, or develop predictions for migration under global change, say the researchers.
